USDA designates hundreds of counties and parishes across the US as crop disaster areas

Major losses and damages caused by multiple disasters including drought and deluge, frost and freeze, excessive snow and extreme rainfall, as well as other extreme climate and weather events, and two Hurricanes Maria and Irma have prompted USDA to declare crop disasters in at least 287 counties, parishes and territories across 22 states and the Virgin Islands.

Those states are Alabama, California, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, Louisiana, Maryland, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Ohio, Oregon, South Carolina, South Dakota, Washington, Wisconsin, and the Virgin Islands.

The Disaster Designations:

USDA has designated three territories in the Virgin Islands as crop disaster areas due to losses caused by multiple disasters that occurred during Hurricanes Irma and Maria that occurred during the 2017 crop year.

  • Designation Number 1 – St. Croix, St. John and St. Thomas islands in the U.S. Virgin Islands have been designated as crop disaster areas due to losses caused by Hurricane Irma that occurred during Sept. 6, 2017 through Sept. 7, 2017.

AI: H5N2 strain reported in Wisconsin, H7 HPAI in Tennessee

The U.S. Department of Agriculture (USDA) has reported a  strain of low pathogenic H5N2 avian flu  in a flock of 84,000 turkeys in Barron County, Wisconsin (OIE), the second in the country in two days.

The USDA Animal Plant Health Inspection Service (APHIS) and the Wisconsin Department of Agriculture Trade and Consumer Protection are responding to this event. • Testing of the commercial turkey flock occurred after the birds exhibited signs of depression. • Samples were submitted for laboratory testing and were confirmed positive for influenza A virus H5N2 LPAI North American wild bird origin. Both the HA and NA are distinct from the EA/AM H5N2 clade 2.3.4.4 viruses from 2015. • The infected premises was quarantined and the turkeys will be depopulated through controlled marketing. • A comprehensive epidemiological investigation with enhanced surveillance is ongoing.

On March 5, USDA/APHIS confirmed the presence of highly pathogenic H7 avian influenza (HPAI) of North American wild bird lineage in a commercial chicken breeder flock in Lincoln County, Tennessee. “This is the first confirmed case of HPAI in commercial poultry in the United States this year. The flock of 73,500 is located within the Mississippi flyway. Samples from the affected flock, which experienced increased mortality, were tested at Tennessee’s Kord Animal Health Diagnostic Laboratory and confirmed at the APHIS National Veterinary Services Laboratories (NVSL) in Ames, Iowa. Virus isolation is ongoing, and NVSL expects to characterize the neuraminidase protein, or ‘N-type’, of the virus within 48 hours.”

In December 2016, a total of 56 outbreaks of HPAI were detected in poultry farms across Hungary, Germany, Austria, Denmark, Sweden and The Netherlands affecting a variety of poultry species (ducks, geese, turkeys, chickens) mainly in backyard farms. Additionally the virus was found in wild birds in 10 EU Member States (Hungary, Poland, Germany, Croatia, Austria, Denmark, The Netherlands, Sweden, Finland and Romania), as well as in Switzerland.

2017 Reported cases of highly pathogenic avian influenza and HPAI A viruses:

Algeria, Belgium, Belize, Bosnia and Herzegovina, Bulgaria, Cameroon, Chile, China (People’s Rep. of), Croatia, Czech Republic, Denmark, Egypt, Finland, France, Greece, Hungary, India, Iran, Ireland, Israel, Italy, Japan, Kazakhstan, Kuwait, Libya, Liechtenstein, Lithuania, Macedonia (Former Yug. Rep. of), Mexico, Myanmar, Nepal, Niger, Nigeria, Norway, Poland, Portugal, Romania, Russia, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia, U.S., Uganda, Ukraine, United Kingdom and Vietnam.

2017 Reported cases of  low pathogenic avian influenza (poultry):

The USDA crop disaster designated areas are in Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Nebraska, Nevada, New Mexico, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Utah, Virginia and Wyoming.

Notes:
i. USDA trigger point for a countywide disaster declaration is 30 percent crop loss on at least one crop.

ii. The counties designated as agricultural disaster areas include both primary and contiguous disaster areas.

iii. Some counties may have been designated as crop disaster areas more than once due to multiple disasters.

Drought Kills 102 Million Trees in California

The U.S. Department of Agriculture (USDA) announced Friday that the U.S. Forest Service has identified an additional 36 million dead trees across California since its last aerial survey in May 2016. This brings the total number of dead trees since 2010 to over 102 million on 7.7 million acres of California’s drought-stricken forests.

Drought has killed at least 62 million trees in 2016 alone, representing more than a 100 percent increase in dead trees across the state from 2015. Millions of additional trees are weakened and expected to die in the coming months and years.

“These dead and dying trees continue to elevate the risk of wildfire, complicate our efforts to respond safely and effectively to fires when they do occur, and pose a host of threats to life and property across California,” said Agriculture Secretary. “USDA has made restoration work and the removal of excess fuels a top priority, but until Congress passes a permanent fix to the fire budget, we can’t break this cycle of diverting funds away from restoration work  to fight the immediate threat of the large unpredictable fires caused by the fuel buildups themselves.”

This year, California had a record setting wildfire season, with the Blue Cut fire alone scorching over 30,000 acres and triggering the evacuation of 80,000 people. In the southeastern United States wildfires have burned more than 120,000 acres this fall. The southeast region of the Forest Service is operating at the highest preparedness level, PL 5, reflecting the high level of physical resources and funding devoted to the region.  Extreme drought conditions persist, and many areas have not seen rain for as many as 95 days.

