The White House declared a Federal Emergency for the State of Missouri due to the emergency conditions in the areas affected by severe storms, tornadoes, straight-line winds, and flooding beginning on December 22, 2015, and continuing.
The areas worst affected by the ongoing disasters are the counties of Audrain, Barry, Barton, Bollinger, Boone, Butler, Callaway, Camden, Cape Girardeau, Carter, Cedar, Christian, Clark, Cole, Cooper, Crawford, Dallas, Dent, Douglas, Dunklin, Franklin, Gasconade, Greene, Hickory, Howard, Howell, Iron, Jasper, Jefferson, Laclede, Lawrence, Lewis, Lincoln, Madison, Maries, Marion, McDonald, Miller, Mississippi, Moniteau, Montgomery, Morgan, New Madrid, Newton, Oregon, Osage, Ozark, Pemiscot, Perry, Phelps, Pike, Polk, Pulaski, Ralls, Reynolds, Ripley, Scott, Shannon, St. Charles, St. Clair, St. Francois, St. Louis, Ste. Genevieve, Stoddard, Stone, Taney, Texas, Vernon, Warren, Washington, Wayne, Webster, Wright and the independent City of St. Louis.
Gov. Nixon had requested the disaster declaration after touring areas devastated by flooding on Saturday.
Arkansas Gov. Hutchinson has now declared a total to 38 counties as disaster areas due to flooding and storm damage.
Those counties are Baxter, Benton, Boone, Bradley, Calhoun, Carroll, Chicot, Clay, Crawford, Desha, Drew, Faulkner, Franklin, Greene, Izard, Jackson, Jefferson, Johnson, Lawrence, Little River, Logan, Madison, Marion, Monroe, Montgomery, Ouachita, Perry, Pike, Polk, Randolph, Scott, Searcy, Sebastian, Sevier, Stone, Washington, White and Yell.
Illinois Disaster Areas
Gov. Rauner has declared at least 12 counties in Central and Southern Illinois as disaster areas due to deadly flooding. Those counties are Alexander, Calhoun, Christian, Clinton, Douglas, Jackson, Jersey, Madison, Monroe, Morgan, Randolph and St. Clair.
Texas Disaster Areas
Texas Gov. Abbott declared a state of disaster in Collin, Dallas, Ellis and Rockwall counties last week following deadly tornadoes and storms that left multiple trails of devastation.
Major Disaster Declared for Oklahoma
The White House declared disaster in the counties of Alfalfa, Beckham, Blaine, Caddo, Canadian, Custer, Dewey, Ellis, Grady, Grant, Kingfisher, Kiowa, Logan, Major, Oklahoma, Roger Mills, Washita, and Woods.
Mississippi Gov. Bryant requests major disaster declaration
Bryant has requested the declaration for Benton, Coahoma, Marshall, Quitman and Tippah counties.
Major Disaster Declared for Idaho
The White House has declared a major disaster in the counties of Benewah, Bonner, Boundary, and Kootenai and the Coeur d’Alene Tribe.
Georgia declares State of Emergency
Gov. Deal has proclaimed a state of emergency due to excessive rain and extensive flooding in Fannin, Gilmer, Gordon, Macon, Pickens, Towns, Troup and Wilkes counties.

Governor Rauner has sent an official letter to USDA Secretary requesting all counties in Illinois experiencing crop damage related to recent flooding be included in a Secretarial Disaster Declaration.
“Agriculture producers have sustained significant damage to their crops in portions of Illinois due to excessive rainfall and subsequent flooding from June 1, 2015 to the present. Crop yields in those affected areas will be considerably lower this year,” said the governor in his letter.
Illinois experienced its wettest June on record this year, and has received more than 25cm of rain, about twice the average, in central portions of the state, so far this month.
“After touring some of the hardest hit areas in the state this week, it is noticeable that we will see considerably lower crop yields in those areas this year,” said the State Director of Agriculture.
In Iroquois County, one of the hardest hit areas in the state, about 40% of the crops were submerged at one time due to flooding, according to a statement issued by the Illinois Department of Agriculture.
Illinois was the No. 1 soybean producer in the U.S. last year. However, this year yields are significantly different, depending on the location.
“Persistent wetness is having a negative impact on yields,” said a report.
Extreme rain events and widespread flooding have impacted crops in other key agricultural states including Indiana, Missouri and Ohio.
The weather in Indiana, Missouri and Ohio “continued to be excessively wet so in general, I don’t think there has been much improvement in the eastern Corn Belt” for crop condition, said an analyst.

