Extreme Rain Events Trigger Flash Floods and Landslides Affecting 22 of 26 Districts in Sri Lanka
At least 43 people have been killed and about 307,000 people displaced by the deadly floods, according to the government.
“At approximately 4.00 pm on Tuesday evening an entire side of the Siripura mountain collapsed into the valley below after receiving torrential rains for two consecutive days. The landslide buried three villages including Piyasenas,” said a report.
Some 220 families lived in Siripura and the neighboring villages of Pallebage and Elagipitiya; however, only 19 bodies have been retrieved, so far, and hundreds remain missing.
Mandatory evacuation order issued for West Alton, Missouri
The U.S. Coast Guard has closed a large section of the Mississippi River near St. Louis due to flooding.
Historic flooding is underway.
Up to 12 inches of rain since Monday have inundated a vast area in southern and central U.S.
Water has topped the Consolidated North County Levee on the Mississippi River protecting the town of West Alton [pop: 550] in St. Louis-area, Missouri. The town is located at the confluence of the Missouri and Mississippi rivers.
The mayor has ordered a mandatory evacuation order.
The Mayor had previously urged the resident to evacuate voluntarily.
Multiple sections of major highways including Highway 94 are compromised, and have since been closed.
Multiple rivers are expected to crest higher than the records set in December 1982 and Summer of 1993 including the Bourbeuse River at Union, MO and the Mississippi River at Chester, IL.
‘Endless’ rain in south India kills hundreds, destroys homes and leaves tens of thousands displaced
Weeks of extreme winter monsoon rain, described as the heaviest in living memory, have caused much devastation across south India, leaving tens of thousands of people displaced.
“In November, the heaviest rain in decades, aggravated by Tropical Cyclone ROVAN, brought widespread flooding across the south Indian states of Tamil Nadu, Karnataka and Andhra Pradesh causing more than 200 deaths and affecting 1.8 million people, said a report.
‘Unprecedented’ rain generates a tsunami-like wall of water in Joso, Japan
State of Emergency has been declared in Joso city [population: 67,000] in Ibraki Prefecture, about 60km north of Tokyo, as a tsunami -like wall of water buried the low-lying areas.
Tropical storm ETAU, having dumped about 500mm of rain over large areas of central Japan, passed over the country’s main island of Honshu into Japan Sea on Thursday; however, heavy rain is forecast to continue over Japan’s northeastern coast, including parts of Hokkaido island.
Another storm is chasing ETAU and is forecast to also track toward Japan’s northeastern coast, and Hokkaido.
Meanwhile, contaminated water at Fukushima Dai-Ichi nuclear power plant has leaked into the Pacific Ocean after heavy rains overwhelmed the plant’s drainage pumps, said a spokesperson at Tokyo Electric Company (TEPCO).
About 250,000 people ordered to abandon their homes as floods bury parts of two prefectures in Japan
Japanese authorities have also advised up to a million people to evacuate as multiple weather systems dump more than 500mm of rain, triggering widespread flooding across large areas surrounding the capital Tokyo.
Emergency weather warnings were in effect across Tochigi and Ibaraki prefectures, where the Kinu River [“Kinugawa”] burst its banks, flooding vast areas, sweeping away entire buildings, and causing major damage to infrastructure.
“This is a scale of downpour that we have not experienced before. Grave danger could be imminent,” said the chief forecaster at the Japan Meteorological Agency at an emergency press conference.
Meanwhile, more rain is forecast for Japan, threatening severe flooding and landslides across large parts of the country, according to FIRE-EARTH Models.
Tropical Depression BILL batters central U.S. bringing torrential rains, and causing deadly flooding
Gov. Nixon has declared a state of emergency in Missouri as extreme rain events and flooding continued to affect large portions of the state.
“With more heavy rain in the forecast, we will continue to remain in direct contact with law enforcement and local officials as we work to protect lives and property,” Nixon said.
The storm has claimed several lives so far including those in Texas, Oklahoma and Missouri.
BILL hit in Texas on Tuesday, and is forecast to move northeast into West Virginia, dumping as much as 30cm (12 in) of rain in some areas, forecasters said.
Dozens dead or missing in Tbilisi after floods inundate hundreds of homes
Extreme rain events have caused flooding in large portions of the Georgian capital Tbilisi deluging buildings, triggering landslides and leaving dozens of people dead or missing.
The Kura River, which passes through the city, has breached its banks flooding Tbilisi’s zoo, and causing dozens of wild animals to escape.
More than 40 wild animals including bears, lions, jaguars, tigers, wolves… and a hippo are roaming the flood ravaged city.
Authorities have found several dead people and dozens of dead animal in and around the zoo area, according to the social media reports.
Severe rainstorm, widespread flooding force thousands of evacuations in S. Japan
About 5,000 people have been ordered to evacuate after an Extreme Rain Event (ERE) triggered severe flooding and in Southern Japan.
Up to 400,000 others were advised to abandon their homes after a severe weather system dumped as much as 31cm of rain over Nagasaki prefecture and 23cm over neighboring Kumamoto prefecture over a 24-hour period, social media quoted officials as saying.
Meantime, the weather agency (JMA) issued extreme weather warnings Thursday for the island of Kyushu, including Kagoshima and Miyazaki prefectures in the south as well as Kumamoto and Nagasaki prefectures in the north.
Southern Kyushu has also been plagued by hundreds of landslides that have damaged or destroyed homes and blocked roads, according to social media.
Alerts have been issued for rainstorms in south China, said China’s National Meteorological Center (NMC), reported the official news agency Xinhua.
Extreme rain events are forecast for parts of Jiangsu, Jiangxi, Zhejiang, Anhui, Hubei, Hunan and Guizhou provinces, and Shanghai from Tuesday night to Wednesday, the NMC forecast.
The forecasters have also warned of possible thunderstorms and gales in the alert areas.
Meantime, torrential rains have killed at least 16 people [and affected very large number of others] since last week, said the Ministry of Civil Affairs (MCA).

