Storm expected to 10 inches of snow on much of VA Wednesday night – Thursday
Gov. McAuliffe declared a state of emergency today in response to the major snow storm that is forecast to hit the Commonwealth starting Wednesday night.
“Now is the time for Virginia to get ready for this storm,” said McAuliffe. “This state of emergency declaration will empower the Virginia Department of Emergency Management, the Department of Transportation, the Virginia National Guard, and our electric and cable utilities to prepare for a storm that is predicted to create power outages and significant travel challenges across the Commonwealth over the next few days.”

Deadly Snow Storm Threatens 32 States
States of Emergency Declared in Arkansas, Kansas, Mississippi, New Jersey…
The second snow storm in a week is forecast to dump up to a foot of snow across all or portions of at least 32 states. The deadly snow storm will be followed by yet another massive arctic blast that will bring life-threatening temperatures and frigid conditions to more than two-thirds of the country.
Gov. Brownback has signed a state of disaster emergency declaration for Kansas for the entire state in response to a deadly storm, which continues to batter Kansas as it moves through the state.
Arkansas Declares a State of Emergency amid Widespread Power Outages
Tens of thousands of Arkansans were left without electricity on Tuesday, prompting Gov Beebe to declare a state of emergency.
“A severe winter weather system, beginning February 3, 2014, and continuing, has resulted in the loss of electric power and other utilities within the State of Arkansas, which will require utility companies and their crews to work long hours to restore such services as quickly as practicable … Adverse circumstances have been brought to bear upon the citizens and public properties within the State … [I’m authorized as] a state governor to declare a regional emergency during the duration of the emergency conditions, not to exceed thirty (30) days from the date of the initial declaration of emergency, and to exempt any motor carrier or driver operating a commercial motor vehicle to provide direct assistance in providing emergency relief during an emergency …” said Gov Beebe in his State of Emergency Proclamation.
Mississippi declares a State of Emergency amid Threat of Deadly Snow Storm
Gov. Bryant has declared a State of Emergency as a deadly snow storm threatens to batter northern portions of Mississippi, including Coahoma, DeSoto and Tunica counties.
“I have declared a State of Emergency to aid emergency officials in preparing for the onset of this potentially dangerous weather,” said Bryant. “Residents should not overreact but should make plans now to ensure they are prepared for a variety of conditions, including prolonged freezing temperatures, icy roadways, heavy rains, and potential flooding.
New Jersey Declares Yet Another State of Emergency
New Jersey Gov Christie issued yet another State of Emergency late Tuesday ahead of the winter storm that is forecast to dump up to a foot of snow just about everywhere.
All state offices will be closed Wednesday, said the New Jersey Office of Emergency Management.
“Tonight’s winter weather is expected to produce snow and ice, creating hazardous travel conditions and affecting areas throughout the state that are already recovering from yesterday’s storm,” said Gov. Christie in a statement, urging “all New Jerseyans to remain off the roads if possible” to allow “first responders and public safety officials can safely respond to any emergency situations.”

Kansas declared a disaster area as deadly snow storm threatens two-thirds of the U.S.
Gov. Brownback has signed a state of disaster emergency declaration for Kansas for the entire state in response to a deadly storm, which continues to batter Kansas as it moves through the state.
“We still have some of the most difficult conditions ahead of us as the snowfall is followed by heavy winds and bitterly cold temperatures,” said Brownback. “Travel will remain treacherous and temperatures will be dangerously cold.”
National Weather Service (NWS) has issued multiple hazard warnings for about two-thirds of the United States as more than 150 million people are impacted by the storm.
Major Winter Storm Continues to Move East
A major winter storm will continue to move east into Wednesday with multiple hazards including: heavy snow from central Kansas through the Ohio Valley and Northeast; heavy ice accumulation from Arkansas into the Ohio River Valley and Mid-Atlantic; and heavy rainfall with possible flooding for parts of the Ohio and Tennessee River Valleys.

