Large wildfire in SW Florida threatens 2,000 homes
A large wildfire in southwest Florida is threatening more than 2,000 homes, prompting mass evacuation.
The blaze has already consumed about 5,000 acres (2,000 hectares) and at least two dozen homes and other structures in Collier County, forcing residents in several areas to flee their homes and prompting the governor to deploy National Guards.
“These wildfires are dangerous and if you’re within the evacuation area, do not stay in your home,” said Florida governor.
A spate of wildfires that have plagued the drought-stricken Sunshine State since late March prompted the governor to declare a state of emergency last week.

Southern California Gas Company & Belgian energy company Electrabel sued for criminal negligence
California Attorney General has filed a lawsuit against SoCal Gas Co, the company responsible for a massive gas leak near Los Angeles. There are now 11 local, state and federal agencies that are either suing or investigating the company, owned by Sempra Energy, a San Diego-based corporation whose board of directors includes Kathleen Brown, the sister of Gov. Jerry Brown.
The leak in Porter Ranch, which was discovered on 23 October, has forced more than 13,000 nearby residents from their homes.
The following statement was issued by Brown’s office in January, two months after the leak was first reported:
Given the prolonged and continuing duration of the Aliso Canyon gas leak and at the request of residents and local officials, Governor Edmund G. Brown Jr. today issued a proclamation that declares the situation an emergency and details the administration’s ongoing efforts to help stop the leak. The order also directs further action to protect public health and safety, ensure accountability and strengthen oversight of gas storage facilities.
German city to sue Belgian nuclear power plant
The German city of Aachen is suing a nearby nuclear station for failure to fix safety issues at the aging plant. “The suit alleges that a reactor was brought back online with cracks in the protective concrete,” said a report.
The German city of Aachen and the federal government are launching a lawsuit against Tihange nuclear power plant in Belgium.
The Tihange nuclear power plant lies about 71 kilometers (44 miles) from Aachen, and the city itself is directly on Germany’s border with Belgium. According to city authorities, they are suing for breach of European law over re-commissioning a faulty reactor in an effort to have the entire power station shut down.
German media reported that one of Tihange’s reactors, called Tihange 2, was taken offline in March 2014 due to hairline cracks in the concrete blocks. The reactor was then put back in service in March 2015 without the necessary repairs, according to Aachen’s legal claim.
A series of dangerous incidents
“In recent weeks, the nuclear power plants Doel and Tihange have had several hazardous incidents. People in the ‘three-country region’ [of German, Belgium and the Netherlands] are deeply unsettled and worried,” according to a press release issued by the Aachen officials.
The suit will be heard by the Belgian courts first, but could also be lodged with the EU Court in Brussels, “with the aim of decommissioning Tihange 2,” said the report.
Nunavut suicide rate 10 times that of Canada’s national average
The suicide rate in Nunavut, newest, and least populous territory of Canada, is 10 times that of the national average. In the case of Inuit boys 15 to 19, the suicide rate is 40 times higher than those of their peers in the rest of Canada, said a report.
“Since the territory was created in 1999, some 479 Inuit have killed themselves. The collateral damage that suicide inflicts means every one of the territory’s 36,000 residents has been devastated by the trauma.”
Nunavut’s chief coroner has pleaded for help from the territory’s minister of health and senior bureaucrats, asking them to declare a state of emergency, said the report.
“We have reached a breaking point and our community is under crisis,” Suramala wrote in an email, addressed to the officials. “I leave it in your best hands to make the decision of calling [a] state of emergency.”