“The ministry said on May 25 to 27 and 28 to 31, two heavy rainfalls occurred in the southern part of China, leading to casualties in Fujian, Jiangxi, Hubei, Hunan, Guangdong, Chongqing, Sichuan, Guizhou, Yunnan and other provincial regions.”
The extreme rain events have triggered multiple disasters including floods, landslides and mudslides leaving three people missing, the report said.
Extreme rain events over May 29-30 of May, combined with strong wind and large hail, hit parts of Northwest and North China, affecting almost 420,000 people, said the MCA.

Rainstorms have been pounding large parts of south China since May 4, breaking a 40-year rainfall record, said NMC.
[Between May 4 and 23] south China received about 200mm of rain, some 74 percent higher than the long-term average, said NMC.
Evacuation order issued for parts of Wichita Falls, as Wichita River floods
A mandatory evacuation order has been issued for hundreds of residents in Wichita Falls, located about 200km NE of Dallas, amid rising water levels on the Wichita River caused by extreme rain events.
Residents in several neighborhoods have been ordered to evacuate by early morning on Thursday, as the city prepares to shut off electricity to those areas to minimize the risk of electrical fires.
Parched by drought last year, Wichita Falls has been deluged by 52.2cm of rain so far in 2015, more than twice the average for this time of year.

Peru has declared a state of emergency in part of the country after torrential rains caused deep cracks to appear in a village, terrifying residents, AFP reported.
The gaping crevasses have worsened over several weeks in the northern Ancash region, making some houses uninhabitable and prompting the government to declare a state of emergency.
The cracks looked similar to faults caused by earthquakes, but experts said heavy rains in March and April caused soil shifts and the expansion and contraction of earth, causing the ground to split.
“The earth does not shake, we saw a crack in the morning and in the afternoon it grew,” a resident in Socosbamba told the local TV station.
The initial state of emergency will last for 60 days, allowing the authorities to try and deal with the crisis, said the report.
Extreme rain events and hail storms since Friday have damaged about 20,000 hectares of crops in 52 towns and villages in central China’s Hunan Province, affecting up to 240,000 people, and leaving more than 12,000 displaced as of Saturday evening, reported Xinhua.
In the east China’s Jiangxi Province, torrential rains have battered 54 cities and counties as of Saturday,”with some towns flooded and a highway landslide reported on Saturday afternoon. Icy roads have caused several bus accidents in the province,” said the report.
Scores Dead or Missing in Chile Floods
Widespread flash floods and mudslides, triggered by the heaviest rainfall in 80 years, have killed dozens of people, left more than a 100 missing and displaced thousands of others in Chile’s Atacama region.
The extreme weather events have affected tens of thousands of people across the region which reportedly includes the world’s driest desert.
“Rivers have burst their banks, flooding towns, making roads impassable and forcing miners in Chile, the world’s top copper exporter, to suspend operations,” IBT reported.
Peru Declares a State of Emergency
Record rains have also triggered major mudslides in eastern Peru, killing or injuring dozens of people, and leaving at least a dozen others missing.
President Humala of Peru has declared a state of emergency in the region east of the capital Lima that has been affected by the deadly mudslides.