Another winter storm is shaping up in the center of the nation and will spread eastward into the Northeast during the short-range forecast period.
A massive surge of frigid air from the Arctic that is following this storm system will lower temperatures by more than 40 degrees below normal in the High Plains.
“Kansas City and eastern Kansas is going to get a lot of snow,” said a meteorologist at the NWS Storm Prediction Center. “It’s remarkable weather. Winter is entrenched. It doesn’t appear to be wanting to go anywhere.”
A Foot of Snow in Kansas: “Unprecedented Event”
Kansas City had received about 8 inches of snow by late Tuesday, as forecasters warned of up to a foot of snow across more than two dozen states that are so far impacted by the deadly storm.
This event is unprecedented because only about 3 percent of the winter storms that hit Kansas City dump more than 6 inches of snow, Reuters reported another NWS meteorologist as saying.
At least two people were killed on Tuesday in a weather-related car crash in Kansas, one of hundreds of road collisions across Kansas and Missouri, officials said.
Flight Cancellation and Delays
More than 5,000 flights into, within, or out of the United States have been canceled since Sunday, and at least 14,000 others delayed (source flight aware.com), impacting an estimated 2 million air travelers.
Parts of the UK, France and Italy are inundated as extreme rain events wreak havoc across Europe
The Environment Agency in the UK has issued hundreds of flood warnings and flood alerts including 9 severe flood warnings (danger to life) along the coastal areas.
Severe flooding is expected in the lower reaches of the River Severn in Gloucestershire as a result of high tidal levels combined with high river levels. Conditions are expected to result in danger to life due to flood bank over-topping and fast flowing water, and severe disruption to transport with a risk of motorists becoming stranded. Italy
In Italy, at least 1,000 homes were evacuated in the city of Pisa as the Arno river threatened to burst its banks, and floodwaters submerged vast swathes of the countryside.
Floodwaters also inundated parts of Florence, and nearby towns, forcing the schools to remain closed on Friday.
Authorities in Venice are bracing for high tides, exacerbated by heavy rains, rising to more than 140cm above the average sea level.
France
“The French department of Finistere, in the west of the country, was placed on red alert as forecasters warned of huge waves and extensive flooding. Ten other French departments were also on alert for rising water levels,” reported Bbc.
The downpour has swollen rivers in Tuscany causing widespread flooding and leaving more than 1,000 homes inundated.
Blizzard
Meanwhile, snow storms, high winds and bitter cold continued to batter Eastern Europe prompting the local and national authorities to issue multiple states of emergency for the region.
In Romania, most parts of the country remained under states of emergency as temperatures plummeted to -22ºC and authorities ordered schools closed in the south, south-east and eastern regions.
The blizzard is said to be one of the worst in living memory with winds of about 70 km/hr reducing visibility to 20 meters.

In the northern and central US temperatures felt as low as -60 degrees (-51ºC) due to wind chill, according to the National Weather Service.
Illinois Governor Quinn called the Polar Vortex “one for the record books,” as New York Governor Cuomo declared on Monday that parts of major highways would be closed due to the extreme conditions.
In Minneapolis, an emergency room doctor said he was treating frostbite injuries that had occurred even through protective clothing, AP reported.

Deadly cold and heavy snowfall have paralyzed much of the U.S. northeast, leaving at least 12 people dead, closing schools and government, disrupting transport networks, and forcing thousands of flight cancellations and delays.

Up to 46cm (18in) of snow blanketed major cities including New York, Washington, D.C., Boston and Portland, Maine, as dangerously low temperature continued to dip into the frigid zone.

On Friday, the Office of Personnel Management in Washington told more than half million federal employees they could work from home or take the day off because of the deadly storm. “The United Nations in New York and federal courts in New York, New Jersey, and Boston shut down. Major Snow Storm and Dangerous Cold Prompt States of Emergency Declarations in States of New York, New Jersey
Authorities in northeastern US have warned residents to stay indoors, as the region braces for a major winter storm forecast to dump up to 14in (35cm) of snow on many areas.
The governors of New York and New Jersey have declared states of emergency and advised residents to stay indoors.
“As this winter storm unfolds, bringing heavy snow and high winds to many parts of the state, I strongly urge all New Yorkers to exercise caution, avoid travel and stay indoors,” said New York Governor Cuomo.
Blizzard conditions, with wind gusts of up to 76 km/h are forecast for New York, and throughout much of New England.
Massachusetts Governor Patrick sent all non-emergency government employees home two hours early, warning residents to stay indoor and avoid dangerously low temperatures.

Heavy snow affects 18 States in Midwest, Northeast
About 53 percent of the continental U.S. was covered by snow, including all or parts of 18 states in the Midwest and Northeast exactly a week before the first official day of winter.
Heavy snow prompted authorities in dozens of counties, cities and towns across Midwest and Northeast to declare snow emergencies. The snowstorm trekked more than 1,000 miles across the Midwest on Saturday and into the Northeast states overnight, affecting every major city, town and rural area in the region. States affected include Missouri, Illinois, Wisconsin, Indiana, Michigan, Ohio, West Virginia, Virginia, Maryland, New Jersey, Pennsylvania, New York, Connecticut, Massachusetts, Rhode Island, Vermont, New Hampshire, and Maine.
A record-breaking snow storm has dumped more than 2m of snow on Maniototo Plain, New Zealand, making parts of Otago region no-go zones, raising fears that stock won’t survive the extreme weather.
“This is the biggest snow dump we’ve had, ever,”said a local farmer, a young calf may not survive the night with temperatures falling as low as -12ºC.