Severe flooding caused by northeast monsoon have left about 50,000 homeless in the north central and eastern Sri Lanka, while tens of thousands of others are being evacuated by the military.
The town of Batticaloa is the worst hit with more than 30,000 people displaced, officials have said.
The towns of Anuradhapura and Polonnaruwa in the north central province, Sri Lanka’s largest rice-producing region, have experienced severe flooding as days of heavy rain forced the authorities to open the sluice gates on dozens of dams.
The floods have also washed away roads and railways throughout the affected regions.
Thousands of people have fled their homes from large areas in the states of Kelantan and Terengganu in NE Malaysia amid severe flooding.
Continued torrential rains in Kelantan and Terengganu, with moderate rains in other states across the Malaysian peninsula is expected throughout the holiday period, said the Malaysian Meteorological Department.
Floods have increased water levels above the danger point in six major rivers in Kelantan, said reports.
The Narathiwat province, on the border with Malaysia, has been declared a disaster area, by the provincial disaster prevention and mitigation office, said reports.
Yala, Pattani and Songkhla provinces have also been declared disaster areas due to severe flooding.

Floodwaters washed away thousands of homes and triggered landslides in both Indian-administered Kashmir, states of Orissa and Andhra Pradesh, as well as in Pakistani-administered Kashmir and Punjab.
Hundreds of thousands of hectares of crops have also been destroyed across the two countries.
In August, extreme rain events flooded 1,746 villages, affecting about a million people in Pakistan, officials said. Flooding killed or injured more than a thousand people and 4, 555 heads of cattle, destroying 11,172 houses and 412,083 acres of standing crops.
States of emergency have been declared across several municipalities after Extreme Rain Events triggered severe flooding, claiming several lives, affecting hundreds of thousands of people and causing extensive damage to property and infrastructure.
The worst affected areas include municipalities of Galabovo and Opanand in Stara Zagora District and Primorsko Municipality, according to local reports.
A ferocious wildfire burning near Yosemite National Park has forced the Mariposa County Sheriff’s Office to order the evacuation of hundreds of homes.
In August, the El Portal fire consumed more than 4,700 acres west of Yosemite National Park, prompting Gov. Brown to declare a state of emergency.

Rainstorms since June 18 have left dozens of people dead or missing, reported Xinhua.
“The Ministry of Civil Affairs said that 4.9 million people in the provinces of Fujian, Guizhou, Hubei, Hunan, Jiangxi, Sichuan and Yunnan as well as Guangxi Zhuang Autonomous Region and Chongqing Municipality had been adversely affected by the rain as of 11 a.m. on Sunday, with 337,000 people relocated and 115,000 in urgent need of basic necessities.”
Hunan Province
In Hunan Province alone, as of June 21, flooding had affected about 3 million people, leaving 171,000 homeless, at least seven dead and four missing across 10 cities and 47 counties, according to the civil affairs authority.
Jiangxi Province [as of June 21, 2014]
“Jiangxi’s local bureau of civil affairs reported that at least five people had died across eight cities and 43 counties in the province as of 10 a.m. on Saturday. Downpours have swept the province since Wednesday,” said the report.
About 789,000 people have so far been affected, and 123,000 relocated.
“The rainstorms, which have caused the collapse of or substantial damage to 4,000 houses and affected 63,100 hectares of crops, have led to direct economic losses of 530 million yuan (84.85 million U.S. dollars) in Jiangxi,” Xinhua reported.
Guangxi Province [as of June 21, 2014]
Severe weather have affected at least 118,700 people, leaving 2,341 homeless and at least two dead, as of 3 p.m. Saturday, according to the regional civil affairs department.

“Yellow Alerts” for rainstorm have been renewed for Hunan, Jiangxi, Anhui, Zhejiang, Fujian, Yunnan and Guangdong provinces, Guangxi Zhuang Autonomous Region and Tibet Autonomous Region, and Shanghai, said the National Meteorological Center warning that torrential rains were expected to continue.
Millions of people are affected, more than 300,000 left homeless and dozens are dead or missing, as rainstorm continue to batter large swathes of central, east and southern China.
Hunan Province
In Hunan Province, flooding has affected about 3 million people, leaving about 171,000 homeless, at least seven dead and four missing across 10 cities and 47 counties, according to the civil affairs authority.
“The rainstorms also caused severe damage to 9,700 houses and 122,700 hectares of crops, and direct economic losses of 1.57 billion yuan in the province,” said the report.
Jiangxi Province

“We know there has been damage and we know that it is significant. At this point, emergency personnel are in route to the city to offer help,” an official told reporters.
“We’ve heard people are trapped in their homes here in town. Search and rescue are out trying to help law enforcement,” said director of patient care at Avera Weskota Memorial Hospital in south-central South Dakota.
“It really is all still happening right now. The tornado hit across the street from the hospital—really just one block away—and there is stuff and debris everywhere.”
Tornadoes have also touched down in North Dakota and Colorado, according to the Storm prediction Center (SPC).

