Golden State Turns Dark Brown

Exceptional Drought spreads to 58.41 percent of California, up from 36.49 percent last week, according to the latest data release by the U.S. Drought Monitor.

The entire land area in the Golden State is experiencing ‘Severe’ to Exceptional drought, according to U.S. Drought Monitor.

National Drought Summary for July 29, 2014: State of California

Increasingly, drought indicators point to the fact that conditions are not appreciably better in northern California than in central and southern sections of the state. In addition, mounting evidence from reservoir levels, river gauges, ground water observations, and socio-economic impacts warrant a further expansion of exceptional drought (D4) into northern California. For California’s 154 intrastate reservoirs, storage at the end of June stood at 60% of the historical average. Although this is not a record for this time of year—the standard remains 41% of average on June 30, 1977—storage has fallen to 17.3 million acre-feet. As a result, California is short more than one year’s worth of reservoir water, or 11.6 million acre-feet, for this time of year. The historical average warm-season drawdown of California’s 154 reservoirs totals 8.2 million acre-feet, but usage during the first 2 years of the drought, in 2012 and 2013, averaged 11.5 million acre-feet.

Given the 3-year duration of the drought, California’s topsoil moisture (80% very short to short) and subsoil moisture (85%) reserves are nearly depleted. The state’s rangeland and pastures were rated 70% very poor to poor on July 27. USDA reported that “range and non-irrigated pasture conditions continued to deteriorate” and that “supplemental feeding of hay and nutrients continued as range quality declined.” In recent days, new wildfires have collectively charred several thousand acres of vegetation in northern and central California. The destructive Sand fire, north of Plymouth, California—now largely contained—burned more than 4,000 acres and consumed 66 structures, including 19 residences. [ U.S. Drought Monitor]

California experiences record warmest winter and spring

Meanwhile, the most populous U.S. state saw its warmest winter and spring on record this year, with the temperatures rising 2.8ºC (5 degrees Fahrenheit)  above normal during the first six months of 2014,  about 0.6ºC (1 degree F) warmer than the previous record, increasing the threat of water famine, crop disasters and wildfires even further.

Sierra Leone declares public health emergency to curb deadly Ebola outbreak

Death toll from an outbreak of Ebola in West Africa—Guinea, Liberia and Sierra Leone—has risen to at least 729 since February, including 233  in Sierra Leone, said WHO.

Liberia’s government earlier announced that it was closing down all schools across the country to stop the spread of the deadly virus.

Ebola Fears in Other Countries

“The Philippine Department of Health (DOH) said Thursday that it has put in place precautionary measures to prevent the entry and spread of the Ebola virus disease in the country,”  said a report.

Ebola could be a threat to Britain, said the British Foreign Secretary during an emergency meeting on Wednesday.

“In terms of the UK, the issue is about the possibility of somebody who has contracted the disease in Africa getting sick here.” He told reporters.

The Nigerian government has ordered the temperature screening of all passengers arriving from places at risk from Ebola, while suspending pan-African airline Asky because it brought the first Ebola case to the overcrowded capital Lagos.

Ethiopia and Kenya have begun screening passengers arriving from West Africa.

Ebola Hemorrhagic Fever (EHF)

EHF is a highly contagious virus that spreads via close personal contact and kills up to 90% of the victims.

Five subspecies of Ebolavirus have so far been found. Four of those have caused disease in humans: Ebola virus (Zaire ebolavirus); Sudan virus (Sudan ebolavirus); Taï Forest virus (Taï Forest ebolavirus, formerly Côte d’Ivoire ebolavirus); and Bundibugyo virus (Bundibugyo ebolavirus). The fifth, Reston virus (Reston ebolavirus), has caused disease in nonhuman primates, but not in humans, according to CDC.

• Symptoms include high fever, bleeding and damage to central nervous system.
• There are  no known cure or vaccine for the Ebola virus.
• Incubation period is from two to 21 days.

In Africa, confirmed cases of Ebola HF have previously been reported in the following countries:

• Democratic Republic of the Congo (DRC)
• Gabon
• South Sudan
• Ivory Coast
• Uganda
• Republic of the Congo (ROC)
• South Africa (imported)

The current outbreak  is the first known occurrence of Ebola HF in Guinea.

“The natural reservoir host of ebolaviruses, and the manner in which transmission of the virus to humans occurs, remain unknown. This makes risk assessment in endemic areas difficult. With the exception of several laboratory contamination cases (one in England and two in Russia), all cases of human illness or death have occurred in Africa; no case has been reported in the United States,” said CDC.

