Multiple counties in Mississippi  impacted by severe storms

Gov. Bryant has declared a state of emergency in 12 Mississippi counties that have been impacted by flooding and severe storms that battered the state beginning April 3. 

The declaration is for Chickasaw, Covington, Hinds, Holmes, Jones, Kemper, Marion, Neshoba, Newton, Noxubee, Simpson and Yazoo counties, said the governor in a statement. However, the declaration can be expanded to include additional counties if they are impacted.

“Multiple counties in Mississippi have been impacted by these storms. High water remains in many areas and could continue to rise if we see additional rainfall. Residents should avoid floodwaters and take all necessary safety precautions,” said Bryant. “MEMA and other state agencies are working to assist the counties and residents that have been impacted, and this state of emergency declaration will allow the use of additional tools and resources as we respond to this weather event.”

Meanwhile, the National Weather Service (NWS) forecast rivers would crest by Friday.

Missouri Declares a State of Emergency

On April 3, Gov. Nixon declared a statewide State of Emergency as a widespread severe weather system continued to batter the state of Missouri with at least three tornadoes, torrential rain, huge hail and high winds, causing flooding and flash flooding.

Tornadoes, high winds, torrential rain and softball-size hail  pounded U.S. South, Midwest.

Syria: Tens of thousands slaughtered, more than 9 million displaced

On the third anniversary of war of terror waged by Saudi Arabia and Israel against the Syrian people, the U.N. High Commissioner for Refugees, Antonio Guterres, said: “three years have passed on this horrible Syrian crisis and that means more displaced people to expect. Today we have around 2.6 million Syrians displaced to neighboring countries and more than 6.5 million Syrians displaced inside Syria.”

Guterres expressed his gratitude to the “generosity of the Lebanese and the government of Lebanon,” for hosting most of the displaced Syrian refugees.

He called on the international community to “show more solidarity with Lebanon and provide financial support and share with it the burden because Lebanon cannot be left alone to confront the big challenges in these hard conditions.”

Meantime, Israeli forces continued shelling the Lebanese-Syrian border.

Return of Polio

In October 2013, an outbreak of polio was reported in Syria, more than a decade after the disease had been eradicated from the country.

Massive Snowstorm Paralyzes Tokyo, Much of Japan

Record snowfall plagues Japan, killing at least 11, injuring hundreds

The second major snowstorm to batter Japan in one week left at least 11 people dead and more than 1,200 others injured.

More heavy snow is forecast along the Pacific Coast of Tohoku through Sunday, as officials warn of strong winds and avalanches.

Tokyo and surrounding areas were pounded by record snowfall Friday through Saturday morning. The extreme event forced cancellations of up to a thousand flights, suspensions of many train services and severe  disruptions to road traffic.

Hundreds of thousands of people were stranded at train stations and airports throughout the country, as snowstorm knocked out power to tens of thousands of homes in 7 prefectures.

Up to 30cm of snow left large sections of expressways in and around Tokyo impassable, reported NHK.

“On the Tomei Expressway linking Tokyo and Aichi Prefecture, vehicles have remained virtually stranded for more than 20 hours in Shizuoka Prefecture. The jam stretches for about 40 kilometers.”

The Shinkansen bullet train services were suspended on lines linking the capital with Nagano prefecture in  central Japan, Niigata pref. on the Japan Sea Coast, and Yamagata pref. in the northeast, said the report.

Storm intensifying in eastern U.S. headed toward Northeast

Blizzard conditions are forecast to develop battering New England and eastern Canadian provinces with strong winds and heavy snow.

Blizzard conditions could pound coastal Massachusetts on Saturday,   NWS has forecast.

Deadly  Storm Exits North America

Meanwhile, the major storm that struck southern and eastern United States through Friday, killing more than 2 dozen people, has moved into the Atlantic, headed toward Ireland and the UK.

The tail end of the storm pushed into eastern Canada and was forecast to dump up to 60cm of snow from Quebec to Newfoundland

The storm, which began late Tuesday, dumped heavy snow from North Carolina to Maine, including more than 27inches on parts of New York state, and prompted States of emergency declarations in 12 states in the south, southeast and northeaster United States.

NOTE: The front is currently being described as a “non-active” system, but shows every sign of being able to reorganize as a super storm as it tracks across the Atlantic.