The storm also lashed the capital Wellington, causing “tens of millions of dollars” in insured damages alone, said the Insurance Council of New Zealand.
Severe gales with winds of up to 200km/h struck Wellington, lifting roofs, felling trees and closing roads.
“More than $36 million of insured damage was caused by a storm that lashed the country in late April. That was one of the most damaging storms in the past five years and the Nelson and Bay of Plenty regions were the most affected,” said a report.
“I expect the damage from this storm will be more than that,” said the Insurance Council.

“Early season” snowstorm surges south and east across the U.S.
A powerful early season snow storm is forecast to bring light to heavy snow, freezing temperatures and strong winds to the north-central Plains today. Snow will expand to the central Plains and the northern Rockies on Friday and Saturday, NOAA forecasters said.
Forecasters in several locations are calling for overnight low temperatures in the 20s that will bring an end to the growing season. A hard freeze with temperatures in the 20s is expected through 9 a.m. Friday in western South Dakota and northeast Wyoming. Freezing overnight temperatures are also expected in parts of Colorado, Nebraska, Kansas and Missouri.

China. Landslide death toll in Yiliang County, located in SW China’s Yunnan province, has climbed to at least 19, including 18 primary school children.
Eight-hundred residents were relocated after the landslide.
Yiliang was struck by a cluster of earthquakes on September 7, which left 81 people dead and 800 others injured, said a report.

South Africa. Anglo American Platinum, world’s largest platinum producer, has fired 12,000 striking South African miners after a protracted strike over wages, reports said.
Clashes between striking miners and police left one worker dead.
Some 34 miners were shot dead by the “post-apartheid” police in August.

This month was the 4th coldest February on record, NWS said
It pummeled New York and much of the U.S. Northeast, depositing about 60cm (2 feet) of snow in NYC.
Schools were closed in New York City, Philadelphia and other cities in the Northeast.
Businesses were forced to close down.
City’s transportation systems were shut down.
The National Weather Service said more than 50cm (20 inches) of snow had fallen so far, making the storm the third heaviest on record. The record snow for New York was set in February 2006 when more than 68cm (~ 27 inches) of the fluffy stuff covered NYC.
As of Friday, a new all time snow record was set for the month of February with the latest storm raising the month’s total to 91.5cm (36 inches).
The storm started on Thursday and could last through Saturday with another 10-20cm of additional snow forecast for NYC.
It was the third storm to strike the U.S. Northeast in four weeks.
About one million homes and businesses across the region experienced blackouts on Thursday and 75 percent were still without 24 hours later, Associated press reported.
Strong winds, gusting up to 100 km per hour (60 mph) were recorded in eastern Long Island, the National Weather Service said.
In Philadelphia, winds gusted managed only 80 km per hour (50 mph) prompting the city to declare its fourth snow emergency of the winter, local reports said.
A man was killed in Central Park, NYC, on Thursday after he was hit by a tree limb that broke off under the weight of the snow.
Up to 1,200 flights were canceled throughout the region.
Most train and commuter bus services in the area were also canceled.

About 70% of the US blanketed in snow; winter’s largest snow cover

The United States has recorded its most extensive snow cover of the winter. Moderate to heavy snow and ice has covered up to 70% of the country in the past few days extending the snow coverage from 47.5% on January 27th to the largest snow cover of the winter at 69.7% on January 31st, the National Operational Hydrologic Remote Sensing Center (NOHRSC) reported.

Vercorin, Switzerland Sees 6ft of Snow in just 3 Days
NC Gov Declares State of Emergency after Snow Storm
Large snow storms have been reported across Switzerland, Germany, Austria, and France in the past three days.
Switzerland saw the most snow, On the Snow reported. In Vercorin, Switzerland, snow topped 180cm. Elsewhere in Switzerland, Germany, Austria and France between 105 and 120cm (48 inches) of snow covered much of the region.
“Another 42-70cm of further snow is forecast within the next five days in Switzerland, Germany, Italy, and France: 70cm in Gstaad, Switzerland; 48cm in am Belchen and Todtnauberg, Germany; 47cm in Courmayeur, Italy; and 42-44cm in La Mongie, Piau Engaly, and Saint Lary Soulan, France.” The report said.
In Germany’s North Rhine-Westphalia, the region where the cities of Cologne and Dusseldorf are located, more than 300 accidents were reported in a 12-hour period between Friday night and Saturday morning.
The chaos on the North Rhine-Westphalia roads killed at least one motorist and injured 40 others, while Bavaria’s frozen roads claimed another two lives, and a road accident in Thuringia killed 2 more people.
Flights at some of the airports in both regions were canceled or delayed, as police advised motorists to stay at home.

