Extreme heat kills at least 40 people in south China

A heatwave that has been hovering over a large region encompassing eight provinces and municipalities in central, eastern and southern China has already been the longest lasting since 1961 (presumably when record-keeping began), with the temperatures reaching or exceeding 35ºC for an average of 25.3 day since July 1, said the National Meteorological Center (NMC).

[Note: the actual number of people killed as a result of the heatwave may be much higher.]

“Authorities have for the first time declared the heat to be a second-level weather emergency, a label normally used for typhoons and floods. The NMC issued a second-level heat alert on Tuesday for the next 20 days.”

Worsening drought an the long-lasting heatwave have “taken a heavy toll on agriculture and made drinking water increasingly difficult to obtain,” said the report.

At least 130 million people in China have been affected by the drought and extreme heat. More than 10 million people, and as many livestock,  are short of drinking water, FIRE-EARTH estimates. See earlier posts on China drought.

Vietnam’s coffee crop forecast down in 2013-2014

Vietnam’s coffee production for 2013-2014 is estimated at about 1.2 million tons, a decrease of 15 percent compared to the previous year, said the Vietnam Coffee and Cocoa Association (Vicofa).

The decrease is due to the drought and hail in June, which damaged about 5,000 hectares of coffee plantation and affected other 27,000 hectares, said a report.

Fishery disaster declared in Apalachicola

U.S. Secretary of Commerce Pritzker has declared a commercial fishery failure for the oyster fishery in Apalachicola Bay, said a report.

“Gov. Rick Scott requested the declaration in September 2012 because the fishery was near collapse. A May 2013 state report sent last week to federal officials blames lack of fresh water flowing from federal reservoirs in Georgia and Alabama.”

“Pritzker declared the commercial fishery failure for the oyster fishery along the west coast of Florida. The National Oceanic and Atmospheric Administration said the fishery resource disaster resulted from excessive drought conditions in Apalachicola Bay and elsewhere in the Florida panhandle during the 2012-13 winter fishing season.” More…

Hickenlooper declares disaster emergency due to flooding in El Paso County

Gov. John Hickenlooper has declared a disaster emergency related to devastating floods in El Paso County, said a statement posted on his website.

El Paso County and the City of Manitou Springs on Aug. 10 requested the state assistance. The governor gave verbal approval on the same day.

  • The governor also activated the State Emergency Operations Plan to address the flooding.
  • The governor further authorized the Colorado National Guard to assist with search and rescue missions in the area, if necessary, as more rain continues to fall.

Destructive floods have devastated areas near the Waldo Canyon and Black Forest burn scars,  said a report.

“Rain has pounded the county throughout the last several weeks, taking a deadly turn Friday after rain and mud spilled onto Highway 24 and into Manitou Springs. One man was killed, three were initially unaccounted for, and multiple people reported nearly being swept away.”

Disaster Declared in Elmore County, Idaho

Posted by feww on August 13, 2013

Gov. Otter issues a state disaster declaration in Elmore County

The Elk and Pony Complex fires have grown explosively, covering at least 240,000 acres, forcing mass evacuations and large area closures.

In addition to large numbers of mandatory evacuations, the Elmore County Sheriff’s Office has urged other residents to leave the area to ensure the fire crews can focus on suppressing the fire, said a report.

The two fire complexes have destroyed or damaged dozens of structures, but the exact toll is not yet known/released.

More than two dozen wildfires in Idaho have scorched at least 400,000 acres since mid-July 2013.

The Elk Fire resulted from several lightning strike fires which burned together on the night of August 8th. Fuels continue to be extremely dry and when combining with steep terrain, is creating plume dominated fire behavior. Areas concern are the small settlement of Prairie on the west side of the fire and the Pine/Featherville corridor on the east side. The southern perimeter follows the South Fork of the Boise River from Smith Creek to the end of Anderson Ranch Reservoir near Pine. The fire continues to move up the river corridor on the west side from Pine towards Featherville. Primary objective is to secure the fireline between all homes/subdivisions and the mountains to the west. Securing Prairie homes and ranches is a high priority. Ultimately the plan is to push the northern portion of the fire into the Trinity fire from last year.

The Boise National Forest has expanded a large area closure that is described specifically in the CLOSURES portion of this site. A map of the closure area can be found under MAPS. The Elmore County Sheriff’s Office has a mandatory evacuation in effect from Hwy 20 to the Johnson Creek Bridge south of Featherville.

Stage I fire restrictions remain in effect including no campfires outside of an agency designated recreation site until further notice. For more information, please visit www.blm.gov/id.  [Inciweb]

The Pony Complex Fire

The Pony Complex fire, about  12 miles Northeast of Mountain Home, ID, has consumed at least 143,900 acres with about 30 percent containment.

The Mile Marker 111 Fire and the Mudd Fire burned together on Sunday and areas of the combined fire are still exhibiting high resistance to control. The fire is continuing to push to the south and east threatening the Highway 20 corridor.

  • Numerous road closures and an area closure remain in effect.
  • Burnout operations were conducted along Cow Creek Road in attempt to mitigate the fire from crossing Blacks Creek.

Basic stats

  • Start date: 8/8/2013
  • Location: 12 miles Northeast of Mountain Home, ID
  • Cause: Lightning
  • Size: 143, 900
  • Fuels: Grasses, sagebrush and pockets of timber
  • Observed Fire Behavior: Extreme running fire spread
  • Assigned Resources: 330 personnel
  • Containment: 30%
