Severe weather threatens tens of millions of people across the U.S.

State of Emergency Declared in Alabama amid a “unique, significant rainfall event.”

Alabama Gov. Bentley has declared a state of emergency as floodwaters continue to bury homes, businesses and public infrastructure across the state in what a senior meteorologist called a “unique, significant rainfall event.”

“This isn’t the typical end of December weather,” said a meteorologist at the National Weather Service (NWS) in Birmingham, Alabama. “This is a unique, significant rainfall event for this time of year. We get some severe weather this time of year, but to get this much rainfall this time of year is not typical.”

The Storm Prediction Center (SPC) received three unconfirmed reports of tornadoes striking JEFFERSON and TUSCALOOSA  counties.

Meanwhile, NWS forecast a strong storm system would be moving from Rockies to Plains this weekend.

A storm system will strengthen this holiday weekend as it moves from the Rockies eastward through the Plains. A dangerous winter storm is forecast across portions of N.M., Tex. and Okla. where blizzard conditions are possible. Severe storms and heavy rain are possible in parts of the Gulf Coast region through the southern Plains to Ohio Valley on Saturday and Sunday where flooding is possible.

Further east, severe weather and flooding can be expected from east Texas to portions of the Mississippi Valley. Travel conditions will be hazardous in many locations through Sunday.

Dozens of Warnings, Advisories and Watches for severe weather are in effect across the U.S., as of posting.

 

Major wildfire burning uncontrollably, forcing mass evacuations, highway closures in SoCal

The massive blaze is devouring brush along PCH north of Ventura, threatening dozens of homes.

  • Mandatory evacuations have been imposed for the Solimar Beach community.
  • Campers were forced to evacuate at Emma Wood State Park.
  • Faria Beach Park campground was under voluntary evacuation.
  • Multiple section of Highway 101 and PCH were forced to close.
  • The fire grew to about 1,000 acres, as of posting.

 Deadly floods Displace 150,000 in Latin America

States of Emergency declared in Argentina, Paraguay and Uruguay. 

Deadly flooding have forced about 150,000 people from their homes in Paraguay, Argentina and Uruguay, prompting the authorities to declare states of emergency in multiple regions across the three countries.

At least 10,000 people were evacuated in Entre Rios province, and twice as many may need to be evacuated,  as floods threatened Concordia [pop: 170,000] located on the banks of the Uruguay River, the worst affected area, said the mayor, calling the deluge “the worst flooding in 50 years.”

“In November and December, the Rio de la Plata river basin in Argentina’s northeast received between 150 and 300 millimeters more rain than is typical for the period, the farm industry ministry said in a statement.,” AFP reported.

Death toll from flood related incidents in the affected areas stood at about a dozen, as of posting.

 

Great Ocean Road fire: Christmas Day blaze destroys 116 homes in Victoria

The massive bushfire in Victoria, Australia has destroyed at lease 116 homes, said a report.

“The fire, which has so far burned more than 2,200 hectares, is not yet under control.”

UK flood warnings: Homes evacuated amid record rain

At least 15 severe flood warnings are in effect and scores of homes have been evacuated, as record – heavy rain lashes parts of the UK, with Lancashire and Yorkshire counties bearing the brunt of flooding, said a report.

The UK Met Office has also issued two severe weather warnings, meaning danger to life, for rain in the two counties.

The UK Environment Agency has warned as much as a month’s rainfall would likely fall in one day in some areas.

Every river in Lancashire has exceeded record levels, the Agency said. The flood sirens have been activated in several towns/villages.

Lancashire Fire and Rescue Service warned: “A severe flood warning means danger to life. It doesn’t mean ‘come and have a look’! Please don’t come to visit Whalley or Ribchester now.”

“The village is under siege really,” a Ribchester resident told the BBC, describing the situation as “pretty grim,” with many homes at risk of flooding.

“The routes to the south are cut off and the route to the north, to Longridge, is under threat.”

A resident in Whalley said the situation was “a million times worse” than a fortnight ago when floods also hit.

“There are no more sandbags anywhere. People are panicking. That’s my business and my home, it’s a double whammy.”

