Crop Disaster Declared for 123 Counties in 10 States

Excessive Rain, Freezing Temps and Extreme Heat Cause Agricultural Disaster in 10 States

The U.S. Department of Agriculture (USDA) has designated at least 123 additional counties as agricultural disaster areas across 10 states.

The crop disasters areas are in the states of Connecticut, Idaho, Massachusetts, Minnesota, New Jersey, New York, Oregon, Pennsylvania, Vermont and Washington.

USDA issued a total of 6 separate disaster declarations on October 1, which were posted on their website on October 17, 2013 due to the government shutdown.

New York – First Disaster Designation due to damages caused by excessive rain and related flooding, high winds and hail that began May 1, 2013 and continues.

Disaster areas are Albany, Essex, Monroe, Otsego, Seneca, Broome, Franklin, Montgomery, Putnam, Sullivan, Cayuga, Fulton, Oneida, Rensselaer, Ulster, Chenango, Genesee, Ontario, Saratoga, Washington, Clinton, Greene, Orange, Schenectady, Wayne, Columbia, Herkimer, Orleans, Schoharie, Westchester, Cortland, Jefferson, Oswego, Schuyler, Wyoming, Dutchess, Madison, Allegany, Delaware, Livingston, St. Lawrence, Tompkins, Bronx, Erie, Niagara, Steuben, Warren, Cattaraugus, Hamilton, Onondaga, Tioga, Yates, Chemung, Lewis and Rockland counties.

• Connecticut: Fairfield and Litchfield counties.
• Massachusetts: Berkshire County.
• New Jersey: Passaic and Sussex counties.
• Pennsylvania: Pike, Susquehanna and Wayne counties.
• Vermont: Addison, Bennington, Chittenden, Grand Isle and
  Rutland counties.

New York – Second Disaster Designation due to damages and losses caused by freeze and frost that occurred March 13 – May 28, 2013.

Crop Disaster Areas: Cayuga, Columbia and Oswego, Albany, Greene, Madison, Rensselaer, Ulster, Cortland, Jefferson, Oneida, Seneca, Wayne, Dutchess, Lewis, Onondaga and Tompkins counties.

Also included in the above designation

• Massachusetts: Berkshire County.

New York – Third Disaster Designation due to damages and losses caused by weather-related disease and fungi infestation that began June 19, 2013, and continues.

Disaster areas are Cayuga, Cortland, Oswego, Tompkins, Onondaga, Seneca and Wayne counties.

Oregon – Disaster Designation 1

USDA has designated three counties in Oregon as crop disaster areas due to damages caused by freezing temperatures that occurred April 8-30, 2013.  The counties are Baker, Umatilla and Union.

Also included in the above designation

• Minnesota: Grant, Malheur, Morrow and Wallowa counties
• Idaho: Adams and Washington counties.
• Washington: Benton, Columbia and Walla Walla counties.

Oregon – Disaster Designation 2

USDA has designated nine counties in Oregon and Washington as crop disaster areas due to damages and losses caused by freezing temperatures and excessive rain that occurred March 22 – June 30, 2013.

• Oregon: Wasco , Clackamas, Hood River, Marion, Wheeler, Gilliam, Jefferson and Sherman counties
• Washington: Klickitat County

Oregon – Disaster Designation 3

USDA has designated nine counties in Oregon and Washington as agricultural disaster areas due to damages and losses caused by freezing temperatures and extreme heat that occurred April 8 – May 13, 2013. Those counties are

• Oregon: Gilliam, Morrow, Sherman, Umatilla, Wasco and Wheeler counties.
• Washington: Benton and Klickitat counties.

[All counties listed above were designated natural disaster areas Oct. 1, 2013.]

The latest designations raise the total [listed] crop disaster areas to at least 3,844 counties across 44 states so far this year.

Notes:
1. USDA trigger point for a countywide disaster declaration is 30 percent crop loss on at least one crop.

2. The counties listed above as agricultural disaster areas includes both primary and contiguous disaster areas.

3. The U.S. has a total of 3,143 counties and county-equivalents.

4. A number of counties have been designated crop disaster areas more than once due to multiple disasters.

5. The disaster designations were approved by USDA between January 9 and September 25, 2013.

Secretary Vilsack also reminds producers that Congress has not funded the five disaster assistance programs authorized by the 2008 Farm Bill.These are SURE; the Livestock Indemnity Program (LIP); the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish (ELAP); the Livestock Forage Disaster Program (LFP); and the Tree Assistance Program (TAP). Production losses due to disasters occurring after Sept. 30, 2011, are not eligible for disaster program coverage.

The U.S. Department of Agriculture (USDA) has designated 30 counties across five states as agricultural disaster area due to damages and losses caused by various climatic and extreme weather disasters including the ongoing drought, frost, excessive rain and a tornado. [Several counties received two separate disaster designations.]

Drought Disaster Declared in Oregon

USDA has designated 8 counties in Oregon as agricultural disaster areas due to damages and losses caused by the ongoing drought.

• Oregon counties designated as agricultural disaster areas: Baker, Grant, Crook, Malheur, Umatilla, Wallowa, Harney, Morrow, Union and Wheeler.

• Idaho counties designated as disaster areas because they’re contiguous: Adams and Washington

Drought Disaster Declared in Idaho

Idaho counties designated as disaster agricultural disaster areas: Washington, Adams, Gem and Payette.

Oregon counties designated as disaster areas because they’re contiguous: Baker and Malheur.

Pennsylvania Agricultural Disaster Declaration No. 1

USDA has declared agricultural disaster in Pennsylvania due to frost, excessive rain and a tornado in Erie, Crawford and Warren counties.

