Crop Disasters Declared in Oklahoma, Arkansas and Puerto Rico

Extreme weather and climatic disasters destroy crops in multiple areas across two states and Puerto Rico

The U.S. Department of Agriculture (USDA) has designated 13 counties in the states of Oklahoma as Arkansas as crop disaster areas due to damages and losses caused by heavy rains, flash flooding and flooding that occurred from Dec. 26, 2015, through Jan. 5, 2016. 

Those counties are:

• Oklahoma. Adair, Cherokee, Haskell, LeFlore, Latimer, McCurtain, Muskogee, Pushmataha and Sequoyah counties.
• Arkansas. Crawford, Polk, Scott and Sebastain counties.

USDA has also designated 27 municipalities in Puerto Rico as crop disaster areas due to damages and losses caused by a recent drought.

Those municipalities are: 

• Puerto Rico. Aguas Buenas, Aibonito, Barranquitas, Bayamon, Caguas, Canovanas, Carolina, Cayey, Cidra, Coamo, Comerio, Corozal, Guaynabo, Gurabo, Humacao, Juncos, Las Piedras, Maunabo, Naguabo, Naranjito, Orocovis, Patillas, San Juan, San Lorenzo, Trujillo Alto, Vieques and Yabucoa municipalities.

All counties and municipalities listed above were designated crop disaster areas on March 23, 2016.

• Oklahoma. Adair, Atoka, Bryan, Carter, Cherokee, Choctaw, Garvin, Haskell, Jefferson, Johnston, Latimer, Le Flore, Love, Marshall, McCurtain, McIntosh, Murray, Muskogee, Okmulgee, Pushmataha, Sequoyah, Stephens and Wagoner counties.
• Arkansas. Crawford, Little River, Polk, Scott, Sebastian and Sevier counties.
• Texas. Bowie, Cooke, Fannin, Grayson, Lamar, Montague and Red River counties.

Crop Disasters 2015

Beginning January 7, 2015 USDA has declared crop disasters in at least 2,809 counties and county equivalents across 42 States [as well as Puerto Rico, and US Virgin Islands]: Arizona, Alabama, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, West Virginia, Washington, Wyoming.

• All of the counties listed above were designated crop disaster areas by USDA on September 23, 2015.
• About 99 percent of the 2015 crop disaster designations are due to drought so far this year.

Crop Disasters 2014

In 2014, USDA declared crop disasters in at least 2,904 counties across 44 states. Most of the designations were due to drought.

Texas Emergency Disaster Proclamations Expanded

Emergency Disaster Proclamation expanded to 94 Texas Counties

Texas governor has now declared States of Disaster in 94 counties, as extreme weather events and deadly flash flooding leave trails of death and destruction across the state.

Governor Abbott expanded his Disaster Proclamations of May 11, May 15, May 25, May 26 and May 29, 2015, certifying that the extreme weather events have now caused a disaster in 94 Texas counties, he said on his website.

I, GREG ABBOTT, Governor of the State of Texas, issued Emergency Disaster Proclamations on May 11, May 15, May 25, May 26 and May 29, 2015, certifying that the severe weather, tornado and flooding event that began on May 4, 2015, has caused a disaster in many Texas counties.  Disaster conditions persist in many parts of the state.

Texas Declares States of Disaster in 24 Additional Counties

Gov. Abbott Adds 24 Counties To Disaster Declaration

The governor of Texas has declared States of Disaster in 24 additional counties, bringing the total to 37, as severe weather and deadly flash flooding leave trails of destruction across the state.

TO ALL TO WHOM THESE PRESENTS SHALL COME:

I, GREG ABBOTT, Governor of the State of Texas, issued an Emergency Disaster Proclamation on May 11, 2015, certifying that the severe weather, tornado and flooding event that began on May 4, 2015, has caused a disaster in Bosque, Clay, Denton, Eastland, Gaines, Montague and Van Zandt counties in the State of Texas. On May 15, 2015, I amended my proclamation of May 11, 2015, to include Cooke, Grimes, Hood, Navarro, Smith and Wise counties. Severe weather, tornadoes and flooding continue in these and other counties in Texas.

