Philippine Mega Disaster: Death toll climbs to 5,680 with 1,779 others missing
Death toll from Super Typhoon HAIYAN climbed to 5,680, after 48 bodies were recovered on Monday, said the Philippine National Disaster Risk Reduction and Management Council (NDRRMC).
The number of people missing also rose to 1,779, with 26,233 others reportedly injured due to HAIYAN [ locally known as YOLANDA.]
Total number of people affected by the Super Typhoon has officially climbed to more than 11.2 million [U.N. estimate is about 13.5 million,] with the number of displaced also revised up to more than 4 million.
The number of houses destroyed or damaged has increased to 1,180,837 units including 587,035 units completely flattened, according to NDRRMC SitRep No. 51, released today.
The total cost of damage to infrastructure and agriculture [the estimate excludes cost of rebuilding homes] is pegged at over PhP34.36 billion [$1=43.77 Philippines peso] with PhP17.3 billion for losses in infrastructure and PhP17 billion for agriculture in Regions IV-A, IV-B, V, VI, VII, VIII, and CARAGA, said the report.

The Philippine President issued Presidential Proclamation No. 682 declaring a state of national calamity on 11 November 11, 2013.
Extent of Crop Damage
“High winds, heavy rains and localized floods destroyed houses and infrastructure, including irrigation facilities, and resulted in losses of the main staple rice paddy, sugarcane and coconut crops, as well as livestock, poultry and fisheries,” said the U.N. Food and Agriculture Organization (FAO).
HAIYAN destroyed about 153,500 hectares (ha) of rice paddy, maize and other high value crops, including 77,500 ha of rice and 21,000 ha of maize crops, it added [figures are rounded to the nearest 100.]
Philippines imports of rice are to increase by 20 percent next year to 1.2 million metric tons, said FAO.

On average 30 – 40 people killed in Iraq each day in November
At least 1,121 people were killed in bloody violence across Iraq in November, according to the Interior Ministry.
The Iraqi ministry of health, however, put the number of people massacred last month at 948, including 852 civilians, 53 policemen and 43 military personnel.
At least 1,349 others were wounded in the deadly attacks which included mass murder by car bombs, IEDs, AEDs, mortar and gunfire, as well as executions by hanging, slitting throats, beheading and sniper fire.
More than 8,200 have been massacred and about 18,000 others wounded in Iraq so far this year, making 2013 the bloodiest year since 2008.

The White House has declared a major disaster exists in the State of Illinois in the area affected by severe storms, straight-line winds, and tornadoes on November 17, 2013.
The 15 counties worst affected by the severe storms, straight-line winds, and tornadoes are Champaign, Douglas, Fayette, Grundy, Jasper, La Salle, Massac, Pope, Tazewell, Vermilion, Wabash, Washington, Wayne, Will, and Woodford.
The White House declaration makes federal funding available to affected individuals in the disaster areas, said U.S. Department of Homeland Security’s Federal Emergency Management Agency.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA in a statement.
Last week, Gov. Quinn declared a total of 13 counties in Illinois as disaster areas after tornadoes tore through the state, killing at least 6 people and leaving hundreds of others injured. A total of 85 twisters (confirmed by SPC), including two EF4 tornadoes, which pack 166 mph to 200 mph winds, touched down in the US heartland destroying or damaging hundreds of homes.
Casualty Figures Moving Closer to FIRE-EARTH Forecasts
Super Typhoon HAIYAN has killed at least 10,000 people in the Tacloban alone, according to the provincial governor.
Tacloban, officially the City of Tacloban (pop: 230,000), located central Philippines province of Leyte, bore the brunt of HAIYAN. The casualty figure has not yet been confirmed by the central government’s disaster agency.

According to the latest official figures, about 500,000 people have been displaced and more than 4.5 million people affected as a result of the typhoon attack.
At least 300 people were killed in Samar province, with 2,000 others reported as missing. Scores of others are injured. “However vast areas of Samar, an island of over 733,000, still have not been contacted over two days after the typhoon struck.” AFP said.
Authorities in Vietnam have evacuated about 900,000 people in 11 provinces.
“Tacloban is totally destroyed. Some people are losing their minds from hunger or from losing their families,” a high school teacher told reporters. “People are becoming violent. They are looting business establishments, the malls, just to find food, rice and milk… I am afraid that in one week, people will be killing from hunger.”
“People are walking like zombies looking for food,” said a medical student in Leyte. “It’s like a movie.”
A tourist describing the scene of total devastation in Tacloban City said: “It’s like the end of the world.”
Aerial surveys show “significant damage to coastal areas” with large ships thrown ashore, countless homes destroyed and large swathes of crops “decimated,” said The U.N.’s Office for the Coordination of Humanitarian Affairs (UNOCHA).

