Seismic activity along the boundaries of the Philippine Sea Plate (Allen et al., 2009) has produced 7 great (M>8.0) earthquakes and 250 large (M>7) events. Floods have killed at least 188 people including 88 children in the past six weeks, according to officials
Floodwaters have affected 1,736,000 people in more than 377,000 households, forcing 144,000 people in more than 31,000 households to flee their collapsing homes.

KROSA is forecast to strike the Philippines near 18.1N, 122.4E at about 08:00UTC on October 31, according to JTWC.
KROSA is expected to make as many as 3 landfalls—the Philippines, China’s Hainan Island and central Vietnam— according to most models and affecting about a half dozen countries, before dissipating over Indochina Peninsula.

Migrants died of thirst after their vehicles broke down in the Sahara: Report
The corpses, which were severely decomposed and partly eaten, possibly by jackals, are thought to be migrant workers and their families, said a report.
Thousands of migrants cross Niger along a popular route across Sahara desert to reach the coasts of North Africa on their way to Europe.
Soldiers and volunteers found many of the corpses across a wide area about 10km from the Algerian border.
At least 48 of the corpses found were children or teenagers, who were probably in search of low paid jobs in neighboring Algeria, the report stipulated.
Cod and whiting in the West of Scotland risk collapse: EU Fisheries Commission
The European Commission has proposed a continued ban in 2014 on landings of cod and whiting off Scotland’s Atlantic coast in an attempt to avert a collapse.
“Cod stocks in the Irish Sea and the Kattegat continue to be in a dire state… Sole in the Irish Sea is at extremely low levels. Advice for haddock in the Celtic Sea demands a considerable TAC cut … Cod and whiting in the West of Scotland, subject to extremely high rates of discarding, are at a risk of collapse.” EU Fisheries Commission reported.
Cod stocks off most parts of Britain, Ireland and in the Bay of Biscay are also in a dire state, which means quotas should be reduced by up to 30 percent, according to the Greek EU fisheries commissioner.
Cod – gadus morhua. The British fish and chips industry is heavily dependent on cod, the country’s most consumed fish. International disputes over the prized species has so far led to two rounds of naval clashes between Britain and Iceland in the 1950s and 1970s.
“For stocks where data is not good enough to properly estimate their size, the Commission proposal reflects the advice from the International Council for the Exploration of the Sea (ICES) to adapt the TAC up or down by a maximum of 20%. Following a Council decision last year on precautionary reductions, TACS are proposed at the same level as in 2013 for 21 of these stocks,” said the Commission.
NOTES:
Total allowable catches (TACs) are catch limits that are set for most significant commercial fish stocks. TACs are proposed by the EU Commission on the basis of scientific advice on the state of the stocks concerned and decided on by the Council of Fisheries Ministers.
TACs are set annually for most stocks and every two years for deep sea species.
The TACs are shared between EU countries under a system known as ‘relative stability’ which keeps national quotas stable in relation to each other.

North Carolina has been declared a Federal Disaster Area by the White House due to severe storms, flooding, landslides, and mudslides that occurred on July 27, 2013.
Severe storms, flooding, landslides, and mudslides have severely affected the counties of Ashe, Avery, Catawba, Lincoln, Watauga and Wilkes, said the White House in a statement.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA.
Once again Japanese authorities stand accused of “criminal negligence” for failing to save lives
Japan’s disaster Prime Minister Shinzo Abe visited typhoon-hit volcanic island of Izu Oshima on Sunday and declared the devastation caused by the Typhoon WIPHA as a “disaster of extreme severity.”
Just about everyone and their uncle knew typhoon WIPHA was a very intense storm capable of causing major damage, possibly multiple deaths.
Even Japan Meteorological Agency (JMA) had earlier warned about the severity of the typhoon, which failed to make a direct hit, describing it as a “once a decade” type of storm.
The storm triggered deadly mudslides on the island destroying homes and burying residents alive on October 16. At least 32 people were killed and about a dozen were missing, presumed dead.
Once again the authorities in Japan have been accused of “criminal negligence” for failing to issue adequate warnings and evacuation alerts as the deadly storm approached, which would have saved dozens of lives.
St. Jude Hits Northwest Russia, State of emergency Declared in Pskov
The deadly storm reached northwestern Russia on Tuesday after wreaking havoc in several other countries in northern and northwestern Europe since early Monday, disrupting transport, power and communication lines in three northwestern Russian regions and prompting a state of emergency declaration in Pskov, said a report quoting sources from local weather agency.
Tens of thousands of people in Pskov and St. Petersburg were left without power, as the storm barreled through the region.
The storm knocked out power to about 100,000 households in Estonia and Latvia, which border Pskov Oblast.
St Jude left at least 15 people dead including seven in Germany, four in Britain, two in the Netherlands and one each in France and Denmark and knocked out power to about a million homes and business across northwestern Europe, including 750,000 customers in Britain.