12 deadly pathogens could spread into new regions aided by climate change

A report by Wildlife Conservation Society released on October 7, 2008 lists 12 deadly pathogens that could spread globally as a result of climate change. “All have potential impacts to both human and wildlife health as well as global economies.” Report said.

Titled ‘The Deadly Dozen: Wildlife Diseases in the Age of Climate Change,’ the report illustrates examples of diseases that could spread due to temperatures changes and variations in regional precipitation levels.

Deadly Floods Wreak Havoc in East Europe

Extreme Rain Events flooded rivers, breaking their banks in Romania’s districts of Arges, Gorj, Teleorman and Valcea, some 200 kilometers west of the capital Bucharest, forcing scores of people to evacuate.

At least a dozen people were left dead, or reported missing, according to local reports.

“A passenger train derailed in the same area after a small bridge caved in due to flooding, but there were no immediate reports of injuries, the national railway said,” AP reported.

“Seventy Bulgarian villages and parts of the city of Gabrovo were left without electricity and water supply was disrupted as the flooding destroyed some of the water and sewerage infrastructure. The rains also induced landslides and destroyed bridges, and many roads in the region were blocked by mud and debris.”

More areas in southern Romania could be affected in the next few days with torrential rains, local forecasters said.

In June, flash floods deluged neighboring Bulgaria, devastating the Black Sea resort city of Varna, killing more than a dozen people, and forcing scores of others to evacuate.

In May, Serbia, Bosnia and Croatia were hit by the most extreme rain events ever recorded in the region, which killed dozens of people and caused billions of dollars in damage.

Israeli shelling kills dozens of Palestinians sheltering in a U.N. school, street market

The shelling of a school housing displaced civilians in Jabaliya refugee camp, and a market near Gaza City has killed dozens of people and left hundreds more wounded.

Some 106 people were killed on Wednesday, bringing the death toll to 1,346, with more than 7,000 others wounded. Most of the victims have been civilians, many of them children.

Israeli authorities say 56 soldiers and two civilian volunteers as well as a Thai national have been killed on their side since they resumed the latest round of genocide in Gaza on July 8.

The UN Spokesman Chris Gunness told the BBC that Israel had been told 17 times that the school was housing [more than 3,000] displaced people, saying the attack caused “universal shame.”

Thousands more have been killed or wounded during previous rounds of genocide perpetrated by Israel in 2008 and 2012.

Palestinian President declared the Gaza Strip a disaster area on Wednesday, said news reports quoting the state-run Wafa news agency.

Bolivia Declares Israel a ‘Terrorist State’

Bolivia has declared Israel a terrorist state and withdrawn a visa exemption agreement in protest over the ongoing Israeli military offensive in Gaza, said reports.

Canceling the 1972 visa-waver agreement, which allowed Israelis to travel freely to Bolivia, “means, in other words, we are declaring [Israel] a terrorist state,” announced President Evo Morales.

“Israel is not a guarantor of the principles of respect for life and the elementary precepts of rights that govern the peaceful and harmonious coexistence of our international community,” explained Morales.

“The Bolivian state and people have made a firm decision to terminate the agreement on visas to Israel, from August 17, 1972, signed under a regime of dictatorship in Bolivia and that allowed Israeli citizens to enter Bolivia freely and without entry visas,” said an official communique.

Earlier this month, Morales filed a request with the UN High Commissioner for Human Rights to prosecute the Jewish state for “crimes against humanity.”

Deadly African Swine Fever Spreads in Lithuania

Lithuanian government has declared a  state of emergency following an outbreak of the deadly African swine fever (ASF) in Ignalina region.

African swine fever was originally discovered in Lithuania in January 2014, and soon spread to neighboring Latvia resulting in high death rates among pigs in both countries.

Poland confirmed its first case of African swine fever (ASF) last week at a farm near Bialystok, close to Belarus border.

The admission by Polish authorities followed numerous reports of African Swine Fever cases among wild boar populations in northeast Poland.

Polish pork exports in the first quarter of 2014 dropped by at least 6 percent due to the ASF outbreak, with China and Russia imposing restrictions on imports.

Meanwhile, ASF has killed thousands of pigs in Adjumani District of Uganda since the outbreak of the viral disease in November 2013.

