Flooding and landslides damage or destroy thousands of homes in Panama
Thousands of homes have been damaged or destroyed by flooding and landslides in Arraijan, Capira, La Chorrera and Colon City, Panama following extreme rain events in the region.
- About 10,000 people have been forced to flee their homes along the Caribbean coast, Panamanian authorities said.
- Dozens of rivers in the region overflowed their banks inundating and destroying homes, roads, bridges and other public infrastructure, local reports said.
- Panamanian President, Ricardo Martinelli, has declared a state of emergency in the flooded areas.

- Muhammad Dheeb Ajami was charged with “insulting” Hamad bin Khalifa Al Thani, aka the Emir of Qatar.
- Bahrain. A Bahraini blogger has been sentenced to six months imprisonment for allegedly insulting the ‘royal family.’
- A Bahraini activist has been sentenced to six months in jail for allegedly insulting Sheikh Hamad bin Isa Al Khalifa, who recently self-promoted himself to a king. Three other bloggers remain in custody, awaiting court rulings, reports said.

Extreme Rain Event Forecast as Storm Barrage Batters N. California
More extreme weather is forecast for N. California, as first of a line of storms struck northern California Wednesday, bringing torrential rain and high winds to the region.
The storms are expected to spawn extreme rain events, precipitating as much as 20 inches of rain, with wind gusts exceeding 70MPH in some areas over a five-day period.
The National Weather Service (NWS) has issued multiple warnings for the region:
More storm systems are on their way to Northern California, bringing significant rainfall and windy conditions with it. Mud and debris flows are possible, and some tree branches are likely to break off causing possible power outages.
Urban and small stream flooding is likely. Snow levels are approximately above 7000 ft, so most precipitation will fall as rain.
Up to 30″ of snow is possible for the Northern Sierra Mountains and Lassen National Park region starting Thursday evening.
Heavy precipitation is expected with high rainfall rates Thursday night/Friday and again Saturday night/Sunday. Mud and debris flows are possible, especially near areas burned during recent wildfires.
Mudslides can occur during periods of heavy rainfall, as the water and the loose soils combine to form a viscous, muddy debris mass, which flows downslope, crushing and overwhelming anything in its path, NWS warned.
Sacramento Valley could experience mudslides, according to the warnings.

When was the last time Japan cared about its victims?
Japanese government has adopted overly optimistic views of radiation risks and has conducted only limited health checks after the core meltdowns at multiple reactors at the Fukushima Dai-ichi nuclear power plant, said Anand Grover, a UN special rapporteur on the right to health, who is charged with investigating Japan’s handling of the health risks from the Fukushima nuclear disaster.
- More than 2 million people lived in the Fukushima area surrounding the power plant, but only a quarter of them have been tested for radiation effects so far.
- The U.N. official said the health tests should cover “all radiation-affected zones” because the impact of radiation affected large areas far beyond Fukushima’s borders.
- “The scope of the survey is unfortunately narrow as they draw on the limited lessons from the Chernobyl accident and ignore epidemiological studies that point to cancer as well as other diseases in low-dosage radiation,” Grover said.
- According to some studies there’s no clear evidence that radiation exposures of up to 100 millisieverts per year pose higher cancer risks, he said. “But that is controversial. And there are a lot of studies which indicate otherwise. The government need not say which is right. The government has to err on the side of caution and be inclusive,” he said.
- “They draw on the limited lessons from the Chernobyl accident and ignore epidemiological studies that point to cancer as well as other diseases in low-dosage radiation,” Grover said.
- The cumulative radiation exposure from Fukushima in towns around the disaster stricken power plant was between 43 and 122 millisieverts, according to a report by World Health Organization (WHO), which “leaked” to the Asahi Shimbun newspaper over the weekend.
Korea
South Korean nuclear regulators have reportedly discovered about a thousand more fake parts supplied for their nuclear plants with bogus quality certificates.
- Earlier this month, eight companies were found to have submitted 60 fake certificates that covered more than 7,000 parts mostly used in the two reactors that were shut, said a report.
- S. Korean government is planning an additional 11 nuclear reactors, to add to its existing fleet of 23, reports said.
- About 12,500 tons of nuclear waste filled more than 70 percent of the country’s storage capacity at reactors, as of June 2012.
- S. Korea’s four nuclear power plant complexes, which provide onsite storage facility for spent fuel and other radioactive waste, will run out of waste storage space by as early as 2016, said a report.
- South Korea is slightly larger than Indiana, and has a population of more than 50 million.
- More than half of South Korea’s population, and about 1/3 of a million international residents, live in the Seoul metropolitan area.