New Mexico Declared Federal Disaster Area due to Severe Storms, Flooding and Mudslides
The White House has declared a major disaster exists in the State of New Mexico due to major losses and damage caused by severe storms, flooding, and mudslides during the period of September 9-22, 2013.
The worst affected areas are the counties of Catron, Chaves, Cibola, Colfax, Eddy, Guadalupe, Los Alamos, McKinley, Mora, Sandoval, San Miguel, Santa Fe, Sierra, Socorro, and Torrance.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA.
October 2 Disaster Declaration for NM
On October 2, 2013, WH signed a separate Major Disaster declaration for NM due to severe storms and flooding which occurred July 23-28, 2013.
The worst of the losses and damages caused by severe storms and flooding occurred in the counties of Bernalillo, Colfax, Luna, Sandoval, and Socorro and the Cochiti, Kewa (Santa Domingo), San Felipe, and Sandia Pueblos.

Superstorm SANDY left hundreds of thousands of people homeless
SANDY hit the US east coast last year, killing scores of people and causing damage estimated at $65 billion—the second costliest hurricane ever.

Atlantic Hurricane Season
The 2010 season (the third most active season on record jointly with 1887 and 1995) experienced 19 named storms, 12 of which developed into hurricanes (second most active hurricane season jointly with 1969.)
About 40 million people in the coastal regions of the US, from North Carolina to Texas, are most at risk of hurricanes.
Based on the blog models, recent trends set by the impact of weather extremes on population centers, especially since late 2009, and other geophysical and planetary factors, FIRE-EARTH believes 2011 could prove less lucky than the last two years. We forecast a particularly costly hurricane season for the Atlantic Basin in 2011.
The crippling disease has broken out among young children in northeast Syria’s Deir al-Zor province, the first outbreak in the country in 14 years, the World Health Organization (WHO) confirmed on Tuesday.
Twenty-two children in Deir al-Zor province, which borders Iraq, became paralyzed last week, and WHO has confirmed that 10 victims tested positive for the wild polio virus.Results on the remaining 12 cases are expected soon.
Most of the victims were under two years old and may not have been vaccinated against polio, WHO said.
It’s believed that foreign mercenaries fighting in Syria have imported the virus into the country. Polio is endemic in Afghanistan, Nigeria and Pakistan.
WHO spokesman Oliver Rosenbauer has said that the source of the virus must be one of the three endemic areas.
The highly contagious virus now threatens to spread in Syria and beyond, as more than 4,000 refugees leave Syria every day.
“Of course this is a communicable disease. With population movements it can travel to other areas. So the risk is high of (its) spread across the region,” Rosenbauer told Reuters.
At least 100,000 Children under the age of five are at risk of polio in Deir al-Zour province, and 500,000 children have not been immunized.

Record gusts of 191 km/h (119mph) reported over the North Sea
A major storm battering NW Europe has killed at least 15 people including seven in Germany, four in Britain, two in the Netherlands and one each in France and Denmark.
The storm hit Britain with gusts of up to nearly 100mph early Monday, leaving a path of damage across large parts of southern UK, before targeting mainland Europe.
A crane smashed into the U.K. Cabinet Office in central London, forcing Deputy Prime Minister to cancel a news conference, while a gas explosion caused by toppled trees killed at least two people in west London, according to reports.
Flights and ferry services as well as road and rail transport were severely affected throughout the vast storm-battered region.
The storm knocked out power to about a million homes and business across northwestern Europe, including 750,000 customers in Britain.
Winds of about 155 kph swept across the low-lying Netherlands, killing at least two people, and causing widespread damage.