  • The River Calder burst its banks in Mytholmroyd in the Calder Valley.
  • Hebden Bridge town centre was one of the areas hit by floods on Boxing Day.
  • Flood sirens sounded in Mytholmroyd, West Yorkshire.

Capel Curig in north-west Wales received the most rainfall in the 24-hour period to 09:00UTC Boxing Day, with a total of 168mm, the report said.

Up to 120mm of rain could fall over the most exposed sites in northern England on Boxing Day – with the average rainfall for the whole of December in the North West being 145mm, said Met Office forecasters.

Floods Minister Rory Stewart told BBC Radio: “As the rain falls, the rivers respond very quickly. Certainly what we’ve seen is rainfall levels that nobody’s ever seen before.”

Today’s earthquake was very noticeable! Our Light fixtures in the living room, which are made of hanging crystals, like a Church Bell, they were moving horizontal ways creating really strong sound that is hard to miss, even being inside another room of the house. The Christmas Tree was also “dancing” in some ways but, Thank God, nothing fall from any wall, and no damage was occurred because of this earthquake.

Crop Disasters Caused by DROUGHT

The U.S. Department of Agriculture USDA has designated dozens of counties across 10 states—Arizona, California, Colorado, Idaho, Kansas, Nebraska, Nevada, Oklahoma, Texas and Utah—as crop disaster areas due to the drought.

Those areas are

  • California. Imperial, Riverside and San Diego counties.
  • Arizona. La Paz and Yuma counties.
  • Colorado. Phillips, Baca, Kiowa, Prowers, Cheyenne, Kit Carson, Sedgwick and Yuma (2 designations) counties.
  • Idaho. Cassia, Owyhee and Twin Falls counties.
  • Kansas. Cheyenne, Greeley, Morton, Scott, Decatur (2 designations), Hamilton Norton, Seward, Graham, Haskell, Phillips, Sheridan, Grant, Meade, Rawlins , Sherman, Wallace, Wichita,Clark Gove, Lane, Smith, Finney, Gray, Logan, Stanton, Ford,  Kearny, Rooks, Stevens, Thomas  and Trego counties.

Those counties are Onondaga, Ontario, Schuyler, Seneca, Wyoming, Allegany, Cortland, Madison, Tompkins, Cattaraugus, Erie, Monroe, Wayne, Cayuga, Genesee, Oswego, Yates, Chemung, Livingston and Steuben.

Drought Disasters 2014

Since January 10, 2014 USDA has declared at least 1,010 counties across 16 states as crop disaster areas.

  • Those states are: Arizona, Arkansas, California, Colorado, Hawaii, Idaho, Kansas, Louisiana, Mississippi, Nebraska, Nevada, New Mexico, Oklahoma, Oregon, Texas and Utah.
  • Crop disasters have been declared in an additional 42 counties in the states of New York and Pennsylvania due to  Freeze.

Notes:
i. USDA trigger point for a countywide disaster declaration is 30 percent crop loss on at least one crop.

ii. The total number of counties designated as agricultural disaster areas includes both primary and contiguous disaster areas.

iii. A number of counties may have been designated crop disaster areas more than once due to multiple disasters.

iv. The U.S. has a total of 3,143 counties and county-equivalents.

v. The disaster designations posted above were approved by USDA on April 2, 2014.

Worsening Drought Causes More Crop Disasters in Texas, Oklahoma

The U.S. Department of Agriculture USDA has designated a total of 45 counties in Texas and Oklahoma as crop disaster areas due to the worsening drought.

Those areas are

  • Texas. Bell, Dallas, Hamilton, McLennan, Comanche, Eastland, Hill, Mason, Coryell, Fannin, Lamar, Bosque, Erath, Lampasas, Palo, Pinto, Brown, Falls, Limestone, Red River, Burnet, Gillespie, Llano, Rockwall, Callahan, Grayson, McCulloch, San Saba, Collin, Hunt, Menard, Shackelford, Delta, Johnson, Milam, Stephens, Denton, Kaufman, Mills, Tarrant, Ellis, Kimble, Navarro and Williamson counties.
  • Oklahoma. Bryan and Choctaw counties.

Extreme rain event in Toronto triggers flash floods

Some 126 mm of rain fell across Toronto, mostly during the evening commute, causing flash floods and traffic chaos.