22 Severe Flood Warnings issued, as UK rivers continue flooding

There are now 22 Severe Flood Warnings [“danger to life”] in effect throughout three UK regions—the Midlands [1,] Southeast [15] and Southwest[6.]

Additionally, 179 Flood Warnings [“Flooding is expected. Immediate action required”] and 288 Flood Alerts [“Flooding is possible. Be prepared”] are in effect throughout the UK, as of posting.

22  Severe Flood Warnings [“danger to life”] and hundreds of Flood Warnings and Flood Alerts are in effect throughout the UK, as of posting. Official records released for last month show UK experienced its wettest January in quarter of a millennium.

Severe Flood Warning in the Midlands

In the Midlands River Severn at Alney Island, Gloucester, threatens to overflow, and a Severe Flood Warning has been issued due to the potential flooding of houses and static homes from the overtopping of flood defenses , according to the UK Environment Agency [UKEA.]

15 Severe Flood Warnings issued for the Southeast

Location: Coast at Lymington and Keyhaven including Pitts Deep and Sowley

The wind is Force 10 South westerly. This warning is being issued as a precautionary measure. Forecast tide levels are significant and will be very close to the top of the sea wall which protects most of Lymington and Keyhaven.

River Thames

River Thames is flooding at multiple locations including the Chertsey area and Widespread property flooding and disruption to local infrastructure will continue, said UKEA.

River Thames levels are expected to rise in at least 14 other areas including the Shepperton Green area, Hamm Court,  Laleham and Penton Hook, Staines and Egham, Thorpe Lea, Runnymede Pleasure Grounds, Horton and Kingsmead Quarry, Wraysbury village, Old Windsor, Friday Island, Magna Carta Island and  Datchet village.

Severe Flood Warnings in the Southwest

Six Severe Flood Warnings are in effect in the Southwest as of posting including

• Chiswell
  • The forecast wind direction are south easterly through to south westerly overnight. The forecast wind strengths are Force 7 increasing to Force 9 overnight Follow the instructions in leaflets now being dropped at all properties at risk. Do not wait for the siren to sound if you intend to relocate from your property
• South Devon Coast from Start Point to Dawlish Warren
• South Devon Coast from Exmouth to Lyme Regis
  • The forecast surge height is 0.99m. The forecast wind direction is SSW. The forecast wind strength is Force 8. Times of high tide will vary along the coast. Conditions will usually apply 2-4 hours either side of high tide. Large waves are forecast to build from a southerly direction. Wave heights could be 3 to 5.5m. This is likely to lead to significant spray overtopping and the potential for further damage to sea walls.
• South Cornwall Coast Flood Warning Area
  • A Severe Flood Warning is in force for Friday evenings tide and a Flood Warning is in force for Saturday morning. Strong winds, tidal surge and large waves may cause flooding at exposed locations. Locations with damage to defences, buildings and structures, will be especially vulnerable. These locations include: Penzance, Newlyn Green, Marazion, Longrock, Porthleven, St Mawes, Pentewan, Looe, Seaton, Kingsand, Cawsand and Plymouth. High tide on Friday is between 16:40 and 18:00. The forecast surge height is over 1m, with Force 9 South South Westerly wind, and waves up to 6m. High tide on Saturday is between 05:00 and 06:00. The forecast surge height is 360mm, with Force 8 South Westerly wind, and waves up to 6m. Conditions in exposed locations will be dangerous …
• Salt Moor and North Moor including Moorland
  • Water is continuing to spill from Currymoor into Saltmoor and Northmoor via Athelney spillway and the old Lyng railway cutting. This poses a significant ongoing risk to local properties. The drain level at Northmoor pumping station is 6.01 m and is stable. We are pumping at Northmoor and Saltmoor pumping stations. Additional pumps are now running. The River Tone at Currymoor is currently stable but is expected to rise in response to the forecast rainfall.
• A361 East Lyng to Burrowbridge
  • Water is continuing to spill into Currymoor from the River Tone. Consequently large volumes of water are flowing into Saltmoor and Northmoor via Athelney spillway and the old Lyng railway cutting. Floodwater on the A361 is very deep.

Major Storm Continues to Pound U.S. Northeast

States of emergency have now been declared for 12 states in the south, southeast and northeast since the weekend, as a deadly storm continues to track up U.S. Northeast.

New York: Gov. Cuomo declared a state of emergency Thursday, his  fifth so far this year, as the deadly snowstorm impacted much of New York and the East Coast.

