Blizzard to hit Wisconsin

Gov. Walker has issued an executive order declaring a State of Emergency ahead of a severe winter storm forecast to impact Wisconsin on Thursday, February 20. Heavy snowfall, freezing rain, and strong winds are expected, and some areas of west central and northwest Wisconsin could receive more than 12 inches of snow.

“… an extremely dangerous winter storm with associated heavy snow, freezing rain, ice accumulation, and sleet exacerbated by winds gusting to 40mph is expected to move across the entire state of Wisconsin … due to this prolonged extreme weather, conditions are expected to worsen throughout the day on February 20, 2014 … there is an ongoing shortage of of road salt available to local units of government that will impact their ability to manage snow and ice on public roadways …,” said Walker. “This executive order ensures we are prepared for this potentially dangerous winter storm.”

Multiple Weather Impacts Behind Strong System on Thursday

A strong weather system will continue to move through the central U.S. towards the East Coast. On Thursday, severe weather is possible from the Gulf Coast to the Great Lakes with damaging winds as the primary threat however, tornadoes will also be possible. Farther south and west, dry and windy conditions will lead to fire weather concerns. And behind the system, winter weather makes a return.

The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.

A total of at least 36 states and District of Columbia are currently impacted by shortages of propane and other heating fuels.

States covered by the emergency declarations include:

  • Western Service Center: North Dakota and South Dakota
  • Southern Service Center: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina and Tennessee

Major Storm Continues to Pound U.S. Northeast

States of emergency have now been declared for 12 states in the south, southeast and northeast since the weekend, as a deadly storm continues to track up U.S. Northeast.

New York: Gov. Cuomo declared a state of emergency Thursday, his  fifth so far this year, as the deadly snowstorm impacted much of New York and the East Coast.

Cuomo’s  declaration is for Clinton, Essex, Franklin and St. Lawrence counties and covers the mid-to-lower Hudson Valley, New York City and Long Island, as well as the North Country, central New York and the Capital Region.

“The roads are dangerous,” declared Cuomo!

Connecticut: Gov. Malloy declared a State of Emergency in Vermont as the storm dumped up to 12 inches of snow on parts of the states, straining Vermont’s reserves of road salt.

Additional snow was forecast to fall early morning Friday, keeping schools closed.

120 Million of People Affected

The massive storm system has affected an estimated 120 millions people in 22 states from Texas to Maine, leaving at least 14 people dead and many injured, as of posting.

Winter Storm Warnings, Watches and Advisories were in effect from Georgia to Maine, Tuesday through Friday. Forecasters have warned the powerful system could dump up to 18 inches (46 cm) of snow over the Atlantic Coast through Saturday.

Winter Storm Moving through the Northeast

The same storm that brought heavy snow and significant ice accumulations to the Southeast and Mid-Atlantic has moved up the East Coast, bringing significant winter weather to the Northeast. Heavy snow and gusty winds are expected in parts of the Appalachians and New England into Friday. Conditions will begin to improve as the storm pulls away into the Canadian Maritimes by Friday afternoon.

States of Emergency Declared for 12  States

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Maryland, New Jersey, Tennessee, New York and Connecticut have now declared States of Emergency due to the massive storm.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Flight Cancellations and Delays

More than 12,000 flights into, within, or from the United States have been canceled and thousands more delayed Tuesday through early Friday. The trend is expected to continue through weekend.

The White House has declared a federal emergency in the State of Georgia resulting from a severe winter storm beginning on February 10, 2014, and continuing.

State of emergency declared in TN as ice and snow pound state’s south

The Tennessee Emergency Management Agency (TEMA) declared a state of emergency in the state on Wednesday due to extreme weather.

“The cold air and precipitation is expected to build northward in the state throughout Wednesday and is likely to produce ice and snow-covered roads into Thursday morning,” said TEMA in a statement. “Localized power outages are possible due to downed trees and power lines.”

TEMA also activated its emergency operations center after forecasters predicted that storm system could dump up to 12 inches of snow on parts of the state.

Winter Storm Brings Heavy Snow and Ice from the Southeast to New England on Thursday

A strengthening area of low pressure will move up the East Coast on Thursday bringing with it significant winter weather from the Southeast to New England. Ice Storm Warnings and/or Winter Storm Warnings are currently in effect for several states. In these areas, road conditions will be dangerous.

