Much of Japan hammered by high wind, giant waves and heavy snowfall
At least 9,700 people have been ordered to evacuate Nemuro, a town in the northern Japanese prefecture of Hokkaido, as heavy snowfall, high wind and giant waves plagued the region leaving more than 50,000 residents without power, the media reported Tuesday.
Warnings have also been issued to residents in the region concerning the threat of flooding as high waves batter the coastal areas putting some 4,000 families at risk, Kyodo News reported.
At least 169 people were injured in the Kanto area, which includes Tokyo, after heavy snow blanketed eastern and northern Japan early on Monday.
Heavy snow has led to hundreds of flight cancellation, and suspension of train services as of posting.
North and South Carolina proclaim states of emergency as severe winter storm approaches
Governors in North and South Carolina have declared states of emergency as a severe winter storm approaches.
Gov. Haley proclaimed a State of Emergency for 31 counties in the Upstate, Pee Dee and Midlands of South Carolina.
Gov. McCrory also proclaimed a State Of Emergency for the entire state late Wednesday.
McCrory activated the State Emergency Response Team for the second time in two weeks.
“We are preparing for as much as eight inches of snow across the majority of the state,” he said. “We are anticipating the worst.”
Meantime, the local media reported more than 2,000 crashes on icy roads, throughout the state.
“Between midnight and noon, State Highway Patrol troopers responded to approximately 700 calls for service; of those, 400 were collisions. Yesterday, troopers responded to nearly 3,000 calls for service including 2,300 vehicle crashes. The Highway Patrol typically responds to approximately 1,000 calls in a 24-hour period,” said a report.
States of Emergency Declared in Alabama and Georgia
State of Emergency were proclaimed in Alabama and Georgia as the exceptionally severe weather approached Tuesday.
Meantime, Ohio reported major salt shortages in many parts of the Buckeye State.
Record Snow in Boston
Boston has shattered several snowfall records, so far, including snowiest February and snowiest month ever. The total amount of snow measured at Logan International Airport is now 101.8 inches for the season, said The National Weather Service (NWS), which makes the winter the second snowiest on record, so far, less than 6 inches behind the all-time record of 107.6 inches set during the 1995-96 winter.
[The city has also smashed the record for most sub-freezing days ever recorded in February.]
Historic Cold Causes at lest 74 Fatalities
At least 74 deaths have been attributed to the historic cold and record snowfalls, which have also caused major travel disruptions, and forced schools, businesses and government offices to close repeatedly across most of the U.S.

State of Emergency proclaimed for Alabama as exceptionally severe weather approaches
Gov Bentley has declared a State of Emergency for all Alabama counties ahead of severe winter weather that is forecast to move through Alabama.
The potential exists for loss of life, injuries and property damage as severe winter weather moves through the state of Alabama bringing ice, snow, sleet, freezing rain as well as subfreezing temperatures beginning February 25, 2015, said the governor in his State of Emergency Proclamation.
The State of Emergency will become effective at 6:00 a.m. Wednesday.
Bentley, has also mobilized 250 National Guards to respond to emergencies, and authorized local authorities to shut schools and offices, if necessary.
On Tuesday, snow and ice forced school closures across the south, bringing the traffic on roads and highways into a standstill, and creating havoc for commuters, with record numbers of crashes reported.
Deal declares state of emergency effective 2 p.m. Wednesday
Georgia Gov. Deal has declared a state of emergency for 50 counties effective 2 p.m. Wednesday (February 25, 2015).
“With forecasts showing we could see accumulation by 4 p.m., I want to make sure we get as many commuters home before then as possible,” Deal said. “While current models show that temperatures will remain above freezing, we don’t want to run the risk of having normal rush hour traffic volume if there’s snow or ice on the highways.”
The National Weather Service (NWS) has issued a winter storm warning for metro Atlanta and north Georgia, with potential for up to 4 inches of snowfall in the Atlanta area, effective 10 a.m. Wednesday.

Relentless snowfall in northeast China’s Heilongjiang Province has destroyed or damaged hundreds of homes, the official Xinhua reported authorities as saying.
“The inclement weather resulted in the death of 271 sheep, 92 large animals, damage to 644 houses and destroyed another 78. Meanwhile, 37 hectares (ha) of greenhouse vegetables were also destroyed.”
Oil spill causes “one of the worst” ecological disasters in Israel
A major oil spill, which occurred after a pipeline burst, has severely damaged a nature reserve in southern Israel.

