Floods, storms and earthquakes forced 32.4 million people to flee their homes
At least 32.4 million people were forced to flee their homes in 2012 by floods, storms and earthquakes, according to a new report released by the Internal Displacement Monitoring Center (IDMC).

people to lose their homes, accounted for 68% of all global
displacement in 2012. —IDMC
- Asia and west and central Africa were the worst affected regions, however, at least 1.3 million were displaced in rich countries, with the USA particularly affected, said the report.
- “98% of all displacement in 2012 was related to climate- and weather-related events, with flood disasters in India and Nigeria accounting for 41% of global displacement in 2012. In India, monsoon floods displaced 6.9 million, and in Nigeria 6.1 million people were newly displaced. While over the past five years 81% of global displacement has occurred in Asia, in 2012 Africa had a record high for the region of 8.2 million people newly displaced, over four times more than in any of the previous four years.”

- United States was among the top ten countries with the highest levels of new displacement, with nearly one million people being forced to abandon their homes in 2012.
- Displacement in poorer countries accounted for 98% of the global five year total, the report said.
In 2012, an estimated 32.4 million people in 82 countries
were newly displaced by disasters; 144 million over five years

- “In countries already facing the effects of conflict and food insecurity such as in Nigeria, Pakistan, and South Sudan, we observe a common theme” says Clare Spurrell, Chief Spokesperson for IDMC. “Here, vulnerability to disaster triggered by floods is frequently further compounded by hunger, poverty and violence; resulting in a ‘perfect storm’ of risk factors that lead to displacement.″

The vast majority of this displacement (98 per cent in 2012;
83 per cent over five years) was triggered by climate- and
weather-related hazards such as floods, storms and wildfires.
2012 had the lowest level of dis-placement due to geophysical
disasters for five years; around 680,000 people were displaced
by earthquake and volcanic eruption disasters.

Drought spreads fractionally across the U.S.
Abnormally Dry or worse drought conditions (D0 to D4 levels on the U.S. Drought Monitor scale) spread to 73.84 of continental U.S. as of December 25 fractionally higher than the previous week (73.79%), while moderate to severe drought (D1 to D4) expanded to 61.82 percent of the country.

Additional Counties Designated as Drought Disaster Areas
- California. The U.S. Department of Agriculture (USDA) has designated 30 counties in California as disaster areas due to damages and losses caused by drought that began Jan. 1, 2012, and continues. The designation includes 6 counties as primary disaster areas and 24 others as secondary disaster areas.
- Texas. USDA has also designated 12 counties in Texas as agricultural disaster areas due to damages and losses caused by the recent drought. The designation include 2 counties as primary and 10 others as secondary disaster areas.

Nearly 74% of the U.S. remains abnormally dry or worse, despite snowstorms
“The snow is good, but in most instances it was less than one inch of liquid and if the soils are frozen, there will be little infiltration,” said a climatologist with the National Drought Mitigation Center.
- High Plains: Severe drought covered 86.20% of the High Plains as of December 18, 2012, up from 86.12% percent the previous week , While extreme drought spread to 59.98% of the region, up from 58.39% and exceptional drought area increased to 26.99%, up from 26.91%.
- Contiguous United States: About 61.79% of Continental U.S. was in moderate to exceptional drought (D1 to D4 on the Drought Monitor Scale), a marginal improvement from 61.87% on December 11.

Three weather systems pound the U.S., as freezing temperatures kill/ injure hundreds in Russia
The storms have knocked out power to tens of thousands of customers across Nebraska and Iowa, reports said.
“Significant snow will impact all or parts of 21 states—five by a storm in the Pacific Northwest, two by a storm in New England and 14 by the storm in the middle of the country.” NOAA reported.
One storm is winding down in Northern New England after dropping 8-14 inches on northern Maine. The system moving into the Rockies and Central Plains will gain strength today and a new system is moving onshore in the Pacific Northwest, where another 12-20 inches are in the forecast.
The northwest storm will affect parts of Washington, Oregon, California, Idaho and Montana. The New England storm has affected mostly Main and New Hampshire. The monster storm taking over much of the Plains will impact significant parts of Utah, New Mexico, Wyoming, Colorado, South Dakota, Nebraska, Kansas, Minnesota, Iowa, Missouri, Wisconsin, Illinois, Michigan and Indiana.
Russia
Hundreds of people are dead or injured, as Russia endures its harshest winter in more than 7 decades, with temperatures dipping to as low as minus 50ºC (-58ºF).
“The country has not witnessed such a long cold spell since 1938, meteorologists said, with temperatures 10 to 15 degrees lower than the seasonal norm all over Russia.” RIA Novosti reported.
- Russia’s Emergency Ministry has issued warnings throughout 15 regions, as record cold temperatures are forecast to linger for several more days.
- The temperatures fell to -18ºC Moscow region and -50 degrees in Siberia on Wednesday.
- The temperatures will plunge to as low as -25ºC in the Moscow-2 region, forecasters said.
- “Across the country, heat pipelines have broken down due to the cold. In southeastern Russia’s Samara, the cold has broken down many heat pipelines, leaving hundreds of homes without heating, including an orphanage and a rest house. Many schools and kindergartens have been closed for almost a week.” RIA Novosti reported.
- “The cold spell, along with snowfalls, has disrupted flights all over the country, and led to huge traffic jams. In the southern city of Rostov-on-Don some highways were closed due to snowfalls over the past two days, triggering a traffic collapse.”
Ecuador: Tungurahua volcano
Seventy-two hours after the Tungurahua alert level was raised to ‘orange,’ the activity level remains between ‘moderate’ and ‘high.’

