USDA Designates 18 Additional Counties in Texas as Crop Disaster Areas
The U.S. Department of Agriculture (USDA) has designated 18 additional counties in Texas as agricultural disaster areas due to the worsening drought.
The latest disaster areas are Dewitt, Gray, Karnes, Armstrong, Carson, Goliad, Lavaca, Atascosa, Collingsworth, Gonzales, Live Oak, Bee, Donley, Hemphill, Roberts, Victoria, Wheeler, and Wilson counties.

Notes:

2. USDA trigger point for a countywide disaster declaration is 30 percent crop loss on at least one crop.

Extreme Drought Conditions Plaguing California Threaten 17 Communities with Water Famine
The state of California, currently experiencing its worst drought on record, has identified 17 rural drinking water systems most at risk. They serve communities ranging from about 40 to 11,000 throughout the Golden State.
Some 3,000 community water systems with at least 15 service connections each provide water in California.
“As the severe drought continues, we’re working with impacted communities to identify alternative water sources and additional resources,” said California Department of Public Health (CDPH).
The announcement follows the Governor’s drought state of emergency proclaimed last week.
CDPH has identified the following communities whose drinking water systems are at greatest risk:
- Shaver Lake Heights Mutual Water Company (Fresno County)
- Sierra Cedars Community Services District (Fresno County)
- Bass Lake Water Company (Madera County)
- Whispering Pines Apts (Mariposa County)
- Boulder Canyon Water Association (Kern County)
- Cypress Canyon Water System (Kern County)
- Lake Of The Woods Mutual Water Company (Kern County)
- Camp Condor (Kern County)
- Jackson Valley Irrigation District (Amador County)
- City of Willits (Mendocino County)
- Redwood Valley Community Water District (Mendocino County)
- Brooktrail Township Community Services District (Mendocino County)
- Washington Ridge Conservation Camp (Nevada County)
- Ophir Gardens (Placer County)
- Lompico County Water District (Santa Cruz County)
- City of Cloverdale (Sonoma County)
- Healdsburg (Sonoma County)
Gov. Brown Declared Drought State of Emergency earlier this month amid worst dry conditions in 119 years
Brown had earlier described the drought as being “really serious,” adding that 2014 could be California’s third consecutive dry year. “In many ways it’s a mega-drought.”
California Drought
- 2013 was California’s driest year since records began 119 years ago.
- Many California reservoirs are at their lowest levels in years.
- The snow cover is less than 20 percent of the normal at this time of year.
- Lake Shasta, the state’s largest reservoir is holding just over a third of its full capacity, down from the normal of more than a half at this time of year, according to officials.
- Sacramento City Council has voted to enact severe water rationing as the region is faced with historically low water levels on the American River with a long-range forecast showing little, if any, rain.

37 Counties in five states designated as agricultural disaster areas: USDA
The U.S. Department of Agriculture (USDA) has designated 37 counties in five states as agricultural disaster areas due to damages and losses caused by the ongoing drought.
The designated disaster areas, both primary and contiguous, spared across the following states:
- California: Del Norte, Mendocino, Siskiyou, Humboldt, Shasta, Trinity, Glenn, Lassen, Plumas, Tehama, Lake, Modoc and Sonoma counties.
- Idaho: Cassia, Gooding, Twin Falls, Blaine, Jerome, Oneida, Camas, Lincoln, Owyhee, Elmore, Minidoka and Power counties.
- Oregon: Jackson, Josephine, Klamath, Lake, Curry, Deschutes, Douglas, Harney, Lane and Curry counties.
- Nevada: Washoe and Elko counties.
- Utah: Box Elder County.
All counties listed above were designated natural disaster areas August 14, 2013, said USDA.
As of August 14, 2013 at least 1,317 U.S. counties were designated as primary or contiguous agricultural disaster areas due to the ongoing drought.