Los Angeles declares a State of Emergency as 60,000 homeless miss their dreams
The largest concentration of homeless people in the country are located just six blocks away from City Hall, Councilman Jose Huizar, who co-chairs the City Council’s homelessness and poverty committee told reporters.
“There are about 4,000 of them living in skid row,” he said. “Unfortunately, that is just a small percentage of the city’s homeless population.”
“[About] 85 percent of the city’s homeless population lives outside of Skid Row, throughout the city.” Councilman Mike Bonin told LATimes. “It’s time to get real, because this is literally a matter of life and death.”
“Many people here have compromised immune systems in these unsanitary conditions, and it can be deadly,” said the Rev. Andy Bales, an advocate for the homeless on Los Angeles’ skid row, where they often are the victims of violence, patient dumping and illness. [LATimes]
[Note: L.A. County puts the number of homeless in the city of Los Angeles at about 26,000, an increase of 12% in two years, though the actual figure is widely believed to be about 60,000.]
Nearly one-quarter of all homeless people were children under the age of 18 (23 percent or 135,701). Ten percent (or 58,601) were between the ages of 18 and 24, and 66 percent
(or 384,122) were 25 years or older.
There were 216,261 homeless people in families on a single night in January 2014, accounting for 37 percent of all homeless people.
There were 45,205 unaccompanied homeless children and youth on a single night in 2014. Most (86 percent or 38,931) were youth between the ages of 18 and 24, and 14 percent (or 6,274) were children under the age of 18.
N. California Farmers Skip Planting to Sell Water To LA at $700 Per Acre Foot
Northern California farmers are leaving their fields fallow this year to cash in on their water rights at $700 per acre foot, said a report.

They’re selling their rights to Los Angeles County at a new price that is twice what southern California authorities paid for their water in 2010.
In 2014, rice farmers received $500 per acre foot of water. This year the stakes are even higher because water replaces rice as their cash crop.
“We’re going to make a lot more selling the water than planting the rice,” a farmer north of Sacramento told NBC News. “This is a huge deal.”
Some farmers are concerned that the water may simply be taken away from them.
“In the long term, if we don’t make it available we’re afraid they’ll just take it,” said a fourth generation rice farmer with senior rights to Yuba River water, said the report.
“It’s much more than we ever expected to get. But at the same time, that just shows the desperation of the people that need it,” he said.
He and his fellow farmers are selling 20 percent of their allotment to Los Angeles’s Metropolitan Water District, which provides water from Los Angeles to San Diego County.
California experienced its driest January in recorded history (record-keeping began in 1895), as groundwater and snowpack levels fell to record lows.
A state of emergency proclaimed by Gov. Brown in January remains in effect, as Califonia enters its fourth year of severe drought.
Meantime, the Governor and other senior state officials were expected to announce Emergency Drought Legislation later Thursday, March 19, 2015.
“Taking action to further strengthen water conservation in the state, the State Water Resources Control Board yesterday voted to expand and extend an emergency regulation to prohibit certain water use, such as washing down sidewalks, and create a minimum standard for outdoor irrigation restrictions by urban water suppliers,” said the governor’s office.

Storm triggers deadly mudslides in Southern California
Heavy rain and high winds brought by a Pacific storm lashed Southern California, triggering flash floods and mudslides that killed at least one person, and damaged scores of homes, forcing the evacuation of thousands of residents.
In Glendora, a suburb of Los Angeles, where a major wildfire had scorched the land, mudslides blocked several roads and prompted the authorities to place at least 1,000 homes under evacuation orders.
In Camarillo Springs, a town located about 75km NW of LA, mudslide destroyed about 20 homes.
The storm dumped about 4 cm of rain in Downtown Los Angeles on Friday, reports said.
Magnitude 4.1Mw earthquake strikes near Rowland Heights, California
Centered at 33.961°N, 117.892°W the quake struck at a depth of about 9.4km, according to USGS/EHP.
The latest temblor was the 14th quake measuring 2.5Mw or greater to strike the area since a magnitude 5.1 quake on Friday caused scattered damage around the LA area.
54 people Displaced
The Friday quake left at least 54 people displaced in Fullerton, about 8km south of the epicenter, due to damage to their homes, authorities said.
“The quake also shook items off tables, rattled chandeliers and resulted in scattered damage to cars and property, including setting off a rockslide in the Orange County city of Brea that flipped a car on its roof,” Reuters reported.
A swarm of at least 140 smaller aftershocks have rattled the area since Friday.