The Geophysical Institute observatory reported volcanic activity as being between ‘moderate’ and ‘high,’ with regular expulsions, emitting ashes high into the sky.
The roaring sounds from the volcano is rattling windows in nearby towns, where volcanic ashes continue to rain down.
Tungurahua, (“Throat of Fire” in the native Quechua language), is located about 135 kilometers (84 miles) south of Quito, the capital city of Ecuador (Group D – see map).

- Some 61.87 percent of the contiguous United States was in at least ‘Moderate’ drought, down from 62.37 percent the previous week.

‘Abnormally Dry’ to ‘Exceptional Drought’ conditions plague more than ¾ of Contiguous United States
More than 76 percent of Contiguous United States was covered by Abnormally Dry to Exceptional Drought conditions, as of December 4, 2012, U.S. Drought Monitor said.

- The ongoing drought is seriously impacting winter wheat crop and restricting the movement of essential commodities along receding waterways.
- Drought conditions in the South have expanded by 5 percent, covering additional parts of Texas, Oklahoma, Missouri, Louisiana and Kansas.
- The winter wheat conditions are worse than any November on record, USDA reported.
- More than 65 percent of the new winter wheat crop is in drought areas.
- Many producers may be forced to abandon the crop due to its extremely poor condition, USDA said.
- Record high temperatures kept 2012 on track for the warmest year on record, NOAA said.
- The year-to-date has been the warmest first 11 months of any year on record for the contiguous United States.
- Nebraska remained the worst hit state with 100% of the area plagued by Severe to Exception Drought conditions (D2 – D4 on the U.S. Drought Monitor scale).

USDA declares counties across 9 states disaster areas
Drought, excessive heat, unseasonably warm and cold weather, and Hurricane Sandy prompts USDA to declare 163 counties across nine states as agricultural disaster areas.
- The designated disaster areas are in the states of California (4 counties as both primary and contiguous disaster areas), Illinois (3), Michigan (3), Minnesota (6), New York (57), Pennsylvania (9), Vermont (2), Virginia (7) and Wisconsin (72 counties).
- Some 2,709 counties across 45 states and D.C. are currently designated as agricultural disaster areas due to the ongoing drought. [Note: Drought disaster designations include both primary and contiguous disaster areas, 2,268 and 441 counties respectively. ]

Jobless rate in the euro area rose to a new high of 11.7% in October
European Central Bank has warned the single currency zone would not emerge from its crisis until the second half of 2013 [wishful thinking?]
Unemployment rate in recessionary euro area climbed to 11.7% in October up from 10.4% last year.
[Eurozone, officially the euro area, is an economic and monetary union of 17 European Union (EU) member states using euro (€) as common currency.]
- October 2012 rise was the 14th consecutive monthly record since September 2011 when unemployment reached 10.3 percent.
- An additional 173,000 were out of work across the euro area, bringing the total to 18.7 million.
- Some 25.92 million people across the 27-state European Union single market were out of work in October, Eurostat said.
- The youth unemployment rate climbed to 23.9% in the euro area and to 23.4% in the EU single market compared with 21.2 % and 21.9 percent a year ago, leaving about one in four young Europeans out of work in October.
- Spain’s jobless rate rose to 26.2% from 25.8% the previous month (55.9 percent of under 25s were out of work), and Italy’s climbed to 11.1% from 10.8%.
- Greece’s unemployment rate jumped to 25.4% from 18.4% a year ago (at least 57 percent of under 25s were out of work), and Portugal’s 16.3% from 13.7%.
- France’s jobless rate was 10.7% and Ireland’s 14.7% in October.