THEREFORE, in accordance with the authority vested in me by Section 418.014 of the Texas Government Code, I do hereby declare a state of disaster in Archer, Bastrop, Bosque, Caldwell, Cass, Clay, Collin, Cooke, Denton, Dewitt, Eastland, Fannin, Gaines, Grayson, Grimes, Harrison, Hays, Henderson, Hidalgo, Hill, Hood, Houston, Jasper, Johnson, Kendall, Montague, Navarro, Newton, Nueces, Parker, San Jacinto, Smith, Van Zandt, Walker, Wichita, Wilson and Wise counties.

At least 5 people have been killed in Texas and Oklahoma, and more than a dozen are missing.

“This is the biggest flood this area of Texas has ever seen,” said Abbott.

“It is absolutely massive,” he said, describing the relentless power of the wave of water as “tsunami-like.”

The Lone Star State has also been pounded by tornadoes, heavy rain and thunderstorms that have forced mass evacuations.

Meantime, a 9-pm to 7-am curfew in Wimberley and San Marcos was extended for a second night on Monday, said Hays County officials.

Tornado kills 13 in Mexico-Texas border city

A tornado has swept through Ciudad Acuna, a city of 125,000 across from Del Rio, Texas, destroying homes and tossing cars. At least 13 people were killed, and five others reported as missing, officials said.

The twister, which has destroyed or damaged about 800 homes, was the first ever to hit Ciudad Acuna since the city was founded more than 100 years ago, local media quoted the Mayor as saying.

Dozens Dead or Missing, Thousands Homeless in Solomons Flooding

Flash flooding has claimed at least 6 lives, left dozens missing and more than 10,000 homeless in the Solomon Islands’ capital Honiara (population: ∼ 70,000), prompting authorities to declare a state of emergency.

“This is the worst disaster the nation has seen,”  said the  Solomon Star newspaper.

Extreme Rain Events lasting for about a week  caused the main Matanikau River to burst its banks, sweeping away entire communities. The rain and flooding continue.

A spokesperson from the National Disaster Management Office said the office will assess the damage to map out the cost but said it will be costly.

“Homes were swept away by flash floods, lives were lost, properties damaged but the real extent of the damage is still sketchy,” the spokesman said.

“Matanikau River caused significant damage and there are other reports from other parts of Guadalcanal that were hard hit on Thursday.”

He said the Guadalcanal plains were also affected.

“Reports from those areas were that homes were flooded and food gardens wiped out.

“Lunga River also unleashed her might yesterday affecting a lot of residents in Lunga.”

The old one-lane Mataniko bridge is gone. On the Guadalcanal plains, hundreds of villagers headed for the hills last night as flooding took away  homes. This is the worst disaster the nation has seen.  Solomon Star News

The U.S. Department of Agriculture (USDA) has designated 22  counties in four states as agricultural disaster areas due to losses caused by excessive rains and flooding that began May 5, 2013, and continues.

The disaster areas are

Vermont: Addison, Chittenden, Grand Isle, Rutland, Bennington, Essex, Orange, Caledonia, Franklin, Orleans, Windham, Washington, Windsor and Lamoille counties.

Global Deluge: 1,000 Dead or Injured in Pakistan Flash Floods

Extreme monsoon rains, flash floods Kill more than 120, injure 900 in Pakistan

Widespread flash flooding triggered by extreme rain events have left at least 1,000  people dead or injured since the beginning of August.

The extreme rains have flooded 1,746 villages, affecting about 550,000 people, destroying more than 11,000 homes, ruining 412,083 acres of standing crops and killing 4,555 livestock, according to the country’s National Disaster Management Authority (NDMA).

Floods have displaced an estimated 100,000 people, and destroyed much of the infrastructure in the affected regions.

The worst affected regions are the eastern Punjab province, southern Sindh province, northwest Khyber Pakhtunkhwa province and southwest Baluchistan province.

The authorities have warned about the outbreak of waterborne epidemic diseases in the affected regions.

Deadly Flooding in Missouri: State of Emergency Declared

Missouri Gov. declares state of emergency due  to deadly flooding

Gov. Nixon has declared a state of emergency amid flash flooding in south-central Missouri which has left a 4-year-old boy dead and forced scores of people out of their homes.