The attack took place just a day after Gov. Daugaard activated more than 120 Soldiers from the South Dakota National Guard to assist the state in flood response operations in southeast South Dakota.
On Tuesday rising flood waters cut off the small city of Canton, submerging homes and businesses cars and highways, and trapping scores of people.
“The severe storm pounded the eastern part of the state Monday afternoon and also slammed southwest Minnesota and northwest Iowa, where at least one community was evacuated because of a swelling river. Emergency crews rushed to rescue people from their homes and fill sandbags as a defense against the waters,” NBC reported.
Record rains have inundated the region this month, with Sioux Falls receiving more than 10 inches.
“Monday’s storm sent the Rock River in Rock Rapids, Iowa, cresting at more than 24 feet, and it was expected to rise another four feet, officials warned. About 350 people in the Lyon County community of Alvord were ordered to evacuate Monday,” reported KTIV.

The latest round of Extreme Rain Events have triggered major flooding across south China affecting about 2 million people, and leaving at least two dozen dead in Guizhou and Sichuan provinces as well as Guangxi Zhuang Autonomous Region.
In Guizhou Province alone, flooding has severely affected more than 1.2 million people in 44 counties forcing mass evacuation of at least 88,000 people. At least 18,000 homes were damaged or destroyed, said the Guizhou Civil Affairs Department, reported Xinhua.
Power, water and communications lines were cut off across most of Guizhou Province, said reports.

Severe flooding and mudslides have affected more than six million people in central and southern China leaving at least 500,000 people homeless since late last month.
Hanan province issued a red alert last week as Extreme Rain Events continued to pound the region unleashing more floods and mudslides.
Floods have claimed at least 12 lives with two people reported missing, officials said.
“More than 1.37 million people in eight cities and prefectures in [Hunan] province have been affected, and 3,431 houses have collapsed [and more than 50,000 people were relocated.] Landslides triggered by rainstorms have occurred on sections of the No.209 national highway in Xiangxi Tu and Miao Autonomous Prefecture,” said a report.

Severe flooding and mudslides have affected more than six million people in central and southern China leaving at least 500,000 people homeless.

South China
Meanwhile, the death toll from extreme weather events in south China reached 40 on Tuesday, with several others reported missing.
Flooding and landslides in 8 southern provinces have affected at least 5.51 million people, destroying tens of thousands of homes and leaving 447,000 homeless.
About 264,800 hectares of crops have been destroyed in flood related disasters, causing direct economic losses of about $1.18 billion, said the report.

Floodwaters have also inundated more than 100,000 homes, ruined about 350,000 hectares of rice paddy, destroyed or damaged440 km of the national roads and 3,700 km of gravel roads.
Hundreds of schools and dozens of health centers have also been inundated, said the National Committee for Disaster Management (NCDM).
More than half of the country’s 24 cities and provinces have been affected by the Mekong River overflowing and flash flooding, said NCDM.

Typhoon WUTIP is about to make landfall on the east coast of central Vietnam with sustained winds of about 140 km/hr gusting up to 170 km/hr. The typhoon weakened slightly overnight to the equivalent of a Cat 1 hurricane force.

Forty seven people are reported missing after Typhoon WUTIP capsized three fishing boats in the South China Sea on Monday, said a report.

The deputy PM responsible for flood management has assured the public that a scenario like the 2011 devastating floods in which all major dams in Thailand reached full capacity would not happen. Unless, off course, there’s more heavy rain in the north!
“He said the major dams in Thailand are now at half of its capacity and can contain more than 10,000 million cubic meters,” said a report.
He said earlier that the flood situation this year was “not worrying,” and that it’s “under control,” adding that “Bangkok would be 100 percent safe unless there is more heavy rain in the North for a couple of days.”

Flooding in Czech Republic threatens the historic center of capital Prague, forcing thousands of people to evacuate their homes.
Levels on the Vltava river that runs through Prague’s center continued to rise Monday. Flood-related incidents have left a dozen people dead or missing, and forced thousands of people to flee their homes in low-lying areas of Prague and western half of the country.
Flooding has also wreaked havoc across Austria, Germany, Poland, Slovakia and Switzerland.
Dresden, Passau, Rosenheim and several other German cities have declared states of emergency due to severe flooding, with Passau requesting help from the federal army.
At least a dozen people were killed, several others reported missing and hundreds evacuated from their homes as floodwaters continue rising in Germany, Austria and Switzerland following days of torrential rain.
Slovak authorities have issued the highest level of flood warning for the length of the Danube River in the country, as water level on the river at the confluence with the Morava River topped 7.20 meters and continued rising.