Cuomo’s  declaration is for Clinton, Essex, Franklin and St. Lawrence counties and covers the mid-to-lower Hudson Valley, New York City and Long Island, as well as the North Country, central New York and the Capital Region.

“The roads are dangerous,” declared Cuomo!

Connecticut: Gov. Malloy declared a State of Emergency in Vermont as the storm dumped up to 12 inches of snow on parts of the states, straining Vermont’s reserves of road salt.

Additional snow was forecast to fall early morning Friday, keeping schools closed.

120 Million of People Affected

The massive storm system has affected an estimated 120 millions people in 22 states from Texas to Maine, leaving at least 14 people dead and many injured, as of posting.

Winter Storm Warnings, Watches and Advisories were in effect from Georgia to Maine, Tuesday through Friday. Forecasters have warned the powerful system could dump up to 18 inches (46 cm) of snow over the Atlantic Coast through Saturday.

Winter Storm Moving through the Northeast

The same storm that brought heavy snow and significant ice accumulations to the Southeast and Mid-Atlantic has moved up the East Coast, bringing significant winter weather to the Northeast. Heavy snow and gusty winds are expected in parts of the Appalachians and New England into Friday. Conditions will begin to improve as the storm pulls away into the Canadian Maritimes by Friday afternoon.

States of Emergency Declared for 12  States

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Maryland, New Jersey, Tennessee, New York and Connecticut have now declared States of Emergency due to the massive storm.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Flight Cancellations and Delays

More than 12,000 flights into, within, or from the United States have been canceled and thousands more delayed Tuesday through early Friday. The trend is expected to continue through weekend.

Federal Emergency Disaster Declared for the State of Georgia

The White House has declared a federal emergency in the State of Georgia resulting from a severe winter storm beginning on February 10, 2014, and continuing.

The White House has declared a  Federal Emergency Disaster in the State of South Carolina resulting from a severe ice and snowstorm beginning on February 10, 2014, and continuing.

Energy Emergency

The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.

Crop Disaster Declared for 33 Counties in Three States

The U.S. Department of Agriculture (USDA) has declared 33 counties in three states as crop disaster areas, in three separate designations, due to the recent drought.

The disaster designations are for the states of Texas, Oklahoma and New Mexico.

• Texas:  Andrews, Gaines, Winkler, Cochran, Loving, Yoakum, Donley, Lipscomb,  Roberts, Armstrong, Collingsworth, Hansford, Ochiltree, Briscoe, Gray, Hemphill, Wheeler, Carson, Hall and Hutchinson counties.
• Oklahoma: Beaver, Ellis, Dewey, Blaine, Ellis, Roger, Mills, Custer, Major and Woodward counties.
• New Mexico: Lea, Chaves, Eddy and Roosevelt counties.

Notes:
1. USDA trigger point for a countywide disaster declaration is 30 percent crop loss on at least one crop.

2. The total number of counties designated as agricultural disaster areas includes both primary and contiguous disaster areas.

3. A number of counties have been designated crop disaster areas more than once due to multiple disasters.

State of emergency declared in TN as ice and snow pound state’s south

The Tennessee Emergency Management Agency (TEMA) declared a state of emergency in the state on Wednesday due to extreme weather.

“The cold air and precipitation is expected to build northward in the state throughout Wednesday and is likely to produce ice and snow-covered roads into Thursday morning,” said TEMA in a statement. “Localized power outages are possible due to downed trees and power lines.”

TEMA also activated its emergency operations center after forecasters predicted that storm system could dump up to 12 inches of snow on parts of the state.

Winter Storm Brings Heavy Snow and Ice from the Southeast to New England on Thursday

A strengthening area of low pressure will move up the East Coast on Thursday bringing with it significant winter weather from the Southeast to New England. Ice Storm Warnings and/or Winter Storm Warnings are currently in effect for several states. In these areas, road conditions will be dangerous.

The National Weather Service (NWS) said parts of upper east Tennessee could see more than 11 inches of snow.

Temperatures are forecast to plunge by as much as 20 degrees below average over the Southeast and the Mid-Atlantic.