Denmark and Sweden issued storm warnings, as hurricane force winds gusting to about 162km/h hit Scandinavia, causing widespread damage across the region, while meteorologists measured record winds of 191 km/h (119mph) over the North Sea.
The Beijing Weather Station issued a “yellow haze alert,” the country’s third highest alert level, warning of serious air pollution and very low visibility on Monday, October 28, 2013.
Beijing’s air quality remained at “Hazardous” level with the pollution index climbing to 424 on Monday at 21:00 local time.

Britain’s deadly storm unleashes wind gust of 159km/h
The strongest storm in a decade to hit U.K. battered the southern regions early Monday, uprooting scores of trees, cutting power lines and blocking roads and railroad tracks.
A wind gust of 159km/h (99mph ) was recorded at Needles Old Battery, Isle of Wight, at 05:00 GMT on Monday, Britain’s Met Office reported.
Up to third of a million homes lost power, and two reactors in Dungeness nuclear power station were automatically shut down after power to the plant was cut off.
Roads and railroad tracks were blocked by scores of fallen trees severely disrupting travel plans for millions of commuters.
Authorities issued at least a dozen flood warnings in southwest England, East Anglia and the Midlands, as well as132 flood alerts across England and Wales.
The storm has claimed at least two lives.
At least 130 flights were cancelled at London’s Heathrow airport.
London’s both Heathrow and Gatwick airports have warned of further flight delays and cancellations.
The damage was “worse than expected,” said UK’s Network Rail.
“While conditions were as forecast during the early part of the morning, the damage caused by the storm has been more severe than expected as it has tracked eastwards to the north of London and across to East Anglia,” said Network Rail, the owner-operator of most of the rail infrastructure in Britain.
“As a result, the West Coast, East Coast and Midland main lines are all currently blocked at their southern ends as a result of fallen trees and damage to power lines and all services are currently suspended on the Anglia route, where the storm is currently.”

Extreme Rain Events trigger new round of flooding in east India
Five days of extreme monsoon rains have unleashed severe flooding in eastern India’s states of Odisha and Andhra Pradesh, washing away more than 2,000 villages in the cyclone-ravaged Odisha alone.

Floodwaters have inundated about two million hectares ( 5 million acres) of crops across the region, affecting more than a million people, with at least 250,000 displaced.The death toll has climbed to 42 in Andhra Pradesh, and 28 in Odisha, with about a dozen people reported missing.
About 85,000 people in the district of Ganjam alone have been rescued so far, with 200,000 others still cut off.
The floods have caused significant damage to public infrastructure across 30 districts, destroying or damaging thousands of kilometers of roads and railroad tracks, disrupting public transport and causing massive damage to agriculture fields in several parts of the two states.
Flood situation continues to remain critical across the the region.

At least 10 car bombs ripped through Baghdad killing dozens of people and wounding many more, amid the worst violence in Iraq since 2008.
In the deadliest attack today, a suicide bomber targeted soldiers in the northern city of Mosul, killing at least 12 and wounding dozens more, Reuters reported police as saying.
The soldiers were waiting outside a bank to collect their salaries, when the bomber driving a car packed with high explosives blew himself up, said the report.
Iraqi soldiers and security personnel are prime targets for [Saudi-backed] Sunni militants seeking to destabilize the country’s Shi’ite-led government, the report said.

Dozens killed amid flash flooding in eastern India
Severe flooding in eastern India has killed at least 64 people in the states of Orissa and Andhra Pradesh. Extreme northeast monsoon rains combined with a low pressure area over the Bay of Bengal and pounded the two states for five consecutive days, said officials.
Floods have affected more than 10 million people in eastern India, forcing authorities to evacuate about 200,000 people in Orissa and Andhra Pradesh.
Hundreds of villages and thousands of tons of crops have also been destroyed or damaged by floodwaters. Thousands of people have lost their homes, and Hundreds of thousands of others are currently cut off by floodwaters.
“The situation is serious. We are asking people to stay on rooftops. We will rescue them,” said a senior official.
Meantime, rain is forecast to continue on Saturday, said local Meteorologists.