• ASF spreads extremely rapidly because it’s highly contagious and has a complex epidemiology.
• The virus can survive in a protein environment, especially in meat and meat products, for long periods.
• The disease mortality rate is almost 100 percent.
• ASF has no vaccine as of now.

Water Famine Severely Affecting Parts of China

Persistent drought in north China’s Inner Mongolia Autonomous Region and central China’s Henan Province has dried up rivers and reservoirs, causing power and water shut-offs and severe drinking water shortages, said Xinhua.

In Inner Mongolia, about 600,000 people in seven prefectures and cities have been affected by the drought since April, with half of them lacking drinking water, according to the regional civil affairs department.

Some 150,000 hectares of farmland and 16.4 million hectares of pastures have been affected in the worst drought in three years. About 1.34 million heads of cattle also lack drinking water.

The worst drought since 1961, caused by more than 140 consecutive days without precipitation, has severely affected about 98 percent of pastures in Araxan prefecture, said the report.

Large swathes of Henan province have seen only about 10 percent of the average annual precipitation, making it the driest year since 1975.

About a million hectares of crops in the province had been affected by the drought as of July 26, 2014, said the report.

Pingdingshan City has had its worst drought since 1975. The Baiguishan Reservoir, the major source of drinking water in the city, was at dead storage level.

Water supply for car wash businesses, commercial swimming pools and public baths has been cut off in the city. Major water-consuming enterprises were ordered to restrict their consumption.

In the provincial capital of Zhengzhou City, the municipal power grid decided to restrict power supply for some residential compounds, enterprises and business operators for four days starting on Sunday.

Meanwhile, the temperatures are  forest to soar above above 35ºC in most  parts of the region this week,   according to the local meteorological office.

Wildfire forces evacuation of more than 2,000 homes and residences near Sacramento

The so called Sand Fire wildfire has consumed about 4,000 acres and currently threatens at least 515 homes and residences.

The fire flared east of Highway 49, about 5 miles north of Plymouth, in Amador County, destroying at least a dozen homes and outbuildings as of posting, according to CalFire.

‘It looks like a moonscape; there’s nothing left. There’s hundreds of dead livestock. It’s horrifying’

At least 300 homes —twice as many as previously reported—have been destroyed in the largest wildfire ever recorded in Washington state history, said Okanogan County Sheriff.

The deadly Carlton Complex fire, which was sparked by lightning, has consumed about 1,040km², spanning more than 1,200km.

“It’s every road. Every road lost something. It looks like a moonscape; there’s nothing left. There’s hundreds of dead livestock, said the sheriff. “It’s horrifying.”

Thousands of people have been displaced.

State of Emergency

The White House declared a state of emergency in Washington on Wednesday due to the fires.

The State of Emergency Proclamation is meant “to lessen or avert the threat of a catastrophe in the counties of Chelan and Okanogan and the Confederated Tribes of the Colville Reservation.”

Largest Wildfire in the U.S.

Buzzard Complex fire in Oregon, the largest wildfire in the U.S., is reportedly 95 percent contained, after burning more than 1,600km² of rangeland.

More than 10,000 of 13,000 wildland fire personnel in the U.S. have been assigned to contain multiple fires in the Pacific Northwest, according to the National Interagency Fire Center in Boise, Idaho.

Centered at 58.358°N, 137.130°W the quake occurred at a depth of of about 10.0km (6.2mi).

The main shock was preceded by a 4.7Mw foreshock, and followed by at least 5 aftershocks measuring between 4.5 and 3.8Mw as of posting.

Some 65 earthquakes of all magnitudes, out of a global 201 shocks, have rocked Alaska in the past 24 hours, as of posting.

At least 182 earthquakes, or about 91 percent of global total, have struck the U.S. (including Puerto Rico) in the same period.

‘We thought that the picture could be pretty bad, but this was shocking’

Researchers say more than 75 percent of the water loss in the drought-stricken Colorado River Basin came from underground resources, starting late 2004.

They are now admitting that the extent of groundwater loss poses a greater threat to the water supply of the western United States than previously thought.

Underground water stores in the West have receded at an alarming rate worsening drought that has scorched multiple states from Oklahoma to the Pacific Coast.

“Monthly measurements in the change in water mass from December 2004 to November 2013 revealed the basin lost nearly 53 million acre feet (65 cubic kilometers) of freshwater. That’s almost double the volume of the nation’s largest reservoir, Nevada’s Lake Mead. More than three-quarters of the total—about 41 million acre feet (50 cubic kilometers)—was from groundwater,” according to the report.

