Deadlier than average monsoon rains wreak havoc in India, Nepal and Bangladesh
Incessant rains have destroyed roads, bridges and other public infrastructure, washed away crops and killed scores of people and farm animals across South Asia.
The floods have ruined hundreds of thousands of homes, affecting or displacing up to 10 million people, according to local news.
Sierra Leone mudslide
The death toll in Sierra Leone mudslide has passed 500, with at least 600 others still missing.
Congo
Meanwhile, a massive landslide in eastern Congo buried a village last week, and may have killed hundreds of people.

Deadly Rainstorms, Flooding, Mudslides Plague Central, S and SW China
“Days of torrential rain in central China’s Hunan Province raised the water level of the Xiangjiang River, a major tributary of the Yangtze River, to exceed its record flood level Sunday morning [The water level in the section of the river in Changsha, capital of Hunan, reached 39.21 meters surpassing previous record set by a massive flood in 1998.]”
“Hunan has experienced severe flooding after ongoing torrential rain over the last 10 days. Since June 22, flooding has inundated parts of several cities, forced 311,300 people to evacuate, damaged 295,160 hectares of crops and destroyed 6,369 houses,” Xinhua reported.

U.S. Pacific NW storms kill two, cut power to thousands, unleash mudslides
Governor Inslee has declared a state of emergency in Washington State as record-breaking storms continue to dump historic amounts of precipitation over the region.
State EOC activated due to hazardous weather throughout Washington
The State Emergency Operations Center (EOC) was activated at a Phase III level at 08:30 a.m. today in response to severe weather conditions throughout Washington State. Staff at the State EOC are monitoring the situation and available to assist with the needs of affected communities.
The Northwest Weather Service (NWS) has issued flood warnings for 25 rivers above flood stage in fourteen counties. The NWS has issued a variety of advisories, watches and warnings for coastal flooding, high winds, and other hazardous weather throughout the state. This includes a high wind warning for Spokane and parts of southeast Washington.
Local emergency operation centers have been activated in nine counties — Cowlitz, King, Lewis, Pierce, Skagit, Snohomish, Spokane, Thurston, and Yakima counties.
Highlights
- A buoy 440km off the Oregon coast showed waves were over 12m, as of posting, reported NWS.
- 13 days this year with 2.5cm+ rainfall in Seattle, which was a new record. Total rainfall on those 13 days was 45cm, or 45% of the yearly total 100.5cm.
- Storms dumped up to 47.6cm of rain on parts of Oregon, and more than 31cm on several areas in Washington.
- Storm-related incidents have claimed at least two lives in Oregon, as of posting.
- Tillamook County in Oregon has declared a State of Emergency following days of extreme rains that caused widespread flooding, mudslides and damage.
- Severe flooding and damage have also been reported throughout the Oregon coast.
- Sinkholes, cracks and landslides reported in multiple roadways, including on U.S. 101.

The White House has declared a major disaster exists in the State of Washington in the areas affected by the wildfires and mudslides including Chelan, Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, Whatcom, and Yakima counties and the Confederated Tribes of the Colville Reservation.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said the Federal Coordinating Officer for federal recovery operations in the affected areas.

Hillside collapses on Guatemalan village, destroying scores of homes, burying hundreds of people
At least 26 bodies have so far been recovered after a hillside collapsed on the village of El Cambray Dos, near the Guatemalan capital, officials said.
The mudslide may have buried as many as 600 people, according to the Guatemalan disaster agency. About three dozens people were pulled out of the mud and taken to nearby hospitals.
The disaster occurred after extreme rain events washed off the hillside unleashing a torrent of mud and debris onto houses in El Cambray, located in a valley about 12 km east of Guatemala City on Thursday.

Deadly tropical storm ERIKA, devastates Dominica, killing at least 20
Tropical storm ERIKA has devastated the tiny Caribbean island of Dominica prompting the prime minister to declare that his country has been set back 20 years.
“The visual damage I saw today, I fear, may have set our development process back by 20 years,” said Skerrit after surveying his storm-ravaged island country, which has a population of only about 75,000.
Flooding and mudslides caused by the storm has claimed at least 20 lives, and the authorities expect the death toll to rise.
Prime Minister Roosevelt Skerrit the deadly storm had caused “monumental destruction” to his country including key infrastructure facilities and roads, and that “hundreds of homes around the country have been destroyed or rendered unsafe to occupy,” local media reported.

The Disaster President has declared a major disaster exists in the Commonwealth of Kentucky in the areas affected by severe storms, tornadoes, straight-line winds, flooding, landslides, and mudslides during the period of July 11-20, 2015.
The areas that are worst affected by the extreme weather events include Bracken, Breathitt, Carroll, Carter, Clay, Cumberland, Elliott, Estill, Fleming, Floyd, Henry, Jackson, Johnson, Knott, Lawrence, Lee, Leslie, Letcher, Lewis, Lincoln, Magoffin, Menifee, Montgomery, Morgan, Nicholas, Owsley, Perry, Robertson, Rockcastle, Rowan, Spencer, Trimble, Washington, and Wolfe counties.
The latest Federal Disaster Declaration is the fourth major disaster declaration for Kentucky since April.

¼ Million people stranded in Bangladesh as floods, deadly mudslides bury hundreds of villages
Flash floods and deadly mudslides have drowned hundreds of villages in low-lying areas of Bangladesh, including southeastern districts of Cox’ Bazar, Bandarban and Chittagong, destroying scores of homes and leaving about 250,000 people stranded since June 24.
At least two dozen people have lost their lives and many more are injured, according to reports.
The victims are facing food shortages as well as lack of safe drinking water, and are at the risk of being affected by water-borne diseases, according to the government’s Disaster Management Information Center (DMIC).