NY Declares State of Emergency Amid Deadly Snowstorm
All 50 U.S. states experience freezing temperatures or colder weather as a polar vortex pushes arctic air across the country.
Every U.S. state, including Hawaii, saw temperatures plunge to freezing point or lower on Tuesday, said the National Weather Service (NWS).
State of Emergency Declared in New York
The arctic blast also prompted NY governor to declare a state of emergency in western and central New York due to heavy snow.
The counties included in the executive order are Cattaraugus, Chautauqua, Erie, Franklin, Genesee, Herkimer, Jefferson, Lewis, Oswego, Wyoming, and contiguous counties.
“This storm may persist until Friday morning with the potential for another two feet of snow,” said Cuomo, dispatching the National Guard. “New Yorkers in these areas should exercise extreme caution, and stay off the roads until conditions are clearer and safer.”
Up to 1.2 meters of snow is forecast for large swathes of western New York, while several areas could receive as much as 1.8 meters, said NWS.
Deadly Snowstorm
“Four people have died as a result of the snowstorm. Three of them succumbed, apparently from heart problems, two of them while shoveling the deep snow. Another was killed while attempting to push a car out of a drift,” said a report.

A New York highway superintendent called the snowstorm “surreal.”
“I’ve been here 33 years and this is one of the top ones,” he told The Buffalo News. “It’s surreal … this is one of the worst I’ve seen.”

Massive winter storm to dump torrential rain, heavy snow coast-to-coast
A powerful winter storm system is forecast to move across the western U.S. this weekend dumping heavy rain and mountain snow, with floods and mudslides possible in southern California, said NWS.
The storm will push eastward this weekend bringing a dangerous wintry mix of precipitation to much of the central Plains to Ohio Valley late Saturday and Sunday, and eventually to the East Coast by Monday.
A surge of anomalously cold Arctic air is expected to cause a large-scale winter weather event across the Middle Mississippi and Ohio Valleys later this weekend, forecasters said.

State of emergency declared in TN as ice and snow pound state’s south
The Tennessee Emergency Management Agency (TEMA) declared a state of emergency in the state on Wednesday due to extreme weather.
“The cold air and precipitation is expected to build northward in the state throughout Wednesday and is likely to produce ice and snow-covered roads into Thursday morning,” said TEMA in a statement. “Localized power outages are possible due to downed trees and power lines.”
TEMA also activated its emergency operations center after forecasters predicted that storm system could dump up to 12 inches of snow on parts of the state.
120 Million of People Affected
The massive storm system is affecting an estimated 120 millions people in 22 states from Texas to Maine, leaving more than a dozen people dead and many injured, as of posting.
Winter Storm Warnings, Watches and Advisories were in effect from Georgia to Maine. Forecasters have warned the powerful system could dump up to 18 inches (46 cm) of snow over the Atlantic Coast through Saturday.

Gov. Christie has declared a state of emergency and closed state offices in New Jersey as a deadly snowstorm moves up U.S. East Coast
“This winter storm is expected to arrive tonight and last through early Friday morning, and the heavy snow will create hazardous travel conditions across the state,” said Christie. “I encourage all New Jerseyans to drive carefully and remain off the roads if possible …”
Forecasters said the storm could dump more than a foot of snow on some parts of the state.
“Tomorrow does not look like a good day in New Jersey,” said Christie.

Storm expected to 10 inches of snow on much of VA Wednesday night – Thursday
Gov. McAuliffe declared a state of emergency today in response to the major snow storm that is forecast to hit the Commonwealth starting Wednesday night.
“Now is the time for Virginia to get ready for this storm,” said McAuliffe. “This state of emergency declaration will empower the Virginia Department of Emergency Management, the Department of Transportation, the Virginia National Guard, and our electric and cable utilities to prepare for a storm that is predicted to create power outages and significant travel challenges across the Commonwealth over the next few days.”