98 Counties in nine states designated as agricultural disaster areas: USDA
The U.S. Department of Agriculture (USDA) has designated 98 (ninety-eight) counties in nine states as agricultural disaster areas due to damages and losses caused by the ongoing drought and freeze earlier in the year.
The designated disaster areas, both primary and contiguous, spared across nine states:
- Idaho (23 counties designated as disaster areas)
- Montana (4)
- Nevada (2)
- Oregon (1)
- Wyoming (1)
- Mississippi (41)
- Alabama (4)
- Louisiana (3)
- California (19)
The U.S. Department of Agriculture (USDA) has designated 19 counties in California as agricultural disaster areas due to damages and losses caused by the ongoing drought.
The counties designated as primary or contiguous disaster areas are
Calaveras, Orange, San Joaquin, Santa Clara, Alameda, Contra Costa, Riverside, San Bernardino, Santa Cruz, Alpine, Los Angeles, Sacramento, San Diego, Stanislaus, Amador, Merced, San Benito, San Mateo and Tuolumne.
Drought disaster has also been declared in 5 other states:
- Idaho: Ada, Elmore, Gem, Owyhee, Canyon, Fremont, Lemhi, Payette, Adams, Butte, Custer, Jefferson, Twin, Falls, Blaine, Camas, Gooding, Madison, Valley, Boise, Clark, Idaho, Teton and Washington counties.

The counties are Clarke, Harrison, Marion, Copiah, Jackson, Pearl, River, Covington, Jones, Perry, Forrest, Lamar, Pike,m George, Lauderdale, Stone, Greene, Leflore, Walthall, Hancock, Lincoln, Wayne, Amite, Hinds, Jefferson Davis, Rankin, Carroll, Holmes, Kemper, Simpson, Claiborne, Humphreys, Lawrence, Smith, Franklin, Jasper, Neshoba, Sunflower, Grenada, Jefferson, Newton and Tallahatchie.
Agricultural disaster due to the freeze has also been declared in 2 other states:
- Alabama: Choctaw, Mobile, Sumter and Washington counties.
- Louisiana: St. Tammany, Tangipahoa and Washington counties.

Five Montana Counties Declared Agricultural Disaster Areas Due to Worsening Drought
The U.S. Department of Agriculture (USDA) has designated five additional Montana counties as agricultural disaster areas due to damages and losses caused by the expanding drought.
The designated counties, both primary and contiguous disaster areas, include Silver Bow, Beaverhead, Deer Lodge, Jefferson and Madison counties.
All counties listed above were designated natural disaster areas July 24, 2013, said USDA.
As of July 24, 2013 at least 1,278 U.S. counties were designated as primary or contiguous agricultural disaster areas due to the ongoing drought (see map below).

Disaster declared for 23 counties across three states due to drought and deluge
The U.S. Department of Agriculture (USDA) has designated 13 counties in Texas as agricultural disaster areas due to damages and losses caused by the ongoing drought.
The list for the primary and contiguous disaster areas includes Galveston, Henderson, Anderson, Cherokee, Harris, Smith, Brazoria, Ellis, Kaufman, Van Zandt, Chambers, Freestone and Navarro counties.
Nevada Drought Disaster
USDA has designated also 4 counties in Nevada—Storey, Lyon, Washoe and Carlson City—as agricultural disaster areas due to drought.
Agricultural Disaster Declared in Montana
USDA has designates six counties in Montana—Phillips, Blaine, Fergus, Garfield, Petroleum and Valley—as agricultural disaster areas due to damages and losses caused by excessive moisture and flooding that occurred from May 1 – June 27, 2013.

USDA declares drought disaster in 19 additional counties in four states
The U.S. Department of Agriculture (USDA) has designated a total of 19 counties in four states—Colorado, New Mexico, Texas and California—as agricultural disaster areas due to damages and losses caused by the ongoing drought.
The latest designations, issued on June 26, include both primary and contiguous disaster areas.
- Colorado: Archuleta, Mineral, Conejos, Hinsdale, La Plata,
Rio Grande and Saguache counties.
- New Mexico: Rio Arriba and San Juan counties.
- California: San Diego, Imperial, Orange and Riverside counties.
- Texas: Reeves, Culberson, Jeff Davis, Loving, Pecos and Ward counties.

USDA has designated 50 counties across nine states as Agricultural Disaster Areas due to damages and losses caused by several climatic or weather-related disasters. The designations include both primary and contiguous disaster areas.
The disaster designations are
- Arizona: 6 counties designated as drought disaster areas due to ongoing drought
- Arkansas – Designation #1: 14 counties declared as disaster areas due to damages and losses caused by frost and freezing temperatures that occurred April 18-22, 2013.
- Arkansas – Designation #2: 7 counties declared as disaster areas due to damages and losses caused by high winds, hail and a tornado that occurred April 27, 2013.

