• Uganda. Death toll from landslides in the eastern Uganda has climbed to 43, officials have said.
• Louisiana, USA. Mayor Mitch Landrieu has declared a state of emergency as a large marsh fire in eastern New Orleans continues to send thick plumes of smoke smoke over the metro area, reports said.
• Northern Rockies, USA. At least 42,000 lightning strikes struck the Northern Rockies over a 36-hour period, sparking new wildfires in Montana and Idaho in addition to about 40 other fires already burning across the region, AP reported fire officials as saying.
• “The lightning strikes from Sunday to Tuesday also started new wildfires in the Clearwater and Nez Perce national forests in Idaho, according to Bryan Henry of the Northern Rockies Coordination Center. There were at least three dozen active wildfires burning Tuesday in those two states and in northern Wyoming.”
• Texas, USA. “Dozens of elementary students at a camp and several towns were being evacuated Tuesday as a fast-moving wildfire raged in a North Texas lakeside community,” said a report.

• The U.S. Atlantic Coast. IRENE has claimed 37 lives in 11 U.S. states in addition to two others in Dominican Republic and one in Puerto Rico.
• An estimated 600,000 homes have been damaged as a result of the storm.
• Many swollen rivers are yet to crest, and more flooding could be expected in the next few days.
• Damage from the storm could reach $20 billion, according to Standard & Poor’s Senior Economist.
• The storm submerged the rural town of Brattleboro, Vermont (pop: 12,000).
• At least 5.2 million customers are still without power along the East Coast.

Other Global Disasters

• Uganda. Landslides triggered by extreme rain in eastern Uganda have killed at least 24 people and left 12 others missing, reports said.
• Ibadan, Nigeria. At least two dozen people have been killed and tens of thousands displaced by flooding in the southwestern Nigerian city of Ibadan and surrounding areas, reports said.
• Guatemala. At least 83 Guatemalans died after being deliberately infected with syphilis and gonorrhoea viruses in the 1940s, according to a presidential commission in Washington.
• “US government scientists infected hundreds of Guatemalan prisoners, psychiatric patients and sex workers to study the effects of penicillin,” a report said.
• About 5,500 Guatemalans were involved in the research, but none had consented.
• Fukushima, Japan. Japan’s education ministry has set a new standard for radiation, allowing up to 1 microsievert per hour  in schools, a report said.
• The government is breaching international standards. The maximum radiation allowed under international standards is 0.11 microsievert per hour (1 millisievert per year).

• Montana, USA. The U.S. Department of Agriculture (USDA) has designated 22 central and eastern Montana counties as primary natural disaster areas due to recent crop losses caused by winter storms and blizzards  which were followed by record spring rainstorms and flooding across most of the state, a report said.
• Greece. Greece has declared a state of emergency after fast-moving wildfires consumed about 30,000 hectares of forest and farmland near the country’s northeastern border with Turkey, forcing the authorities to evacuate several villages, reports said.
• The fires are threatening a national park.
• About a thousand foreign students have been evacuated from a nearby holiday camp.

• “Extremely dangerous” storm surges are expected to raise water levels by up to 12 feet.

• New York, USA. At least 250,000 New Yorkers have been ordered to leave homes in low-lying areas as potentially dangerous storm surge and widespread flooding threatens the  city and nearby areas.
• North Carolina, USA. Three coastal counties in NC have issued evacuation orders for more than 200,000 residents and tourists, a report said.
• Idaho, USA.  A large, fast-growing fire in Idaho has forced the authorities at a nuclear facility in Idaho to evacuate all non-essential staff, a report said. The Idaho National Laboratory’s Materials and Fuels Complex facility, an 890-square-mile site about 38 miles from Idaho Falls, employes more than 6,000 staff and contractors.
• The facilities for process spent nuclear fuel, and other radioactive wastes.
• “Earlier in the day, nearly 50 firefighters from the lab and the U.S. Bureau of Land Management focused their efforts on protecting a separate facility where spent nuclear rods are stored,” the report sited the U.S. Energy Department lab in the high desert of eastern Idaho as saying.
• Storage facilities near the site, called the Idaho Nuclear Technology and Engineering Center, also house spent fuel rods at cooling  ponds.
• Wildfires have consumes more than a hundred thousand acres across the state of Idaho, parts of Montana, Yellowstone National Park and Wyoming in recent days.
• “Many trees are already dead from a mountain pine beetle infestation,” a report said.