More than 2 inches of ice could cover much of U.S. South by Thursday
Alabama, Georgia, Louisiana, Mississippi, North Carolina and South Carolina have also declared States of Emergency due to the severe ice storm. More states are expected to follow suit.
Hundreds of schools and offices were ordered closed along the storm path from Texas to North Carolina.
“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.
Thousands of flight were canceled or delayed on Tuesday and the trend is expected to continue through weekend.

Federal Emergency Disaster Declared for the State of Georgia
The White House has declared a federal emergency in the State of Georgia resulting from a severe winter storm beginning on February 10, 2014, and continuing.
The emergency disaster declaration will provide federal disaster relief to “lessen or avert the threat of a catastrophe” in the counties of Banks, Barrow, Bartow, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Cobb, Dade, Dawson, DeKalb, Douglas, Elbert, Fannin, Floyd, Forsyth, Franklin, Fulton, Gilmer, Gordon, Gwinnett, Habersham, Hall, Haralson, Hart, Jackson, Lincoln, Lumpkin, Madison, Murray, Oconee, Oglethorpe, Paulding, Pickens, Polk, Rabun, Stephens, Towns, Union, Walker, Walton, White, Whitfield, and Wilkes.
Energy Emergency
The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.
A total of at least 38states and District of Columbia are currently impacted by shortages of propane and other heating fuels.

Parts of northeastern U.S. and Canada buried under 60+ cm (2 feet) of snow as deadly wind chill continues to plunge temperatures.
A massive blast of Arctic Air [aka “Polar Vortex”] is expected to plunge temperatures by up to 60 degrees (F) below average from the Northern/ Central High Plains to the Upper Mississippi Valley.
Hard Freeze Warnings, Freeze Warnings and multiples of other Weather Hazard Warnings, Watches and Advisories are in effect throughout the eastern two-thirds of the country, extending into the deep South and spanning along almost the entire Gulf Coast.
“It may feel as cold as negative 50 to negative 60 on Sunday night over sections of the north-central states,” said a meteorologist with NWS.
“In those conditions, frost bite sets in on exposed skin within five minutes. A person not properly dressed could die easily in those conditions.”
The mega winter storm is said to be the worst in two decades, caused by a “polar vortex.”
“It’s just a large area of very cold air that comes down, forms over the North Pole or polar regions; [it] usually stays in Canada, but this time it’s going to come all the way into the eastern United States,” said a meteorologist with NWS.
Heavy snow has paralyzed large parts of the northeast and Canada, claiming up to two dozen lives, grounding at least 6,000 flights and delaying twice as many since Thursday, and shutting down transport systems.
Schools and government offices have been forced to close throughout the states of New York, Massachusetts and Connecticut.
The governors of New York and New Jersey have declared states of emergency on Thursday and have since advised residents to stay at home.
The mayor of Bridgeport also declared a state of emergency.

Winter storm ALEXA dumps heavy snow on parts of the West Bank and Israel
ALEXA has dumped the heaviest storm in living memory on parts of the West Bank and Israel since Wednesday, paralyzing Jerusalem and leaving thousands in Israel without power, as severe flooding forced tens of thousands from their homes in Gaza Strip.
Severe flooding triggered by extreme rain events has forced about 40,000 Gaza Strip residents from their homes, including more than 5,200 who were evacuated to safety, officials said Saturday.
“Large swathes of northern Gaza are a disaster area with water as far as the eye can see,” said UNRWA that administers refugee camps in the Occupied Palestinian Territories.

Areas near a refugee camp in northern Gaza “have become a massive lake with two-meter-high waters engulfing homes and stranding thousands,” said an UNRWA spokesman.

The strip has experienced 12-hour blackouts daily since the lone power plant was switched off in November due to a fuel shortage, said a report.
Unprecedented winter weather has wreaked havoc, causing major disruptions across the region, AP reported.
Massive snow and violent gales could hit much of the UK through Friday
The UK Met Office has issued severe weather warnings for violent gales across much of the country on Thursday as well as a snow warning for Scotland through Friday.
With dangerous windchill, overnight temperatures are forecast to plunge to -11ºC in much of the North through weekend and to -5C in the South, including the capital London.

