Texas Flooding: Chemical Plant Explodes

15 Law enforcement officers complained of “headaches and dizziness” after explosions

“A flooded chemical plant near Houston exploded twice early Thursday, sending a plume of smoke into the air and triggering a fire that the firm plans to let ‘burn itself out,'” a report said.

The owner-operator, the France-based Arkema Group, one of the world’s largest chemical companies, had warned on Wednesday that the plant would catch fire and explode, and that there was nothing to stop it.

All residents within the 1½-mile-radius of the plant were evacuated on Tuesday

The plant is located in Crosby, Texas (about 20 miles NE of Houston) was submerged under 6 feet of water from Hurricane HARVEY and had been without electricity since Sunday, the report said.

“We have an unprecedented 6 feet of water throughout the plant. We’ve lost primary power and two sources of emergency backup power. And as a result, critical refrigeration needed for our materials on site is lost,” the chief executive of the company’s North America operations told reporters.

Fema said on Thursday that “the plume [was] incredibly dangerous,” and that evacuations were based on “plume modeling,” used to predict the geographic extent of a hazard area from an explosion.

Two nuclear reactors pose “a credible threat of a severe accident” in S. Texas

Flooding could cause electrical fires, other cascading events, triggering severe accidents leading to meltdown –Report

Watchdog groups have raised concerns of “a credible threat of a severe accident” at two nuclear reactors still operating at full capacity despite severe flooding caused by hurricane HARVEY, a report said.

South Texas Project’s Main Cooling Reservoir is surrounded by a 20km-long earth and cement dike. 

The groups called for the immediate shutdown of the South Texas Project, which sits behind an embankment at risk of breaching, given the volume of water raining down in the region.

“Both the U.S. Nuclear Regulatory Commission and the STP operator have previously recognized a credible threat of a severe accident initiated by a breach of the embankment wall that surrounds the 7,000-acre reactor cooling water reservoir,” said the director of the Reactor Oversight Project with Beyond Nuclear in Takoma Park, Maryland.

“The top of the cooling reservoir wall is between 65 and 67 feet above mean sea level, with the reactor site situated below at 29 feet above mean sea level.”

Texas Floods Update:

  • Port Arthur Shelter Has Been Inundated by Rising Floodwater
  • The entire town of Port Arthur in under water, the mayor reported.
  • Texas has activated 14,000 National Guards (up from 12,000), with an additional 10,000 on standby.
  • Hurricane related fatalities have reached 30, and expected to rise, according to reports.
  • About 30,000 people have so far fled their homes in Houston area [20,000 homes have been evacuated.]
  • Incidents of looting and armed robberies have forced authorities to impose a midnight to 5:00 am curfew in Houston area.
  • Areas impacted by HARVEY is much larger than either KATRINA, or SANDY, TX governor said.
  • As much as 140cm of rain has fallen in some areas, since Friday.
  • “I have asked for and received an expansion of the number of counties added to the federal disaster declaration… We have added 14 counties. Now the total is 33 counties,” TX governor said.

Four in five Christchurch schoolchildren exhibit PTSD symptoms — Study

The development of children’s nervous systems was disrupted with each aftershock, sending them in a state of “hyperarousal.”

“As many as four in five Christchurch primary schoolers are exhibiting symptoms of post-traumatic stress disorder (PTSD), a local study has found.

“Children who started school in the years after the Canterbury earthquakes were “neurologically different” – and a city-wide focus on resilience has only deepened the crisis, researchers Kathleen Liberty and Maureen Allan found.

“The 300 children in the study were five times more likely to exhibit symptoms of PTSD than other Kiwi children. Eighty per cent had at least one symptom and a third exhibited at least six of 12 symptoms. About a third had eight or more behavioural problems.”

Fear Factor

The children were found to be “neurologically different”: Old, punitive methods of controlling their behaviour only increased their fear, said Kathleen Liberty.

“One of the things we see in Canterbury is this idea of resilience; there was this myth that children would bounce back from harm.” Read more…

Toxic ‘Mist from the Sea’ Sickens Dozens in the UK

Cloud of toxic gas forces mass evacuation at busy UK beach

At least 150 people have been “decontaminated” in hospital after a suspected chemical leak along the East Sussex coast in the UK, a report said.

“Birling Gap beach was evacuated on Sunday after people reported breathing difficulties, stinging eyes and vomiting when a ‘mist’ appeared.”

An eyewitness said a “foggy haze rolled in out of nowhere” and there was a “strong smell of chlorine in the air.”

Meanwhile, UK police issued a “chemical haze” warning for the Birling Gap area, where the toxic cloud was reported.

Police also warned people to stay away from the beaches, on a busy public holiday weekend, and “urged people to keep doors and windows shut in the affected area, between the resort town of Eastbourne and Birling Gap, a few miles along the coast.”

UK M1 Crash: Eight people killed, three others critically injured

Six men and two women were killed in a crash involving a FedEx truck, a minibus and another truck on the M1 highway, near Milton Keynes, UK.

“A five-year-old girl, a woman and a man are being treated in hospital with life-threatening injuries, while another woman has serious injuries,” a report said.

The two truck drivers have been arrested, one of them on suspicion of DWI, the report said.
