Gov. Beshear has declared a state of emergency for the Commonwealth—Kentucky’s second such declaration in three weeks.
“Two significant winter storms nearly back-to-back are rare in Kentucky, and pose a challenge for our emergency management teams, road crews and local emergency responders. This emergency declaration will allow us to deploy any needed state assistance, including National Guard troops if necessary, without delay,” he said.
Beshear’s earlier statewide emergency was declared on February 16, 2015 due to heavy snow and bitter cold.
Meantime, snow continues to accumulate, with up to 20 inches recorded in several parts of Kentucky.
Massive Winter Storm Causes States of Emergency from U.S. South to New England
A massive winter storm stretching all the way from southwest Texas to southern New England is forecast to dump up to 30cm (two feet) of snow on parts of the eastern United States, prompting the governors in at least four states—Louisiana, Alabama, West Virginia and New Jersey—to declare states of emergency, as of posting. States of emergency declared due to previous storms are still in effect for much of the rest of the region in the affected regions.
The storm, which is affecting more than 120 million people, has forced hundreds of schools, businesses and local governments to close, grounding thousands of flights, including about 1,800 Wednesday night.
The National Weather Service (NWS) said in its latest forecast:

A widespread winter weather event is underway from southwest Texas into parts of southern New England. Sleet and freezing rain are expected from south/central Texas into the Southeast …
Areas from the southern Plains across the Mid-Atlantic into New England could see “significant snowfall.”
A rather vigorous and elongated piece of energy in the mid to upper levels, moving from the Plains to the Mid-Atlantic today and tomorrow, will interact with an arctic air mass and surface cold front plunging south and eastward into the Southeastern states this evening.
Significant snowfall of up to 12 inches is possible from the Tennessee Valley to the central Mid-Atlantic on Thursday, according to the forecast.
Moderate to heavy rain from the southern Plains to the Mid-Atlantic, combined with snow melt, could result in flood or flash flooding, especially across the lower Ohio Valley and western Mid-Atlantic regions.
Behind the front, winter hangs on tight as temperatures plummet across the eastern third of the nation. By Thursday evening, cold high pressure dominates resulting in unseasonably cold temperatures from the Plains to the eastern seaboard.
Temperatures for the remainder of the week are expected to fall by as much as 35 degrees below normal, said the forecast.
Possible New Snow Record for Beantown
The Walking City, which recorded its coldest February this year, could receive an additional 8cm (3 inches) of snow from the storm, said NWS.
Boston needs just 4.8cm more of powdery precipitation to break its all time record for total snowfall in a winter of 273.4 cm (107.6 in), set in 1995-96.
North and South Carolina proclaim states of emergency as severe winter storm approaches
Governors in North and South Carolina have declared states of emergency as a severe winter storm approaches.
Gov. Haley proclaimed a State of Emergency for 31 counties in the Upstate, Pee Dee and Midlands of South Carolina.
Gov. McCrory also proclaimed a State Of Emergency for the entire state late Wednesday.
McCrory activated the State Emergency Response Team for the second time in two weeks.
“We are preparing for as much as eight inches of snow across the majority of the state,” he said. “We are anticipating the worst.”
Meantime, the local media reported more than 2,000 crashes on icy roads, throughout the state.
“Between midnight and noon, State Highway Patrol troopers responded to approximately 700 calls for service; of those, 400 were collisions. Yesterday, troopers responded to nearly 3,000 calls for service including 2,300 vehicle crashes. The Highway Patrol typically responds to approximately 1,000 calls in a 24-hour period,” said a report.
States of Emergency Declared in Alabama and Georgia
State of Emergency were proclaimed in Alabama and Georgia as the exceptionally severe weather approached Tuesday.
Meantime, Ohio reported major salt shortages in many parts of the Buckeye State.
Record Snow in Boston
Boston has shattered several snowfall records, so far, including snowiest February and snowiest month ever. The total amount of snow measured at Logan International Airport is now 101.8 inches for the season, said The National Weather Service (NWS), which makes the winter the second snowiest on record, so far, less than 6 inches behind the all-time record of 107.6 inches set during the 1995-96 winter.
[The city has also smashed the record for most sub-freezing days ever recorded in February.]
Historic Cold Causes at lest 74 Fatalities
At least 74 deaths have been attributed to the historic cold and record snowfalls, which have also caused major travel disruptions, and forced schools, businesses and government offices to close repeatedly across most of the U.S.