The National Weather Service (NWS) said parts of upper east Tennessee could see more than 11 inches of snow.

Temperatures are forecast to plunge by as much as 20 degrees below average over the Southeast and the Mid-Atlantic.

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Maryland and New Jersey have already declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Thousands of schools and government offices were ordered closed along the storm path from Texas to North Carolina.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Flight Cancellations and Delays

Tomorrow does not look like a good day in New Jersey —Gov Christie

Gov. Christie has declared a state of emergency and closed state offices in New Jersey as a deadly snowstorm moves up U.S. East Coast

“This winter storm is expected to arrive tonight and last through early Friday morning, and the heavy snow will create hazardous travel conditions across the state,” said Christie. “I encourage all New Jerseyans to drive carefully and remain off the roads if possible …”

Forecasters said the storm could dump more than a foot of snow on some parts of the state.

“Tomorrow does not look like a good day in New Jersey,” said Christie.

The latest declaration is Christie’s fourth state of emergency proclamation due to snow so far this year.

It’s been a long winter for Marylanders  —Gov. O’Malley

Gov. O’Malley declared a state of emergency in Maryland as forecasters predicted up to 10 inches of snow could blanket much of the state.

“It’s been a long winter for many Maryland families. With the polar vortex, a bad ice storm and several snow storms already this year, it’s incredibly important for all Marylanders to remain vigilant and find smart ways to safely conserve energy,” said O’Malley.

Multiple Warnings, Watch and Advisories

Ice Storm Warnings and freezing rain advisories are in effect for portions of Georgia and South Carolina, and a very small section of southern Louisiana/Mississippi, said NWS.

Winter storm warnings are in effect from eastern Texas eastward across the northern tier of southeastern states and northward into the mid-Atlantic.

States of Emergency Declared for 7  Additional States

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina and Virginia have declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Storm expected to 10 inches of snow on much of VA Wednesday night – Thursday

Gov. McAuliffe declared a state of emergency today in response  to the major snow storm that is forecast to hit the Commonwealth starting Wednesday night.

“Now is the time for Virginia to get ready for this storm,” said  McAuliffe. “This state of emergency declaration will empower the Virginia Department of Emergency Management, the Department of Transportation, the Virginia National Guard, and our electric and cable utilities to prepare for a storm that is predicted to create power outages and significant travel challenges across the Commonwealth over the next few days.”

More than 2 inches of ice could cover much of U.S. South by Thursday

Alabama, Georgia, Louisiana, Mississippi, North Carolina and South Carolina have declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Hundreds of schools and offices were ordered closed along the storm path from Texas to North Carolina.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Governors in 4 states declare States of Emergency ahead of winter storm 

Alabama, Georgia, Louisiana and Mississippi declare States of Emergency ahead of yet another severe round of winter storm. More states are expected to follow suit.

Alabama: Gov. Bentley has declared a state of emergency ahead of yet another round of winter storm forecast to hit the state. The state of emergency is effective 6:00 a.m. Tuesday.

“Alabama recently experienced a winter weather situation two weeks ago, and we are again bracing for more winter weather to impact the state over the coming days,” said Bentley.

Local Area Emergency for Marshall County

All roads in Marshall County are covered with 2 inches or more of
accumulation of snow and sleet. Road reports from throughout the County indicate that all roads are becoming extremely dangerous to impassible.

Louisiana: Gov. Jindal on Monday declared his fourth State of Emergency for severe weather during the past five weeks.

The governor has ordered state offices closed in 19 parishes, in the central and northern parts of the state. The parishes are Avoyelles, Bienville, Caddo, Caldwell, Claiborne, East Carroll, Franklin, Grant, Jackson, Lincoln, Madison, Morehouse, Ouachita, Rapides, Richland, Union, Vernon, Webster, and West Carroll.

Georgia: Gov. Deal has declared a state of emergency for Georgia just hours ahead of a winter storm.

Deal was severely criticized for the response to the January 28 storm that paralyzed the Atlanta metro area after just two inches of snow, leaving drivers stranded in frigid conditions overnight, and forcing students and some parents to sleep in school buses.