Severe Flooding in Gaza: UN Declares State of Emergency
A two-day Extreme Rain Event triggered severe flooding in Gaza, forcing hundreds of residents to flee the ruins of their homes, and prompting the United Nations Relief and Works Agency (UNRWA) to declare a State of Emergency across the war-devastated coastal enclave.
“We are very concerned about such severe storms this early in the season and on the back of unprecedented damage and destruction caused by the recent conflict,” said the UN’s Director of Operations for UNRWA in Gaza.
“We are particularly concerned for those families still seeking adequate shelter and preparing for the winter months, and for the impact the flooding is already having on children unable to attend school.”
“Gaza City is one of five areas in the Gaza Strip, a coastal enclave where UNRWA serves some 1.3 million Palestine refugees across all Areas,” said the UN agency in a statement.
“As a precautionary measure, 63 schools in Gaza City are closed today for the afternoon shift, affecting almost 65,000 students. Forty-three schools in the North Area of the Strip are also now closed.”
“In December 2013, the fiercest winter storm the region has seen for many years, Alexa, hit the Strip, and brought torrential rains and widespread flooding that displaced thousands. Such devastation exacerbates the already poor humanitarian situation for refugees and non-refugees in Gaza, which is dealing with the aftermath of a recent conflict, and an acute fuel and energy crisis.”
The latest episode of War on Gaza, which lasted 50 days, and ended in late August, killed more than 2,100 Palestinians, most of them civilians, said the UN. A small number of Israeli soldiers and ‘civilians’ in Israel were also killed.
EREs kill dozens, destroy thousands of homes, displace tens of thousands in Nicaragua
Extreme rain events (EREs) since September have unleashed deadly floods in Nicaragua killing at least two dozen people, destroying or damaging thousands of homes and leaving more than 36,000 people homeless.
The rains have severely affected 17 departments in the country, and have impacted El Salvador, Guatemala and Honduras, according to local reports.

Floods and landslides kill dozens in northeast India
Severe floods and landslides triggered by extreme rain events have killed dozens of people in India’s remote northeast, said reports.
At least 21 people have lost their lives and another 24 are missing and presumed dead in flood affected areas of Garo Hills region in Meghalaya, said state government officials, reported Times of India.
In Meghalaya, dozens of villages were inundated by flash floods, as forecasters warned of more rains through Thursday.
Floods have killed at least 14 others in Assam, where multiple districts inducing Gauhati, the state capital, were inundated.
At least 300,000 people have been affected by the latest round of disasters, including about 30,000 displaced.
Floods killed hundreds of people and left tens of thousands homeless in Indian-controlled Kashmir and Pakistan earlier this month.

Extreme Rain Events shut down Philippine capital, affect 500,000 people
Tens of thousands of people have been evacuated in the Philippine capital Manila and neighboring provinces as extreme rains brought by tropical storm Fung-Wong triggers widespread flooding.
In less than 12 hours, Fong-Wong and the seasonal monsoon dumped more than 3/4 of the average monthly rainfall for September over Metro Manila on Friday, said PAGASA the state weather agency.
Some 268mm of rain was recorded at the PAGASA Science Garden in Quezon City between 8.00 p.m. Thursday and 8.00 a.m. Friday. The average monthly rainfall for September
is 351mm.
The extreme rain events forced the government to suspend classes and shut down public offices in Metro Manila and 15 other provinces, said a report.
Meantime, the Marikina River reached its critical level while the La Mesa Dam in Quezon City spilled water, forcing about 30,000 residents nearby to flee their homes.
Flooding has killed at least one person and affected about 500,000 people.
Fung-Wong, locally known as Tropical Storm MARIO, is the second tropical storm to strike northern Philippines this week.
Deadly floods bury hundreds of villages in north India
Heavy monsoon rains have triggered severe flooding submerging 500 villages in northern India, killing scores of people and leaving thousands homeless, officials said.
The extreme rain events have also caused numerous landslides across the country. In neighboring Nepal hundreds are dead or unaccounted for as a result of flooding.
“Nearly 500 villages in Bahraich, Shrawasti, and Lakhimpur Kheri are hit, mostly by a swollen Rapti, with Ghaghara, another perennial trans-boundary river originating on the Tibetan plateau near Lake Mansarovar, flowing above the danger mark in Barabanki, Siddharth Nagar and Faizabad,” said Times of India.
“In Bahraich, around 470 villages of Balha, Mihipurwa and Shivpu blocks are submerged under water following damage to the Saryu canal. District administration feared several hundred people might have got swept away in the flood…”
Forecasters say more rain could exacerbate the flooding in Uttar Pradesh, India’s most populous state, and Uttarakhand in the Himalayas, Reuters reported chief secretary of Uttar Pradesh as saying.
“With the floods wreaking havoc in Bahraich, Shravasti, Balrampur, Lakhimpur Kheri, Sitapur and Gonda districts in Uttar Pradesh, a population of about four lakh [400,000 people] in the marooned villages has been cut off from the mainland. As the major rivers, Ghagra, Sharda, Rapti and their tributaries are in spate, more villages in these districts are likely to be affected,” said a local report.
Flood waters have caused enormous damage to crops, destroying thousands of kachcha houses and killing thousands of cattle across the region.
There are fears that flooding could also severely damage the country’s sugarcane crops. India is world’s second-largest sugar producer.

