Severed body parts found in Japanese apartment

Police have arrested a 27-year-old man in Zama, a commuter city just outside Tokyo, after discovering parts of nine bodies in his apartment, according to media reports.

They were reportedly investigating the disappearance of a 23-year-old woman, missing since last week, who was seen walking with the murder suspect on a nearby CCTV footage.

The woman apparently met the murder suspect after writing on a suicide website that she wanted to kill herself, media reported.

The apartment block is located near the U.S. Army’s Camp Zama.

Danish “inventor” admits to dismembering body of Swedish journalist

Danish inventor Peter Madsen has finally admitted to dismembering the body of freelance journalist Kim Wall, Danish police said.

Wall, 30, was writing an article about Madsen, 46, an amateur rocket builder who was using crowdfunding to build submarines and rockets.  She boarded the submarine on August 10 and was reported missing the next day.

Atmospheric CO2 Levels Rose at Record Rate in 2016 –WMO

‘The State of Greenhouse Gases in the Atmosphere Based on Global Observations through 2016’

Excerpts from Report’s Executive Summary:

Analysis of observations from the WMO GAW Program shows that globally averaged surface mole fractions calculated for CO₂ , methane (CH₄) and nitrous oxide (N₂O) reached new highs in 2016, with

• CO₂ at 403.3 ± 0.1 pp [or 145% pre-industrial – before 1750 – levels.]
• CH₄ at 1 853 ± 2 ppb [257%]
• N₂O at 328.9 ± 0.1 ppb [122%]

The record increase of 3.3 ppm in CO₂ from 2015 to 2016 was larger than the previous record increase, observed from 2012 to 2013, and the average growth rate over the last decade. The increase of CH₄ from 2015 to 2016 was slightly smaller than that observed from 2014 to 2015, but larger than the average over the last decade. The increase of N₂O from 2015 to 2016 was also slightly smaller than that observed from 2014 to 2015 and the average growth rate over the past 10 years. The National Oceanic and Atmospheric Administration (NOAA) Annual Greenhouse Gas Index (AGGI) shows that from 1990 to 2016, radiative forcing by long-lived greenhouse gases (LLGHGs) increased by 40%, with CO₂ accounting for about 80% of this increase. Background:

Puerto Rico Governor Asks for Whitefish Energy Contract to Be Nixed

The governor of Puerto Rico has asked for the cancellation of a highly suspect $300 million contract between the territory’s utility and Whitefish Energy, a Montana-based non-entity,  to repair the hurricane-stricken electric power grid.

Whitefish, which had only two employees previously, is reportedly based in the hometown of Interior Secretary Ryan Zinke. Some of the wackiest terms of contract include a daily allowance of more than $410 dollars for food and accommodation per employee, more than $40,000 for helicopter-related services, and stipulates, “In no event shall [government agencies] have the right to audit or review the cost and profit elements,” and that the Puerto Rican government “waives any claim against contractor related to delayed completion of work.”