Between 1 and 24 February, at least 1,883 new record low temperatures have been set across the United States, and 314 other records tied, said National Climatic Data Center (NCDC).

Second Massive Snowstorm in a Week Batters Northeast US
The storm has left about a dozen people dead, breaking snowfall records in multiple areas.
Boston, paralyzed by about 61cm (2 feet) of snow from the blizzard less than a week ago, set a new record for the snowiest seven-day period in its history with 87cm (34.2 inches) by 13:00 on Monday, breaking the previous record set in 1996 by 8cm. Forecasters said the city could receive another 30cm (12 inches) of snow before the storm lifts away from the Northeast coast.
The storm piled snow on locations from Nebraska to New England, barreling through Chicago, where it dumped nearly 50cm of snow, and forcing thousands of flight cancellations on Sunday and Monday across the affected areas.
Meantime, the handlers of Punxsutawney Phil, Pennsylvania’s famous groundhog, said Monday the rodent had seen his shadow, meaning 6 more weeks of winter.
Phil’s forecast is often more accurate than many expensive computer models!
Arctic airmass will plunge through the central U.S. through mid-week: NWS
The National Weather Service (NWS) has posted the following forecast for the remainder of the week:
High pressure sliding down from Canada will bring a surge of cold arctic air into the northern Plains on Tuesday… which will spread south and east across the central U.S. on Wednesday, dropping temperatures in its wake. Meanwhile, an unsettled pattern will keep precipitation in the forecast for the Northwest. Above normal temperatures will confine snowfall to the higher mountain elevations.
The Big Freeze could affect up to 220 million people across 44 states in the U.S.
Wind chill values of up to -35°F forecast this week
US Temperatures are forecast to plunge by as much as 30 degrees below average over parts of the Northern Plains.
The coldest weather of the season is expected to arrive in the next couple of days for the northern Rockies and northern Plains as a cold airmass moves out of Canada. Significant snowfall is likely for parts of the northern Rockies, northern Plains and Great Lakes region as the cold front moves southward. Winter Storm Watches, Warnings and Advisories are in place highlighting the associated risks.
A winter storm will bring heavy snow and gusty winds to portions of Northland today and tonight. The bulk of the snow, and best chance for totals in excess of 8 inches, will be along and south of a line from generally Duluth, MN to Brainerd, MN and across all of northern Wisconsin.
Additional snow will persist across the snow-belt region of northern Wisconsin through at least Wednesday, due to the cool north winds over Lake Superior. [NWS]

Unusually late winter storm pounding U.S. Mid-Atlantic
Late winter storm impacting central Appalachians and mid-Atlantic through Monday, just 4 days before the spring, dumping between six and 13.5 inches (34cm) of snow on parts of West Virginia, Virginia, Maryland, Delaware and southern New Jersey, shutting schools and federal offices and forcing hundreds of flight cancellations. The hardest hit area was Washington, D.C., said NWS. .
High wind and warm weather over the Desert Southwest has prompted NWS to issue Red Flag Warnings for large parts of at least seven states, including Arizona, New Mexico, Colorado, Kansas , Nebraska, Oklahoma and Texas.