“Westerly gales are expected to spread southwards across northern and central areas of the UK on Thursday, with widespread gusts of 60 to 70 mph. However within the area of the amber warning gusts are expected to reach 80 mph in places and perhaps as high as 90 mph in exposed parts of the north and west of Scotland,” warned the UK Met Office.
Warning also includes potential for significant coastal flooding along the East Coast of England, parts of southeast Scotland, north Wales and northwest England… causing significant disruption along coastal routes.

NWS Forecast
As Arctic air continues to push southward over the next couple days, the low pressure center in southern Iowa is forecast to intensify on Wednesday and then quickly move into the upper Midwest by Wednesday night. This storm will continue bringing heavy snow, gusty winds, and dangerous wind chills to the Northern Plains and upper Midwest on Wednesday. Additional snow accumulations are expected to range from 6 to 12 inches with up to 15 more inches possible in the upper Great Lakes. As the Arctic front pushes further southward into the central Rockies, additional snowfall totals will range from 4 to 10 inches with upwards of 12 to 18 inches for the highest elevations. Freezing rain accumulations up to a quarter of an inch are possible across portions of the upper Midwest and upper Great Lakes tonight and into tomorrow. In addition, this same system could produce a quarter to more than half an inch of ice across portions of Southern Plains into the lower Ohio Valley later this week.
BRITAIN is facing an unprecedented six month winter, with a strong probability heavy snow and sub-zero temperatures would last until May 2014, said forecasters.
A “widespread snow event” is forecast to wreak havoc on the roads and paralyze transport networks as early as next week.
Winter 2013 could be the worst in 66 years with Polar conditions lasting into May 2014. A record-breaking period of bitter Arctic winds, paralyzing snowfall and plunging temperatures is forecast to hit the entire country.
A high pressure system is drawing in freezing air from the Arctic, generating “an exceptionally prolonged period of widespread cold” in Britain that will be colder than in Iceland, Norway and Sweden and even parts of the Arctic region, forecasters said.

“It will be accompanied by snow drifts of several feet and long-lasting snow accumulations on a widespread scale,” said a long-range forecaster at Exacta Weather.
“This period of snow and cold is likely to result in an incomparable scenario to anything we have experienced in modern times.”
“This winter could also be a carbon copy of 1947, the snowiest in history with showers in March leading to seven-meter high drifts,” said the report, “the worst winter since 1814, with continuous snowfall from January 22 to March 17.”
This winter could now parallel the worst winters ever recorded, said a forecaster for Vantage Weather Services.
“Looking back at historical data there is certainly an argument that we may well parallel with severe winters of the past including 1947 and 1962.
“We have had such a cold November, and there is no sign of any change due to a high pressure blocking system.
“When these severe temperatures bed in it becomes like an accumulative effect – like a heatwave but in reverse, we could be looking at the longest winter in history,” he said.
“And this is when you see records breaking, all signs point towards this winter being exceptionally severe, I wouldn’t put anything past it.”
An estimated 40,000 people perished in Britain due to the cold weather in 2012.
“That more people die from the cold every year in temperate Britain than in freezing Sweden is an embarrassment and a tragedy,” said a campaigner.

Emergency Warnings in 9 Chinese provinces as record rains batter central and south China
Extreme rain events have dumped between 50 and 100mm of rain across nine provinces in central and south China, with 34 monitoring stations reporting record rainfalls.
“Authorities have issued emergency warnings. Forecasters say it is rare to see such strong rains in May,” said a report.
Forecasters have warned that up to 200mm of rain could swamp Hunan, Jiangxi and Guangdong provinces and Guangxi Zhuang Autonomous Region, triggering floods and landslides.

Cold, Snow, Rain Buffet Vermont
More than 19cm (7½ in) of snow fell on Mount Mansfield in Stowe by early Sunday, as a winter storm moved across the region.
Other significant snowfall reported in Walden (6 in), and Marshfield and Greensboro (4 in), NWS said.
Meantime, NWS issued Flood Watches across most of Vermont, and Flood Warnings in northern portion of the state.
The worsening drought in Namibia has decimated most of the available grazing across the country, said a report.
“According to farmers in the Northern Communal Areas (NCAs) the situation is getting worse by the day and grazing in areas that farmers thought would save them is gradually decreasing. To worsen matters farmers do not have water for their livestock.”
The Namibian President declared a national drought emergency earlier this month.