Deadly Floods Wreak Havoc in East Europe
Extreme Rain Events flooded rivers, breaking their banks in Romania’s districts of Arges, Gorj, Teleorman and Valcea, some 200 kilometers west of the capital Bucharest, forcing scores of people to evacuate.
At least a dozen people were left dead, or reported missing, according to local reports.
“A passenger train derailed in the same area after a small bridge caved in due to flooding, but there were no immediate reports of injuries, the national railway said,” AP reported.
“Seventy Bulgarian villages and parts of the city of Gabrovo were left without electricity and water supply was disrupted as the flooding destroyed some of the water and sewerage infrastructure. The rains also induced landslides and destroyed bridges, and many roads in the region were blocked by mud and debris.”
More areas in southern Romania could be affected in the next few days with torrential rains, local forecasters said.
In June, flash floods deluged neighboring Bulgaria, devastating the Black Sea resort city of Varna, killing more than a dozen people, and forcing scores of others to evacuate.
In May, Serbia, Bosnia and Croatia were hit by the most extreme rain events ever recorded in the region, which killed dozens of people and caused billions of dollars in damage.

‘The tragedy is enormous’
Extreme Rain Events have triggered deadly flooding in Bulgaria, killing at least 10 people, destroying homes, washing away roads and forcing evacuations, officials said.
“The tragedy is enormous. I am here on a street in the suburb of Aspruhovo. The street is not here, the houses are not here, there are cars on top of each other,” said Varna’s mayor.

Minnesota Governor Dayton has declared a State of Emergency after record rainfall inundated dozens of counties, damaging crops, and raising river levels.
“Governor Dayton is also directing the Minnesota National Guard to send 100 soldiers to Koochiching County, where Rainy Lake’s high waters have destroyed hundreds of public and private docks, and flooded many homes and cabins, said a report.
More rain has fallen on the International Falls area this month than in any other comparable period since record keeping began more than 100 years ago.
The 35 counties covered by the initial disaster declaration are Beltrami, Blue Earth, Brown, Dodge, Faribault, Freeborn, Goodhue, Grant, Hubbard, Jackson, Lake of the Woods, Le Sueur, Lyon, Koochiching, McLeod, Morrison, Mower, Murray, Nicollet, Nobles, Olmsted, Otter Tail, Pipestone, Ramsey, Redwood, Renville, Rice, Rock, Roseau, St. Louis, Scott, Sibley, Steele, Todd and Waseca.
Up to 10 inches (25cm) of rain has fallen on parts of Iowa, Minnesota, Nebraska and South Dakota in the past week—the equivalent of about two months’ rainfall.
“The water level on Lake Minnetonka, recorded since 1906, reached an all-time high Thursday of 930.77 feet above sea level, breaking the record set only 16 days earlier. Minnehaha Creek also set a record, rising quickly in south Minneapolis and overflowing its banks in many spots along Minnehaha Parkway, much of which was closed Thursday,” said a report.

Another round of deadly floods destroy thousands of homes in Afghanistan
Flash flooding in northern Afghanistan has killed at least 80 people and forced thousands to flee their homes, authorities said.
At least 2,000 homes have been destroyed and roads and bridges washed away in what has been described as a “major disaster.”
Flooding and landslides have plagued northern Afghanistan since late April, affecting tens of thousands of villagers.
In May, two Mega Landslides killed thousands of people and buried a large section of the main north-south road in the Tashkurghan gorge , effectively cutting off the north of the country.
At least 2,500 people were killed after the two massive landslides in NE Afghanistan.
The landslide site was designated as a ‘mass grave’ by the provincial governor of Badakhshan province.

The landslide buried entire villages and left thousands of people homeless according to the UN mission in Afghanistan.
The disaster is the latest in a series of calamities caused by extreme rain events and flooding in which hundreds of people in north and east Afghanistan have perished.
“There were more than 1,000 families living in that village. A total of 2,100 people – men, women and children – are trapped,” a spokesman for the provincial governor told Reuters.
“As the part of the mountain which collapsed is so big, we don’t believe anyone would survive. The government and locals from surrounding villagers are helping with the rescue, and so far they have recovered more then a hundred bodies.”
In late April, a major landslide buried entire villages leaving hundreds dead, and many more injured in northeastern Afghanistan.

The floods followed a two-day extreme rain event, which inundated three provinces of Faryab, Jowzjan and Sar-e Pul, said Afghanistan’s Natural Disaster Management Agency.