• Wisconsin, USA. Gov. Scott Walker has declared a state of emergency in 3 Wisconsin counties, Burnett, Douglas and Washburn because of hundreds of thousands of downed trees, a report said.
• “Severe storms in July and early August left nearly 2 million cords of wood on the ground. Local governments and the timber industry are racing to clean up the mess before the wood rots or catches fire.”
• Texas, USA. As Dallas-Fort Worth area set a record high of 107 degrees, the Electric Reliability Council of Texas, Inc. (ERCOT), initiated Energy Emergency Alert Level 2B, which might lead to rotating outages, reports said.
• “Until we get a break in this extreme heat and record drought, we appreciate consumers and businesses conserving electricity as they are able, especially between 3 and 7 pm,” an ERCOT VP said.  “We also appreciate all the state agencies, school districts, businesses and residents who have taken steps to get the word out about the importance of conservation during these extreme weather conditions.”
• Iowa, USA. The White House has declared a major disaster exists in the State of Iowa following the widespread damage caused by severe storms, straight-line winds, and flooding during the period of July 9-14, 2011.
• New York, USA. The U.S. Department of Agriculture (USDA) has designated eight New York counties as primary disaster areas following widespread damage and crop losses caused by torrential rain, flash flooding, high winds, lightning and below normal temperatures during the period of March 1 – June 1, 2011, USDA said.
• The primary disaster areas: Allegany, Cattaraugus, Clinton, Cortland, Ontario, Tompkins, Wayne  and Yates counties.
• Contiguous disaster areas: Broome, Chemung , Essex, Madison, Schuyler, Tioga, Cayuga, Chenango, Franklin, Monroe  Seneca, Wyoming, Chautauqua, Erie, Livingston, Onondaga and Steuben counties.

• Syria. The death toll in Syria’s forced regime change has climbed to about 2,200, reports say.
• Philippines. Death toll from dengue fever in the Philippines has climbed to at least 77 in Metro Manila since January, reports said.

• Louisiana, USA. Hundreds of thousands of fish, “including federally protected Gulf sturgeon as well as catfish and flounder,” were killed after a large spill of a high concentration of waste material from paper mill in Bogalusa, Louisiana, into the Pearl River sucked the oxygen from the water,  a report said.
• “This is really sickening,” said St. Tammany Parish President Kevin Davis, who put the number of dead fish at “hundreds of thousands.”
• Ontario, Canada. A deadly tornado tore through the town of Goderich, a port town of 8,000 on Lake Huron, about 250 km west of Toronto, killing at least one person, injuring dozens more and destroying or damaging hundreds of building, reports said.
• According to Environment Canada, the town was buffeted by winds of up to 280 km per hour (174mph), an EF4 tornado on the Enhanced Fujita Tornado Scale.
• According to the town’s official website, Goderich is now in a state of emergency.

• Parishes sustaining severe damage to infrastructure included Assumption, Avoyelles, Concordia, East Carroll, Lafourche, Madison, Point Coupee, St. Charles, St. James, St. Landry, St. Martin, St. Mary, Tensas, Terrebonne, and West Feliciana.
• Thailand. At least 37 people have been killed in flood-related incidents triggered by Tropical Storm Nock-ten since July 25, the country’s Disaster Prevention and Mitigation Department reported.
• Dominican Republic. Death toll from the ongoing cholera outbreak in the Dominican republis has climbed to at least 109, reports said.
• West Bengal, India. Flood related death toll in  India’s eastern West Bengal state has climbed to at least 47, reports said. The epic flooding has affected about 3 million people, destroying or damaging more than 160,000 homes.
• Karachi, Pakistan. Death toll in Karachi’s latest wave of violence, which started 4 days ago, has climbed to at least 73, reports said.
• Peshawar, Pakistan. Death toll from human bombing of a mosque in the Ghundi area of Peshawar has risen to at least 52, reports said.