Fukushima Nuke Plant Leaking Large Quantities of Radioactive Water
Up to 120 tons of radioactive water may have leaked from one of the seven underground storage tanks at Japan’s crippled Fukushima nuclear plant, contaminating the surrounding ground, Tokyo Electric Power Co was reported as saying.
The storage tanks hold about 13,000 cubic meters of contaminated water, which TEPCO is transferring to other tanks nearby, Kyodo news wire quoted the utility as saying.

Manatee death toll rising in Florida despite Red Tide ebbing
Red Tide, a deadly algae bloom, has killed at least 241 manatees in Florida so far this year, surpassing the previous record of 151 deaths set in 1996.
The recent Red Tide bloom in the Gulf of Mexico began in September 2012 covering a 70-mile (113-km) stretch of southwest Florida’s coast from Sarasota County to Lee County, which is home to a large population of the state’s estimated 5,000 manatees, said a report.

Frozen Britain
UK temperatures over the past week fell to among the coldest experienced in April for nearly 100 years, with maximum temperatures barely above the freezing in many parts of the southeast, reports said.
At -11.2ºC (11.8 degrees Fahrenheit), the village of Braemar in Scotland, about 90 km west of Aberdeen, held the joint coldest weather anywhere in the UK in April for nearly a century.

Snowpocalypse Russia: Snow ‘tsunami’ buries entire city
More than 10 feet of snow has buried the polar circle city of Norilsk, forcing rescue workers to dig passageways through the snow banks.
Large icicles, up to three feet long, are breaking up at random and causing a lethal hazard for pedestrians below, said a report.
In Moscow, more than 10 inches of snow—about half the average snowfall for the month of January—has pushed the congested city to the verge of a traffic collapse. “Traffic measuring portal Yandex reported Grade 10 (out of 10) jams on Friday, as strong winds created blizzard conditions and built imposing snow drifts.”

The United States has recorded its most extensive snow cover of the winter. Moderate to heavy snow and ice has covered up to 70% of the country in the past few days extending the snow coverage from 47.5% on January 27th to the largest snow cover of the winter at 69.7% on January 31st, the National Operational Hydrologic Remote Sensing Center (NOHRSC) reported.

Vercorin, Switzerland Sees 6ft of Snow in just 3 Days
NC Gov Declares State of Emergency after Snow Storm
Large snow storms have been reported across Switzerland, Germany, Austria, and France in the past three days.
Switzerland saw the most snow, On the Snow reported. In Vercorin, Switzerland, snow topped 180cm. Elsewhere in Switzerland, Germany, Austria and France between 105 and 120cm (48 inches) of snow covered much of the region.
“Another 42-70cm of further snow is forecast within the next five days in Switzerland, Germany, Italy, and France: 70cm in Gstaad, Switzerland; 48cm in am Belchen and Todtnauberg, Germany; 47cm in Courmayeur, Italy; and 42-44cm in La Mongie, Piau Engaly, and Saint Lary Soulan, France.” The report said.
In Germany’s North Rhine-Westphalia, the region where the cities of Cologne and Dusseldorf are located, more than 300 accidents were reported in a 12-hour period between Friday night and Saturday morning.
The chaos on the North Rhine-Westphalia roads killed at least one motorist and injured 40 others, while Bavaria’s frozen roads claimed another two lives, and a road accident in Thuringia killed 2 more people.
Flights at some of the airports in both regions were canceled or delayed, as police advised motorists to stay at home.

Meanwhile, North Carolina Gov. Beverly Perdue declared a state of emergency as more than a foot of snow blankets mountain areas. About 20 emergency shelters opened across the state, Perdue said.
“The storm left roads icy and snow packed across the South, and thousands were without power as ice accumulated. Although police said they had to clear hundreds of wrecks, there were no deaths or serious injuries reported.” WMBF reported.
Some 11 inches of snow covered Asheville, North Carolina, on Friday. The storm that brought the winter weather to the Southeast is now heading toward the Eastern Seaboard.
The lowest temperature in the Lower 48 states ranged from a low of -25ºF degrees at Upson, Wisconsin, to a high of 83ºF degrees at Vero Beach, Florida.