- Nearly 94% of High Plains is now in drought with more than 84% of the region plagued by ‘Severe’ to ‘Exceptional’ drought levels.
- More than three-quarters of Texas is in at least a ‘Moderate’ drought, with about nearly half the state covered by ‘Severe’ or worse drought conditions.
- More than 72% of the West, 61% of the South, 30% of the Southeast and 52% of the Midwest are in drought.

“We are taking action because of the storm’s devastating impact on the people who live and work in coastal communities that were hit hard by Sandy.” Acting Secretary of Commerce said in a statement.

Mandatory evacuation order has been issued for low lying areas in Brick Township, N.J.
A nor’easter is expected to bring winds of 60-70 mph, several inches of rain, which would trigger flooding along the coast line, and 4-6 inches of snow to Pennsylvania and New York, forecasters said.

Half of the displaced are children; 80% have little or no access to healthcare
A influx of about half a million (63,000 families) internally displaced into the Districts of Khyber Pakhtunkhwa, formerly known as the North-West Frontier Province, has sparked grave concerns among international and national NGOs in Pakistan, according to a Joint Press Release by Pakistan Humanitarian Forum (PHF) and National Humanitarian Network (NHN).
Military operations against non-state armed groups in Khyber Agency have prompted the mass displacement since January 2012. “The situation is particularly critical as the government states it could last up to six months while the humanitarian community expects that families will not be able to return until early 2013. There are also fears that 20,000 more families will be displaced as the conflict spreads to other parts of Khyber Agency.” PHF reported.
Children account for half of the displacement figures.
- 12% of the displaced are under the age of 2
- 16% are less than 5 years old
- 13% of children are reportedly suffering from psychological distress
- Three in five families cannot afford even basic school expenses
“Assessments by members of the Pakistan Humanitarian Forum and the National Humanitarian Network show considerable emergency needs and significant protection concerns with families living in overcrowded conditions with little food or water, limited sanitation facilities or healthcare supplies, and limited to no opportunities to earn an income.”
“The displaced residing in host communities are stretching limited resources further, there is an urgent need to commence registration and distribution of emergency supplies and services to IDPs that have settled off camp and to deliver support to host communities to cater for the additional demands levied on these communities as a result of the displacement,” said the NHN spokesperson.
“Assessments conducted off camp in the Districts of Peshawar, Nowshera and Kohat, where the internally displaced persons (IDP) concentration is high, has revealed alarming information. Nearly half of families displaced are unregistered, excluding them from receiving any aid. Over 40% of families struggle to find shelter. About 80 % of families assessed said they have little or no access to healthcare or medicines and are dependent on the minimal income earned by men securing work as daily wage labourers,” said the head of PHF.

- Afghanistan. Torrential rains have triggered flash flooding, which affected dozens of villages in Uruzgan and Zabul provinces, Afghanistan.
- The floods have destroyed or damaged at least 1,000 homes, ruined harvest and crops, and left thousands of people displaced.

- Nigerian President Jonathan declared a state of emergency in parts of the country after attacks from Boko Haram, an extremist group said to be opposed to Western education, including one on Christmas Day which left dozens of people dead in in Abuja.
- The emergency is in force in parts of the Yobe and Borno states in the northeast, Plateau state in central Nigeria and Niger state in the west, reports said.

QUEENSLAND Premier Anna Bligh has finally described Mega Cyclone YASI as a “frightening and catastrophic” cyclone telling a quarter of a million residents in the projected path of the storm they only have three hours left to run for their lives.
“Do not bother to pack bags, just grab each other and get to an area of safety.” Ms. Bligh has said.

The First Phase of Collapse in Central Europe Has Started.
Severe flooding caused by torrential rain in central Europe has killed at least a dozen people, cutting off towns and forcing the evacuation of thousands of residents from drowning towns and villages by helicopter, reports say.

Swollen rivers are overflowing their banks and large scale flooding in parts of Czech Republic, Germany and Poland are causing bridges, roads and buildings to collapse.
“Water levels have reached record highs in eastern Germany and central Europe as a broken dam in Poland flooded rivers and forced residents from their homes.” A report said.
Water levels in Goerlitz, Saxony, Germany, reached their highest ever, the report said.
“Water levels were highest in Zgorzelec on the river Neisse at 7.4 meters [normal water levels are 1.7m,]” Polish broadcaster TVN24 said. Parts of the city were submerged and several historic buildings have been damaged.