“We don’t know exactly how much groundwater we have left, so we don’t know when we’re going to run out,” said a water resources specialist at the University of California, Irvine.

“This is a lot of water to lose. We thought that the picture could be pretty bad, but this was shocking.”

The Colorado River

The Colorado River is the only major river in the southwestern United States. Its basin supplies water to more than 40 million people in 7 states, and irrigates at least four million acres of farmland.

Most of the reduction has been recorded in the Lower Colorado River Basin.

Exceptional and Extreme Drought Levels Cover about 82 Percent of California

About 81.89 percent of California is covered by ‘Extreme’ to ‘Exceptional’ drought levels, up from 81.85 percent last week.

The entire land area in the Golden State is experiencing ‘Severe’ to Exceptional drought, according to U.S. Drought Monitor.

California experiences record warmest winter and spring

Meanwhile, the most populous U.S. state saw its warmest winter and spring on record this year, with the temperatures rising 2.8ºC (5 degrees Fahrenheit)  above normal during the first six months of 2014,  about 0.6ºC (1 degree F) warmer than the previous record, increasing the threat of water famine, crop disasters and wildfires even further.

Extreme Weather Events destroy crops in four states

The U.S. Department of Agriculture (USDA) has designated a total of 33 counties in 4 states as crop disaster areas due to losses caused by excessive rain and flash flooding, high winds and hail, dangerous lightning and flooding.

The disaster designations are as follows:

Areas in Arkansas and Mississippi have been designated as crop  disaster areas due to flash flooding, excessive rain, flooding, high winds, hail and dangerous lightning that from June 29, 2014, and continues. Those counties are:

• Arkansas: Arkansas, Cleburne, Craighead, Crittenden, Cross, Faulkner, Independence, Izard, Jackson, Jefferson, Lawrence, Lee,
  Lonoke, Monroe, Phillips, Poinsett, Prairie, Pulaski, Sharp, St. Francis, Stone, White and Woodruff.

• Mississippi: Tunica County.

Crop disasters have also been declared in Arkansas and Mississippi due to  flash flooding, excessive rain, flooding, high winds, hail and dangerous lightning that occurred from June 29, 2014, and continues.

• Tennessee:  Giles, Lawrence, Lewis, Lincoln, Marshall, Maury and Wayne counties.
• Alabama: Lauderdale and Limestone counties

Crop Disasters 2014

Beginning January 10, 2014 USDA has declared at least 2,203 separate crop disasters across 30  states. Most of those designations are due to the worsening drought.

Minnesota Declared Major Disaster Area (DR-4182)

Federal disaster has been declared for the state of Minnesota in 8 counties worst affected by severe storms, straight-line winds, flooding, landslides, and mudslides during the prolonged period of June 11 to July 11, 2014.

Worst of the disaster stricken areas are Chippewa, Freeborn, Jackson, Murray, Nobles, Pipestone, Renville, and Rock counties.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said Fema in a statement released by White House.

June 2014 average land and ocean temperature highest for the month since records began in 1880

The combined global average temperature across land and ocean for June 2014 was the highest for the month, at 0.72°C (1.30°F) above the 20th century average. The previous record was set in June 1998, by 0.03°C (0.05°F), according to the State of Climate Report released by NOAA.

Nine of the ten warmest Junes on record have occurred during the 21st century, including five consecutively since 2010.

“June 2014 also marks the second consecutive month with record high global temperatures. With the exception of February (21st warmest), every month to date in 2014 has ranked among the four warmest for its respective month.”

June 2014 also marked the 38th consecutive June and 352nd consecutive month with a global temperature above the 20th century average.

Selected highlights mirrored from NOAA’s June 2014 State of Climate Report:

• The combined average temperature over global land and ocean surfaces for June 2014 was the highest on record for the month, at 0.72°C (1.30°F) above the 20th century average of 15.5°C (59.9°F).

• The global land surface temperature was 0.95°C (1.71°F) above the 20th century average of 13.3°C (55.9°F), the seventh highest for June on record.

• For the ocean, the June global sea surface temperature was 0.64°C (1.15°F) above the 20th century average of 16.4°C (61.5°F), the highest for June on record and the highest departure from average for any month.

• The combined global land and ocean average surface temperature for the January–June period (year-to-date) was 0.67°C (1.21°F) above the 20th century average of 13.5°C (56.3°F), tying with 2002 as the third warmest such period on record.