Somalia: Humanitarian Disaster
More than a million Somali refugees are currently hosted in Kenya, Yemen, Egypt, Ethiopia, Eritrea, Djibouti, Tanzania and Uganda, and about 1.36 million others internally displaced, settled mainly in the South-Central region, UNHCR reported.
‘Somalia is the most affected country within the Horn of Africa by the ongoing drought, widely regarded as the worst in 60 years. Consecutive seasonal rain failures have led to sky-rocketing food prices, in a country already devastated by two decades of civil war,’ said the report.
- Somali people are facing one of the worst humanitarian crises in the world today.
- Somalia is generating the third highest number of refugees in the world, after Afghanistan and Iraq.
- One in three Somalis is in urgent need of humanitarian help.
- One in every three children living in the South-Central region is malnourished.
- More than 66,000 Somalis have sought refuge in neighboring countries so far this year.

Britain battered by deadly winds and rain
‘Shocking scenes of flooding in Cornwall and around the country’: UK Prime Minister
Hundreds of homes in the UK were damaged after flooding inundated parts of the counties of Cornwall, Devon, Leicestershire, Northamptonshire, Staffordshire, West Midlands, Wiltshire, Worcestershire, Yorkshire and areas of Cambridgeshire and Gloucestershire, as deadly winds and rain claim at least two lives and force many people to flee their homes, reports said.
- The U.K. Environment Agency has issued flood warnings to more than 70,000 homes over the past few days.
- Many roads have been closed due to flooding, cutting off towns across SW England.
- ‘There are more than 270 flood alerts – indicating people should prepare for possible flooding – in England and Wales and more than 220 other flood warnings in place across England, which mean people should take action because flooding is expected,’ said a report.
- The mayor of Malmesbury, England’s oldest town, described the deluge as the worst flooding in 70 years.
- “It’s the worst flooding in 70 years, I was a boy in Malmesbury and I’ve never seen water like it. The houses won’t dry out for weeks and months. There were cars with water up to their bonnets.” He said.
- At least four people were killed and one person reported as missing.

Highlights from the weekly Drought Monitor Report:
- Nearly 94% of High Plains is now in drought with more than 84% of the region plagued by ‘Severe’ to ‘Exceptional’ drought levels.
- More than three-quarters of Texas is in at least a ‘Moderate’ drought, with about nearly half the state covered by ‘Severe’ or worse drought conditions.
- More than 72% of the West, 61% of the South, 30% of the Southeast and 52% of the Midwest are in drought.

Widespread flooding has affected residents in eight townships in three southern provinces of Mindanao’s Davao region (Region XI), disaster officials said.
- Landslides have also been reported in the flood-stricken areas.

S. Korea planning 11 additional reactors, despite running out of nuclear waste storage capacity
Undeterred by its worst nuclear crisis ever over forged safety certificates, and seemingly unfazed by such trivial details as running out of nuclear waste storage space, S. Korean government is planning an additional 11 nuclear reactors, to add to its existing fleet of 23, reports said.

More than 100,000 bolts of lightning strike QLD area
A massive storm system hammered southern Queensland with destructive, near hurricane force wind gusts as 4-inch hail and heavy rain buffeted the region.
- Flash-flooding swamped parts of Brisbane (pop: ~2.2 million), Australia’s third most populous city. [SE QLD urban conurbation around Brisbane has a population of about 3.2 million.]
- The storms affected the Brisbane, Ipswich, Sunshine and Lockyer council areas, causing crop damage in the Granite Belt and on the Darling Downs, reports said.
- The storms caught the country’s Bureau of Meteorology (BoM) by surprise, as they failed to issue a specific warning until after the extreme weather event had hit parts of Brisbane.

At least 100,000 bolts of lightning, delivering an estimated 50 megacoulombs of electric charge, were recorded in the region.

Dept of Commerce declares fisheries disaster for N.Y. and N.J. in the aftermath of SANDY
“We are taking action because of the storm’s devastating impact on the people who live and work in coastal communities that were hit hard by Sandy.” Acting Secretary of Commerce said in a statement.
- In 2010 alone, New Jersey and New York commercial fisheries landed almost 190 million pounds of fish, valued at more than $210 million dollars.
- In the same year, New Jersey and New York recreational fishermen took more than 10 million trips and caught a total of nearly five million fish.

