Mechanicville Declares State Of Emergency
A state of emergency has been declared in Mechanicville City, NY, due to severe flooding.
No traffic is being allowed in or out of the city, and residents are told to stay indoors until further notice. “A boil water advisory is in effect for the city,” said a report.
“Thunderstorms have dropped one to two inches of rain in parts of Washington, Rensselaer and Saratoga Counties and more rain is in the forecast.”
Forest fires cause state of emergency in Krasnoyarsk region
The authorities in central Siberia’s Krasnoyarsk region have declared a state of emergency due to forest fires, most of which are burning in hard-to-reach terrain, the region’s acting Natural Resources and Ecology Minister told reporters, said a report.
Aided by hot, dry weather, more than 50 forest fires have consumed at least 2,000 hectares.

Record heatwave kills dozens, possibly hundreds in India
Seven consecutive days of extreme temperatures in Delhi, world’s second most populous urban agglomeration with a population of about 25 million, has pushed up the ground ozone levels by more than 3 folds.
Temperatures have been hovering above 45 Celsius (113 Fahrenheit) since last week, amid night-long outages.
“Residents staged sit-in protests outside electricity substations in the state of Uttar Pradesh late on Wednesday, days after protesters had set substations on fire and taken power officials hostage after weeks of daily blackouts,” reported Reuters.
“God alone can provide any relief from the prevailing power crisis,” said the director of Uttar Pradesh Power Corporation,. adding that power would only return after the monsoon arrived and demand fell.
Much of Delhi has been experiencing long blackouts after a surge in demand and damage from a thunderstorm overwhelmed the grid, said the report.

Extrme Rain Events triggered severe flash flooding Tuesday for a wide swath of eastern Nebraska and southwest Iowa, prompting Iowa Gov. Branstad to declare Pottawattamie County a disaster area.
Severe storms producing baseball-sized hail, up to 12 tornadoes and a dangerous derecho pounded the US Midwest on Tuesday causing damage to buildings and vehicles.
The hail caused substantial damage to 4,300 vehicles at Woodhouse Auto Family car dealership in Nebraska, said a report.
Storm Prediction Center received at least 12 reports of possible tornadoes in Nebraska, Iowa, Wyoming and Kansas by late Tuesday evening.
Japan
An unusually intense heatwave continued to grip Hokkaido and other parts of Japan since Monday, with temperatures soaring to a 90-year record.
The temperature soared to 37.8°C in the town of Otofuke at about 2 p.m. on Teusday matching Hokkaido’s highest temperature, recorded in Obihiro on July 12, 1924, said Japan Meteorological Agency.
On Wednesday, temperatures exceeded 36.8°C for the first time this year at many observation stations throughout the prefecture.
Meanwhile, a rain front approaching from the west has dumped enormous amounts of precipitation on Kyushu, Okinawa and Amami islands in the country’s southwest, triggering numerous landslides.

Extreme climatic events, related conflicts displace 144 million in the Horn of Africa
Some 144 million people have been displaced in the Horn of Africa region between 2008 and 2012 due to the mega disasters caused by climate change, according to a joint report by the Institute for Environment and Human Security of United Nations University, and the Norwegian Refugee Council (NRC).
The new report by said thousands of people in the Horn of Africa are at risk of being displaced across borders as extreme weather increases in frequency.
“As extreme weather increases in intensity thousands are at risk of being displaced. Many of the displaced receive some assistance, but the support varies. There is a need for more predictive protection and assistance. We must start in the hardest affected regions,” according to NRC spokesperson.

The majority of those displaced in the four-year period fled from floods, storms and wildfires and other impacts of climate change, said the report.
Most of the victims remained in their own countries as internally displaced people, but many fled across the borders to neighboring countries.
“Drought forces people to leave their homes in Somalia and Ethiopia and flee to Kenya, Egypt or Yemen. Most of those fleeing are pastoralists, small scale farmers and agro-pastoralists,” said the report.
The impact of climate-related disasters are intensified by ethnic and political discriminations, according to the report, which cites armed conflict and lack of humanitarian access in Somalia as major contributing factors to worsening conditions caused by the drought and famine.
People are forced to cross borders when Extreme Weather Events flood their habitat, or destroy their crops, said the report.
“Individuals leave for another country for a variety of reasons, but in many cases the driving factor is related to the loss and deterioration of livelihood,” said representative from UNU.