As of 12:00UTC the typhoon-related death toll had climbed to 1,200, but it’s expected to rise sharply.
Large scale devastation has occurred in the islands of Leyte and Samar, which is consistent with FIRE-EARTH Disaster Models.
At least 36 provinces, out of a total of 80, have been severely affected.
FIRE-EARTH Disaster Models estimate the total cost of damage at more than $5billion.
At least 4.3 million people have been affected including about 350,000 who have lost their homes, according to the Philippines National Disaster Risk Reduction and Management Council (NDRRMC).
The Super Typhoon pummeled seven of the country’s 17 regions, causing large-scale power outages across much of the disaster areas.
There are numerous reports of widespread looting across the disaster zone.
Dozens of towns throughout the disaster zone have declared states of calamity.
HAIYAN is currently targeting South China, moving close to Vietnam shoreline, according to revised projections suggested by several models. This would be a nightmare scenario for Vietnam because the typhoon could dump 4 to 6 times more rain over the country, and affect a much larger land area, than previously forecast, according to FIRE-EARTH Models.
Chinese authorities have issued a level three emergency response as the recently downgraded Cat 2 typhoon approaches southern China.

Extent of the Devastation
“From a helicopter, you can see the extent of devastation. From the shore and moving a kilometer inland, there are no structures standing. It was like a tsunami,” said Interior Secretary Manuel Roxas.
“The dead are on the streets, they are in their houses, they are under the debris, they are everywhere,” said Tecson John Lim, a Tacloban city administrator.
“I have never seen such damage in my life,” said Capt John Andrews, deputy director general of the Civil Aviation Authority in the Philippines. I saw “utter destruction.”
“At the airport, there’s actually no structure left standing except the walls,” he told reporters.

Bloody October Leaves about 3,000 Iraqis Dead or Wounded

KROSA affects more than 100,000 people in Luzon, Philippines
Typhoon KROSA, locally known as VINTA, has affected more than 24,000 families (104,828 people) in 26 municipalities and a city in five province of Ilocos Norte, Cagayan, Isabela, Abra and Apayao, the government’s disaster response agency reported Saturday.
The National Disaster Risk Reduction and Management Council (NDRRMC) issued that following typhoon damage report:
24,123 families ((104,828 people) affected in three regions in Luzon, Ilocos, Cagayan and the Cordillera Administrative Regions.
Some 299 families have been displaced displaced.
A total of 1,737 houses totally damaged (destroyed) and 13,174 others are partially damaged by the typhoon.
KROSA swept through northern Luzon provinces with maximum sustained winds of 130 kilometers per hour gusting to 160 km/hr.
The typhoon left the Philippine Area of Responsibility on Friday and is currently heading toward central Vietnam/ Indochina Peninsula via Hainan Island.
KROSA is currently a well-defined Cat 3A Typhoon on FIRE-EARTH New Hurricane Scale with sustained winds of about 180 km/hr gusting up to 230 km/hr.

Quakes injure a dozen people, but cause much devastation in Jilin Province, NE China
Two moderate earthquakes, measuring magnitudes 5.5 and 5.0 respectively, struck Songyuan City in NE China’s Jillin Province Thursday morning local time, destroying at least 55 homes and damaging more than 4,100 others, said a report.
The larger of the two quakes was centered at 44.6ºN, 124.2ºE, according to the country’s Earthquake Networks Center.
Local officials have relocated more than 14,400 residents in Chaganhua Town, the report said.
“Telecommunications have been cut off in Dongbaiyinhua Village, located at the quake’s epicenter, according to an officer from Qian Gorlos Mongol Autonomous County.”
The cost of damage and associated economic losses have been estimated at about 130 million yuan ($21.33 million).

North Carolina has been declared a Federal Disaster Area by the White House due to severe storms, flooding, landslides, and mudslides that occurred on July 27, 2013.
Severe storms, flooding, landslides, and mudslides have severely affected the counties of Ashe, Avery, Catawba, Lincoln, Watauga and Wilkes, said the White House in a statement.

St. Jude Hits Northwest Russia, State of emergency Declared in Pskov
The deadly storm reached northwestern Russia on Tuesday after wreaking havoc in several other countries in northern and northwestern Europe since early Monday, disrupting transport, power and communication lines in three northwestern Russian regions and prompting a state of emergency declaration in Pskov, said a report quoting sources from local weather agency.