L.A. Basin blanketed by smoke as Colby fire burns 1,700 acres, destroying homes and forcing mass evacuations
Red Flag Warning is in effect for much of Los Angeles and Ventura counties due to gusty Santa Ana winds and very low humidities, said NWS.
A fast-moving wildfire that started in the hills above Glendora has consumed more than 1,700 acres, destroying homes, forcing thousands to evacuate, and enveloping much of the Los Angeles Basin in a thick pall of smoke.
The blazed has destroyed at least five homes and damaged 2 dozen outbuildings and other structures, said fire officials. About 600 fire crews have been deployed.
The event is significant because it may herald an unprecedented winter fire season amid the driest conditions ever recorded in the region.
High pressure over the Great Basin will continue to generate gusty Santa Ana winds over Los Angeles and Ventura counties. These winds should strengthen some this evening then remain gusty into Friday, before weakening Friday afternoon into Saturday. The strongest winds will occur in the afternoon through evening hours. Peak gusts to around 50 mph are expected in the mountains, with gusts peaking to around 40 mph range in the valleys. –NWS
The relative humidities would stay between 6 – 8 percent with temperatures forecast to reach 90s.
Squirrel tests positive for plague in Angeles National Forest North of LA
A ground squirrel has tested positive for plague after it was trapped in the Angeles National Forest during “routine surveillance activities,” said the Los Angeles County Department of Public Health.
The LA County has released the following health advisory:
HEALTH ADVISORY: Closures Posted for Broken Blade, Twisted Arrow, and Pima Loops of the Table Mountain Campgrounds Due to Plague Found in a Ground Squirrel

LOS ANGELES – Los Angeles County Department of Public Health and U.S. Forestry Service officials have closed the Broken Blade, Twisted Arrow, and Pima Loops of the Table Mountain Campgrounds in the Angeles National Forest after tests confirmed that one ground squirrel trapped on July 16, 2013 during routine surveillance activities tested positive on July 23, 2013 for plague. The sites were officially closed at 1:00 p.m. today, and will be closed for at least 7 days. Campers at the site have been notified of the closure by Forest Service officials. The campgrounds and recreational areas are located near Wrightwood. In coordination with the Los Angeles County Department of Agriculture/Weights and Measures, the squirrel burrows in the area will be dusted for fleas. Further testing of squirrels will be done before the area is re-opened to the public.
“Plague is a bacterial infection that can be transmitted to humans through the bites of infected fleas, which is why we close affected campgrounds and recreational areas as a precaution while preventive measures are taken to control the flea population,” said Jonathan E. Fielding, M.D., M.P.H., Director of Public Health and Health Officer. “It is important for the public to know that there have only been four cases of human plague in Los Angeles County residents since 1984, none of which were fatal.”
Plague has been known to reside in the ground squirrels population in the San Gabriel Mountains. Previous routine surveillance identified one plague-positive ground squirrel in 2010 from the Los Alamos campgrounds in Gorman; one in 2007 and two in 1996 from the Stoneyvale Picnic Area near La Cañada/Flintridge; and one plague- positive ground squirrel from an adjacent campground in Vogel Flats in 1995.
Transmission of plague through flea bites causes bubonic plague, with symptoms including enlargement of lymph glands (buboes) near the flea bite and rapid onset of fever and chills. Untreated bubonic plague can progress to infection of the blood, or rarely, the lungs, causing pneumonic plague. All forms of the disease can be fatal if not treated; however, most patients respond well to antibiotic therapy.
Individuals visiting recreational areas near the Broken Blade, Twisted Arrow, and Pima Loops of the Table Mountain Campgrounds need to take certain precautions to avoid contact with wild animals that could be carrying plague- positive fleas. Visitors to recreational areas should not feed wild animals, not leave edible trash out where wild animals can get to it, avoid camping or picnicking in the immediate vicinity of ground squirrel burrows, and should avoid taking pets into areas where they could be exposed to fleas. If you must take your pet into areas with fleas, please ensure your pet has appropriate flea control and vaccinations, as recommended by a veterinarian.
“Protection with an insect repellant containing DEET is also recommended for persons visiting the Angeles National Forest and engaging in outside recreational activities in other areas of LA County,” said Dr. Fielding. Insect repellant can help protect people against fleas, mosquitoes, and ticks. Products containing DEET are not safe for use on pets.”

Powerhouse fire in the Angeles National Forest and Santa Clarita spreads to 30,000 acres
The massive wildfire north of Los Angeles grew to about 30,000 acres and was 40% contained as of Monday morning, authorities said.
The blaze has so far destroyed at least 6 homes and damaged more than a dozen others, according to several reports.
About 2,200 fire crews were attempting to suppress the fire which broke out Thursday afternoon in the Angeles National Forest north of Castaic, close to a Los Angeles Department of Water and Power station in San Francisquito Canyon near Drinkwater Reservoir.
More than 1,000 homes in the Lake Hughes and Lake Elizabeth areas were still under mandatory evacuation, as of posting.