Deadly Floods Destroy Thousands of Homes in N. Afghanistan, Leaving Scores Dead, Many Missing
Flash floods in northern Afghanistan have destroyed dozens of villages and thousands of homes, killing at least 120 people, and leaving many others missing. Hundreds more are injured and tens of thousands reportedly displaced.
The floods followed a two-day extreme rain event, which inundated three provinces of Faryab, Jowzjan and Sar-e Pul, said Afghanistan’s Natural Disaster Management Agency.
The floods have destroyed dozens of villages leaving tens of thousands of farm animals dead, the agency said.
Recurring drought worsening chronic food insecurity in Haiti
Drought has killed crops in Haiti’s poorest region, pushing the people even closer to the margins of survival.
At least 43 percent of households in Haiti’s northwest suffer from food insecurity, compared to a national average of about 30 percent, according to Government statistics.
More than 1.5 million people continue to face severe food insecurity in Haiti and about 82,000 children under five are malnourished, according to the UNOCHA.
The worsening disaster is caused by drought and the impact of hurricanes ISSAC and SANDY, which battered the country last year, said UNOCHA spokesperson.
SANDY struck Haiti in October leaving a trail of destruction and severely damaging the economy.
Rainstorm Destroys or damages about 60,000 Homes in South China
More than two dozen people are dead or reported as missing, after extreme rain events battered south China, said the Ministry of Civil Affairs on Tuesday.
Extreme rain and flooding have affected more than 1.16 million people in seven Chinese provinces —Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Chongqing and Guizhou—forcing at least 17,000 to flee their homes, said the ministry.
“A total of 6,600 people are in need of emergency sustenance assistance, it said, while 1,600 houses have been toppled and 55,000 damaged,” said Xinhua.
Floodwaters have destroyed 47,600 hectares of crops causing direct economic losses of more than $105 million U.S. dollars.
The fierce storm system has dumped about 300 mm of rain, the equivalent of about two months’ rainfall, in some areas since March 27.

Late winter storm impacting central Appalachians and mid-Atlantic through Monday, just 4 days before the spring, dumping between six and 13.5 inches (34cm) of snow on parts of West Virginia, Virginia, Maryland, Delaware and southern New Jersey, shutting schools and federal offices and forcing hundreds of flight cancellations. Intense and prolonged heatwaves and record hot days, severe drought and rainfall deficiency, and bushfires dominated the 2013/2014 summer, according to the latest “Angry Summer” report issued by the Australian Climate Council.
The report finds that many of Australia’s largest population centers face increased risk from extreme weather events, including heatwaves, drought and bushfires, impact of which are serious and costly on people, property, communities and the environment.

Wettest, 5th Warmest and Probably Most Disastrous Winter in the UK
Britain had the wettest winter since records began in 1766, with 435mm of rain recorded up to February 24, said the UK Met Office.
New records were set in many parts of the UK, with southeast and central southern England receiving more than double the average winter rainfall. And more rain is expected…
Ferocious storms have caused extensive damage along the coastal areas, cutting off a major rail link and flooding thousands of homes.
Some 25 square miles of land have been inundated in the Somerset Levels, as well as towns and villages along River Thames.

River Thames levels are expected to rise in at least 14 other areas including the Shepperton Green area, Hamm Court, Laleham and Penton Hook, Staines and Egham, Thorpe Lea, Runnymede Pleasure Grounds, Horton and Kingsmead Quarry, Wraysbury village, Old Windsor, Friday Island, Magna Carta Island and Datchet village.