Deadly wildfires consume about 100,000 acres, destroy hundreds of homes in Australia
Government in Australia’s state of New South Wales (NSW) have declared a state of emergency as 300-km wall of fire continues to ravage the region, consuming about 100,000 acres and destroying or damaging hundreds of homes.
Deadly bushfires aided by soaring temperatures and strong winds have already destroyed more than 250 homes and damaged many more, leaving more than a thousand people homeless, and forcing thousands of others to abandon theirs.
The fire conditions are said to be the most dangerous in more than four decades, with about 100 blazes creating a 300-km active fire edge.
The fires have claimed at least one life so far. A man died, possibly of a heart attack, while trying to protect his home from the fire front.
At least 65 fires are burning in NSW including 15 large blazes, which remained uncontained as of posting.
Deteriorating Conditions
“We are likely to see deteriorating conditions starting this afternoon (Sunday, October 20, 2013) as we’ve already been acutely aware of, but more so as we move into Monday and Tuesday,” said Rural Fire Service commissioner Shane Fitzsimmons.
Forecasters warn temperatures between the mid-20s to high 30s with sustained winds of up to 45kph gusting up to 100kph through Wednesday.
Millions left homeless amid apocalyptic destruction caused by typhoon PHAILIN
At least 235,000 mud-and-thatch homes have been destroyed in Ganjam district, Odisha state alone, the Indian red Cross reported.
The official death toll due to the typhoon stood at 15 people, according to authorities in Odisha state. Most of the victim were reportedly killed under falling trees.

Estimated $1 Billion worth of damage to fruit crops in Chile due late frost
Chile declared a state of emergency on Thursday after a late frost caused widespread damage to fruit crops in the country’s central region, potentially hitting wine production, reports said.
The frost has caused substantial agricultural losses, said Chilean Agricultural Minister in a press release. Exporters have estimated the losses at about US$1billion dollars.
“These frosts are the worst that agriculture has faced in 84 years, impacting the area from Coquimbo to Bio Bio,” said the national agricultural society.
Temperatures have dipped to as low as minus 8 degrees Celsius below zero (18ºF) since the start of spring in the southern hemisphere, destroying much of the crops in Chile’s central O’Higgins region, a major fruit and wine producing area.
Some growers have lost up to a half of their fruit crops including grapes, peaches, nectarines, kiwis, apricots, almonds and avocados as well as vegetables, which will result in hiring far fewer farmhands.
“Fruit and wine are some of Chile’s largest industries after copper. Fruit exports were worth $4.3 billion in 2012 and wine exports were valued at $1.8 billion, according to government figures. Agriculture Minister Luis Mayol said 30 percent of the fruit that Chile exports has been affected,” said a report.
The frost has damaged up to 61 percent of stone fruit crops, 57 percent of almonds, 48 percent of kiwi crops and 20 percent of table grapes, said the report.
However, most crops have not yet reached full flower and the exact extent of damage is not yet known, according to a major exporter.
The Chilean government says about 50,000 jobs may have been lost in the wine industry, said a report.
The White House has declared a major disaster exists in the Commonwealth of Pennsylvania in the areas affected by severe storms, tornadoes, and flooding during the period of June 26 to July 11, 2013.
Most of the losses and damages caused by the severe storms, tornadoes, and flooding have ocurred in the counties of Centre, Clearfield, Clinton, Crawford, Fayette, Huntingdon, Jefferson, Lawrence, Venango, and Wayne.
Additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments, said FEMA.

Flood Disaster in Thailand
The deputy PM responsible for flood management has assured the public that a scenario like the 2011 devastating floods in which all major dams in Thailand reached full capacity would not happen. Unless, off course, there’s more heavy rain in the north!
“He said the major dams in Thailand are now at half of its capacity and can contain more than 10,000 million cubic meters,” said a report.
He said earlier that the flood situation this year was “not worrying,” and that it’s “under control,” adding that “Bangkok would be 100 percent safe unless there is more heavy rain in the North for a couple of days.”
Deep Freeze Ends Growing Season in Nevada Counties
The growing season has ended for White Pine, Southern Lander and Southern Eureka counties, said NWS.
Temperatures dipped into the 20s across the majority of Southern Lander/Eureka and White Pine counties on Friday, killing most tender vegetation in these areas.
Light freezes have also occurred in other forecast zones including Northern Lander, Northern Eureka, Southeastern Elko and northern Nye counties. Growing season in isolated areas in these counties may have also ended.