Flooding Wreaks Havoc in Central Europe
Major flooding has worsened across Austria, Czech Republic, Germany, Poland, Slovakia and Switzerland, with several countries declaring states of emergency.
A large part of Eilenburg, a town north-east of Leipzig, was evacuated, with more than 7,000 people being taken to emergency shelters.
In Austria, two months of rain fell in just two days, said the meteorological office, forcing the authorities to evacuate hundreds of people.
Water levels in the Bavarian city of Passau, located at confluence of three rivers—the Danube, Inn and Ilz—were at their highest since 1501, the local media reported.

China slaughterhouse fire kills 119, injures many more
Death toll from a large fire at a “poultry slaughterhouse” in NE China’s Jilin Province has climbed to to 119 as of Monday afternoon, the authorities said.
The fire broke out early morning at a workshop “owned by the Jilin Baoyuanfeng Poultry Company in Mishazi Township of Dehui City” also injured dozens of others, the report said.

Turkish protests turn into bloody riots
Hundreds of thousands of people have taken to the streets across Turkish cities, angry over the heavy-handed police response to a small peaceful demonstration last week.
Hundreds of protesters and police have been injured since Friday.
Protests began last week against construction in Istanbul’s “last remaining open space,” the Taksim Gezi Park.
The anti-government protests have now spread to 67 provinces across Turkey.
The largest demonstrations were held in Istanbul, the capital city of Ankara and ports of Antalya and Izmir.
“The unrest has delivered a blow to Turkish financial markets that have thrived under Erdogan. Shares fell more than six percent and the lira fell to 16-month lows,” said a report.
Some protestors complained about the costs from the prime Minister Erdogan’s support of rebels in neighboring Syria’s civil war.

Another storm is expected to hit Southern California today
More rain would spell more mudslides and misery for the hill side communities in California. The new system is likely to move in Tuesday with a 40% chance of showers starting Tuesday afternoon, lasting into Wednesday, the National Weather Service (NWS) said.
The storm is expected to be less severe than the ones that buffeted the area on Friday and Saturday, triggering mudslides which caused much destruction in the foothills communities of the San Gabriel Mountains.
Forecasters say the coastal and valley areas should expect about 1.5cm (1/2 inch) of rain, with up to 4cm (1 1/2 inches) in the mountains areas Tuesday through Wednesday.
So far about 31cm (12 inches) of rain has fallen in downtown Los Angeles, compared with a norm of 21cm (8 inches) during this time of year, NWS said.

A magnitude 5.2 earthquake occurred near the Whittier Narrows, California, region 21 km northeast of the location of this earthquake on October 4, 1987 (UTC), with estimated population exposures of 477,000 at intensity VII and 2,994,000 at intensity VI, resulting in an estimated 1 fatality. On January 17, 1994 (UTC), a magnitude 6.7 earthquake occurred near the Northridge, California, region 32 km northwest of the location of this earthquake, with estimated population exposures of 73,000 at intensity IX or greater and 2,181,000 at intensity VIII, resulting in an estimated 33 fatalities. CO2 maps zoom in on greenhouse gas sources
New analysis by Purdue researchers of greenhouse gases shows that the emissions are greater in the southeastern United States than was previously thought. In this image, the amount of red represents the increased amounts of carbon dioxide in the atmosphere from previous estimates, and the blue represents a reduction in atmospheric CO2. About Project Vulcan
The Vulcan Project is a NASA/DOE funded effort under the North American Carbon Program (NACP)to quantify North American fossil fuel carbon dioxide (CO2) emissions at space and time scales much finer than has been achieved in the past. The purpose is to aid in quantification of the North American carbon budget, to support inverse estimation of carbon sources and sinks, and to support the demands posed by the launch of the Orbital Carbon Observatory (OCO)scheduled for 2008/2009. The detail and scope of the Vulcan CO2 inventory has also made it a valuable tool for policymakers, demographers and social scientists.