“Parts of southern Missouri have been hit with heavy rain for several days, causing deadly flash-flooding, and that threat is not over,” Nixon said in a statement. “We have moved resources into the region to assist local authorities, but it is extremely important for the public in affected areas to pay close attention to weather conditions, have an evacuation plan and immediately move to higher ground if needed.”

Missouri declares a state of emergency after rainstorm triggers worst flooding in century

Governor Nixon has declared a state of emergency in response to heavy rain and flash flooding in much of the state.

Many portions of NE Missouri received up to 5 inches of rain this week, causing streams and rivers to rise above flood stage, the National Weather Service (NWS) reported.

Several Missouri counties have independently declared states of  emergency issuing mandatory evacuation orders for hundreds of residents.

Indiana Pounded by Extreme Rain Events, Counties Declare States of Emergency

Several counties in Indiana, including Boone and Tipton counties, north of Indianapolis, has declared states of emergency since Friday.

• NWS issued a flash flood warning for much of Indiana after most of the state received up to 5 inches of rain.

• Emergency workers have rescued dozens of people from flooded homes using boats.

• “Numerous homes are underwater or flooded, stranding homeowners and their families,” said Boone County Sheriff’s Department.

• Flooding reported along dozens of rivers across the Midwest.

Latest Disaster Declarations

• Iowa Gov. Bransted has issued a disaster declaration for five eastern counties:  Cedar, Johnson, Mahaska, Scott and Washington.

• Illinois Gov. Quinn has declared 38 counties disaster areas.
  • “Illinois has seen an incredible level of devastation and reports indicate that conditions will get worse in the coming days. ” Quinn said.

Lee County in Iowa Declares a State of Emergency amid Flooding

Lee County, Iowa, has declared a state of emergency due to recent heavy rains that have caused the Mississippi, Des Moines and Skunk rivers to begin rising and the expected flooding that will cause severe damage to public and private property, critical infrastructure, disruption of utility service, including but not limited to power generation, water and waste-water, and endangerment of health and safety of the citizens of Lee County within the disaster area.” The Lee County Board of Supervisors have declared.

• The Mississippi River’s level at Keokuk rose to 21.06 feet on Friday, more than 5 feet above the flood stage, and is expected to crest at 22.8 feet on Saturday, said a report.

The towns of Bracebridge and Huntsville in Central Ontario, Canada have declared states of emergency, said a report.

• Heavy rain in Bracebridge has damaged infrastructure and evacuations in low lying areas could follow, the report said.

China confirms 96 cases of H7N9 infections, 18 fatalities

Chinese health officials confirmed 5 new cases of human H7N9 avian influenza—one in Shanghai, one in Jiangsu and three in Zhejiang—raising the total number of reported cases to 96, with 18 fatalities, Xinhua reported.

• “A total of 33 cases, including 11 that have ended in death, have been reported in Shanghai. Twenty-three cases, including three deaths, have been reported in Jiangsu Province, and 33 cases, including three deaths, in Zhejiang Province. Anhui Province has reported three cases, with one ending in death. Beijing has reported one case and three have been reported in Henan Province,” said the report.

• At least 69 of the patients are receiving treatment in designated hospitals.

Disaster declared due to drought, derecho, extreme weather, Hurricane Sandy, snowstorm, nor’easter

The U.S. Department of Agriculture (USDA) has designated 21 counties in 4 states—New Jersey, Delaware,  New York, and Pennsylvania—as natural disaster areas, both primary and contiguous, due to damages and losses caused by the combined effects of drought, high winds (derecho), hail, excessive heat, excessive rain, flash flooding, Hurricane Sandy, a snowstorm and a nor’easter that occurred during the period of June 28 – November 8, 2012.

As of February 13, prior to the latest designations, about 980 counties, nearly a third of all U.S. counties, had been designated for 2013 crop disaster losses, USDA reported.

Mississippi Disaster Declaration

• India. At least 80 people have been killed or were reported missing after a series of cloudbursts triggered flash flooding, causing landslides in northern India’s state of Uttarakhand.
  • Cloudbursts cause rainfall at a rate equal to or greater than 100 mm (3.94 inches) per hour.

• Northern Hemisphere Ice Cover. Arctic Sea Ice Extent shrank to 3,398,785.21 km² on September 16, according to the National Snow and Ice Data Center (NSIDC).

