Thailand Drought Deepens

At least 63 districts in 11 Thai provinces have been declared drought zones

Following last year’s epic deluge in northern Thailand, the region is now struck by another disaster: Drought.

Disaster Calendar 2012 – February 9

• Thailand.  Another textbook case of large scale drought and deluge has unfolded in Thailand.  At least 63 districts in 11 Thai provinces have been declared drought disaster zones.
  • The drought stricken provinces are Kampaeng Phet, Lamphun, Sukhothai, Phayao, Phitsanulok, Uttaradit, Loei, Chanthaburi, Chachoengsao, Suphanburi and Petchaburi,  the country’s director general of Disaster Prevention and Mitigation Department said.
  • Additionally, the northern province of Chiang Rai is experiencing major drought, a report said. “The main rivers have run dry and more than 70,000 rais (28,000 acres) of farmland lacks water due to the absence of rainfall for the past three months.”
  • The provincial government has declared 6 districts as disaster areas. About 100,000 people have been affected in the province.

Other Global Disasters

• Italy.  State of emergency persists due to shortage of gas supplies, a report said.

• Bulgaria. “States of emergency had been declared in the municipality of Kostinbrod in the Sofia district and in parts of Velingrad municipality,”  as Bulgaria’s severe winter weather crisis deepens.
  • Bulgaria has requested European Union for assistance.

• Greece.  The authorities have declared a state of emergency for the Evros region in northern Greece after a swollen river burst its banks, flooding the border village of Ormenio and forcing hundreds of people to evacuate, reports said.
  • Evros River flooded after the dam on the Ivanovo Reservoir collapsed sending a 3-meter (9 ft) surge of water to the nearby village of Bisser near the Greek border and down the Arda river in Greece.
  • At least 4 people have been killed in weather related  incidents caused by strong winds, torrential rains, severe flooding and landslides which have caused substantial damage to crops, property and infrastructure in many parts of Greece.

• Nevada, USA.   The U.S. Department of Agriculture (USDA) has designated 5 counties in Nevada as  natural disaster areas due to severe losses caused by wildfires that occurred from Sept. 30, 2011, through Oct. 5, 2011.
  • The disaster areas are Eureka (PDA), Elko, Lander, Nye and White Pine counties.

• Virginia, USA.USDA has designated 7 counties in Virginia as agricultural disaster areas due to losses caused by Hurricane Irene, Tropical Storm Lee and continuing excessive rainfall that occurred from Jan. 27, 2011, through Oct. 31, 2011.
  • The disaster areas are Surry County (PDA), Charles City, Isle Of Wight, James City, Prince George, Southampton and Sussex counties and in the independent city of Newport News.

• North Carolina, USA. USDA has designated 60  counties in North Carolina as Agricultural Disaster Areas due to losses caused by drought and excessive heat that occurred from Jan. 1, 2011, through Dec. 31, 2011.

The following counties and independent cities in South Carolina and Virginia were also declared disaster areas because they’re contiguous.

• South Carolina: Dillon and Horry

• Virginia:  Brunswick, Halifax, Henry, Mecklenburg, Pittsylvania and Southampton

• Independent Cities: Danville and Suffolk

• New York, USA.USDA has designated 6 counties in New York as agricultural disaster areas due to losses caused by excessive rain, flash flooding and flooding caused by Tropical Storm Lee that occurred from Sept. 5-10, 2011.
  • The disaster areas are:  Chenango (PDA) Broome, Cortland, Delaware, Madison and Otsego  counties.

• Florida, USA.USDA has designated 22 counties in Florida as agricultural disaster areas due to two separate disaster conditions.
  • Indian River and St. Lucie Brevard counties (PDA), as well as Martin, Okeechobee and Osceola counties in Florida were designated as disaster areas due to losses caused by excessive rain, flooding and high winds that occurred from Oct. 7-9, 2011.
  • Alachua, Dixie, Gilchrist, Levy and Union counties in Florida were designated as primary natural disaster areas due to losses caused by freeze and frost that occurred from Nov. 11-12, 2011.  Baker, Bradford, Citrus, Clay, Columbia, Lafayette, Marion, Lafayette, Suwannee, Putnam and Taylor counties were also declared disaster areas because they are contiguous.

• Oregon, USA.  Oregon Gov. has added 14 more counties to an executive order declaring a state of emergencydue to January’s severe weather including heavy snow, freezing rain and record flooding in Mid-Willamette Valley.
  • A total of 18 counties could potentially be declared federal disaster areas. The counties are Marion, Benton, Coos, and Lincoln (initialdeclaration), Polk, Yamhill, Lane, Linn, Tillamook, Multnomah, Clackamas, Washington, Columbia, Clatsop, Curry, Douglas, Harney, and Hood River counties.