Extreme weather and climatic events destroy crops in 39 counties across five U.S. states

The U.S. Department of Agriculture (USDA) has designated the counties of  Hawaii, Kalawao and Maui in the state of Hawaii as crop disaster areas due to damages and losses caused by a recent drought.

Two separate designations have been issued since April 13.

USDA has also designated eight counties in two other states—Nevada and Utah—as crop disaster areas due to drought.  Those counties are:

  • Nevada. Elko, Eureka, Lincoln, Nye, and White Pine.
  • Utah. Juab, Millard and Tooel.

Excessive rain and moisture destroy or damage crops in Texas, Oklahoma

USDA has designated a total of 28 counties in Texas and Oklahoma as crop disaster areas due to damages and losses caused by excessive rain and moisture that occurred from Oct. 23, 2015, through Jan. 10, 2016. Those counties are:

The U.S. Department of Agriculture (USDA) has designated a total of 20 counties in Florida as crop disaster areas due to damages and losses caused by excessive rain and flooding that occurred from Jan. 3, 2016, through Jan. 29, 2016. Those counties are:

  • Brevard, Broward, Charlotte, Collier, DeSoto, Glades, Hardee, Hendry, Highlands, Indian River, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Osceola, Palm Beach, Polk, Sarasota, and St. Lucie.

USDA has also designated a total of 10 counties in Georgia as crop disaster areas due to damages and losses caused by excessive rain that occurred from Sept. 15, 2015, through Dec. 22, 2015.  Those counties are:

California. Alpine, El Dorado, Inyo, Lassen, Modoc, Mono, Nevada, Placer and Sierra counties.

Idaho. Owyhee County.

North Dakota. Benson, Burke, Burleigh, Cavalier, Divide, Eddy, Grand Forks, Griggs, Kidder, McHenry, McLean, Mountrail, Nelson, Pembina, Pierce, Ramsey, Renville, Sheridan, Steele, Towner, Traill, Walsh, Ward, Wells, and Williams counties.

Disaster Number 2: USDA has designated the following counties as crop disaster areas due to damages and losses caused by the combined effects of freeze, frost, and drought that occurred from March 1, 2015, through Oct. 1, 2015.

The U.S. Department of Agriculture (USDA) has designated eight counties in North Carolina as crop disaster areas due to damages and losses caused by excessive rain and flooding that occurred from Sept. 24, 2015, and continues.

Those counties are Granville, Halifax, Franklin, Johnston, Nash, Vance, Wake and Warren.

Crop Disaster Designation #2

In a second designation, USDA has declared the following counties as crop disaster areas due to damages and losses caused by excessive rain that occurred from Sept. 7, 2015, through Dec. 31, 2015.

  • Virginia. Brunswick, Chesapeake, Dinwiddie, Emporia, Greensville, Hampton, Isle of Wight, Sussex, Newport News, Portsmouth and Southampton counties, as well as the City of Suffolk
  • North Carolina. Camden, Gates and Northampton counties.

All counties and city listed above were designated natural disaster areas on Feb. 10, 2016, USDA reported.

North Carolina. Alamance, Caswell, Chatham, Durham, Granville, Guilford, Harnett, Lee, Moore, Orange, Person , Randolph, Rockingham, Stokes and Wake counties.

Lingering excessive heat, excessive rain and moisture have destroyed or damaged crops in at least 37 counties across three states: Georgia, North Carolina and South Carolina.

The U.S. Department of Agriculture (USDA) has designated 20 counties in Georgia as crop disaster area due to damages and losses caused by excessive rain and moisture that occurred from Aug. 24, 2015, and continues. Those counties are:

Appling, Brantley, Bulloch, Burke, Emanuel, Glynn, Jefferson, Jenkins, Johnson, Laurens, Long, McIntosh, Montgomery, Pierce, Screven, Tattnall, Toombs, Treutlen, Treutlen and Wayne.

USDA has also designated 17 counties across the Carolinas as crop disaster area due to damages and losses caused by drought and excessive heat that occurred from April 25, 2015, and continues. Those counties are:

North Carolina. Cabarrus, Davidson, Davie, Forsyth, Gaston, Iredell, Lincoln, Mecklenburg, Montgomery, Rowan, Stanly, Surry, Union, Wilkes and Yadkin.

South Carolina. Lancaster and York.

Extreme Weather Events Destroy Crops in 36 Counties across Three States

Extreme Weather Events have destroyed or damaged crops in at least 36 counties across three states: Wisconsin, Virginia and North Carolina.

Disaster Designation # 1

The U.S. Department of Agriculture (USDA) has designated 14 counties in Wisconsin as crop disaster areas due to damages and losses caused by a late frost and freeze that occurred from May 17, 2015, through June 6, 2015.

Disaster Designation # 2

USDA has designated a total of 22 counties in Virginia and North Carolina as crop disaster areas due to damages and losses caused by flooding that occurred from Sept. 24, 2015, through Oct. 6, 2015.

All counties were designated natural disaster areas on Jan. 06, 2016.

Crop Disasters 2015

USDA declared crop disasters in at least 4,017 counties and county equivalents across 46 States [as well as Puerto Rico, and US Virgin Islands] in 2015. Those states are Arizona, Alabama, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Jersey, New Hampshire, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, West Virginia, Washington and Wyoming.