Socioeconomic Epidemic: ‘They leave us without future!’
Millions of people across 23 countries in Europe marked the European Day of Action and Solidarity, demonstrating against unemployment, dire economic prospects and the so-called anti-austerity measures.
- In Spain, where unemployment rate is 26%, and in Portugal, which has an unemployment rate of about 16%, millions of people took to the streets, while public services and international flights came to a stand still amid general strikes.
- Demonstrators distributed leaflets which read:
- ‘We have no future!’
- ‘They leave us without a future.’
- ‘They are the guilty ones!’
- ‘Austerity kills dignity. Reclaim Europe!’
- In Greece and Italy, hundrdes of thousands of people marched through the streets.

Global 2011 CO2 emissions top 34 billion metric tons: IWR
Global CO2 emissions again reached a new record in 2011 rising 2.5 percent to 34 billion metric tons (bmt), compared with 33.2 bmt in 2010, as humanoids continued to consume ever-increasing amounts of fossil fuels, according to IWR, a renewable energy institute based in Germany.
- Global CO2 emissions have risen by more than 50 percent in two decades.
- In 1990, some 22.7 bmt of carbon dioxide were emitted globally, IWR reported.
- “China comes highest in the CO2 ranking of countries for 2011 with 8.9 bn metric tons of carbon dioxide (2010: 8.3 bn metric tons). That is 50 percent more than the USA with 6.0 bn metric tons (2010: 6.2 bn metric tons), which ranked second. At 1.8 bn metric tons (2010: 1.7 bn metric tons), India ranks third ahead of Russia with 1.67 bn metric tons (2010: 1.7 bn metric tons) and Japan with 1.3 bn metric tons (2010: 1.3 bn metric tons). Snowstorms affect millions in China
Major snowstorms have cut off power and water supplies to hundreds of thousands of homes and businesses in northeast China’s Heilongjiang, Jilin and Liaoning provinces as well as Inner Mongolia and northwest Xinjiang, forcing many schools and highways to close, a report said.
- “Most parts of northeast China and east part of north China’s Inner Mongolia Autonomous Region have undergone intense snowfall on Nov. 11 and Nov. 12. A yellow alert on blizzard was issued by the National Meteorological Center on Monday.”
- In eastern Inner Mongolia scores of buildings have collapsed under the weight of snow.
- The temperature fell sharply in East China’s Shandong Province.

Death Toll: At least 39 deaths have been confirmed, with hundreds of others reported injured or missing.
Damage: Many buildings reportedly destroyed or damaged across the San Marcos region.
- The authorities have declared a national alert advising people to evacuate tall buildings in case of destructive aftershocks.
- Dozens of aftershocks had occurred, as of posting, with at least five of them measuring magnitude 5.0 or greater.
- The tremor shook buildings as far away as Mexico City, some 1,000km NNW of the event.
- The quake was the largest tremor to strike Guatemala since 1976 when 25,000 were killed in 7.5Mw, according to Guatemala’s Seismological Institute.

Quarter of the country’s population, or more than 40 million people, have been displaced by flooding in Niger Delta, which began in June, the Nigerian President has said.
- The flooding has claimed hundreds of lives, left tens of thousands injured and destroyed homes, farmlands and much of the country’s infrastructure.
- The Nigerian government is calling the catastrophe an “act of God.” However, local environmentalists say it is “a man-made disaster.”
- “The floods are primarily a result of very poor management of the dams in both Nigeria and Cameroon,” they said.
U.N. OCHA has released the following stats
Between July and the end of October, 7,705,378 people have been affected by the floods and 2,157,419 have registered as IDPs at some moment; 363 people are reported dead, more than 618,000 houses have been damaged or destroyed; 33 States out of 36 are affected.

New storm projected to pass near NJ disaster coastline Wednesday
Mandatory evacuation order has been issued for low lying areas in Brick Township, N.J.
A nor’easter is expected to bring winds of 60-70 mph, several inches of rain, which would trigger flooding along the coast line, and 4-6 inches of snow to Pennsylvania and New York, forecasters said.

N. Sumatra homes buried under three meters of water
Thousands of homes in two of Indonesia’s North Sumatra and Aceh provinces have been flooded following days of torrential rains in the region.
- In North Sumatra widespread flooding was reported in three districts, Deli Serdang, Serdang Bedagai and Mandailing Natal Deli, while in Aceh Bireun district was inundated, said a report.
- “In Serdang district, the banks of Batu Ginging, Kuala Namu and Ular rivers burst, inundating some 1,200 houses with floodwaters up to three meters deep.”

Heaviest snowfall in 62 years reported in Beijing’s Yanqing County
Heavy snowfall and sleet blanketed north China and temperatures dipped as cold weather gripped the region, prompting the authorities to issue blizzard warnings and a regional red alert.
Beijing authorities issued a citywide orange alert, China’s second highest, as the cold front dumped a record 58 mm of snow on the NW section of the city, according to the Beijing Meteorological Center.