The amount of rainfall shattered both the previous one-day rainfall record of 29.2 mm, and the monthly average rainfall for  July, which is less than 70mm, said Environment Canada.

Three regional power companies, Toronto Hydro, Enersource and Powerstream reported power outages to more than 900,000 customers in Etobicoke, Mississauga, Markham and Richmond Hill.

Floodwaters  submerged subways and roads forcing authorities to suspend flights, as well as train, metro and  ferry services.

At least 16,900 people in 4,920 households in the district have been affected. Direct economic losses are estimated at 768 million yuan (125.18 million U.S. dollars).

Local governments have relocated over 5,200 residents and tourists to get them out of the way of potential geological disasters.

Downpours also submerged quake-razed ruins in Beichuan Qiang Autonomous County, which has received 300 mm of precipitation. More than 42,000 people in Beichuan have been affected by the downpours.

As of 9 a.m. Monday, the commission had reported nine people dead and 11 missing in southwest China’s Sichuan Province, seven fatalities and two missing in neighboring Yunnan Province, four deaths in central China’s Hubei Province and three losses of life in east China’s Anhui Province.

A further ten fatalities were also reported in Beijing, Inner Mongolia Autonomous Region, Tibet Autonomous Region, and provinces of Hebei, Heilongjiang, Shandong and Gansu. One person is also missing in Helongjiang Province.

Since July 3, natural disasters caused by downpours have affected about 6.75 million people in 284 counties, districts or prefecture-level cities across China, according to the commission.

Heavy rains that started on Friday have left three people dead and affected lives of about 1.87 million residents in central China’s Hubei Province, local authorities said Sunday.

The provincial civil affairs department said the downpours have also forced the relocation of about 114,000 people in 29 counties.

More than 7,000 houses have been destroyed or damaged and 151,900 hectares of crops have been affected. Economic losses are estimated at about 684 million yuan (about 111.6 million U.S. dollars), according to the department.

Douglas County, NV declares a state of emergency due to exploding Bison fire

A state of emergency has been declared in Douglas County as the Bison fire exploded to nearly 26,000 acres. The blaze was reportedly 25% contained, as of posting.

The Bison Fire started at approximately 3:30 p.m. on Thursday, July 4, 2013. The lightning-caused fire is located along the western slope of the Pinenut Mountain range in Douglas County, Nevada, and is burning a combination of BLM public lands, Native American allotment lands, and private lands about five miles east of Gardnerville (east of U.S. Highway 395).

The fire has made significant runs on July 7 and 8 to the northeast through the Slater Mine area, burning through dense stands of pinyon pine, as well as crossing over the crest of the Pine Nut Range and backing down into the north end of Smith Valley. [Inciweb.]

Another Pathetic Turn in the Fukushima Farce

Tokyo Electric Power Co (TEPCO), the operator of the Fukushima nuke plant reported Monday it had detected radioactive caesium-134 at levels that were 90 times higher than three days earlier. The latest incident occurred at an observation well located between the damaged reactor No. 2 and the ocean, reports said.

TEPCO said it had detected caesium-134 at 9,000 becquerels per liter, or 150 times above Japan’s safety standard (!) in the well, which is just 25 meters from the ocean.

Ouch!

“We don’t know what is the reason behind the spike,” Tepco spokeswoman Mayumi Yoshida told Reuters. “We’re still looking to determine the causes behind it.”

Alaska Declared Major Disaster Area

The Disaster President has declared a major disaster exists in the State of Alaska  in the area affected by flooding during the period of May 17 to June 11, 2013.

The worst affected areas are in the Alaska Gateway REAA*, Lower Yukon REAA, Yukon Flats REAA, and the Yukon-Koyukuk REAA.

Disaster President Signs Disaster Declaration for the Standing Rock Sioux Tribe

The President has declared a major disaster exists for the Standing Rock Sioux Tribe in the area affected by severe storms and flooding during the period of May 25 to June 1, 2013.

Extreme weather triggered severe storms and flooding which damaged or destroyed much of the facilities on the Standing Rock Indian Reservation.

The Standing Rock Indian Reservation is a Dakota, Lakota and Yanktonai Indian reservation located in the Dakotas.