Snow is forecast for the region from Tuesday night to Thursday morning, said NWS.

Mississippi: Gov. Bryant declared a state of emergency Monday in anticipation of a “potentially Dangerous” winter storm, which is forecast to cause ice and snow accumulations in northern and central parts of the state.

“I have declared a State of Emergency to aid emergency officials in preparing for the onset of this potentially dangerous weather,” said  Bryant. “Mississippi has seen its share of winter weather lately, but now is not the time to become weather weary. Residents should not overreact but should make plans now to ensure they are prepared for a variety of conditions, including prolonged freezing temperatures, icy roadways and accumulations of ice and winter precipitation.”

Cold air behind a stalled frontal boundary will combine with Gulf moisture resulting in snow, sleet and freezing rain across parts of the South and Southeast through midweek. In addition to heavy snow, there is a potential for dangerous ice accumulations from the lower Mississippi Valley into the Carolinas.

UNPRECEDENTED Winter Storm in Deep South Spawned by Massive Arctic Front

Massive air mass from North Pole continues to create life-threatening wind chills levels as high winds push the brutal cold across the U.S. upper Midwest, forcing officials in numerous states to close schools, offices, road and river traffic.

About 4,000 flights have been canceled and thousands more delayed within, into, or out of the United States Sunday through Tuesday according to flightaware.com

STATES of EMERGENCY

The governors in the states of Alabama, Louisiana, Minnesota and  Mississippi  have declared states of emergency due to the threats posed by unprecedented winter storm and or propane and other heating fuel shortage. Other states  could also declare states of emergency as the life-threatening conditions continue.

Louisiana: Gov. Jindal declared a state of emergency Monday, his third proclamation in two weeks, ordering the closure of state agencies in 45 parishes.

He urged Louisianians to stay off the roads over the next few days ahead of a bitter winter storm expected to bring snow, sleet and icy conditions to the state.

“The most dangerous things, the things that worry the weather experts the most, are the accumulations of ice,” said Jindal.

Alabama: Gov. Bentley declared a state of emergency in Alabama on Monday ahead of winter storm expected to batter the state with snow and ice Tuesday and Wednesday.

“This is not a normal event,” said Bentley, having earlier disclosed that “polar vortex has increased the number of deaths throughout the nation.”

Minnesota: Gov. Dayton declared a state of emergency for Minnesota in response to a critical shortage of propane and other home heating fuel supplies statewide.

“We’ve had some trucks here from Minnesota going all the way to Texas to get propane,” said Roger Leider, executive director of the Minnesota Propane Association (!)

The supply shortage in the upper Midwest has caused delivery delays and reduced delivery amounts for propane customers in at least 33 states, including ALL Midwestern states, and  D.C., as of posting .

NWS Forecast: Arctic Blast Drops Temperatures Across the North and Northeast; Will Bring Winter Storm to the Deep South Tuesday and Wednesday

Rare winter storm expected to impact the Deep South and Southeast. Temperatures will continue dropping behind an arctic boundary heading towards the southern U.S. Windy conditions will make temperatures across the northern Plains and Northeast feel as cold as -30F in some locations. On Tuesday, accumulating snow, sleet and ice will make for hazardous travel conditions from South Texas to the Carolinas.

Alaska

Avalanches blocked the road to the coastal town of Valdez leaving about 4,000 residents  cut off to road traffic from the rest of the state, officials said on Monday, reported Reuters.

Powerful cold front forcing frigid conditions to central and eastern U.S.

Wind Chill Warnings are in effect for more than a dozen states as a powerful cold front brings life-threatening air mass from the North Pole.

Winds of up to 50mph and subzero temperatures in the U.S.  Midwest are plunging the wind chill readings as the arctic air continues to surge into the Great Lakes region.

“The core of the cold air settles across the region tonight. This will result in low temperatures well below zero and widespread wind chill readings of 35 to 45 degrees below zero are expected through Tuesday morning. Limited outdoor activity is advised for tonight and Tuesday morning. If you must be outdoors, wear layers as well as a hat and gloves. Frostbite can develop on exposed skin in as little at 10 minutes with wind chills this low.” NWS reported.