• Mid-Americanweather expected to include rain, flash floods, wild fire danger, severe storms: NWS
• Mississippi River Valley. Severe weather, torrential rains and flash flooding could occur across the southern Plains and lower to middle Mississippi River Valley, NWS reported.
• “An increased risk for wildfires is expected over much of the high plains.”

• “To the north and west of the rain and flash flood area, Red Flag Warnings have been posted across the northern High Plains, where little precipitation is expected.”
• “Critical fire danger has been forecast today for parts of the Dakotas, Nebraska, Kansas, Colorado, Oklahoma and Texas.”
• Rain and thunderstorms expected from the eastern Great Lakes to the Eastern Seaboard and from southern New England to northern South Carolina.
• “Heavy snow is possible over several areas of western Washington, central Montana, northwest Wyoming and southwest Colorado.”

• Oklahoma, USA. Power outages reported as flood warning is issued for Oklahoma City area, flash flooding in Norman
• Idaho.  Flood warnings or advisories have been issued for most of south-central and southeastern Idaho: NWS.
  • Torrential rains  over the weekend intensifies the flooding in Fremont County
• Illinois. Flood warnings have been issued for the Illinois River Basin: NWS
  • Risk of severe weather extends over a large area from southwest to northeast Texas, southeastern Oklahoma and part  of southwest Arkansas.
  • “The Storm Prediction Center received 14 reports of tornadoes Sunday – 13 in Nebraska and 1 in South Dakota. Twelve of the Nebraska tornadoes were reported in and around North Platte in Lincoln County with the other reported near Valentine in Cherry County. The South Dakota tornado was reported 21 miles south of Mission in Todd County. Hail at 4.25-inch diameter was reported 19 miles south-southeast of Mission, which joined Quinn in Pennington County, SD, reported a peak wind of 80 mph.”
• Texas.  At least 3 tornadoes touched down in Texas. The largest hit near the town of Natalia injuring two people and damaging 6 homes, according to SPC.
  • However, the Medina County Sheriff’s Office “received over 300 calls indicating there is damage or injuries” due to the storm, said a woman from the sheriff’s office, local media reported.
  • “It struck us pretty hard,” she said from the county, which is about 30 miles west of San Antonio. “At this point, we have unknown (amount) of injuries, but we have a lot of damage.”

Other Global Disasters

• Queensland, Australia.  Townsville in the Australian state of Queensland has been declared a disaster zone after a “freak storm” described as “mini tornado” left a 500m path of destruction, leaving at least 60 homes and businesses with major structural damage, a report said.
  • The tornado reportedly packed wind of higher than 111km/h [an EF2 tornado on the Enhanced Fujita Tornado Scale.]
  • The worst affected areas were suburbs of Vincent, Gulliver, Currajong and Pimlico, which remain in blackout.

• North Island, New Zealand.  A severe storm with high winds pounded New Zealand’s North Island felling trees, knocking out power lines and causing extensive flooding.
  • The storm dumped more than two months’ worth of rain on parts of the region, a report said.
  • Severe weather closed schools and forced dozens of flight cancellations in and out of Auckland Airport.
  • More wild weather, torrential rains and flooding are forecast for the region.

• Germany.  The number of farms reporting Schmallenberg virus have jumped up by more than 10 percent in seven days. [up from 847 farms on March 5, and 908 farms on March 12]
  • Sheep, cattle and goat from 1,000 farms [up from 847 farms on March 5, and 908 farms on March 12] have been tested positive for Schmallenberg virus (SBV) as of March 19, 2012.
  • “The cases occurred in 160 cattle holdings, 799 sheep holdings and 41 goat holdings.”  FLI reported.

• France. A total of 824 farms have reported SBV infection in France as of March 16, 2012. That is a rise of 23% in reported SBV cases in a week. (Source: Centre de ressources épidémiosurveillance).

• United Kingdom.  Schmallenberg virus (SBV) infection has been identified on 190 farms [up from 158 farms on March 12 and 92 farm on March 2] located in 22 counties. The rise represents a jump of more than 20 percent since March 12, 2012. “Fourteen of the positive cases have been diagnosed in cattle, 176 in sheep,” DEFRA reported.
