State of emergency declared in TN as ice and snow pound state’s south
The Tennessee Emergency Management Agency (TEMA) declared a state of emergency in the state on Wednesday due to extreme weather.
“The cold air and precipitation is expected to build northward in the state throughout Wednesday and is likely to produce ice and snow-covered roads into Thursday morning,” said TEMA in a statement. “Localized power outages are possible due to downed trees and power lines.”
TEMA also activated its emergency operations center after forecasters predicted that storm system could dump up to 12 inches of snow on parts of the state.
120 Million of People Affected
The massive storm system is affecting an estimated 120 millions people in 22 states from Texas to Maine, leaving more than a dozen people dead and many injured, as of posting.
Winter Storm Warnings, Watches and Advisories were in effect from Georgia to Maine. Forecasters have warned the powerful system could dump up to 18 inches (46 cm) of snow over the Atlantic Coast through Saturday.

Winter Storm Brings Heavy Snow and Ice from the Southeast to New England on Thursday
A strengthening area of low pressure will move up the East Coast on Thursday bringing with it significant winter weather from the Southeast to New England. Ice Storm Warnings and/or Winter Storm Warnings are currently in effect for several states. In these areas, road conditions will be dangerous.
The National Weather Service (NWS) said parts of upper east Tennessee could see more than 11 inches of snow.
Temperatures are forecast to plunge by as much as 20 degrees below average over the Southeast and the Mid-Atlantic.

States of Emergency Declared for 9 Additional States
Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Maryland and New Jersey have already declared States of Emergency due to the severe ice storm. More states are expected to follow suit.
Thousands of schools and government offices were ordered closed along the storm path from Texas to North Carolina.
“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.
Flight Cancellations and Delays
More than 10,000 flights into, within, or from the United States have been canceled and thousands more delayed since Tuesday. The trend is expected to continue through weekend.
Federal Emergency Disaster Declared for the State of Georgia
The White House has declared a federal emergency in the State of Georgia resulting from a severe winter storm beginning on February 10, 2014, and continuing.
The emergency disaster declaration will provide federal disaster relief to “lessen or avert the threat of a catastrophe” in the counties of Banks, Barrow, Bartow, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Cobb, Dade, Dawson, DeKalb, Douglas, Elbert, Fannin, Floyd, Forsyth, Franklin, Fulton, Gilmer, Gordon, Gwinnett, Habersham, Hall, Haralson, Hart, Jackson, Lincoln, Lumpkin, Madison, Murray, Oconee, Oglethorpe, Paulding, Pickens, Polk, Rabun, Stephens, Towns, Union, Walker, Walton, White, Whitfield, and Wilkes.

The White House has declared a Federal Emergency Disaster in the State of South Carolina resulting from a severe ice and snowstorm beginning on February 10, 2014, and continuing.
Energy Emergency
The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.
A total of at least 36 states and District of Columbia are currently impacted by shortages of propane and other heating fuels.
States covered by the emergency declarations include:

Tomorrow does not look like a good day in New Jersey —Gov Christie
Gov. Christie has declared a state of emergency and closed state offices in New Jersey as a deadly snowstorm moves up U.S. East Coast
“This winter storm is expected to arrive tonight and last through early Friday morning, and the heavy snow will create hazardous travel conditions across the state,” said Christie. “I encourage all New Jerseyans to drive carefully and remain off the roads if possible …”
Forecasters said the storm could dump more than a foot of snow on some parts of the state.
“Tomorrow does not look like a good day in New Jersey,” said Christie.
The latest declaration is Christie’s fourth state of emergency proclamation due to snow so far this year.