Frigid conditions to persist in the northern Plains, Midwest, South and East amid propane shortages

Polar air mass surging into the northern Plains and Midwest will continue moving south through mid-week lowering temperatures by as much as 35 degrees. Meanwhile, icy conditions could impact a vast region from south-central Texas to the Carolinas, said NWS.

  • Temperatures are forecast to plunge by as much as 35 degrees below average over the Upper Midwest to the Ohio Valley/Great Lakes
  • Sleet, snow and icy conditions forecast for parts of southeastern Texas

A clipper system along the leading edge of significantly cold air mass
will move rapidly northeastward to Southeastern Canada by Monday night. The associated cold front will race off the East Coast and Gulf Coast by Monday night.

A cold area of high pressure over West-Central Canada will move southward to the Ohio Valley by Tuesday. NWS

The propane shortage has been caused by a combination of unusually cold winter temperatures, closure of a major pipeline supplying propane to Wisconsin, Minnesota and Iowa and increased propane demand for grain drying due to a wet fall, said the Office of Governor Scott Walker in a statement.

National Heating Fuel Shortages

“Last week, the U.S. Department of Energy reported that cold weather led to record-high natural gas storage withdrawals, as well as propane.  These are the largest drawdowns in the 20-year history of the survey and the second time this year the record has been broken. Efforts are underway with the U.S. Department of Energy to acknowledge that emergency conditions could be forming, as consumers and businesses in dozens of state are faced with higher electricity and gas costs due to persistent cold weather,”  said the National Propane Gas Association (NPGA) in its latest Statement on Propane Supply, Demand, and Distribution.

Some of the propane gas retailers have run out of supplies in the worst hit areas in the South, East and Midwest, said NPGA.

Propane shortage

The price of propane, a liquefied petroleum gas, soared to $4.30 – $5.0 a gallon on Friday, more than double its price a week ago, Reuters reported.

Jindal declares 2nd State of Emergency for Louisiana due to brutal cold

Louisiana Gov. Jindal declared a second state of emergency for Louisiana on Friday (January 24) after National Weather Service (NWS) issued freeze warnings and hard freeze warnings for parishes across the Pelican State. The first state of emergency, proclaimed on January 22 was  to facilitate uninterrupted deliveries of propane and other heating fuels in Louisiana and out of state, as millions of people experienced propane shortages amid the brutal cold across wide swathes of the United States.

National Weather Service predicts that the dangerously frigid temperatures currently affecting the central and eastern United States will impact the southern states through the weekend, creating hazardous winter weather conditions throughout the State … the National Weather Service has issued winter weather advisories, freeze warnings and hard freeze warnings for parishes across the State for the next twenty-four hours making driving conditions hazardous … State offices have been closed in thirty-eight parishes and schools have been closed in thirty-seven parishes due to the hazards  posed by this extreme winter weather, and these winter weather conditions threaten the lives and property of the citizens of the State of Louisiana …

Propane shortage

The price of propane, a liquefied petroleum gas, soared to $4.30 – $5.0 a gallon on Friday, more than double its price a week ago, Reuters reported.

Louisiana declares a State of Emergency due to extreme cold temperatures

Gov. Jindal has declared a state of emergency due to the extreme cold temperatures impacting citizens of Louisiana and the rest of the country, according to a statement issued by Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP).

The emergency order will allow for the uninterrupted delivery of propane and heating fuels across Louisiana and to other states, said the statement.

“Louisiana is a key producer and exporter of propane and heating fuel products.  State agencies are now authorized to take appropriate actions to ensure these products can be delivered in Louisiana and other states,” said the statement.

State offices in 32 Louisiana parishes to remain closed Friday

State offices in 32 Louisiana parishes will remain closed Friday in anticipation of power outages and hazardous driving conditions.

Louisiana Commissioner of Administration announced today that state government offices will be closed on Friday, January 24, in the following parishes across Louisiana where hazardous driving conditions and scattered power outages are forecast for the morning due to a mix of rain and sleet, as well as snow and ice accumulation:

Acadia, Allen, Ascension, Avoyelles, Beauregard, Calcasieu, Cameron, Catahoula, East Baton Rouge, Evangeline, Grant, Iberia, Iberville, Jackson, Jefferson Davis, Lafayette, LaSalle, Livingston, Natchitoches, Pointe Coupee, Rapides, Red River, Sabine, St. Helena, St. Landry, St. Martin, St. Mary, Vermilion, Vernon, West Baton Rouge, West Feliciana, and Winn.