Severe weather, floods, mudslides, landslides… wreak havoc throughout Wyoming
Wyoming Gov. Mead has issued an Executive Order declaring a State of Emergency in response to flooding in the Cowboy State.
I am very concerned about the weather-related damage across Wyoming and the toll it is taking on our citizens and communities, said Governor Mead. Mudslides have closed some roads in Sunlight Basin near Cody, Wind River Canyon and Togwotee Pass and flooding has caused damage in Niobrara, Johnson and other counties.

Arkansas town evacuated as Red River rises
Small town of Garland City, located about 20 miles from in Texarkana, Arkansas, was evacuated early Friday, after Miller County emergency management officials issued a mandatory evacuation order for the town’s 250 residents.
Although the town’s levee had been weakened and was leaking, it had not failed, and the evacuation was ordered as a precaution, officials said.
Emergency management officials sounded a siren and went door-to-door to warn residents.

Up to a 100 dead or missing, many injured, 1,000 evacuated after landslide
Mudslide tore through the town of Salgar in SW Colombia’s Antioquia department killing at least 65 people and leaving many more injured, said officials.
Torrential rains flooded river Liboriana causing it to burst its banks, triggering the mudslide, which swept away the neighborhood of Santa Margarita, said local reports.
Meantime, the Colombian President declared a state of Emergency after touring the disaster area on Monday.
- Antioquia Governor said the number of dead was expected to rise, adding that he had no idea how many residents were missing.
- At least 1,000 people have been evacuated.
- More rain is forecast for the region this week.

Kentucky Survivors of April Storms Can Register for Disaster Aid
FRANKFORT, KY – Residents of 10 Kentucky counties who suffered damage from the severe storms, tornadoes, flooding, landslides and mudslides of April 2-17, 2015 may be eligible for federal disaster assistance.The Federal Emergency Management Agency (FEMA) and Kentucky Emergency Management (KYEM) announced jointly that assistance is available to affected individuals in Bath, Bourbon, Carter, Elliott, Franklin, Jefferson, Lawrence, Madison, Rowan and Scott counties.
Additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments, said the Federal Coordinating Officer for federal recovery operations in the affected areas.

Heavy rain and high winds brought by a Pacific storm lashed Southern California, triggering flash floods and mudslides that killed at least one person, and damaged scores of homes, forcing the evacuation of thousands of residents.
In Glendora, a suburb of Los Angeles, where a major wildfire had scorched the land, mudslides blocked several roads and prompted the authorities to place at least 1,000 homes under evacuation orders.
In Camarillo Springs, a town located about 75km NW of LA, mudslide destroyed about 20 homes.
The storm dumped about 4 cm of rain in Downtown Los Angeles on Friday, reports said.

Mudslides triggered by EREs claim more lives in Italy
Extreme weather events have left at least a dozen people dead in Italy during the past four weeks.
The Liguria region has received more rain over the past two weeks than it normally gets in the entire year, said a report.
Extreme Rain Events (EREs) since mid October have swamped large swathes of Italy, inundating homes, businesses and infrastructure, causing damage estimated at up to two billion dollars so far.

ERE unleash deadly landslide killing a dozen, leaving hundreds missing in Sri Lanka
A deadly landslide caused by extreme monsoon rains buried score of homes with hundreds of occupants in Meiriyabedda tea plantation near the town of Haldummulla in Uva Province, Sri Lankan officials said.
“Rescue operations have recovered 10 bodies so far,” said a spokesman for the Disaster Management Center, adding that the landslide was more than 3km long.
“At least 250 people are still missing and 140 homes are buried.”
Landslides in Sri Lanka killed at least two dozen people and left thousands displaced earlier this year.

Mudslides kill at least 6, displace thousands in Mexico
Mexico has declared states of emergency in 36 municipalities after mudslides killed at least 6 people and left more than 4,000 displaced.
Torrential rains brought by the remnants of Tropical Storm TRUDY unleashed widespread flooding and mudslides in southern Mexican states of Guerrero and Oaxaca that left at least six people dead.
Schools have been ordered shut ” for an area stretching from the tourist resort of Acapulco to the border with Oaxaca,” AP reported.

Powerful typhoon heads north after buffeting Kyushu region
PHANFONE (TY 18W) is expected to make landfall on Japan’s main island of Honshu Monday.
The typhoon is dumping up to 125mm of rain per hour over areas along the Pacific coast from western to northeastern Japan, while generating large storm surges along the coastal areas.
At14:59UTC on Sunday typhoon PHANFONE (TY 18W) was located near 32.2N 134.6E, according to JTWC.
The powerful storm was tracking northeastward at about 20km/h [according to local information] packing sustained winds of about 170km/h with wind gusts exceeding 205km/h [Fire-Earth Models.]
Maximum significant wave height was 13 meters (42 feet), according to JTWC.
Multiple Warnings
Local authorities have issued multiple warnings for destructive winds, major storm surges, flooding and mudslides along the typhoon’s predicted path.

Kentucky Declared a Federal Disaster Area after Extreme Weather Damage (DR-4196)
The White House has declared a major disaster exists in the Commonwealth of Kentucky in the areas affected by severe storms, flooding, landslides and mudslides during the period of August 18-23, 2014.
Areas worst affected by the disasters include Floyd, Johnson, Knott and Pike counties.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said the Federal Coordinating Officer for federal recovery operations in the affected areas.

Minnesota Declared Major Disaster Area (DR-4182)
Federal disaster has been declared for the state of Minnesota in 8 counties worst affected by severe storms, straight-line winds, flooding, landslides, and mudslides during the prolonged period of June 11 to July 11, 2014.
Worst of the disaster stricken areas are Chippewa, Freeborn, Jackson, Murray, Nobles, Pipestone, Renville, and Rock counties.
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said Fema in a statement released by White House.