Major Disaster Declaration For South Carolina – March 12, 2014
The White House has declared South Carolina a Federal Disaster Area due to a severe winter storm that struck the state during the period of February 10-14, 2014.
The severe winter storm caused widespread losses and damage across at least 21 counties throughout the Palmetto State.
Areas worst affected by the storm were the counties of Aiken, Allendale, Bamberg, Barnwell, Berkeley, Calhoun, Chesterfield, Clarendon, Colleton, Dillon, Dorchester, Edgefield, Florence, Georgetown, Hampton, Horry, Marion, Orangeburg, Saluda, Sumter, and Williamsburg.
The above Federal Disaster Declaration (ref: DR-4166) is in addition to an earlier Presidential Disaster Declaration declared on February 12, 2014 (ref: EM-3369) for all counties of the State of South Carolina.
Massive Atlantic depression heading toward Britain this weekend: UK Met Office
Major hurricane force winds are forecast to “smash” into the UK, causing significant damage this weekend. The storm could prove to be more devastating than the October St Jude’s Day Storm.
“A very low depression is coming in from the Atlantic on Friday night which we are expecting to be significant. Heavy downpours will bring two inches of rain in some parts of the UK,” said the UK Met Office.

Today’s Powerful Storm
A powerful storm plowed into SW England and south Wales washing away parts of a railway line and leaving tens of thousands of homes and businesses without electricity.
The storm has reportedly caused significant damage to several coastal areas in the UK and much of Ireland.

The UK Environment Agency has issued hundreds of Flood Warnings and Flood Alerts, including 9 Severe Flood Warnings, meaning “danger to life,” across England and Wales, as of posting.
Thousands of people were stranded overnight on highways, in grocery stores, schools and churches as snow storm caused traffic chaos in the US deep South.

Deadly winter storm continues to impact the Gulf Coast andSoutheast
Governors in three states—Georgia, North Carolina and South Carolina—have declared states of emergency amid forecasts of significant snow and ice for the region.
Georgia
The deadly winter storm moving across the Southeast paralyzed metro Atlanta and other major cities in Georgia prompting Gov. Deal to declare a State of Emergency Tuesday afternoon for the entire State of Georgia (159 counties).
“Many parts of our state have experienced heavy sleet and snowfall, and in the metro areas we’re experiencing traffic jams caused primarily by heavy volume after the quick onset of the winter storm,” said Deal.
Executive order prohibiting propane price gouging
On Monday, Deal signed an executive order prohibiting price gouging for propane. Georgia’s continued period of cold weather has increased the demand for propane, causing a substantial prices increase.

The Carolinas
Up to 6 inches of snow could fall in parts of the Carolinas.
North Carolina
“Given the forecast and as winter weather approaches, we are working with all necessary departments and local emergency management crews in order to keep our citizens safe and up to date regarding potentially hazardous weather conditions,” said Governor McCrory. “This morning, I signed two executive orders declaring a state of emergency for North Carolina and waiving certain requirements for vehicles assisting in relief efforts [propane shortage.] We are prepared for likely power outages and dangerous driving conditions throughout our state. These executive orders and our capable statewide and local officials will ensure a rapid response to any adverse conditions.”
“Our residents, as well as our livestock industry, need heat and electricity.”
South Carolina
Governor Nikki Haley has also declared a State of Emergency due to the major winter storm that is expected to impact the state beginning Tuesday afternoon.
“Governor Haley has ordered all state government offices to follow county government closing decisions; meaning if a county administration decides to close for the day, state offices in that county will automatically follow the same schedule,” said an official statement.

The storm is affecting an estimated 55 million people from eastern Texas to southeastern Pennsylvania.

Other states could also declare states of emergency as the life-threatening conditions continue.
Louisiana: Gov. Jindal declared a state of emergency Monday, his third proclamation in two weeks, ordering the closure of state agencies in 45 parishes.
He urged Louisianians to stay off the roads over the next few days ahead of a bitter winter storm expected to bring snow, sleet and icy conditions to the state.
“The most dangerous things, the things that worry the weather experts the most, are the accumulations of ice,” said Jindal.
Alabama: Gov. Bentley declared a state of emergency in Alabama on Monday ahead of winter storm expected to batter the state with snow and ice Tuesday and Wednesday.
“This is not a normal event,” said Bentley, having earlier disclosed that “polar vortex has increased the number of deaths throughout the nation.”
Minnesota: Gov. Dayton declared a state of emergency for Minnesota in response to a critical shortage of propane and other home heating fuel supplies statewide.
“We’ve had some trucks here from Minnesota going all the way to Texas to get propane,” said Roger Leider, executive director of the Minnesota Propane Association (!)
The entire Midwest is experiencing a propane shortage
The supply shortage in the upper Midwest has caused delivery delays and reduced delivery amounts for propane customers in at least 33 states, including ALL Midwestern states, and D.C., as of posting .