- The Primary Disaster Areas are Ector, Leon, Madison, Houston, Liberty and San Jacinto counties.
- The Contiguous Disaster Areas are Anderson, Andrews, Angelina, Brazos, Chambers, Cherokee, Crane, Freestone, Grimes, Hardin, Harris, Jefferson, Limestone, Midland, Montgomery, Polk, Robertson, Trinity, Upton, Walker, Ward and Winkler counties.

Drought levels D0 – D4 spread to 62.42 percent of Contiguous U.S.
The West is worst affected section of the country, with D0 – D4 drought levels covering 86.54 % of the region, up from 80.44% last week, while the Northeast experiences significant increase in D0 – D1 drought levels.

- D1 drought level covered 9.81 percent of the region, up from 0.0% last week.
- Areas covered by D0 – D1 drought levels increased to 54.33%, up from 31.06%.

Springs Fire consumes about 20,000 acres, dozens of buildings in Ventura County
More than 1,000 fire crews are tackling the massive blaze in Ventura County, which threatens about 4,000 houses, hundreds of businesses and Point Mugu U.S. Naval Air Station, as authorities issue new evacuation orders for thousands of residents.
- Officials said flames have crept within 100 feet of homes in Hidden Valley as the fire veered dangerously close to luxury homes and ranches in the area.
- Residents were ordered to evacuate about 1250 houses in Hidden Valley and adjacent canyon roads, southeast of Camarillo, including parts of Newbury Park, Sycamore Canyon, Deer Canyon, Brome Ranch, La Jolla Canyon, Yerba Buena and several other communities, Ventura County fire officials said.
- Fire officials have warned the locals to avoid inhaling the smoke, especially because it contains dangerous chemical fumes released into the air after highly toxic pesticides caught fire at an agricultural storage facility in Laguna Farms.
- A sudden and ferocious start to a California fire season has seen dozens of blazes igniting in California.
- Red Flag Warning were in effect for two large regions in Northern and Southern California, as of posting.
- Humidity remained in single digits for the Red Flag Warning areas.
- Fire officials have compared the moisture levels in the hillsides vegetation to the norm for the month of August.
- The temperature in Camarillo (Ventura County) reached a record high of 96ºF (36ºC) at 11:00 a.m. on Friday, the National Weather Service reported.
- California State Uni at Channel Islands campus, including student dorm, remained closed for a second day on Friday.

USDA declares drought disaster for dozens of counties in Texas, California, Utah, Nevada and Arizona
The U.S. Department of Agriculture (USDA) has designated 37 counties in five states—Texas, California, Utah, Nevada and Arizona—as primary or contiguous agricultural disaster areas, due to damages and losses caused by the ongoing drought.
The latest declaration includes the following:
- Texas: Atascosa, Bandera, Bexar, Coleman, Comal, Concho, Crane, Crockett, Ector, Glasscock, Guadalupe, Kendall, McCulloch, Medina, Menard, Midland, Reagan, Runnels, Schleicher, Tom Green, Upton and Wilson counties.
- California: Fresno, Madera, Mariposa, Merced, Mono and Tuolumne counties.
- Utah: Beaver, Iron, Millard and Washington counties.
- Nevada: Clark, Lincoln, Nye and White Pine counties.

Texas and Florida counties declared drought disaster areas
The U.S. Department of Agriculture (USDA) has designated 22 counties in Texas and Florida as primary or contiguous disaster areas due to damages and losses caused by the ongoing drought.
The designated drought disaster areas in Texas are
- PDA: Calhoun and Jackson counties.
- CDA: Aransas,Colorado, Lavaca, Matagorda, Refugio, Victoria and Wharton counties.
The designated drought disaster areas in Florida are
- PDA: Alachua, Flagler, Putnam and St. Johns counties.
- CDA: Bradford, Clay, Columbia, Duval, Gilchrist, Levy, Marion, Union and Volusia counties.