• Queensland, NSW and NT, Australia.   Heavy rainfalls in Queensland have caused extensive flooding, which is exacerbated by the release of water from Brisbane’s Wivenhoe dam, the largest in the area.
  • Residents in the Gold Coast are being evacuated as forecasters predicted strong storms on Wednesday pm.
  •  The water level in Hinze Dam, Gold Coast City’s main water supply, has risen by at least 3 meters in less than 48 hours, reports said.  
    
  • Gold Coast City Council activated the Disaster Co-ordination Center.
  • The NSW State Emergency Service (SES) have evacuated thousands of people and ordered many more in several areas to evacuate.
  • Thousands of people in remain isolated.
  • “Darwin and surrounding areas have been hit by wild weather since Tuesday. Strong wind gusts have knocked down trees and caused power cuts,” a report said, with wind gusts of up to 93kmh recorded at Darwin Airport.
  • Australia’s Bureau of Meteorology has issued a severe weather warning, with the possibility of flash flooding throughout the Darwin-Daly and northern Arnhem districts.
• Western Australia.  Multiple bushfire continue to ravage Gascoyne region in Western Australia.
  • Month-long blazes have consumed more than 600,000 hectares, which includes grazing land, and destroyed  infrastructure in the region.
  • The State Government has so far rejected calls to declare the fire-ravaged area a disaster zone, a report said.

• Virginia, USA.The U.S. Department of Agriculture (USDA) has declared 20 counties and 4 independent cities in Virginia as agricultural disaster areas because of losses caused two separate disaster conditions.
  • Disaster Conditions No. 1: Craig, Frederick and Page counties have been designated primary natural disaster areas because of losses caused by excessive heat that occurred May 1, 2011, through Sept. 30, 2011.
  • The following 12 counties have been declared disaster areas because they are contigous: Alleghany, Giles, Montgomery, Rockingham, Botetourt, Greene, Rappahannock, Shenandoah, Clarke, Madison, Roanoke and Warren.
  • The independent city of Winchester has also been declared a disaster area.
• West Virginia. The following counties in West Virginia have also been declared disaster areas because they’re contiguous: Berkeley, Hampshire, Hardy, Monroe, Jefferson and Morgan
• Virginia.  Prince George County has been designated as a primary natural disaster area because of losses caused by Hurricane Irene that occurred from Aug. 27-28, 2011.
  • The following counties and cities in Virginia were also declared as disaster areas because they’re contiguous:
    • Counties: Charles City, Chesterfield, Dinwiddie, Surry and Sussex;
    •  Independent cities: Colonial Heights, Hopewell and Petersburg.

25 Virginia counties and 2 independent cities declared agricultural disaster areas

Two separate disaster conditions, hurricane Irene, and drought and excessive heat, prompted the U.S. Department of Agriculture (USDA) to declare 25 counties and two  independent cities in Virginia as agricultural disaster areas.

Disaster Calendar 2011 – December 14

[December 14, 2011]  Mass die-offs resulting from human impact and the planetary response to the anthropogenic assault could occur by early 2016.  SYMBOLIC COUNTDOWN: 1,554 Days Left to the ‘Worst Day’ in Human History

• Virginia, USA. Hurricane IRENE. Greensville and Lunenburg counties were designated primary natural disaster areas following the damage caused by Hurricane Irene that struck the area on Aug. 27-28, 2011.
• The 8 counties of Brunswick, Dinwiddie, Nottoway, Southampton, Charlotte, Mecklenburg, Prince Edward, and Sussex, as well as the independent city of Emporia were also declared disaster areas because they’re contiguous.

• North Carolina. Northampton County in neighboring North Carolina was also designated as a disaster area because it’s contiguous.
• Virginia, USA. Drought and Excessive Heat. The three counties of Cumberland, Pittsylvania and Powhatan in Virginia were designated primary natural disaster areas as a result of drought and excessive heat that occurred from May 25, 2011, through Aug. 27, 2011.
• Twelve other counties and an independent city were also declared as disaster areas because they’re contiguous.
• The counties were Amelia, Campbell, Franklin, Henrico, Bedford, Chesterfield, Goochland, Henry, Buckingham, Fluvanna, Halifax and Prince Edward.
• Independent City: Danville
• North Carolina. Caswell and Rockingham counties in North Carolina were also designated as disaster areas  because they’re contiguous.