The disaster designation is extended to include Chautauqua County in New York and Ashtabula County in Ohio.

Pennsylvania Agricultural Disaster Declaration No. 2

USDA has designated 5 counties in Pennsylvania—Mercer, Butler, Crawford, Lawrence, Venango—as agricultural disaster areas due to damages caused by excessive rain that occurred July 3-13, 2013.

Ohio Agricultural Disaster Declaration

USDA has designated Mahoning and Trumbull counties in Ohio as  agricultural disaster areas because they are contiguous.

Drought Affecting Millions in China

4th consecutive year of drought plaguing 53 percent of arable land in China

Lingering severe drought has left millions of people and farm animals in China without drinking water.

The worst affected areas are southwest China’s Yunnan, Guizhou and Sichuan provinces, and northwestern Shaanxi and Gansu provinces.

in Yunnan province 134 rivers and 138 reservoirs have dried up, reports say.

• Two separate droughts across vast areas have affected at least ten million people, damaging or destroying large amounts of crops.

• “Yunnan, Shaanxi and Gansu provinces face the worst drought among the western regions of the country, with a total of 31.67 million mu (2.11 million hectares) of arable land affected, or 53 percent of the total arable land affected by drought across the country,” said the report.
  

• At least 4.97 million people in southwest China’s Yunnan Province have been affected by the drought. More than 1.43 million people and 796,000 livestock lack sufficient drinking water.

• “In Gansu, lingering drought that began last autumn has affected 3.123 million people 47 counties and districts of which 643,400 are still facing a drinking water shortage, according to the provincial Civil Affairs Bureau.”

• More than one million people in Guizhou and Gansu provinces are facing drinking water shortages.

Australian Army Called to Help as QLD Flood Disaster Intensifies

Flood and storm damage across the Australian state of Queensland has prompted a statewide catastrophe declaration from the Insurance Council of Australia (ICA), said a report.

• ‘‘Insurers are greatly concerned about extreme weather expected over the next few days in Queensland, with severe inundation already having been experienced in several towns and cities, and major flood warnings now in place for every river from Cairns to the border,’’ said ICA chief executive.

• ‘‘Unfortunately, this catastrophe declaration is the result of the first cyclone to come close to the coast this season, and the weather bureau has warned it’s highly possible we will see more before the end of summer.’’

Meantime, the Queensland Government has asked the Australian Army to help amid extreme rain events, worsening flood disaster  and tornado outbreaks.

“Local rainfall daily records in central and southeast Queensland are tumbling after falls of 461mm at Boolaroo Tops, 454mm in Walla and 272mm in Gayndah since yesterday morning.”

• A giant storm cell is slowly moving southeast toward the population centers, dumping at least 200mm of rain, and destructive winds and tornadoes are expected along the Sunshine Coast and Bribie Island, reports said

• A 5-meter wall of  water is pouring over the spillway of the Awoonga Dam into the Boyne, south of Gladstone.

• A saddle dam off the Awoonga Dam is close to overflowing, which would put 500 homes in peril, the authorities said.

• “Water continues to spill from Wivenhoe dam in preemptive releases.”

• Forecasters have warned more than 300mm of rain could fall in Wivenhoe Dam catchment, upstream of Brisbane, in the next few days, with coastal areas receiving about 500mm, isolating additional communities.

• Authorities have issued an evacuation order for north Bundaberg after the Burnett River broke its banks.
  • The Burnett River is now forecast to peak at 9 meters—well above the levels recorded during the 2010/11 floods, reports said.

• Residents in the Gympie area, north of Brisbane, are being rescued from rooftop, as Mary River continues to rise to a forecast peak of  peak at 17m.

United States

The deep freeze persists throughout much of the Northeast as forecasters warn of looming ice storms. Severe ice storm are expected to hit Northern Illinois, southern Michigan, NE Missouri, large swathes  of the Midwest as well as mid-Atlantic, and Ontario.

Severe flooding, triggered by week-long extreme rain events in South Africa and Zimbabwe,  continued to spread across southern Mozambique.

“The number of displaced people now stood at 67,995 while nearly 85,000 have been affected by the raging waters in recent days, the UN said, urging donors to urgently make more funds available ‘to help deal with this emergency’ in the impoverished southeast African nation.”

Hunger is setting in among tens of thousands of the victims who are waiting for help to arrive, said a report.

“We are eating grasshoppers,” a flood victim told AFP, adding that she believed they were the “lucky ones.”

“We have family in the town, our aunts. They must be on the rooftops now,” she said.

“We left at midnight without taking food. We have nothing to sleep under.”

The Great Crocodile Escape

A crocodile farm in northern South Africa was forced to open its gates after being inundated, letting loose at least 15,000 crocodiles.

Several ‘mini-tornadoes’ spawned by the remnants of cyclone Oswald have hit the Queensland coast injuring about two dozen people, as severe weather and flooding batters the disaster state.

The tornadoes have damaged scores of homes and forced the evacuation of towns around Bundaberg, reports said.

• Tornadoes  caused severe damage to coastal townships of Bargara and Burnett Heads, both of which have since been declared disaster areas.

Further north, severe flooding in Gladstone led to the city (population ~ 30,000) being declared a disaster zone, and the authorities told at least 2,000 people  to evacuate.

Oklahoma, USA

The drought in Oklahoma has caused more than $2 billion in damage in the past two years, said a report.

• “Cities are facing water rationing, and Tulsa residents will see dying lawns, trees and plants.”
• It cost twice as much to feed the livestock. “A load of feed, which lasts about a month, has gone from about $3,500 to $7,500.”
• USDA has declared 917 counties as primary and contiguous drought disaster areas including the entire state of Oklahoma and parts of 25  other states, in January 2013.