Himalayan Tsunami: 8,000 people still unaccounted for in N India

Death toll in Himalayan Tsunami triggered by extreme monsoon rains in
northern Indian state of Uttarakhand could exceed 8,000 as thousands of people, mostly pilgrims, are still unaccounted for, a senior official has said.

Meantime, the Indian military has recovered 824 rotting corpses, which are contaminating the water sources.

Authorities fear an outbreak of serious diseases such as cholera and dysentery due to poor sanitation throughout the flood-affected areas.

“We are getting reports from the field that there are rotting bodies lying around, many of them semi-buried in soil and rubble that came down from the mountains,” said the Humanitarian Manager for Oxfam India.

“There are also carcasses of livestock in rivers and streams and this has, of course, contaminated so many of their water sources. But people are desperate and are being forced to consume water they wouldn’t otherwise.”

The devastating floods have destroyed thousands of homes and businesses, washed away farmlands, roads, bridge and other infrastructure.

27 people killed in China’s restive Xinjiang region

Riots have killed 27 people in China’s restive, autonomous region of  Xinjiang, Chinese state media reported.

Rioters stabbed 17 people and set police cars alight, said the report. Police shot dead 10 of the rioters.

Himalayan Tsunami Death Toll Nears 600

As many as 55,000 people are still stranded in the rain-ravaged Uttarakhand as the death toll from flash floods and landslides cause by the Himalayan Tsunami neared 600.

  • About 400 people were reported as injured, many of them critically.
  • Some 13,806 people are still missing, according to one report.
  • Death toll is expected to rise.

Uncontrolled wildfires force evacuation of two Colorado towns, threaten third

Several raging wildfires sparked by lightning were burning out of control in Colorado mountain areas  on Friday, forcing the evacuation of two towns and threatening a third.

The West Fork Fire Complex in Rio Grande County in southern Colorado, which is made of two separate blazes, grow from 12,000 acres to 30,000 acres overnight, forcing more than 600 residents of South Fork to flee their homes.

The East Peak Fire  in Huerfano and Pueblo counties has forced the evacuation of about 1,000 residents of the town of La Veta. The blaze was approaching the City of Walsenburg (population: 3,100) .

Evacuation remain in effect for Lime Gulch Fire in Jefferson County, which was 15% contained as of posting.

Papoose Fire – The blaze started on June 20, 2013 in Hinsdale County. The
Cause is under investigation.

  • The fire has so far consumed about 1,700 acres and is 0% contained.
  • Some 292 personnel were assigned, as of posting.

Up to 140,000 Albertans displaced, Large sections of Calgary’s downtown evacuated

Alberta flooding has claimed at least 3 lives, possibly as many as 8, as of posting.
About 140,000 Albertan, including more than 100,000 Calgarians, have been forced to flee homes.  Large sections of Calgary’s downtown core were under mandatory evacuation Friday afternoon.

Mass evacuations throughout Calgary and southern areas of Alberta began Friday.

  • In Medicine Hat, residents in low-lying areas were told to leave their homes along the river. The mandatory evacuation will affect some 3,800 homes and 10,000 residents, said a report.
  • Edmonton and the town of Devon have declared a flood watch.\
  • Lethbridge and Medicine Hat have declared states of emergency on Friday.
  • In Medicine Hat, residents in low-lying areas were told to leave their homes along the river. The mandatory evacuation is expected to include about 3,800 homes and 10,000 residents.
  • At least 24 communities in the province have declared states of emergency, and about 30 communities are under mandatory evacuation.

Injury toll climbs to 200 in Central Russia Ammo Depot Fire

More than 200 people needed medical help after a large number of explosions blew up a “munition depot,” where millions of shells were stored.

  • The first blast occurred on Tuesday. Explosions continued until Friday, sending shrapnel as far as 1km and forcing at least 6,000 residents to flee the town of Chapayevsk.
  • “The incident is the latest in a string of fires and explosions at munitions storage and disposal sites that have plagued Russia in the past two years,” said a report.

Death toll from flooding and landslides triggered by extreme monsoon rains in north India climbed to at least 73 on Tuesday, said a report.