States of Emergency Declared for 9 Additional States

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Maryland and New Jersey have already declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Thousands of schools and government offices were ordered closed along the storm path from Texas to North Carolina.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Tomorrow does not look like a good day in New Jersey —Gov Christie

Gov. Christie has declared a state of emergency and closed state offices in New Jersey as a deadly snowstorm moves up U.S. East Coast

“This winter storm is expected to arrive tonight and last through early Friday morning, and the heavy snow will create hazardous travel conditions across the state,” said Christie. “I encourage all New Jerseyans to drive carefully and remain off the roads if possible …”

Forecasters said the storm could dump more than a foot of snow on some parts of the state.

“Tomorrow does not look like a good day in New Jersey,” said Christie.

The latest declaration is Christie’s fourth state of emergency proclamation due to snow so far this year.

Winter Storm Brings Heavy Snow and Ice from the Southeast to New England on Thursday

A strengthening area of low pressure will move up the East Coast on Thursday bringing with it significant winter weather from the Southeast to New England. Ice Storm Warnings and/or Winter Storm Warnings are currently in effect for several states. In these areas, road conditions will be dangerous.

Temperatures are forecast to plunge by as much as 20 degrees below average over the Southeast and the Mid-Atlantic.

States of Emergency Declared for 8 Additional States

Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia and Maryland have already declared States of Emergency due to the severe ice storm. More states are expected to follow suit.

Thousands of schools and government offices were ordered closed along the storm path from Texas to North Carolina.

“This is not the storm we had two weeks ago, where we were playing in the snow and building snowmen. This is an ice storm,” said Gov Haley, as she declared a State of Emergency for South Carolina.

Flight Cancellations and Delays

Thousands of flight have been canceled or delayed since  Tuesday and the trend is expected to continue through weekend.

Federal Emergency Disaster Declared for the State of Georgia

The White House has declared a federal emergency in the State of Georgia resulting from a severe winter storm beginning on February 10, 2014, and continuing.

The emergency disaster declaration will provide federal disaster relief to “lessen or avert the threat of a catastrophe” in the counties of Banks, Barrow, Bartow, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Cobb, Dade, Dawson, DeKalb, Douglas, Elbert, Fannin, Floyd, Forsyth, Franklin, Fulton, Gilmer, Gordon, Gwinnett, Habersham, Hall, Haralson, Hart, Jackson, Lincoln, Lumpkin, Madison, Murray, Oconee, Oglethorpe, Paulding, Pickens, Polk, Rabun, Stephens, Towns, Union, Walker, Walton, White, Whitfield, and Wilkes.

Energy Emergency

The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.

A total of at least 38 states and District of Columbia are currently impacted by shortages of propane and other heating fuels.

States covered by the emergency declarations include:

• Western Service Center: North Dakota and South Dakota
• Southern Service Center: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina and Tennessee

“103 Dead” in East Algeria Plane Crash

At least 103 passengers and crew were killed when an Algerian military Hercules C-130 transport plane crashed in the northeast of the country, according to local media.

The plane reportedly crashed in a mountainous area of Oum al-Bouaghi province in bad weather. There were “no survivors,” according to informed sources.

Deadly Flooding and Landslides Hit Burundi Capital

Flooding and landslides triggered by Extreme Rain Events in the Burundi capital of Bujumbura swept away hundreds of homes, cutting off roads, leaving many people dead or missing, and many more injured, according to officials.

“The rain that fell in torrents overnight on the capital caused a disaster,” Security Minister Nizigama told reporters.

“We have already found the bodies of 51 people killed when their houses collapsed or were swept away.”

An Extreme Rain Event , which lasted more than 10 hours overnight, caused widespread flooding, cut power to the entire city, washed away roads and destroyed crops.

“The road leading out of the capital to neighboring Rwanda was blocked because of a landslide while a bridge was washed away on the road to the Democratic Republic of Congo,” said a report.

Bujumbura (Population: ~ 900,000)is the capital, largest city, and main port of Burundi, located on the northeastern shore of Lake Tanganyika.

Bushfires spark emergency warnings across Victoria and South Australia

Scores of bushfires have consumed large swathes of Victoria and South Australia, destroying homes and farms amid the worst fire conditions since Black Saturday.

On and around February 7, 2009 (Black Saturday) bushfires killed at least 173 people, left more than 400 others injured, and destroyed about 2,000 homes.

“There has been no official confirmation of the number of properties lost but ABC reporters saw homes razed in the Gisborne, Craigieburn and Warrandyte areas,” reported ABC Australia.

Many residents have been ordered to leave their homes as flames spread to the outer suburbs of Melbourne, Australia’s second largest city.

