China’s Spring Festival, “Chunyun,” began on February 4 and will last until March 16, a 40-day travel frenzy period surrounding the Chinese Lunar New Year, which falls on February 19 this year.
The world’s most populous country is expected to make billions of trips during the 40-day Chunyun madness, 3.4 percent higher than last year.
Calculated at an estimated average carbon footprint of 100kg of CO2 per passenger trip, the Chunyun journeys will have produced a total of about 374 million metric tons of CO2.
China’s per capita CO2 emissions was 7.2 metric tons in 2013, surpassing the European Union in pollution levels [per capita 6.8 tons in Europe, 16.4 tons in the U.S. and 1.9 tons in India,] according to a study conducted by the Tyndall Center and the University of Exeter’s College of Mathematics and Physical Sciences.
The researchers projected global emissions would rise by 2.5 percent in 2014 to a record total of 40 billion tons.
Tens of thousands evacuated across Saxony-Anhalt region amid devastating floods
Up to 40,000 people have been evacuated across Saxony-Anhalt region in eastern Germany after a dam at the confluence of the Rivers Elbe and Saale south of the state capital Magdeburg burst.
The latest episode in Europe’s most devastating flood saw the water levels in the Elbe River rising to a record 7.48 meters, some 0.76m above the 2002 levels and more than 5 meters above normal, affecting towns and villages near the cities of Magdeburg, Aken and Berlin.
The cost of damage so far is estimated at $8billion dollars, the Cologne Institute for Economic Research has reported.
Meantime, the Interior Minister for Saxony-Anhalt was quoted as saying that air and land surveillance would be stepped up across the state in response to a threat from a group calling itself the Germanophobic Flood Brigade to attack the dikes.
“Downstream along the Elbe, the town of Lauenburg and the village of Hitzacker in Lower Saxony were bracing for flood waters in the coming days. More rain heavy rain is expected Monday in the states of Thuringia, Saxony and Bavaria,” said a report.
Meantime, people in Budapest are bracing as the surging Danube approaches.

Global 2011 CO2 emissions top 34 billion metric tons: IWR
Global CO2 emissions again reached a new record in 2011 rising 2.5 percent to 34 billion metric tons (bmt), compared with 33.2 bmt in 2010, as humanoids continued to consume ever-increasing amounts of fossil fuels, according to IWR, a renewable energy institute based in Germany.
Global CO2 emissions have risen by more than 50 percent in two decades.
In 1990, some 22.7 bmt of carbon dioxide were emitted globally, IWR reported.
“China comes highest in the CO2 ranking of countries for 2011 with 8.9 bn metric tons of carbon dioxide (2010: 8.3 bn metric tons). That is 50 percent more than the USA with 6.0 bn metric tons (2010: 6.2 bn metric tons), which ranked second. At 1.8 bn metric tons (2010: 1.7 bn metric tons), India ranks third ahead of Russia with 1.67 bn metric tons (2010: 1.7 bn metric tons) and Japan with 1.3 bn metric tons (2010: 1.3 bn metric tons). Germany ranks 6th with 804 m metric tons (2010: 828 m metric tons). Among the top 10 largest emitters, the USA, Russia and Germany reduced their CO2 emissions in comparison to the previous year (all national results at http://www.cerina.org/de/co2-2011),” said IWR.

USDA has now declared as primary disaster areas a total of about 1,300 counties [many other counties are designated as contiguous disaster areas ] across 29 states, as grain prices shoot through the roof due to deadly heat and unrelenting drought.
“I get on my knees everyday and I’m saying an extra prayer right now,” Agriculture Secretary Tom Vilsack told reporters after briefing with the Disaster President Obama. “If I had a rain prayer or a rain dance I could do, I would do it.”
Among nature’s extreme dislikes is the fact that more than 40 percent of the U.S. corn is used to produce ethanol.
Weekly drought statistics to be released by U.S. Drought Monitor later today could show more than two-thirds of Continental U.S. in drought condition.
By early July 2012, more than 60% of the contiguous United States was experiencing drought conditions, nearly double the area from early January. This NOAA animation shows monthly composites of D1 to D4 categories of drought in the contiguous U.S. over the time frame January 2012 to July 2012 using data from the U.S. Drought Monitor. The Drought Monitor summary map identifies general drought areas, labeling droughts by intensity, with D1 (lightest color) being the least intense and D4 (darkest color) being the most intense.
State of Emergency Declared in Wisconsin
Governor Walker has declared a state of emergency in all 72 Wisconsin counties due to drought and abnormally dry conditions extending across most of the state.
“Wisconsin families, businesses and farmers are hurting as a result of this drought,” said Gov. Walker. “The increase in wildfires due to the combined lack of rain and high temperatures is adding to the risk of major economic losses, especially in agriculture. This is a time of crisis for many people, and we will utilize whatever resources are necessary to help.”
On July 10, Walker declared a state of emergency in 42 southern and central counties.