Other Incidents

• Nelson, New Zealand. A state of emergency has been declared in Tasman and Nelson districts, located in NZ’s South Island, due to heavy flooding.
• The NZ Army is on stand by in the region, with the emergency declaration remaining in effect for seven days.
• A dam has collapsed in Golden Bay stranding dozens of people.
• The officials have described flooding in the region as “horrendous” with many road closures caused by “slips all over the place.”
• The worst affected areas were Nelson City and Eastern Golden Bay, with “major flooding” reported in the Golden Bay area.
• More rain has fallen in the past 24 hours as there usually is for the whole of December, a local meteorologist was quoted as saying.
• Major slips have caused extremely serious problems in the Nelson region.
• A number of dwellings have been obliterated by landslides.
• Makeshift evacuation centers have been set up.
• Tourists were reportedly climbing trees to avoid drowning as the Maitai River level rose considerably.
• The Nelson rain, already classified as a once-in-20-years flood,  could qualify as a once-in-50-years flood, as more heavy rain is forecast.
• “Civil Defence said 54 slips had so far been reported in the region and 108 people were registered as having “self evacuated,” a report said.
• Police has ordered many residents to evacuate.

• New Jersey, USA.  The Disaster President has declared 8 New Jersey counties as disaster areas due to damage caused by a severe snowstorm  on October 29, 2011.
• The disaster areas are Cape May, Essex, Hunterdon, Morris, Somerset, Sussex, Union, and Warren counties.
• Still reeling from the impact of Hurricane Irene, New Jersey counties have been declared major disaster areas for the 5th time so far this year.
• Previous Major Disaster Declarations issued in 2011 were
• Remnants of Tropical Storm Lee (Declared a Major Disaster Area on October 14).
• Severe Storms and Flooding (September 15)
• Hurricane Irene (August 31)
• Severe Winter Storm and Snowstorm (February 4)
• New Jersey counties have also been designated as agricultural disaster areas multiple times.

• USA. More than 25,000 Americans have died from prescription drug overdose in the last 12 months. [The actual figure could be as high as 50,000 or even higher, that is at least 14 deaths per standard 100,000 population. FIRE-EARTH]
• The main culprits based on narcotic pain relievers are hydrocodone (Vicodin), methadone, oxycodone (OxyContin) and oxymorphone (Opana).
• The highest death rate occurred among people aged 35 to 54.
• The number of overdose deaths was greater than deaths from heroin and cocaine combined.
• An estimated 20 percent of Americans have used prescription drugs for nonmedical reasons.
• Prescription drug abuse can lead to addiction and death. Main categories of drug abuse include:

• Sedatives and tranquilizers

• Rhode Island, USA. The entire state of Rhode Island, which includes five counties, has been  designated as natural disaster areas due to losses caused by Tropical Storm Irene on Aug. 26-28, 2011, the U.S. Department of Agriculture (USDA) reported.
• The following counties in Connecticut and Massachusetts were added to the disaster list because they are contiguous:
• Connecticut: New London and Windham counties
• Massachusetts: Bristol, Norfolk and Worcester counties
• Connecticut, USA. Seven counties in the state of Connecticut have been designated as primary and contiguous Natural Disaster Areas by USDA.
• The designation follows losses caused by Tropical Storm Irene on Aug. 28-29, 2011.
• The following counties in Massachusetts, New York and Rhode Island weer also declared as natural disaster areas because they are contiguous:
• Massachusetts:  Berkshire, Hampden and Worcester
• New York. Dutchess, Putnam and Westchester
• Rhode Island: Kent, Providence, Washington

Other Disasters

• Listeria Outbreak, USA. At least 21 people have died and 109 others sickened in 23 states in the listeriosis outbreak linked to tainted Colorado cantaloupes, according to the Centers for Disease Control and Prevention (CDC).
• The deaths have occurred in Colorado (5), New Mexico (5), Kansas (2), Texas(2), and 1 each in Indiana, Maryland, Missouri, Nebraska, New York, Oklahoma, and Wyoming.

• Texas, USA. The following table is a wildfire damage update provided by Texas Forrest Service (TFS)

YTD Texas wildfire stats by TFS as of October 7, 2011. [The acreage  burnt includes about 3.1 million acres of pasture land.]

