UPDATE @ 13:00UTC – LEHAR has weakened to a tropical depression with winds of about 50km/h, bringing moderate rains as it made landfall near the city of Machilipatnam, officials said. NO significant damage expected.
Thousands in low-lying coastal areas evacuated as Cyclone LEHAR raced toward east India
LEHAR [“wave” in Hindi,] which was downgraded from its earlier classification as a “very severe” cyclone to cyclonic storm, was packing sustained winds of about 75km/h, gusting to about 95km/h, as of 02:30UTC on Thursday, November 28, 2013.
“We remain geared to evacuate around 250,000 people in seven districts as per our earlier plans,” said the vice chairman of India’s disaster management agency on Wednesday. “The evacuation will begin later tonight or even early tomorrow morning in some places based on local conditions, including the beginning of rainfall.”

LEHAR, the third significant storm to hit east India since October, is expected to cause more damage than Cyclone HELEN.
Cyclone HELEN struck the Andhra Pradesh coast last Friday, forcing thousands of evacuations, killing at least six people and causing significant damage to crops.
In October, Cyclone PHAILIN destroyed or damaged more than 500,000 mud houses, killing dozens of people, ruining 1.3 million hectares of crops and leaving more than 12 million homeless.

The cyclonic storm ‘LEHAR’ over westcentral Bay of Bengal moved west-northwestward with a speed of 15kmph during past six hrs and lay centred at 02:30 hours IST of today, the 28th November 2013 over the westcentral Bay of Bengal near latitude 15.0ºN and longitude 83.5ºE, about 280 km east-southeast of Machillipatnam and 250 km south-southeast of Kakinada. It would move west-northwestwards, weaken further and cross Andhra Pradesh coast near Machillipatnam as a deep depression around today, the 28th November afternoon.

LEHAR Intensifies to a Strong Cat. 1 Storm Force
Cyclone LEHAR was packing sustained winds of about 140km/h, gusting to 170km/h, as of 06:00UTC, November 27, 2013.
LEHAR was located about 910km ESE (114 degrees) of Hyderabad, India tracking WNW (295 degrees) at about 20km/h, as of as of 06:00UTC, November 27, 2013. [Estimate is based on FIRE-EARTH Models, with data supplied from various satellites.]

The maximum significant wave height generated by the storm is currently about 9 meters.
The storm could intensify marginally before making landfall. The storm surge, rainfall and winds associated with LEHAR could cause significant damage, especially in low lying areas.
LEHAR has been designated as a “very severe cyclonic storm (VSCS)” by India’s Meteorological Department (IMD), and is forecast to make landfall on the Andhra Pradesh coast near Machillipatnam about 12:00pm on Thursday, November 28, 2013.

Cyclones PHAILIN and HELEN
In October, Cyclone PHAILIN destroyed or damaged more than 500,000 mud houses, killing dozens of people and ruining 1.3 million hectares of crops.
Cyclone HELEN struck the Andhra Pradesh coast last Friday, forcing thousands of evacuations, killing six people and causing significant damage to crops.
LEHAR would be considerably stronger than HELEN on landfall.

LEHAR strikes Andaman Islands with winds of about 110kmph gusting to 140kmph
The cyclone is expected to dump more than 25cm of rain over Andaman and Nicobar Islands en route to Andhra Pradesh coast, east India.
LEHAR is forecast to strike Andhra Pradesh state, India’s east-central coastline on the Bay of Bengal, near 18.3N, 84.1E on November 28.

On Friday, November 22, Cyclone HELEN struck coastal Andhra Prades, killing at least 6 people, destroying or damaging about 170,000 hectares of crops, and forcingthe authorities to evacuate 25,000 people.
In October, Cyclone PHAILIN destroyed or damaged more than 500,000 mud houses, killing dozens of people and ruining 1.3 million hectares of crops.
In 2004¹, our team forecast an 80-90 percent increase in the total power dissipated annually by tropical cyclones in the Atlantic and Pacific oceans by 2015.
Storms will continue to get stronger (develop greater average intensities) and survive at high intensity for longer (take more time to dissipate peak energy) resulting in substantial increases in storm-related losses in the near future.