Tenerife, Canary Islands (Spain). A massive wildfire has consumed/affected about 2,000 hectares on the volcanic island of Tenerife forcing the authorities to evacuate 1,800 inhabitants of the small town of Vilaflor, as well as the residents of another village nearby, reports said.
Another large fire burned more than 500 hectares on the neighboring island of La Palma before it was brought under control on Tuesday, officials said.
Global Carbon Dioxide Emissions
Global CO2 emissions rose 3 percent to 34 billion tons, said a new EU report today.
China emits 29 percent of global total (9.7 billion tons), while the U.S. is responsible for 16 percent (5.42 billion tons), the EU11 percent, India 6 percent, Russia 5 percent and Japan 4 percent, according to the report.
Australia has the world’s largest per capita emissions at 19 tons, followed by the U.S. at 17.3 tons and Saudi Arabia at 16.5 tons per year.
The report was released by EC’s Joint Research Center (JRC) and the Netherlands Environmental Assessment Agency.
Death toll exceeds 200 in AES outbreak in Bihar, eastern India
An outbreak of Acute Encephalitis Syndrome (AES) has claimed at least 200 lives in India’s eastern state of Bihar since May, reports quoting government sources said.
State health officials in Bihar have identified 10 districts where the mosquito-borne disease has spread. Most of the dead are children.
The disease has killed thousands of people in India since the late 1970s, reports said.
Encephalitis is an acute inflammation of the brain, which can be caused by a bacterial infection, e.g, bacterial meningitis, spreading directly to the brain.

Acute viral encephalitis is most often caused by a viral infection from a large list of viruses that include rabies virus, herpes simplex virus (the virus that causes cold sores and the sexually transmitted infection, STI, genital herpes), poliovirus, measles virus, JC virus, West Nile Virus, mumps, varicella zoster virus (the virus which is responsible for chickenpox in children and shingles in adults), and rubella.

An Excessive Heat Warning remains in effect from 1 pm Wednesday to 6 am EDT Friday for New Castle-Mercer-Gloucester-Camden-Northwestern Burlington-Chester-Montgomery-Bucks-Delaware-Philadelphia- including the cities of Wilmington, Trenton, Glassboro, Camden, CherryHill, Moorestown, Mount Holly, West Chester, Norristown, Doylestown, Media and Philadelphia. NWS has forecast Heat Index Values of up yo 103ºF (39.4ºC).
Arizona and California. An Excessive Heat Watch remains in effect through Friday for east-central, southwest and south-central Arizona deserts and lower deserts of far southeast California. Cities include the Phoenix Metro area, Yuma, El Centro, Casa Grande, Wickenburg, Parker and Blythe. NWS has forecast temperature high of up to 115ºF (~46ºC).
North Carolina.A wildfire that is burning in Croatan National Forest has grown to 10,800 acres, a fire official said.
“Ash has been falling from the sky in areas near the forest, and high levels of particle pollution have spurred two agencies to issue alerts. The National Weather Service has issued a Code Red Air Quality alert for Craven County until 8:15 PM on June 19. And the North Carolina Department of Environment and Natural Resources has issued a Code Red Air Quality Action Day for Craven, Jones, and Pamlico Counties,” said a report.

China to increase artificial precipitation by 5 percent in five years: Officials
China to add more than 7,000 rocket launchers, at least 50 planes and 7,000 guns to its arsenal targeting the weather, China Daily reported.
“Many of the nation’s natural and agricultural disasters, especially those involving grain and tobacco, are caused by drought,” said Zheng Guoguang, administrator of the China Meteorological Administration.
“With so many areas in China, especially rural areas, vulnerable to storms, blizzards, hail and other natural disasters, the demand has been rapidly increasing to use science and technology to reduce the risks.”
“Aircraft, guns and rockets will be used to prevent unpredictable weather from disrupting major events.” Weather manipulation started in 1958, said Wang Guanghe, deputy director of the artificial weather intervention center under the China Meteorological Administration, who dismissedconcerns over hazards associated to the weather-manipulation projects.
“Weather modification involves seeding clouds with grains of dry ice (solid carbon dioxide) or tiny particles of silver iodide to stimulate rainfall. Its use has been expanding nationally in recent years to tackle drought, hailstones, forest fires and floods,” according to the report.

“Some 560,000 manipulations of the weather have been conducted since 2002 using rockets and projectiles carrying dry ice or silver iodide,” said a report.
“Aircraft, guns and rockets will be used to prevent unpredictable weather from disrupting major events.”
Global emissions of carbon dioxide (CO2) from fossil-fuel burning rose to a record high of 31.6 gigatons (Gt), a rise of 1 Gt or 3.2 percent on 2010, according to IEA preliminary estimates released today.
Coal accounted for 45% of total energy-related CO2 emissions in 2011, followed by oil (35%) and natural gas (20%), IEA said.
“India’s emissions rose by 140 Mt, or 8.7%, moving it ahead of Russia to become the fourth largest emitter behind China, the United States, and the European Union. Despite these increases, per-capita CO2 emissions in China and India still remain just 63% and 15% of the OECD average respectively.”
Europe. Europe is forecast to spend more than US$500 billion on oil imports in 2012, IEA reported.
“From 2000 to 2010 the average amount spent on oil imports in Europe was USD182 billion a year. In 2011 oil imports reached a record of USD488 billion.”