• Texas, USA.  Field surveys show livestock losses of $2.1 billion and crop losses of $3.1 billion in Texas from November 2010 to August 1, according to Texas A&M University’s Texas AgriLife Extension Service.
• “The drought of 2011 will have a lasting impact on Texas agriculture,” said Dr. Travis Miller, AgriLife Extension agronomist and a member of the Governor’s Drought Preparedness Council. 
• “This drought is ongoing,” said Dr. David Anderson, AgriLife Extension livestock economist. “Further losses will continue if rainfall does not come soon to establish this year’s winter wheat crop and wheat grazing.”
• “Wheat yields were down from a five-year average of 30 bushels to 26 bushels per acre and abandonment was up,” he said. “Given this year’s plantings of 5.7 million acres, we would have harvested 2.8 million in a normal year. In 2011, harvested acreage is estimated at only 2 million acres, down 800,000 acres. The combination of yield losses on harvested acres and higher abandonment put Texas wheat-for-grain losses at $243 million.”
• Texas corn production is down by about 30 percent in 2011.
• “The drought began for much of the state in September 2010,” Miller said.

Other Global Disasters

• Thailand. The govt has declared 28 of Thailand’s 76 provinces disaster areas because of flooding. The deluge has so far affected about a million people, a report said.
• Arizona, USA. USDA has declared five Arizona counties as natural disaster areas due to the  ongoing drought. The disaster areas are Apache, Cochise, Graham, Greenlee and Santa Cruz counties, reports said.

A number of colleagues who recently visited Fukushima, Japan have confirmed that the native fauna including birds, bees, the ubiquitous cicadas and crickets, and all other summer insects normally found in abundance throughout the Japan Region, have all but disappeared from a vast area surrounding the Fukushima Dai-Ich Nuclear Power Plant.
•  In a move reminiscent of the war atrocities committed by the old, evil empire against own nationals, Japanese government is coercing electricians throughout the country to “volunteer” for work at the crippled Fukushima Dai-Ich NPP, informed sources say.  They are told, “if you consider yourself Japanese, then you must do your bit for the country by working at the nuclear plant,” or words to that effect.
• Each technician is expected to work 3 to 4 hours a day for about 4 weeks before the accumulated levels of radiation exposure would exceed the “danger limits.”
• Time and time again, the Japanese elite have demonstrated that they are incapable of running their national affairs without hurting own subjects, or harming people in other countries.
• Sindh Province, Pakistan. The government has declared southern Pakistani province of Sindh a disaster area following widespread flooding caused by monsoon rains. About 150 villages have so far been inundated seriously affecting at least a quarter of a million people, reports said.
• Louisiana, USA.The St. Tammany Parish has declared a State of Emergency following large scale fish kill in the Pearl River Basin, a report said. The authorities have discovered “tens of thousands of dead fish and other river animals” in a section of the river that covers St. Tammany and Washington parishes and part of neighboring Mississippi.
• “The Louisiana Department of Health and Hospitals is advising residents not to swim, wade, fish or come in contact with waterways in the Pearl River watershed, including its tributaries.”

• USA. Texas harvested only 52 million bushels of wheat, compared with 127.5 million in 2010. Oklahoma’s harvest was down to 74.8 million bushels, from 129 million last year. Kansas could only harvest 273 million bushels, down from 360 million, USDA reported.
• “We’re always saying next year it will be better, but it doesn’t look very hopeful at this point,” said veteran Kansas wheat farmer Larry Kepley.
• It’s “the worst wheat harvest” he has ever known. “We’re always saying next year it will be better, but it doesn’t look very hopeful at this point,” added Kepley.

Some 40 percent of the entire cowherd in the U.S. is now severely impacted by “exceptional” and “extreme” levels of drought, according to Northwest Oklahoma livestock specialist Greg Highfill.
• New Jersey, USA. A State of Emergency has been declared for Salem and Cumberland counties following widespread flooding caused by torrential rain.
• Pittsgrove in Salem County, New Jersey, has received about 12 inches of rain since the storm began on Sunday.
• Flood watches have been issued for Connecticut, Massachusetts, New York, Pennsylvania, Rhode Island, Vermont, and most parts of New Jersey, NWS said.