NWS Forecast: Arctic Blast Drops Temperatures Across the North and Northeast; Will Bring Winter Storm to the Deep South Tuesday and Wednesday
Rare winter storm expected to impact the Deep South and Southeast. Temperatures will continue dropping behind an arctic boundary heading towards the southern U.S. Windy conditions will make temperatures across the northern Plains and Northeast feel as cold as -30F in some locations. On Tuesday, accumulating snow, sleet and ice will make for hazardous travel conditions from South Texas to the Carolinas.

Avalanches blocked the road to the coastal town of Valdez leaving about 4,000 residents cut off to road traffic from the rest of the state, officials said on Monday, reported Reuters.

Mississippi: Gov. Bryant has declared a State of Emergency for 36 southern counties in Mississippi ahead of the unprecedented winter storm.

NWS Forecast: Arctic Blast Drops Temperatures Across the North and Northeast; Will Bring Winter Storm to the Deep South Tuesday and Wednesday
Rare winter storm expected to impact the Deep South and Southeast. Temperatures will continue dropping behind an arctic boundary heading towards the southern U.S. Windy conditions will make temperatures across the northern Plains and Northeast feel as cold as -30F in some locations. On Tuesday, accumulating snow, sleet and ice will make for hazardous travel conditions from South Texas to the Carolinas.

New York, New Jersey, Delaware Declare States of Emergency as Polar Vortex II shuts down DC, grounds thousands of flights
New York: Governor Cuomo declared a state of emergency Tuesday for the following counties: Suffolk, Nassau, Richmond, Kings, Queens, New York, Bronx, Westchester and Rockland as a major winter storm battered the tristate area, bringing serious snow and extremely cold temperatures. A dangerous polar vortex is chasing the storm.
“This winter storm will bring a one-two punch of snow and extreme cold. I urge all those in the affected regions to exercise caution, and avoid travel if possible,” said Cuomo. “State resources are deployed to clear snow and help those impacted by the storm, but above all it is important that New Yorkers remain safe both during and after the storm.”
New Jersey
Governor Christie declared a State of Emergency in New Jersey, authorizing the emergency services to activate, coordinate and prepare response to the storm.
“Today’s winter storm is expected to produce heavy snow, dangerous conditions and travel hazards throughout the state,” said Christie. “I’ve authorized state officials to take all necessary action to prepare, and my Administration will continue monitoring conditions throughout the remainder of the storm. I encourage all New Jerseyans to stay off the roads if possible so that our first responders and public safety officials can safely respond to any emergency situations.”
Delaware
Delaware’s governor Markell has declared a state of emergency as the winter storm brought snow and high winds to the East Coast.
The storm, which forced schools, government offices and businesses in Delaware to close early, is forecast to bring up to 16 inches of snow to mid-Atlantic region.
Maryland declared a snow emergency.

As Arctic air continues to push southward over the next couple days, the low pressure center in southern Iowa is forecast to intensify on Wednesday and then quickly move into the upper Midwest by Wednesday night. This storm will continue bringing heavy snow, gusty winds, and dangerous wind chills to the Northern Plains and upper Midwest on Wednesday. Additional snow accumulations are expected to range from 6 to 12 inches with up to 15 more inches possible in the upper Great Lakes. As the Arctic front pushes further southward into the central Rockies, additional snowfall totals will range from 4 to 10 inches with upwards of 12 to 18 inches for the highest elevations. Freezing rain accumulations up to a quarter of an inch are possible across portions of the upper Midwest and upper Great Lakes tonight and into tomorrow. In addition, this same system could produce a quarter to more than half an inch of ice across portions of Southern Plains into the lower Ohio Valley later this week.