Dozens drown as Nigeria boat sinks
At least 48 people drowned and more that 100 others are reported missing after a boat sank on the River Niger in central Nigeria late Friday, according to local reports.
The boat may have been overloaded, carrying more that two and a half times the number of passengers allowed, reports said.

Dozens killed in Mumbai building collapse
Death toll reached 60 on Sunday in the collapsed apartment building in India’s financial capital of Mumbai, officials said. Some 33 others were rescued from the building’s wreckage.
The five-story building, which collapsed on Friday, was the third deadly cave-in of a Mumbai structure in six months, said a report.
“In April, at least 72 people died when an illegally constructed building fell. Two months later, a three-story structure collapsed, killing at least 10 people, including five children.”

Giant Hornets Kill Dozens in China
Attacks by swarms of giant hornets in Shaanxi province, central China, has left at least 28 people dead and up to a thousand others injured, many of them seriously, according to reports.
Terrorized victims have described being chased by large swarms of hornets for hundreds of yards and stung as many as 200 times over several minutes.
The insects have a highly toxic sting that can lead to anaphylactic shock and kidney failure, according to experts.
It’s believed that the swarms are populated mainly by the Asian giant hornet or Vespa mandarinia, which grows up to 50mm (2 ins.) long with a 6mm sting.
Experts have previously suggested that warmer temperatures in the region may be responsible for hornets breeding more successfully.

German Town Evacuated after Gas Explosion
The entire town of Hartenhausen (population: ~ 3,000) near Ludwigshafen in central Germany was evacuated on Saturday after a major gas explosion injured 16 firefighters and shattered windows. The blast was so powerful it could be heard up to 30 kilometers away, AP reported.

50 Nigerian students killed in armed attack
At least 50 Nigerian students have been killed in an armed attack, AP reported. The attack occurred at an agricultural college in northeast Nigeria’s Yobe State. Gunmen broke into the college dorm at night and shot students as they slept. The authorities have blamed the Boko Haram [“Western education is forbidden”] group.

Bomb blasts kill 39 in Peshawar, NW Pakistan
Two bomb explosions in the northwestern Pakistan city of Peshawar killed 36 people and wounded more than 100 on Sunday, authorities said.
The victims included 12 members of a family who were shopping at the blast sites, according to local officials.
The powerful blasts destroyed about 20 buildings and many vehicles in nearby streets.
The Peshawar twin blasts were the third major terrorist in the city over the past 8 days. A twin suicide bomb attack on a Christian church on September 22 killed more than more than 80 people. On Friday September 27, a bomb planted on a bus carrying local government employees exploded killing at least 19 people.

Iraq Violence: Death Toll for September Reaches 1,079
At least 30 more people were killed in Iraq Saturday and Sunday, as of posting, in the cities of Arbil, Baghdad, Baiji, Basra, Falluja Mosul, Mussayab, Muqdadiya and Tikrit by bombs, AEDs, IEDs and gunfire, raising the death toll for September to 1,079 so far.
Death toll for 2013 has exceeded 6,000 and is expected to climb higher.
More than 2 million people affected by flooding in Thailand
Severe flooding has hit at least 191 districts in 29 of Thailand’s 77 provinces , leaving eastern Thailand almost completely submerged.
Floods have killed at least 13 people, according to official figures, and affected more than 2 million others since September 17.
Floodwater has encircled an industrial complex northeast of Bangkok, but the authorities say water would not enter the park.
Local media reported water had entered the park after the nearby Prachin Buri river overflowed due to heavy rain, but a senior official has denied that, reports said.
“It has affected villagers living near the riverbank [more than 20,000 homes inundated] but there has been no impact on our industrial park. At our highest point, we are 22 meters above sea level,” an executive vice president of 304 Industrial Park told Reuters.
The 304 Industrial Park, about 130 NE of Bangkok, has more than 110 factories, many of them Japanese-owned.
Floodwaters have also submerged at least a dozen provinces in Thailand’s central plains, the prime rice-growing region, since July; however, the authorities have not divulged the full extent of losses.
Thailand’s Disaster Prevention and Mitigation Department said on Friday floods had destroyed or damaged 6,900 houses [sic] 450,000 acres of farmland, 2,310 roads and 145 bridges.