The forecast wind direction are south easterly through to south westerly overnight. The forecast wind strengths are Force 7 increasing to Force 9 overnight Follow the instructions in leaflets now being dropped at all properties at risk. The forecast surge height is 0.99m. The forecast wind direction is SSW. The forecast wind strength is Force 8. Times of high tide will vary along the coast. Conditions will usually apply 2-4 hours either side of high tide. Large waves are forecast to build from a southerly direction. Wave heights could be 3 to 5.5m. This is likely to lead to significant spray overtopping and the potential for further damage to sea walls.
A Severe Flood Warning is in force for Friday evenings tide and a Flood Warning is in force for Saturday morning. Strong winds, tidal surge and large waves may cause flooding at exposed locations. Locations with damage to defences, buildings and structures, will be especially vulnerable. These locations include: Penzance, Newlyn Green, Marazion, Longrock, Porthleven, St Mawes, Pentewan, Looe, Seaton, Kingsand, Cawsand and Plymouth. High tide on Friday is between 16:40 and 18:00. The forecast surge height is over 1m, with Force 9 South South Westerly wind, and waves up to 6m. High tide on Saturday is between 05:00 and 06:00. The forecast surge height is 360mm, with Force 8 South Westerly wind, and waves up to 6m. Conditions in exposed locations will be dangerous …
Water is continuing to spill from Currymoor into Saltmoor and Northmoor via Athelney spillway and the old Lyng railway cutting. This poses a significant ongoing risk to local properties. The drain level at Northmoor pumping station is 6.01 m and is stable. We are pumping at Northmoor and Saltmoor pumping stations. Additional pumps are now running. The River Tone at Currymoor is currently stable but is expected to rise in response to the forecast rainfall.
Water is continuing to spill into Currymoor from the River Tone. Consequently large volumes of water are flowing into Saltmoor and Northmoor via Athelney spillway and the old Lyng railway cutting. Floodwater on the A361 is very deep.

The storm could dump significant snow on much of Northern Ireland, southern Scotland and northern England.
Sixteen Severe Flood Warnings remain in effect in southern England for Berkshire, Surrey and Somerset; thousands of people have been evacuated.
Some 355 additional Flood Warnings and Flood Alerts are in effect throughout the UK.
Power and transport networks across the country have been severely hit.
Many rivers in southern England have risen to their highest recorded levels.
River Thames is forecast to rise to its highest levels for more than six decades, with Windsor, Maidenhead and Surrey the worst affected, said the UK Environment Agency.
The River Severn rose to a new record level of 5.65m in Worcester.
More homes will be flooded as rivers in Herefordshire and Worcestershire continue rising, the Agency warned.

Imperial County, located Southeast of California in the Imperial Valley, bordering both Arizona and Mexico, is currently covered by D0-D1 drought conditions, but has not yet been designated as a drought disaster area.
Massive Atlantic depression heading toward Britain this weekend: UK Met Office
Major hurricane force winds are forecast to “smash” into the UK, causing significant damage this weekend. The storm could prove to be more devastating than the October St Jude’s Day Storm.
“A very low depression is coming in from the Atlantic on Friday night which we are expecting to be significant. Heavy downpours will bring two inches of rain in some parts of the UK,” said the UK Met Office.

A powerful storm plowed into SW England and south Wales washing away parts of a railway line and leaving tens of thousands of homes and businesses without electricity.

Christie declares a state of emergency due to a heavy snow storm plaguing NJ
The governor has ordered all non-essential state workers to go home, on a staggering schedule, starting at noon.
“Today’s winter storm is expected to produce heavy snow and travel hazards throughout the state, affecting tonight’s evening commute,” Christie said in a statement on Monday.
The storm is forecast to dump heavy snow and freezing rain throughout the state, felling trees, and causing power outages and flooding, he said.
“Total Nightmare”
As of 7:00 p.m. EST up to 9.5 inches of snow had fallen in some parts of the Garden State creating a “total nightmare” for the Super Bowl fans leaving the state.
“It’s a parade of storms this week,” said the state climatologist at Rutgers University. “We haven’t been able to tap this kind of moisture from the Gulf of Mexico and other environments in quite a few weeks. January was the 8th snowiest on record in New Jersey but it wasn’t abundantly moist. We had a lot of cold, dry snow, fluffy snow, not the thumping snow that we have today.”

The next winter storm is ready to impact the Plains and Midwest with snow and ice Tuesday into Wednesday. Heaviest snow is forecast from central Kansas through central Missouri and Illinois, into central Indiana. This same system could bring a foot of snow to northern Pennsylvania into central New England on Wednesday.