• Funafuti, Tuvalu (Pacific Ocean). The world’s fourth-smallest nation located  south of the Equator, has declared a state of emergency because it is running out of water.
• Tuvalu, a cluster of small islands about 3,200 km NE of NZ, has a combined land mass of 25 sq km with its highest point rising just 5m above sea level.
• The islands have a population of just over 10,000 on nine sinking atolls.
• Tokelau islands. The 1,400  or so residents of Tokelau islands (colonial name:  The Union Islands) are also left with very little drinking water.
• The islands consist of 3 tropical coral atolls with a total land mass of 10 km², located north of the Samoan Islands and east of Tuvalu.
• The two island nations depend on rain for their drinking water. The ongoing La Nina has caused a severe drought in the past six months.

Disaster Calendar 2011 – August 29

• The U.S. Atlantic Coast. IRENE has claimed 37 lives in 11 U.S. states in addition to two others in Dominican Republic and one in Puerto Rico.
• An estimated 600,000 homes have been damaged as a result of the storm.
• Many swollen rivers are yet to crest, and more flooding could be expected in the next few days.
• Damage from the storm could reach $20 billion, according to Standard & Poor’s Senior Economist.
• The storm submerged the rural town of Brattleboro, Vermont (pop: 12,000).
• At least 5.2 million customers are still without power along the East Coast.

Other Global Disasters

• Uganda. Landslides triggered by extreme rain in eastern Uganda have killed at least 24 people and left 12 others missing, reports said.
• Ibadan, Nigeria. At least two dozen people have been killed and tens of thousands displaced by flooding in the southwestern Nigerian city of Ibadan and surrounding areas, reports said.
• Guatemala. At least 83 Guatemalans died after being deliberately infected with syphilis and gonorrhoea viruses in the 1940s, according to a presidential commission in Washington.
• “US government scientists infected hundreds of Guatemalan prisoners, psychiatric patients and sex workers to study the effects of penicillin,” a report said.
• About 5,500 Guatemalans were involved in the research, but none had consented.
• Fukushima, Japan. Japan’s education ministry has set a new standard for radiation, allowing up to 1 microsievert per hour  in schools, a report said.
• The government is breaching international standards. The maximum radiation allowed under international standards is 0.11 microsievert per hour (1 millisievert per year).

• The U.S. Atlantic Coast. Hurricane Irene has left at least 15 people dead, downing tens of thousands of trees and leaving up to 4.2 million people without power.
• Widespread flooding have been reported along the hurricane’s path; tens of thousands of homes have been inundated.
• Flooding is expected to continue in the coming days.

• Vermont, USA. The governor of Vermont declared state of emergency and called out the National Guard.
• Virginia, USA. Virginia Governor Bob McDonnell who had declared a state of emergency last week said:
• “We’ve got some significant damage in some areas, from flooding, from wind, a lot of trees down, 2.5 million people or more without power in Virginia, that’s the second largest outage in history.”
• Delaware, USA. The White House declared an emergency exists in the State of Delaware due to the emergency conditions resulting from Hurricane Irene beginning on August 26, 2011, and continuing.
• District of Columbia, USA. The White House today declared an emergency exists in the District of Columbia due to the emergency conditions resulting from Hurricane Irene beginning on August 26, 2011, and continuing.
• Maryland, USA. The White House declared an emergency exists in the State of Maryland due to the emergency conditions resulting from Hurricane Irene beginning on August 26, 2011, and continuing.

• Puerto Rico, USA. The White House declared today declared a major disaster exists in the Commonwealth of Puerto Rico in the area struck by Hurricane Irene beginning on August 21, 2011, and continuing.
• New Hampshire, USA. The White House declared an emergency exists in the State of New Hampshire  due to the emergency conditions resulting from Hurricane Irene beginning on August 26, 2011, and continuing.

• Yosemite National Park, USA.A rapidly moving wildfire which has consumed about 5,000 acres west of one of the main entrances to Yosemite National Park, continues to grow. The blaze has forced about 100 people to evacuate their homes; tourists have also been evacuated from a nearby hotel.
• Montana, USA. The U.S. Department of Agriculture (USDA) has designated 22 central and eastern Montana counties as primary natural disaster areas due to recent crop losses caused by winter storms and blizzards  which were followed by record spring rainstorms and flooding across most of the state, a report said.
• Greece. Greece has declared a state of emergency after fast-moving wildfires consumed about 30,000 hectares of forest and farmland near the country’s northeastern border with Turkey, forcing the authorities to evacuate several villages, reports said.
• The fires are threatening a national park.
• About a thousand foreign students have been evacuated from a nearby holiday camp.