• Sindh Province, Pakistan. The authorities have declared Badin district in Sindh Province, Pakistan a disaster area after torrential rains inundated at least 1,500 villages, destroying homes and crops and displacing more than 40,000 people, reports said.
• City of Badin reportedly received 475mm (187 inches) of rain in about 36 hours.
• Flooding has also killed an undisclosed number of people and livestock.
• Ohio, USA. Port Clinton has  declared a  state of emergency after wide spread flooding inundated the city.
• Texas, USA. Crop and livestock losses in Texas may have already exceeded $10 billion dollars, FIRE-EARTH estimates. State’s previous record losses were  $4.1 billion set in 2006.
• Guizhou Province, China. At least 2.15 million people in 84 province’s cities and counties of SW Guizhou Province are short of drinking water, according to an official statement.
• “The drought has also affected 1.05 million hectares of crops and left 760,000 livestock short of drinking water, causing direct economic losses of more than 6 billion yuan (923 million U.S. dollars).”
• Hunan Province, China. Deepening drought in the city of Huaihua, central China’s Hunan Province, has left about 400,000 people and 110,000 livestock short of drinking water, a report said.
• “The dry weather, due to lack of rainfall, had withered up 140,000 hectares of crops and dried up more than 1,200 wells, said a spokesman with the Huaihua Municipal Flood Control and Drought Relief Headquarters on Friday.”
• “Drought has caused major problems for boats that use the Xiangjiang River in Hunan Province. Almost 170 vessels have been held up at the Zhuzhou section in the river’s upper reaches. Authorities are dredging a channel to allow river traffic to resume. Water levels have dropped to under 30 meters this year, eight meters lower than previous highs.”

• Nebraska, USA.  A second disaster declaration has been issued for the state of Nebraska following  flooding from May 24 to August 1, reports said. [For details of Nebraska’s first disaster declaration see August 12 entry.]
• Colorado, USA. Agriculture Secretary has declared 3 counties in the state of Colorado as natural disaster areas. The freezing temperatures from April 26 through May 3, 2011 caused severe damage to crops, especially apples and stone fruit.  The three disaster areas are Delta, Mesa and Montrose counties. Additionally,  Garfield, Gunnison, Ouray, Pitkin and San Miguel counties as well as Grand and San Juan counties in Utah were declared disaster areas because they are contiguous.

• Texas, USA. “Extreme” and “exceptional” levels of drought in Texas grew to 94.27 percent of the state from 91.73 percent last week, Drought Monitor reported.
• Oklahoma, USA. Levels of extreme and exceptional drought in Oklahoma grew by nearly 5 percent gripping 92.88 percent of the state, up from 88.10 percent a week earlier.
• The Corn Belt States, USA. Drought is rapidly developing in the corn-growing region of the U.S., with the drought level   intensifying to “moderate” (from “abnormally dry”) in Indiana, Illinois, Iowa and South Dakota.

• USA. The United States Department of Agriculture (USDA) has declared 913 U.S. counties as disaster areas, since January.
• “There is no question the United States has been hit with a number of unique and rather significant disasters over the last several months,” said Agriculture Secretary Tom Vilsack in a press conference on August 8. “Historic wildfires in the Southwest, historic numbers of tornadoes in the South and Southeast, extraordinary drought, and flooding conditions in the Midwest have really challenged us.”
• “Just this year, 913 counties have been declared disaster areas.”
• “We’ve begun to pay indemnities on crop insurance. We anticipate the numbers will grow significantly but, as of today, (the Risk Management Agency) has already paid out $693 million.” Vilsack added.

• Utah, USA. The White House has declared a major disaster exists in the State of Utah due to the flooding during the period of April 18 to July 16, 2011.
• Illinois, USA.  Carroll, Jo Daviess and Stephenson counties have been declared disaster areas following severe flash flooding that occurred on July 27.
  
• “Flash floods throughout Northwest Illinois swept away roads, damaged bridges and inundated hundreds of homes,” said  Governor Pat Quinn.
• “At least four of our citizens lost their lives to the second ‘hundred year flood’ in as many years. The three inches we received in Pecatonica was a pittance compared to the 15 inches received in East Dubuque in 11 hours where 300 citizens had to be evacuated, many by boat. The flood gates were closed in Galena saving much, but significant damage still occurred. I arrived in Pearl City Thursday afternoon while the water was rising and I was the last vehicle to get out of town heading to Freeport as President Knoup closed the road.”