Dozens killed amid flash flooding in eastern India
Severe flooding in eastern India has killed at least 64 people in the states of Orissa and Andhra Pradesh. Extreme northeast monsoon rains combined with a low pressure area over the Bay of Bengal and pounded the two states for five consecutive days, said officials.
Floods have affected more than 10 million people in eastern India, forcing authorities to evacuate about 200,000 people in Orissa and Andhra Pradesh.
Hundreds of villages and thousands of tons of crops have also been destroyed or damaged by floodwaters. Thousands of people have lost their homes, and Hundreds of thousands of others are currently cut off by floodwaters.
“The situation is serious. We are asking people to stay on rooftops. We will rescue them,” said a senior official.
Meantime, rain is forecast to continue on Saturday, said local Meteorologists.

Coastal Towns Deserted as Deadly PHAILIN Rips into eastern India
Cyclone PHAILIN made landfall as a Cat 4A typhoon with winds of about 220km/h near Gopalpur, Odisha state, at about 15:45UTC, as initially forecast by FIRE-EARTH.
The deadly cyclone had claimed at least a dozen lives, leveling homes, all be it mud huts, uprooting trees and utility posts, and leaving hundreds of towns and villages deserted.
An estimated 600,000 to more than 3 million people were either evacuated, some forcefully because they feared losing belongings, or fled their homes to higher grounds.
More than 12 million people were in the deadly cyclone’s path, which was expected to generate storm surges of at least 3.5 meters.
The small town of Gopalpur, Odisha [formerly Orissa,] has an average elevation of less than 1 meter.
Unsurprisingly, storm surges have pushed water ore than 500 meters inland in Gopalpur and the surrounding low-lying areas, according to local reports.
A BBC reporter, Andrew North, has described the damage as “a scene of apocalyptic devastation” in the city of Brahmapur, near where the cyclone made landfall.
A storm surge of more than 3m high has inundated areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Orissa and the Srikakulam district of Andhra Pradesh, reported the Times of India.
PHAILIN will dump at least 25cm on Odisha [Orissa] and the northern parts of Andhra Pradesh through Monday, forecasters said.
The massive amounts of rain can lead to widespread flooding throughout the region.
“We will assess after the cyclone eases … even now the cyclone is on,” said Odisha’s chief secretary. “There has been pretty severe devastation in Brahmapur town.”
Typhoons NARI and WIPHA
Meantime, the outer bands of Typhoon NARI crossed central Vietnam, and WIPHA, this year’s 26th typhoon, continued to intensify over northwest Pacific.

Super Cyclone PHAILIN Packs Even More Power
The perfectly symmetrical textbook Super Cyclonic Storm PHAILIN has further intensified, packing winds of about 270km per hour with wind gusts reaching 330km per hour.
FIRE-EARTH forecasts the cyclone could slightly intensify to a peak of about 275km/hr over the next 6 hours due to favorable sea surface temperatures and atmospheric conditions.

A million evacuated, millions more flee their homes as “terminator cyclone” approaches India
Massive waves have begun pounding eastern India’s coastline more than a day before Super Cyclone PHAILIN is forecast to hit India.
The monster cyclone, which measured about 1,600km in diameter, filling the entire Bay of Bengal several hours ago, is expected to cause sever damage to homes, crops, roads, bridges and other public infrastructure, as well as major disruption to power and water supplies and rail services.
- Indian authorities have issued a cyclone high alert for nine coastal districts of Andhra Pradesh and All 14 coastal districts in Odisha have been put on high alert, five of them – Ganjam, Gajapati, Khurda, Puri, Jagatsinghpur – expected to be worst hit.
- Mass evacuations are underway.
- Andhra Pradesh government has put the navy, army and air force on standby for emergency and relief operations.

PHAILIN officially became a Super Cyclonic Storm short time ago, as forecast by FIRE-EARTH, packing sustained winds in excess of 250km per hour.