It’s been a long winter for Marylanders —Gov. O’Malley
Gov. O’Malley declared a state of emergency in Maryland as forecasters predicted up to 10 inches of snow could blanket much of the state.
“It’s been a long winter for many Maryland families. With the polar vortex, a bad ice storm and several snow storms already this year, it’s incredibly important for all Marylanders to remain vigilant and find smart ways to safely conserve energy,” said O’Malley.
Multiple Warnings, Watch and Advisories
Ice Storm Warnings and freezing rain advisories are in effect for portions of Georgia and South Carolina, and a very small section of southern Louisiana/Mississippi, said NWS.
Winter storm warnings are in effect from eastern Texas eastward across the northern tier of southeastern states and northward into the mid-Atlantic.
States of Emergency Declared for 7 Additional States
Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina and Virginia have declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Disaster declared in central Thailand province
The provincial governor of Prachuap Khiri Khan has declared disaster in the area, after eight districts were buffeted by powerful storms.
- Prachuap Khiri Khan is a central province of Thailand located in the northern part of the Malay Peninsula, about 240 km (150 miles) south of the capital Bangkok.
- “The storms hit the province at 3am on Saturday followed by heavy rains and high waves up to four metres in the Gulf of Thailand,” said a report.
Latest States of Emergency Declared in the U.S. and Canada
Waterloo Region, Ontario, Canada: Massive power outage as ice storm hits region
Three Ontario townships — Wellesley, Woolwich and North Perth — have declared states of emergency after ice storm hit Waterloo Region, said a report.
Minnesota: Gov. Dayton has declared a state of emergency in SW Minnesota, after activating the National Guard.
“Six to 8 inches of wet snow fell early Thursday on top of the thick layer of ice that accumulated Tuesday night in Nobles and Jackson counties,” said a report.
Missouri: Gov. Nixon has declared a state of emergency in Missouri after severe storms, strong thunderstorms, straight line winds and tornadoes caused damage in the St. Louis region and and power outages across southern Missouri, according to the governor’s office.
Tennessee: Officials have declared a state of emergency after reports of a possible tornado and damage in Monroe County, Tennessee, said a report.
Mississippi. Gov. Bryant has declared a State of Emergency for Kemper and Noxubee counties due to the damage caused by severe storms and tornadoes, according to the governor’s office.

Australian Army Called to Help as QLD Flood Disaster Intensifies
Flood and storm damage across the Australian state of Queensland has prompted a statewide catastrophe declaration from the Insurance Council of Australia (ICA), said a report.
- ‘‘Insurers are greatly concerned about extreme weather expected over the next few days in Queensland, with severe inundation already having been experienced in several towns and cities, and major flood warnings now in place for every river from Cairns to the border,’’ said ICA chief executive.
- ‘‘Unfortunately, this catastrophe declaration is the result of the first cyclone to come close to the coast this season, and the weather bureau has warned it’s highly possible we will see more before the end of summer.’’
Meantime, the Queensland Government has asked the Australian Army to help amid extreme rain events, worsening flood disaster and tornado outbreaks.
“Local rainfall daily records in central and southeast Queensland are tumbling after falls of 461mm at Boolaroo Tops, 454mm in Walla and 272mm in Gayndah since yesterday morning.”
- A giant storm cell is slowly moving southeast toward the population centers, dumping at least 200mm of rain, and destructive winds and tornadoes are expected along the Sunshine Coast and Bribie Island, reports said
- A 5-meter wall of water is pouring over the spillway of the Awoonga Dam into the Boyne, south of Gladstone.

- A saddle dam off the Awoonga Dam is close to overflowing, which would put 500 homes in peril, the authorities said.
- “Water continues to spill from Wivenhoe dam in preemptive releases.”
- Forecasters have warned more than 300mm of rain could fall in Wivenhoe Dam catchment, upstream of Brisbane, in the next few days, with coastal areas receiving about 500mm, isolating additional communities.
- Authorities have issued an evacuation order for north Bundaberg after the Burnett River broke its banks.
- The Burnett River is now forecast to peak at 9 meters—well above the levels recorded during the 2010/11 floods, reports said.
- Residents in the Gympie area, north of Brisbane, are being rescued from rooftop, as Mary River continues to rise to a forecast peak of peak at 17m.

The deep freeze persists throughout much of the Northeast as forecasters warn of looming ice storms. Severe ice storm are expected to hit Northern Illinois, southern Michigan, NE Missouri, large swathes of the Midwest as well as mid-Atlantic, and Ontario.

Washington declares a state of emergency amid deadly ice storm
A deadly ice storm swept across the U.S. Pacific Northwest (PNW) following record snowfalls.