Meantime, about 73,000 pilgrims bound for the Himalayan shrines weer reportedly stranded in monsoon-ravaged Uttarakhand and Himachal Pradesh.

Severe flooding and landslips have also destroyed hundreds of homes and dozens of hotels and other commercial buildings, as well as roads and other infrastructure.

The authorities have evacuated thousands of people  living in low-lying areas along the River Yamuna, as  the water level rose above the “danger mark,” said the report.

“We are on a war footing, we are working day and night,” said an official in Uttarkashi, where two national highways were blocked by landslides.

Popocatépetl volcano erupted on Monday, sending a column of ash and volcanic gases and into the air and prompting the authorities  to raise the volcano alert level to Yellow (Phase 2.) Access to a 12-km zone around the volcano is  restricted.

Namibia Declares National Drought Emergency

President of Namibia has declared a national drought emergency due to significantly below-average precipitation.

  • An estimated 331,000 people, 14 percent of the Namibia’s population of 2.324 million,  in rural communities across 13 regions have now been classified as food insecure so far this year.
  • An additional 448,000 people have been classified as moderately food insecure.
  •   Those moderately food insecure could rapidly become food insecure, UN reported.
  • About 109,000 children under age 5 living in rural households classified severely and moderately food insecure are at risk of malnutrition due to reduced availability, access and utilization of food, compounded by limited access to safe water and improved sanitation, UN said.

Water, Sanitation and Hygiene

  • 11 Regions across the country are without water tanks for additional storage.
  • About 32% of households and communities use boreholes as their main sources of water, followed by piped water (20%) and public taps in neighboring houses (19%).
  • As a result of the severe drought, water tables in boreholes are currently low with reduced yields.
  • The cost of water has risen and most households are now using their limited funds to buy food instead of water.
  • Only 33% of households have improved sanitation facilities.

At least two people were killed on Saturday as torrential rains in San Antonio triggered severe flooding forcing the rescue of about 240 people, officials said.

  • San Antonio was inundated with about 10 inches of rain Saturday, the second-wettest-day recorded, San Antonio Express-News reported.
  • “Saturday was not only the wettest day in May ever recorded, but with 9.87 inches of rain at the San Antonio International Airport, it was the second wettest day ever recorded in San Antonio, according to the National Weather Service. The wettest day on record is Oct. 17, 1998, when 11.26 inches of rain fell.”
  • NWS issued Flood Warnings  for rivers affecting Bexar, Wilson and Karnes counties.

M5.7 Earthquake, Plumas County, Northern Calif

A state of emergency has been declared in Plumas County after the magnitude 5.7 earthquake struck the area Thursday, causing damage both to infrastructure as well as homes and businesses.

  • “The earthquake did not injure anyone but did cause moderate damage and was felt by people as far away as the Bay Area, Reno and into Oregon,” said a report.

88 Killed, more than 150 injured in Iraq shooting and bombing attacks

At least nine bomb explosions ripped through predominantly Shia districts of the Iraqi capital Baghdad on Monday, killing dozens of people and wounding over 130 others, reports said.

Two car bombs hit the predominantly Shia city of Basra in southern Iraq also on  Monday, killing at least 13 and injuring 40 others.

Meantime, the authorities found the bodies of 13 people kidnapped on Saturday in a desert in Anbar Province with bullet wounds to their heads and chests. At least 6 of the victims were policemen.

The death toll from Iraqi violence exceeded 200, with hundreds of others injured.

April was the deadliest month in Iraq since 2008, as bombing attacks and shootings killed more than 700 people and injured at least 1,600 others across the country, said the United Nations Assistance Mission for Iraq (UNAMI).

Baghdad was the deadliest province, with at least 211 killed and about 500 injured, UNAMI reported.