UPDATE: At least 6 people have been killed across the country in storm-related incidents, and dozens more injured in traffic accidents in Arizona, California, New Mexico, Nevada and Texas, as of 06:00UTC on Sunday.
Blast of Arctic air is forecast to move into the Ohio Valley, Mid-Atlantic and Northeast as an “anomalous upper level low will slowly track eastward over the next couple of days, from its current position over southern California, to near the Texas panhandle by Monday afternoon. This system will encounter a bitter cold airmass which is currently in place over a good portion of the country, east of the Rockies. Higher elevation heavy snow is expected from the mountains of New Mexico into southern Colorado with light to moderate snowfall for remaining lower elevations,” said the national weather Service (NWS).

Sleet and freezing rain is forecast for southwestern Texas, with snow across the Texas and Oklahoma panhandles … wintry mixture will spread northeastward through the day on Saturday and Sunday with storm total ice accumulations between 0.25 and 0.5 inches possible for locations in the northern Texas Hill Country. … ice and sleet accumulations should spread into the Dallas/Fort-Worth Metroplex … light snow/sleet across central and western Oklahoma.
More than a foot of snow is expected through they day Sunday in the U.P. of Michigan and six inches or more for northwestern Pennsylvania into western New York as well as localized areas in central New York.
Temperatures will be up to 30 degrees below average for this time of year on Sunday with the exception of Florida and the North Central U.S., said NWS.
The White House Declares South Dakota Federal Disaster Area
South Dakota has been declared a Major Disaster Area due to a severe winter storm, snowstorm, and flooding during the period of October 3-16, 2013.
The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has announced that federal disaster aid has been made available to the State of South Dakota in the areas affected by a severe winter storm, snowstorm, and flooding during the period of October 3-16, 2013.
“Federal funding is available for Disaster Unemployment Assistance for affected individuals in Butte, Corson, Custer, Dewey, Fall River, Haakon, Harding, Jackson, Lawrence, Meade, Pennington, Perkins, Shannon, and Ziebach counties and the Cheyenne River Sioux Tribe of the Cheyenne River Reservation within Dewey and Ziebach counties and the Oglala Sioux Tribe within Jackson and Shannon counties,” according to FEMA website.
“The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in Butte, Corson, Custer, Dewey, Fall River, Haakon, Harding, Jackson, Lawrence, Meade, Pennington, Perkins, Shannon, and Ziebach counties and the Cheyenne River Sioux Tribe of the Cheyenne River Reservation within Dewey and Ziebach counties and the Oglala Sioux Tribe within Jackson and Shannon counties.”
Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said Gary R. Stanley who has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.

H7N9 avian flu human infections in China climb to 60, with 13 fatalities
Latest Update [2013-04-14 19:23:48 local time]: “Shanghai reported two more deaths from H7N9 bird flu on Sunday, while three new cases were confirmed, local health authorities said in a statement,” said a report.
The latest update raises the infection toll to 60, and the fatalities to at least 13.

Two new infections of H7N9 avian flu were reported in east China’s Jiangsu Province on Sunday, bringing the total number of such cases in China to 57.
“Eight new cases of human infection were reported nationwide on Sunday, with two in Henan Province in central China, two in Jiangsu Province and four in Zhejiang Province in east China. Of the 57 people infected thus far, 11 have died,” said a report.
All four patients in east China’s Zhejiang Province were in serious condition, according to the provincial health department, said a report.
This is a “novel” (non-human) virus and therefore has the potential to cause a pandemic if it were to change to become easily and sustainably spread from person-to-person. So far, this virus has not been determined to have that capability. However, influenza viruses constantly change and it’s possible that this virus could gain that ability. CDC takes routine preparedness actions whenever a new virus with pandemic potential is identified, including developing a candidate vaccine virus to make a vaccine if it were to be needed. There is no licensed H7 vaccine available at this time. —CDC
UPDATE: Earthquake that hit “birthplace of Japan” caused by “unknown active fault”
The magnitude 6.0 quake that hit Awajishima Fukin on Apr 13, 2013, at 05:33 local time has reportedly injured two dozen people, 7 of them seriously, and damaged more than 1,900 homes.
“The government’s earthquake research committee said Sunday an unknown active fault may have caused a magnitude 6.3 [revised down to M6.0 by JMA] earthquake that jolted western Japan early Saturday.” Kyodo reported.
The fault reportedly extends about 10 km from north to south of the island, according to the committee.
“There are many as-yet-unrecognized active faults,” warning that M6 quakes could occur anywhere in Japan, the committee chief has said.