• East Coast, USA. Hurricane IRENE has forced millions of Americans into shelters as it continues to barrel along the Atlantic Coast, shutting down New York. 
• IRENE made its first landfall in North Carolina.
• IRENE has spawned tornadoes in three states, destroying or damaging at least a dozen homes.
• “Extremely dangerous” storm surges are expected to raise water levels by up to 12 feet.
• The hurricane has forced the authorities to place up to 7.5 million people under evacuation orders along the East Coast.
• At least 6 deaths have so far been attributed to Irene.
• Up to 1.5 million people were left without power in North Carolina, Virginia, Maryland and Delaware, and wider disruptions were expected.
• The governors in seven states of North Carolina, Virginia, Maryland, Delaware, New Jersey, New York and Connecticut have already declared states of emergency.
• North Carolina Governor Perdue expects “a major hit” to tobacco crops, livestock and poultry, reports said.
• Atlantic City was turned into a ghost city as more than a million tourist evacuated the casino city.
• Some 100,000 National Guard troops are on standby.
• Thousands of flights have been cancelled.
• Philippines. Typhoon NAMNADOL [locally known as MINA] has made landfall in Cagayan province, causing widespread flooding and  triggering landslides, affecting thousands of people and leaving at least 6 people dead, reports said.
• Pakistan. Heavy monsoon rains and flooding have affected at least 2 million people in Sindh and eastern Punjab provinces, Pakistan.
• Hundreds of villages  have been wiped out, displacing about 100,000 people.
• Flash floods have killed at least 33 people and left more than 63 others missing, a report said.

• The Bahamas. The hurricane has destroyed 90 percent of the homes and structures  in some settlements in the SE Acklins and Crooked Islands, the Bahamas National Emergency Management said.

• The U.S. Atlantic Coast. The governors in seven states of North Carolina, Virginia, Maryland, Delaware, New Jersey, New York and Connecticut declare emergencies as the Atlantic coast is placed under Hurricane watches and warnings.
• “All the major metropolitan areas along the Northeast are going to be impacted by the close proximity of the way Irene is going to pass,” according to National Hurricane Center. “Being a large hurricane, tropical storm-force winds will extend far inland.”

• Puerto Rico. IRENE has destroyed/damaged hundreds of homes across the Caribbean, killing at least 2 people, downing  trees and causing widespread power outages in the U.S. Virgin Islands.
• The governor of Puerto Rico has declared a state of emergency.
• The White House declares a state of emergency in Puerto Rico.
• Thousands of tourists and residents have been evacuated.
• Virginia, USA. A state of emergency has been declared in Culpeper County after a magnitude 5.9 earthquake hit Mineral, VA. The Town of Culpeper is 36 miles from Mineral, reports said.
• Wisconsin, USA. Gov. Scott Walker has declared a state of emergency in 3 Wisconsin counties, Burnett, Douglas and Washburn because of hundreds of thousands of downed trees, a report said.
• “Severe storms in July and early August left nearly 2 million cords of wood on the ground. Local governments and the timber industry are racing to clean up the mess before the wood rots or catches fire.”
• Texas, USA. As Dallas-Fort Worth area set a record high of 107 degrees, the Electric Reliability Council of Texas, Inc. (ERCOT), initiated Energy Emergency Alert Level 2B, which might lead to rotating outages, reports said.
• “Until we get a break in this extreme heat and record drought, we appreciate consumers and businesses conserving electricity as they are able, especially between 3 and 7 pm,” an ERCOT VP said.  “We also appreciate all the state agencies, school districts, businesses and residents who have taken steps to get the word out about the importance of conservation during these extreme weather conditions.”
• Iowa, USA. The White House has declared a major disaster exists in the State of Iowa following the widespread damage caused by severe storms, straight-line winds, and flooding during the period of July 9-14, 2011.
• New York, USA. The U.S. Department of Agriculture (USDA) has designated eight New York counties as primary disaster areas following widespread damage and crop losses caused by torrential rain, flash flooding, high winds, lightning and below normal temperatures during the period of March 1 – June 1, 2011, USDA said.
• The primary disaster areas: Allegany, Cattaraugus, Clinton, Cortland, Ontario, Tompkins, Wayne  and Yates counties.
• Contiguous disaster areas: Broome, Chemung , Essex, Madison, Schuyler, Tioga, Cayuga, Chenango, Franklin, Monroe  Seneca, Wyoming, Chautauqua, Erie, Livingston, Onondaga and Steuben counties.