  • Idaho, USA.  The city of Moscow in Idaho has declared a disaster emergency following weeks of torrential rains and extensive flooding, a report said.
    • City officials have warned residents to immediately go to higher ground if rising water threatens their safety.
  • Great Lakes, Ohio Valley and Mid-Atlantic States.  NWS has issued Freeze Warnings for Great Lakes, Ohio Valley and Mid-Atlantic States:
    • “After an extended period of record-breaking warmth across the central and eastern United States, high pressure will usher in colder air into the Great Lakes, Ohio Valley and Mid-Atlantic regions tonight. Low temperatures are forecast to range from the lower 20s to the lower 30s at several locations. With an early growing season already in progress, any vegetation susceptible to freezing temperatures over an extended period of time may be at risk to severe damage. In addition, pets should be brought indoors during the overnight.”
  • Colorado, USA. A fast-moving wildfire in the mountains southwest of Denver has consumed at least 3,000 acres, leaving 1 person dead, destroying dozens of structures and forcing thousands of residents in and around Conifer (Jefferson County) to abandon their homes.
    • “The fire is the largest of about a dozen that burned from the northeast plains to the southern part of the state, and scorched four-and-half square miles in only a few hours,” said a report.

  • Texas, USA. The state of Texas has broken the record for the driest 12 months on record as of July 2011. Only 0.72 inches of rain fell in the state during the entire month of July.
    • Texas State Climatologist Nielsen-Gammon: “These statistics rank the current drought as the most severe one-year drought ever for Texas.”
    • “Never before has so little rain been recorded prior to and during the primary growing season for crops, plants and warm-season grasses.” He added.
    • Texas Agriculture Commissioner Todd Staples: “The extreme heat and unprecedented dry weather are crippling agricultural operations in Texas upon which all Americans rely for food, fuel, clothing and other daily necessities.”
    • “This historic drought has depleted water resources, leaving our state’s farmers and ranchers in a state of dire need. The damage to our economy is already measured in billions of dollars and continues to mount.” He added.
    • The small town of Kemp (Pop: 1,500) ran out of water on Sunday, the town mayor said. Kemp is located on the shore of Cedar Creek Reservoir in Kaufman County about 40 miles southeast of Dallas.
    • Dallas experienced triple digit temperatures for the 39th consecutive day.

  • London, U.K. The riots have spread across London, Scotland Yard reported. The violence erupted 3 days ago after a protest calling for justice over the fatal shooting by police of a local man in North London last week.
    • The rioting and looting have spread to at least a dozen boroughs throughout London, as large crowds of unemployed and disaffected youths (and some criminal elements) continue to run amok venting out their frustration.
    • The violence has also spread to other major cities in the U.K. including Birmingham, England’s second most populous city after London, Bristol, Liverpool and Manchester.
    • Ironically, London has poured tens of billions of dollars ($32.7 billion US) into its Olympic wet dreams as worsening poverty, alienation and social malaise in Britain’s inner city areas spiral into uncontrollable violence.

Many may die in Moscow smog: Scientist

Persistent smog from peat fires that have blanketed sizzling Moscow could kill “hundreds of people,” says a prominent Russian scientist.

Moscow temperatures rose to an all time high on Monday breaking the 130-year record.

Some 34 peat fires and 26 forest fires were ablaze in the area surrounding Moscow, covering 59 hectares (145 acres), the emergencies ministry said on Monday.

The ministry has since reported 58 new fires in the Moscow region, 30 of them at peat deposits, Reuters said.

Pollution makes less than half of China water drinkable

More than a quarter of China water unfit even for industrial use: Ministry of Environment

Inspectors from China’s “Ministry of Environmental Protection” say about 51 percent of China water is unsuitable for human/animal consumption, a report said.

Spanish daytime temperatures set to rise, rainfall set to drop

“Madrid will be like (southern city) Seville, and Seville like Tucson. This is a report for action,” Spain’s Met Office reported.

“Climate Change Secretary Teresa Ribera added at a news conference that Spain, which already suffers from water shortages and is building desalination plants, was particularly vulnerable to climate change,” said a report.

“To the extent that temperatures change, animals and other living things will have to grow in different places to today, and that will also lead to significant changes in economic activities,” she added.

At least 21 people are missing after a landslide buried part of a village in southwest China’s Sichuan Province, the latest episode of destruction caused by flooding across the country, a report said.

“About 100,000 cubic meters of rock and mud slid down Ermanshan Mountain near Shuanghe Village, Hanyuan County, Ya’an City, at around 5 a.m. Tuesday, smashing into three scores of brick houses at the foot of the mountain, local officials said.”