The Ocean

The June global ocean surface temperature was record high, at 0.64°C (1.15°F) above the 20^th century average of 16.4°C (61.5°F). “This marks the first time that the monthly global ocean temperature anomaly was higher than 0.60°C (1.08°F) and surpasses the previous all-time record for any month by 0.05°C (0.09°F); the previous record of +0.59°C (1.06°F) was first set in June 1998 and tied in October 2003, July 2009, and just last month in May 2014.”

Israeli forces’ shelling of a Gaza district leaves at least 60 dead, including children

At least 87 Gazans were killed on Sunday  including 60 in the district of Shejaiya alone, and hundreds more wounded.

Palestinian president has called for an emergency session of the UN Security Council following the “massacre in Shejaiya.”

“Shejaiya was particularly badly affected with thousands of people reportedly fleeing their homes this morning, as heavy bombardment from Israeli tanks and artillery continued,” said the United Nations Relief and Works Agency.

The total death toll in Gaza now stands at more than 438, with thousands more wounded.

The UN has recently stated that about 77% of the people killed in Gaza have been civilians.

18 Major Wildfires burning across the Pacific Northwest

Three of the fires in the state of Washington have become the country’s top three priority in the following order:

1. Carlton Complex wildfire, about 4 miles south of Pateros
2. Chiwaukum Creek Fire, near Leavenworth
3. Mills Canyon Fire, near Entiat

Fire crews from across the U.S. have arrived to assist the locals, officials said.

The Carlton Complex was one of  the major lightning-sparked wildfires burning Saturday across the Pacific Northwest.

The massive blaze has destroyed more than 130 homes in the city of Pateros and the community of Chiliwist.

“This is such a huge fire. There’s so much loss of property. It’s overwhelming,” said Okanogan County Sheriff on Saturday. “It’s a massive fire with a lot of destruction.”

“At 5 p.m. 129 homes in the Antoine Creek area, about 10 miles northeast of Chelan, were given Level 3 (get out now) evacuation notices, as firefighters battled tinder-dry conditions and erratic winds,” said a report.

The blaze, which has so far consumed about 900km², has also damaged transmission lines in the region, cutting power to thousands of homes in the Methow Valley and surrounding areas.

Last week the governors of Washington and Oregon declared  states of emergency after dozens of lightening-sparked wildfires erupted across the region.

The region’s largest blaze, the Buzzard Complex, sparked by lightning on July 14, has burned about 1,500km² of rangeland in eastern Oregon, according to Inciweb.

Typhoon RAMMASUN Buffets S China

The most powerful typhoon to hit southern China in over 4 decades has killed at least two dozen people, after wreaking death and destruction on the Philippine Islands.

RAMMASUN made landfall on Friday with sustained winds of more than 200km/h.

It killed at least 94 people in northern Philippines earlier this week, and has caused at least a billion dollars worth of damage in the two countries.

Heavy rain brought by the monster storm to the region is also affecting Vietnam.

Typhoon MATMO is now threatening the  Philippines.

“The fire basically burned out the town of Pateros”

A ferocious wildfire has destroyed score of homes east of Washington state’s Cascade Mountains and forced hundreds of residents to flee.

Authorities have issued mandatory evacuation orders for the entire town of Pateros (population: ~ 700), about 200km northeast of Seattle.

Sheriff estimates up to 100 homes have been lost in the wildfire.

“The fire basically burned out the town of Pateros,” said Mark Clemens, a spokesman with the Washington Emergency Management Division.

“In the nearby city of Brewster, a hospital and several homes were evacuated and much of the area was without power after the Carlton Complex fire, triggered by lightning strikes earlier this week, charred 186,000 acres across the picturesque Methow Valley,” reported Reuters.

Dozens of wildfires have been sparked by lightening in Washington and Oregon burning tens of thousands of acres.

A state of emergency was declared in the state of Washington for 20 eastern counties after wildfires burned tens of thousands of acres and dozens of homes and other structures, threatening about 1,000 more homes and forcing mass evacuations.

The emergency proclamation covers Adams, Asotin, Benton, Chelan, Columbia, Douglas, Ferry, Franklin, Garfield, Grant, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, Spokane, Stevens, Walla Walla, Whitman and Yakima counties.

Oregon Gov. has also declared a state of emergency after more than a dozen fires erupted across the state last week.

Hot, dry weather has dramatically increased wildfire danger across the Northwest.