- Washington, USA. Washington’s governor declared a state of emergency following the deadly “Snowmageddon” and ice storm, which swept across PNW killing at least 2 people and cutting power to hundreds of thousands of people in the region.
- At Seattle-Tacoma International Airport, a new daily snowfall record of 6.8 inches was set, shattering the previous record of 2.9 inches set in 1954, reports said.
- “Authorities called for voluntary evacuations of the town of Mapleton, Oregon, which has about 1,000 residents, and some nearby areas because expected flooding,” a report said.

- Nevada, USA. Gov. Brian Sandoval has declared a state of emergency after a massive wildfire, fanned by 82-mph winds, burnt thousands of acres near Reno, killing at least 1 person, destroying more than 2 dozen homes and forcing the authorities to evacuate over 10,000 people.
- Oregon, USA.Extensive flooding has forced the Governor to declare a state of emergency in Marion, Coos, Benton, and Lincoln counties.
- More counties will likely be added as conditions worsen, he said.
- The city of Salem has activated its Emergency Operations Center due to flooding.
- The combined impact of snowmelt and torrential rains have flooded communities across Oregon.
- “The return of severe winter weather has overwhelmed communities across our state,” the Governor said. “My priority is to ensure the safety of all Oregonians and their properties. With this emergency declaration, I have directed all available state resources to help affected counties in any way possible.”
- Benton County, Or.Officials have declared Benton County a disaster area. “Flooding and landslides beginning January 18 in the area due to heavy rains and melting snow from a recent snow storm have created high water conditions,” the officials said in a statement. “A preliminary assessment shows damage to roads and homes and closed roads resulting in isolated areas of the county.”
- “Rising creeks flooded much of Marion and Linn counties, including the communities of Turner and Scio, where hundreds of residents were evacuated from their homes and businesses,” said a report.
- Hawaii. Hawaii County in Hawaii has been declared a Primary Natural Disaster Area by USDA.
- The disaster declaration follows losses caused by drought that occurred from January 1, 2011, and continues.
- Tennessee, USA. USDA has declared 13 counties in Tennessee as agricultural disaster areas.
- The disaster declaration follows losses caused by drought and excessive heat that occurred June 1 – October 20, 2011.
- Primary Disaster Areas: Henry and Williamson Counties.
- Contiguous Disaster Areas: Benton, Cheatham, Dickson, Marshall, Carroll, Davidson, Hickman, Maury, Rutherford, Stewart and Weakley counties
- Kentucky, USA.The following counties in the neighboring state of Kentucky were also added to the disaster list because they’re contiguous.

- Tennessee, USA. Seven counties in Tennessee have been declared agricultural Disaster areas due to losses caused by excessive rain, high winds, hail and flooding that occurred June 21 – December 5, 2011.

- Contiguous Disaster Areas: Anderson, Campbell, Grainger, Hancock and Knox counties.

- Mozambique. Flooding in Mozambique has left at least 5 people dead and made hundreds of others homeless.
- Tropical depression DANDO, the first to strike Southern Mozambique in nearly 30 years, brought heavy rain and strong winds with gusts of up to 120km, dumping more than 250mm of precipitation over much of the south.
- The winds and flooding have damaged thousands of homes schools and businesses in Gaza Province, and hundreds more in the capital Maputo.
- Hundreds of people have lost their home and thousands more have been evacuated.
- The Mozambican authorities have issued a Red Alert for the southern part of the country, which covers the capital Maputo, Matola city, Many districts in Maputo province, and the coastal areas in Gaza and Inhambane provinces, the National Meteorological Institute (INAM) said.
- USA. Violent sex crimes committed by active U.S. Army soldiers have nearly doubled in the past five years, according to a US Army report.
- The crimes are blamed, in part, on the trauma of war.
- Of the 2,811 violent felonies reported in 2011, about a half were violent felony sex crimes, and most were committed in the United States.

Massive ice storm knocks out power to 1.4 million homes and businesses across seven states

A powerful ice storm has knocked out power to 1.4 million homes and businesses across seven states in New England, forcing the state of Maine to shut government offices.
States of emergency have been declared in Massachusetts, New Hampshire and in parts of Maine and New York state.
“This is a very, very serious situation right now,” New Hampshire Gov. John Lynch said after declaring an emergency in his state, in what the authorities described as the worst outages in 30 years.
The storm has killed at least 4 people so far and caused tens of millions of dollars in damage across northeast United States.