A major winter storm will impact the north central United States through Monday morning, where total snow accumulations of 6 to 12 inches will be common. Some locales in central North Dakota could experience more than 15 inches of new snow. Tick clouds of smog from China rolled across southern Japan, as sandstorms reduced visibility forcing many flight cancellations in airports across the region starting Sunday March 10, reports said.
The sandstorm is believed to have contributed to unseasonably high temperatures across the Japan. Tokyo reported a high of 25.3ºC — the highest ever recorded for March since record-keeping began in 1876, NHK said.

Major winter storm is wreaking havoc across Europe
Heavy snow and sub-zero temperatures forced the closure of Frankfurt International Airport, Europe’s third-largest, as hundreds of flights across other European airports were cancelled.
The Eurostar high-speed train service between London and Paris was also suspended due to heavy snow in France and Belgium.
“All Eurostar services are currently disrupted and are subject to severe delays,” said a statement on Eurostar’s website. “Our advice to passengers is not to travel today and not to come to our stations.”
Freezing temperatures follow the unusually warm spell last week that saw temperatures up to 20ºC (68 degrees Fahrenheit) in some parts of Germany.

Oregon, USA. More than 2 feet of snow covered the Oregonian town of Vernonia (Pop: ~ 2,300) causing a major power outage that affected the entire town and prompted the officials to declare a state of emergency.
The town officials are also concerned about the possibility of flooding after the massive snowfall, a report said.
Pacific Northwest, USA. A major winter storm is affecting the NW United States with heavy snow, torrential rains and powerful winds. The storm is currently growing in size, intensity and spreading to Central Rockies, NWS reported.
Heavy snows are forecast in the states of Washington, Oregon, Idaho, Montana, Wyoming and Colorado as well as parts of California, Nevada, Utah, and Nebraska, the report said.
Extreme Cold Warnings have been issued for the northern states from the Dakotas to Iowa and Minnesota, while Flood Warnings are in place for parts of southern Indiana.
“Green Bay and northeastern Wisconsin are forecast to see the Arctic air move in tonight. By late tonight and early Thursday morning, wind chills are expected to range from around 25 degrees below zero in the central and north-central parts of the state to about 15 below to the east.”
“Flood Warnings are currently in effect from coastal northwestern California into coastal Oregon. High
Wind Warnings and wind advisories are in effect across western Oregon. Hazardous Seas Warnings have been issued along the Oregon coast. Avalanche Warnings and watches are in effect for the Washington and Oregon Cascades.”
In the St. Paul area of south-central Minnesota temperatures will drop way below zero with 25-30 mph winds creating wind chill factors of 30-35 below zero, NWS said.
In southwest Wisconsin, southeast Minnesota and northern Iowa wind chill values will drop to about 30 degrees below zero.
Severe weather reports to NOAA’s Storm Prediction Center for Thursday included notice of 14 tornadoes, 99 high wind reports and 6 reports of large hail. “Mostly EF-0 and EF-1 tornadoes were reported in Jefferson, Floyd and Clark counties in Indiana; Tippah and Marion counties in Mississippi; and Jefferson County, Kentucky.”

It pummeled New York and much of the U.S. Northeast, depositing about 60cm (2 feet) of snow in NYC.
Schools were closed in New York City, Philadelphia and other cities in the Northeast.

In Philadelphia, winds gusted managed only 80 km per hour (50 mph) prompting the city to declare its fourth snow emergency of the winter, local reports said.
A man was killed in Central Park, NYC, on Thursday after he was hit by a tree limb that broke off under the weight of the snow.
Up to 1,200 flights were canceled throughout the region.