204 Counties across 10 states declared agricultural disaster areas
The U.S. Department of Agriculture (USDA) has designated 204 counties across 10 states—Georgia, Alabama, Florida, The Carolinas, Missouri, Arkansas, Kansas, Kentucky and Tennessee—as agricultural disaster areas due to damages and losses caused by excessive rain and flooding in two separate declarations.
First Disaster Declaration
USDA has designated 148 counties across six states—Georgia, Alabama, Florida, The Carolinas and Tennessee—as agricultural disaster areas due to damages and losses caused by excessive rain that began April 1, 2013, and continuing.
Florida: Baker, Gadsden, Jackson, Leon, Columbia, Hamilton, Jefferson and Madison counties.
North Carolina: Cherokee and Clay counties.
South Carolina: Abbeville, Anderson, Jasper, Aiken, Barnwell, McCormick, Allendale, Hampton and Oconee counties.
Tennessee: Polk County.
Second disaster Declaration

The Disaster President has declared a major disaster exists in the State of North Carolina in the areas affected by severe storms, flooding, landslides, and mudslides during the period of July 3-13, 2013.
Worst of the damage caused the severe storms, flooding, landslides, and mudslides have occurred in the counties of Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Jackson, Macon, Madison, Mitchell, Polk, Watauga, and Yancey and the Eastern Band of Cherokee Indians.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said Fema.
Western North Carolina to Receive Federal Aid for Flood Repairs
“This summer’s flooding was a sobering reminder that all regions of our state are vulnerable to flooding even without hurricanes,” said NC Governor McCrory. “These communities did a great job responding to the devastating floods and landslides. Now we can help them recover financially.”
Catawba, Lincoln and Wilkes counties were included in the state’s aid request but were not included in the federal disaster declaration. The state is appealing to FEMA to reconsider the counties that were omitted.
A series of severe thunderstorms and heavy rains dumped between 10 and 20 inches of rain over much of the foothills and mountains from July 3 through 27.
Several locations reported more than 20 inches of rainfall and many counties reported the wettest July on record. The record-breaking rainfall damaged roads, bridges, culverts, public utilities, parks and even some schools in many western counties.

Severe flooding, landslides destroy homes, bridges, roads and dikes, killing dozens
State of Calamity has been declared in Ilocos Norte province after strong winds and heavy rain accompanying Typhoon USAGI [locally known as “Odette”] destroyed scores of roads, bridges and dikes, inundating thousands of homes and ruining large swathes of crops.
Severe flooding has inundated the towns of Bacarra, Bangui, Piddig, Pagudpud, Paoay and Pasuquin, in Ilocos Norte province, prompting the authorities to declare a State of Calamity throughout the province, according to local reports.
Heavy rains kill at least 33 in Zambales, N. Philippines
A state of calamity has also been declared in the city of Olongapo, Zambales province, amid widespread flooding, as monsoon rains inundated the city and its neighboring Subic municipality, said a report.
As of 11 am Tuesday, September 24, the death toll stood at 33, local officials reported.
“As of posting, houses in Sta Monica subdivision in Barangay Matain, Subic, were still submerged.” Said the report.

Major Flooding in Bataan Province, Central Luzon
Floodwaters also submerged at least 4 towns in the neighboring province of Bataan, in Central Luzon, authorities reported.
Mass evacuations are underway in the towns of Hermosa, Abucay, Dinalupihan, and Samal.
Thousands of families are being evacuated as floodwaters reached up to 5 feet high in some areas submerged homes and leaving roads impassable, said a report.
Flood victims were seen carrying their shivering kids as they waded through the floodwaters amid submerged cars, said an AFP reporter.
In Samal town, floodwaters “rose neck-deep” in some areas, the report said.
Olongapo City Mayor has asked the US ambassador to send the US Marines, who are conducting joint war games in the region, to help with relief efforts, said his office.
“About 2,300 US and Philippine marines are taking part in 3-week long joint exercises, many of them to be conducted in Zambales,” said the report.
State of Emergency Declared in Brazil’s Santa Catarina State
A major storm system has triggered severe flooding, displacing more than 20,000 people in southern Brazil’s Santa Catarina state.
The flooding, hail and landslides have affected 71 counties, destroying or damaging scores of roads, bridges, and much of the state’s infrastructure, as well as thousands of homes.
The governor of Santa Catarina, Raimundo Colombo, has declared states of emergency in 50 of the state’s municipalities amid a major rainstorm that has been pounding the state since end of last week, said Com informações da Agência Brasil.
The emergency decree shall be in effect for 180 days, the governor’s office said.

Suspected Tornado Kills 2, Injures 64 in Taquarituba city, São Paulo, Brazil
A suspected tornado hit the city of Taquarituba, in the Brazilian state of São Paulo, about 320 km from the state capital, “partially destroying the municipality,” said a report.
The city (population: ~ 24,000) remains without power, the report said.
“Firefighters reported hat the “weather phenomenon” had destroyed more than 100 homes, as well as the industrial hub of the city and the highway.”