Severe Drought Prompts Worst-Ever Water Supply Forecast for California
“Simply put, there’s not enough water in the system right now for customers to expect any water this season from the project,” said the director of California Department of Water Resources (DWR).
DWR is securing what little water remains in the state’s reservoirs in response to the worsening drought and strong likelihood of more severe water shortages in the coming months.
The agency announced Friday that they took actions to conserve the state’s dwindling resources, as a result of which, “everyone—farmers, fish, and people in our cities and towns —will get less water.”
“This historic announcement reflects the severity of California’s drought. After two previous dry years, 2014 is shaping up as the driest in state history,” said DWR.
On Thursday, Sierra snow survey found the snowpack’s statewide water content was only 12 percent of average for this time of year.
Water levels in key reservoirs now are lower than at this time in 1977, one of the two previous driest water years on record.
Lake Oroville in Butte County, the principal SWP reservoir, is at 36 percent of its 3.5 million acre-foot capacity (55 percent of its historical average for the date).
Shasta Lake north of Redding, California’s and the federal Central Valley Project’s (CVP) largest reservoir, is also at 36 percent of its 4.5 million acre-foot capacity (54 percent of average for the date).
San Luis Reservoir, a critical south-of-Delta reservoir for both the SWP and CVP, is just 30 percent of its 2 million acre-foot capacity (39 percent of average for the date).

DWR has never before announced a zero allocation in the 54-year history of the State Water Project to all 29 public water agencies that buy from the SWP. These deliveries help supply water to 25 million Californians and roughly 750,000 acres of irrigated farmland.
The agency forecast in late December that it would be able to deliver only 5 percent of about 4 million acre-feet of State Water Project water requested by the 29 public water agencies that purchase water from the project. They are located in Northern California, the Bay Area, San Joaquin Valley, Central Coast, and Southern California.
The 5 percent projected allocation has now reduced to zero.

California produces about 36 percent of the U.S. vegetables and nearly 70 percent of the country’s fruits and nuts.
The Golden State topped the nation’s agricultural states in cash receipts with $44.7 billion followed by Iowa ($31.9billion), Nebraska ($24.4billion), Texas ($22.7 billion) and Minnesota ($20.5 billion), according to USDA Agricultural Overview for crop year 2012.

Parts of the UK, France and Italy are inundated as extreme rain events wreak havoc across Europe
The Environment Agency in the UK has issued hundreds of flood warnings and flood alerts including 9 severe flood warnings (danger to life) along the coastal areas.
Severe flooding is expected in the lower reaches of the River Severn in Gloucestershire as a result of high tidal levels combined with high river levels. Conditions are expected to result in danger to life due to flood bank over-topping and fast flowing water, and severe disruption to transport with a risk of motorists becoming stranded. High tides, a positive surge, strong winds and large waves combine to bring a risk of significant flooding for coastal communities throughout Wales and in Dorset, Somerset, North Somerset, Gloucestershire and the north coasts of Devon and Cornwall Saturday. —environment-agency.gov.uk
Italy
In Italy, at least 1,000 homes were evacuated in the city of Pisa as the Arno river threatened to burst its banks, and floodwaters submerged vast swathes of the countryside.
Floodwaters also inundated parts of Florence, and nearby towns, forcing the schools to remain closed on Friday.
Authorities in Venice are bracing for high tides, exacerbated by heavy rains, rising to more than 140cm above the average sea level.
France
“The French department of Finistere, in the west of the country, was placed on red alert as forecasters warned of huge waves and extensive flooding. Ten other French departments were also on alert for rising water levels,” reported Bbc.
The downpour has swollen rivers in Tuscany causing widespread flooding and leaving more than 1,000 homes inundated.
Blizzard
Meanwhile, snow storms, high winds and bitter cold continued to batter Eastern Europe prompting the local and national authorities to issue multiple states of emergency for the region.
In Romania, most parts of the country remained under states of emergency as temperatures plummeted to -22ºC and authorities ordered schools closed in the south, south-east and eastern regions.
The blizzard is said to be one of the worst in living memory with winds of about 70 km/hr reducing visibility to 20 meters.

White House Declares Oklahoma Federal Disaster Area
The White House has declared a major disaster in the State of Oklahoma in the areas affected by the severe winter storm during the period of December 5-6, 2013.
The areas worst affected by the severe winter storm are the counties of Choctaw, Le Flore, McCurtain, and Pushmataha.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA.

USDA Designates 18 Additional Counties in Texas as Crop Disaster Areas
The U.S. Department of Agriculture (USDA) has designated 18 additional counties in Texas as agricultural disaster areas due to the worsening drought.
The latest disaster areas are Dewitt, Gray, Karnes, Armstrong, Carson, Goliad, Lavaca, Atascosa, Collingsworth, Gonzales, Live Oak, Bee, Donley, Hemphill, Roberts, Victoria, Wheeler, and Wilson counties.