National Heating Fuel Shortages

“Last week, the U.S. Department of Energy reported that cold weather led to record-high natural gas storage withdrawals, as well as propane.  These are the largest drawdowns in the 20-year history of the survey and the second time this year the record has been broken. Efforts are underway with the U.S. Department of Energy to acknowledge that emergency conditions could be forming, as consumers and businesses in dozens of state are faced with higher electricity and gas costs due to persistent cold weather,”  said the National Propane Gas Association (NPGA) in its latest Statement on Propane Supply, Demand, and Distribution.

Some of the propane gas retailers have run out of supplies in the worst hit areas in the South, East and Midwest, said NPGA.

Gov. Bentley has declared a State of Emergency for all Alabama counties due to the threat of a propane shortage amid extreme winter weather in the southern U.S.

Part of Bentley’s State of Emergency Declaration read:

The current prediction of the national Weather Service demonstrate the potential for the entire State of Alabama to be severely affected by extreme and prolonged subfreezing temperatures, with the chance of ice and snow beginning on January 23, 2014. This emergency declaration is in response to the extreme cold experienced by throughout Alabama from the polar vortex and the possible continuing effects of the arctic cold on people and property, including an immediate threat to human life or public welfare in the State of Alabama  …  an emergency exemption is issued as a result of extreme arctic cold weather conditions causing shortages and interruptions in the availability and/or delivery of propane and other home heating fuels throughout the State of Alabama …  the polar vortex has increased the number of deaths throughout the nation, and may result in abnormally high demand and potential supply shortages for conventional heating fuels and threaten the safety and well-being of citizens, agribusiness and business property located throughout the State of Alabama

“With life threatening cold temperatures expected once again, it is important for Alabamians to have the necessary heating resources available for survival,” said Bentley.

“This State of Emergency will help Alabamians have an uninterrupted supply of propane gas and other home heating fuels during this period of winter weather.”

The State of Emergency will wave the federal transportation motor carrier laws, allowing flexibility in the delivery of the vital heating fuel to homes, schools and businesses.

The frigid condition threaten Alabama’s $15 billion poultry industry. The state is the third largest in the country for broiler and 14th in egg production, according to the Department of Agriculture (USDA).

State of emergency declared in Tennessee amid dwindling propane supplies

Gov. Haslam has proclaimed a state of emergency on Tuesday to speed up shipments of propane to the Volunteer State.

Haslam has indicated in the executive order that the frigid temperatures forecast for the rest of the week would  cause increased demand and disrupted supply.

“This has been a hard winter already for many home and business owners in Tennessee,” said Haslam. “This executive order will help families, farmers and businesses get the necessary energy resources to stay warm, stay open and keep operating.”

Propane shortages are already occurring in northeastern parts of Tennessee, said Tennessee Department of Environment and Conservation spokeswoman, the Tennessean reported.

“The executive order would exempt drivers in the state from federal mandates, which require drivers moving hazardous materials to drive no more than 11 hours a day with at least a 10-hour break in between shifts.”

In addition to the state of Tennessee, governors in 30 other states and DC have issued similar executive orders waving the licensing requirements for out-of-state propane transporters allowing them to bring propane into their respective states because of widespread fuel shortages, according to the U.S. Department of Transportation.

Ohio Gov declares a state of emergency to speed up fuel shipments

Governor Kasich has declared a statewide energy emergency to speed up shipments of propane to the Mother of Presidents to keep the residents warm.

Ohio has experienced a spike in demand for propane gas both for residential and commercial deliveries due to multiple winter storms that have caused extreme winter conditions, dumping massive amounts of snow and freezing rain across the state.

Most homes in rural areas depend on propane deliveries for heating and cooking.

The emergency declaration waives the state licensing requirements for out-of-state propane transporters allowing them to bring propane into Ohio because of the fuel shortage throughout the state.

Earlier this month, Governor Mary Fallin declared a state of emergency due to the depleted supply of propane in Oklahoma.