• Texas, USA. The state of Texas has broken the record for the driest 12 months on record as of July 2011. Only 0.72 inches of rain fell in the state during the entire month of July.
• Texas State Climatologist Nielsen-Gammon: “These statistics rank the current drought as the most severe one-year drought ever for Texas.”
• “Never before has so little rain been recorded prior to and during the primary growing season for crops, plants and warm-season grasses.” He added.
• Texas Agriculture Commissioner Todd Staples: “The extreme heat and unprecedented dry weather are crippling agricultural operations in Texas upon which all Americans rely for food, fuel, clothing and other daily necessities.”
• “This historic drought has depleted water resources, leaving our state’s farmers and ranchers in a state of dire need. The damage to our economy is already measured in billions of dollars and continues to mount.” He added.
• The small town of Kemp (Pop: 1,500) ran out of water on Sunday, the town mayor said. Kemp is located on the shore of Cedar Creek Reservoir in Kaufman County about 40 miles southeast of Dallas.
• Dallas experienced triple digit temperatures for the 39th consecutive day.

• London, U.K. The riots have spread across London, Scotland Yard reported. The violence erupted 3 days ago after a protest calling for justice over the fatal shooting by police of a local man in North London last week.
• The rioting and looting have spread to at least a dozen boroughs throughout London, as large crowds of unemployed and disaffected youths (and some criminal elements) continue to run amok venting out their frustration.
• The violence has also spread to other major cities in the U.K. including Birmingham, England’s second most populous city after London, Bristol, Liverpool and Manchester.
• Ironically, London has poured tens of billions of dollars ($32.7 billion US) into its Olympic wet dreams as worsening poverty, alienation and social malaise in Britain’s inner city areas spiral into uncontrollable violence.

Disaster Calendar 2011 – August 7 Entry

• Russia. The health authorities have declared a state of emergency in a district of Krasnodar Region in south Russia following the outbreak of African swine fever (Montgomery’s disease) a report said.
• “The state of emergency covers an area where 11,839 pigs are being kept, of which 50 have already died, the emergencies center said.”

• California, USA. The U.S. Department of Agriculture (USDA) has designated San Luis Obispo County in California as a primary natural disaster area because of the losses to wine grapes caused by freezing temperatures that occurred April 8-9, 2011, the department said.
• Oklahoma, USA. Large wildfires in Edmond have destroyed dozens of houses,  mobile homes and outbuildings, forcing hundreds of people to evacuate in several neighborhoods, reports said.
• Idaho, USA. Three major wildfires, which were sparked by lightning a few days ago, have scorched at least 35,000 acres in southwest Idaho and continue to rage, reports said.
• Oregon, USA. Large wildfires sparked by lightning have consumed about 20,000 acres of forest in central Oregon, reports said. Lines of thunderstorms in the region have produced at least 4,100 lightning strikes on Thursday.
• Utah, USA. A fast-moving major wildfire near Cedar City, Utah has consumed about 10,000 acres and was zero percent contained as of posting.
• Obama’s War on Afghanistan. Obama’s war on Afghanistan claimed 42 more lives over the weekend, most of them Americans.
• On Saturday 31 US special forces and seven Afghan soldiers were killed when their Chinook helicopter was shut down west of Kabul.
• On Sunday 4 more NATO troops were killed in two separate attacks in eastern and southern Afghanistan.
• The war vulture in the White House said: “Their deaths are a reminder of the extraordinary sacrifices made by the men and women of our military and their families, including all who have served in Afghanistan.” But, he failed to say what the sacrifice was for, or why it was necessary.
• London, England. Dozens of people were injured and many homes, stores and cars were set alight after rioting broke out in North London borough of Tottenham. Looters ransacked dozens of shops in the area. The violence erupted after a protest calling for justice over the fatal shooting by police of Mark Duggan on Thursday. The victim’s cousin was stabbed to death in a London nightclub in March this year.
• Texas, USA. The official heat-related deaths in Dallas has reached 14, reports said.  At least 11 more deaths are under investigation.
• Missouri, USA. The official heat-related deaths in Kansas City, Missouri has reached at least 24, city’s health department said.
• Maryland, USA. The official heat-related deaths in Baltimore has reached at least 21, reports said.