USDA designates 202 counties in 13 states as agricultural disaster areas due to drought
The U.S. Department of Agriculture (USDA) has designated 202 additional counties in 13 states as primary and contiguous disaster areas due to damages and losses caused by the recent drought.
Those states are California, Colorado, Idaho, Iowa, Kansas, Missouri, Montana, Nebraska, Nevada, South Dakota, Texas, Utah, and Wyoming.
- The worst hit state this week was Nebraska with 89 counties designated as primary disaster areas and 3 others as contiguous disaster areas.
- Texas was second with 25 counties, followed by Wyoming where 23 counties were designated as drought disaster areas.

The U.S. Department of Agriculture (USDA) has designated 32 counties in Texas as drought disaster areas, due to damages and losses caused by the ongoing drought.

U.S. Drought Disaster Map. This USDA/FSA map shows 1,044 counties designated as drought disaster areas across 25 states, as of April 3, 2013.
The designation include both primary and contiguous disaster areas. The counties are:
- (PDA) Brazos, Frio, Harris, Wharton, Colorado, Grimes and Montgomery.
- (CDA) Atascosa, Dimmit, La Salle, Madison, Uvalde, Austin, Fayette, Lavaca, Matagorda, Walker, Brazoria, Fort Bend, Leon, Medina, Waller, Burleson, Galveston, Liberty, Robertson, Washington, Chambers, Jackson, McMullen, San Jacinto and Zavala.
As of April 2, 2013, more than 2/3 of Contiguous U.S. remained abnormally dry or worse.

- About 52 percent of the contiguous U.S. was in moderate drought or worse, as of April 2, 2013.
- The map shows 35.30 percent in severe drought or worse; 17.13 percent in extreme drought or worse; and 5.20 percent in exceptional drought, compared with 5.10 percent the preceding week.
Other Disaster Declarations
Florida. USDA has also designated 19 counties in Florida as agricultural disaster areas in three separate designations due to various disasters.
- Designation #1 is for (PDA) Flagler, Putnam and St. Johns counties, and (CDA), Alachua, Clay, Duval, Marion and Volusia counties due to freezes and frosts that occurred Feb. 17 – March 4, 2013.
- Designation #2 is for (PDA) Holmes and Washington counties, and (CDA), Bay, Jackson and Walton counties due to frosts, excessive rain, flooding, flash flooding and high winds that occurred Feb. 4 – March 4, 2013.
- Designation #3 is for (PDA) Palm Beach County, and (CDA), Broward, Glades, Hendry, Martin and Okeechobee counties due to freezes, frosts and high winds that occurred March 3-4, 2013.

About 2/3 of Contiguous U.S. remains abnormally dry or worse

About 51.64 percent of the contiguous U.S. was in moderate drought or worse, as of March 26, 2013. The map showed 35.19 percent in severe drought or worse; 16.85 percent in extreme drought or worse; and 5.10 percent in exceptional drought, compared with 5.40 percent the preceding week.

Texas Counties declared disaster areas due to ongoing drought
The U.S. Department of Agriculture (USDA) has designated 34 counties in Texas as primary and contiguous disaster areas due to damages and losses caused by the recent drought.
Primary Disaster Areas:
Austin, Coleman, Runnels, Waller, Burleson, Fayette, Tom Green and Washington counties.
Contiguous Disaster Areas:
Bastrop, Brazos, Brown, Caldwell, Callahan, Colorado, Concho, Coke, Fort Bend, Gonzales, Grimes, Harris, Irion, Lavaca, Lee, McCulloch, Menard, Milam, Mongomery, Nolan, Reagan, Robertson, Schleicher, Sterling, Taylor and Wharton counties.
All counties listed above were designated natural disaster areas March 27, 2013.

About two-thirds of Contiguous United States remains ‘abnormally dry’ or worse
As of March 12, 2013, about 63.67 percent of Contiguous U.S. was ‘abnormally dry’ or worse (D0 – D4 drought conditions on the U.S. Drought Monitor scale).
- More than 95 percent of High Plains was ‘abnormally dry’ or worse last week .
- About 76 percent of the West, 64 percent of South, 51 percent of Midwest, and 45 percent of Southeast were also in D0 – D4 drought conditions last week.

The U.S. Department of Agriculture (USDA) has designated 135 counties across 10 states and an independent city in Nevada as agricultural disaster areas due to damages and losses caused by the recent drought.
- The states are Arizona, California, Florida, Georgia, Nevada, New Mexico, Oregon, Texas and Utah.
- The designations include both primary and contiguous disaster areas.