Meanwhile, North Carolina Gov. Beverly Perdue declared a state of emergency as more than a foot of snow blankets mountain areas. About 20 emergency shelters opened across the state, Perdue said.
“The storm left roads icy and snow packed across the South, and thousands were without power as ice accumulated. Although police said they had to clear hundreds of wrecks, there were no deaths or serious injuries reported.” WMBF reported.
Some 11 inches of snow covered Asheville, North Carolina, on Friday. The storm that brought the winter weather to the Southeast is now heading toward the Eastern Seaboard.
The lowest temperature in the Lower 48 states ranged from a low of -25ºF degrees at Upson, Wisconsin, to a high of 83ºF degrees at Vero Beach, Florida.

The Heaviest Blanket of Snow in 100 Years Covered Most of the Northeast US Yesterday
The worst December snowstorm since 1909 covered NE US under up to 20 inches of snow.

The snow storm has wreaked havoc affecting areas from North Carolina to New England, with blizzard conditions reported in Washington, DC.
Transportation throughout the Mid-Atlantic have all but come to a virtual stop.
In Newton, Massachusetts, Police Department reported that as of 11 p.m. on December 19, 2009 a snow emergency would be in effect for the city of Newton.
Snow across Europe also caused chaos
Snow blanketed most of Europe. Airports were shut in many countries and roads were made impassable as snow covered the continent. The Channel Tunnel was closed after 6 of their trains broke down allegedly due to “cold weather,” with thousands of passengers stranded.

Heavy snowfall on Friday closed UK airports including two in London, and caused chaos on the UK roads.
More than half a million pupils were sent home as 1,500 schools closed early.
Heavy snowfall hit Romania causing major power blackouts and transport problems, with most flights from the capital Bucharest delayed, and many train services canceled.
In Paris, France, officials asked airlines to cancel 1 in 5 flights into and out of Charles de Gaulle and Orly airports.
In Belgium, Brussels international airport saw many flights cancelled after snow and ice covered runways.
Grisons region in Switzerland reported a record low temperature of minus 32 degrees Celsius (-32ºC ~ -25ºF) Friday night.
In Poland the number of deaths from cold weather jumped by 15, bringing the total to 47 since early December.
Dusseldorf Airport, Germany’s third largest was shut down as arctic conditions tightened its grip over northern Europe.

Bfor Beijing’s November Snow [over-seeding the clouds?]
At least 21 people have perished in heavy snow in China including four children who reportedly died when two school canteens collapsed, China’s official news agency Xinhua reported.
“As of 5 p.m. Friday, more than 9,000 buildings collapsed and about 190,400 hectares of crops were affected, causing direct economic losses of around 4.5 billion yuan (about 659 million U.S. dollars), ministry said.”
Nearly 8 million people have been affected by the snow, of whom about 160,000 people had to be evacuated from their homes.

Nor’easter fed on remnants of Storm Ida battered mid-Atlantic coast
The governors of Virginia, Delaware and New York called up the National Guard to help with evacuations of hundreds of people using special trucks that operate in high water, the US Defense Department reported.
A coastal storm fed on remnants of Idea developed into a nor’easter with hurricane strength winds battering the mid-Atlantic coast from northeast North Carolina to New Jersey. It felled trees, flooded vast areas and left at least 5 dead with another three people missing.

M for the most powerful storm of the year to strike Britain
Britain was struck by “the most powerful storm of the year” yesterday as forecasters predicted fierce winds and flooding in many areas.
“For England it is probably likely to be the strongest winds this year,” British Met Office said. “It is not a surprise to see it. It is certainly a feature of weather at this time of year but 80 mph [129 km/h] is certainly getting in to the realms of winds where you are likely to see disruption due to structural damage, for instance trees coming down.”
The Met Office issued 85 flood watches, 20 flood warnings including a severe flood warning for Wales and the south of England last night as the weather system battered Britain. Flooded roads brought traffic to a standstill and forced delays and cancellations of ferry and train services.
In Cornwall gale force winds downed trees and some areas were submerged under 2 feet (60 cm) of water.
According to a weather report the storm is caused by a large low-pressure system in the North Atlantic, extending from Newfoundland to western Europe.

Ice and Snow Have Covered a Vast Area of the United States, from the Plains to the East Coast
A powerful storm spread ice and snow from the southern Plains to the East Coast of the United States. It blocked road, closed schools and government offices, cut power and killed at least 13 people in weather-related incidents since the storm began on Monday.

At least ¼ of a million customers were left without power throughout Arkansas, Kentucky, Oklahoma and southeastern Missouri.
Up to a thousand schools, colleges and universities called off classes Tuesday in hard-hit areas of Arkansas, Illinois, Indiana, Kentucky, Maryland, Missouri, Ohio, Oklahoma and W.Virginia.

About 15 inches of snow was forecast in New Hampshire, as the storm threatened to spread the spell into New England, prompting the New Hampshire Legislature to cancel Wednesday’s sessions.