• At least 70 bushfire are burning across the state of Victoria.
• More than 140 Emergency Warnings have been issued.

Authorities have closed roads across the devastated areas and told residents who evacuated their homes not to return, said the report.

Meanwhile, the Bangor fire, which has consumed more than 30,000 hectares in South Australia, is slowly creeping  towards the towns of Beetaloo, Beetaloo Valey, Laura, Stone-Hutt, Wirrabara and Wirrabarra Forest, having breached its containment lines on Saturday, the report said.

Large swathes of SW UK submerged by yet more floodwater

Hundreds of Flood Warnings and Flood Alerts remain in effect across Britain, as the authorities issue 6 Severe Flood Warnings [“danger to life] for the southeast and the southwest portions of the flood-ravaged country.

Battered by a barrage of storms since late last year, including a major storm this weekend, Britain is bracing for yet another area of low pressure in the Atlantic reaching the country early Tuesday and  bringing more torrential rains.

High winds and torrential downpours affected much of the UK, especially southern England and western Wales, on Saturday and into early Sunday, with gusts of up to 138 km/hr reported on the coasts of Cornwall, the Bristol Channel and west Wales, said reports.

• River Thames has burst its banks at Chertsey, Surrey with floodwaters threatening scores of homes.

• Many roads have been closed due to flooding and fallen trees in Wales.

• Millions of tons of water are being pumped out each day from the Somerset Levels and Moors, a large area of coastal plain and wetland in central Somerset, SW England, which has been submerged under several feet of water for many weeks.

• Residents in several Somerset villages have been advised to leave their homes.

Rail Links to Southern UK Have Been Cut Off

• The main railway between the two major counties of Devon and Cornwall was destroyed by high tides and giant waves earlier this week. A large section of sea wall collapsed at Dawlish in Devon and a long stretch of railway track was washed into the sea.

Flooding Forces Thousands of Evacuations in Buenos Aires

Extreme Rain Events dumped up to 157mm (6 inches) of rain on  parts of Buenos Aires province on Friday triggering widespread flooding in the Argentine capital, as well as the cities of San Nicolás, San Pedro, Arrecifes, Ramallo, La Plata, Ensenada and Berisso.

Provincial districts of La Matanza, Berisso, Lomas de Zamora, Moreno, Ituzaingó and Luján were also severely affected, said a senior  official.

The floods have left at least 1 person dead and thousands displaced, according to local reports.

Authorities in Buenos Aires have advised citizens to avoid touching electric cables or lamp posts, reported Buenos Aires Herald.

“Buenos Aires City also lived through a day of chaos with flooded streets and more than 100 stoplights out of service. Much of the subway stopped operating due to the floods and train services and flights were delayed.”

Major Snowstorm leaves 5 dead, 500 injured across Japan

A major snowstorm, said to be the worst to hit japan in two decades, has left at least 5 people dead and more than 500 others injured in snow-related incidents, according to reports.

Up to 22 cm (8.7 inches) of snow fell over Tokyo on Saturday, breaking the previous record of 20 cm set in 1994, according to reports citing the meteorological agency.

Japan Meteorological Agency (JMA) has issued a severe storm warning for the capital Tokyo, and the suburb of Tama, advising people stay at home.

The agency forecast heavy snow for Saturday through Sunday morning, for the Greater Tokyo Area.

Heavy snow forced airport authorities  to cancel up to 1,000 flights into, within or out of Japan late Friday through Saturday. Many train  services were  suspended and dozens of major roads closed, especially in the Kanagawa prefecture, a part of Greater Tokyo Area.

More than 3,200 snow-related accidents were reported across the country, many caused by vehicles skidding on icy roads, said NHK.

Up to 27 Million Gallons of Coal Ash Spill into Dan River, NC

82,000 tons of ash spill into NC river after a pipe break at a Duke Energy retired coal plant

The spill was detected on Sunday at Dan River Steam Station, a Duke Energy retired power plant in Eden, NC. A broken stormwater pipe located under a 27-acre ash pond released about 27 million gallons of ash basin water, said a company spokesperson.

Other than for obvious reasons, there were no immediate comments from Duke energy as to why the ash pond was built over a stormwater pipe and so close to Dan River, nor any reason why the largest electricity provider in the U.S. failed to remove the toxic ash nearly two years after the plant was retired.

There’s no immediate threat to drinking water in nearby Virginia towns; however, officials are concerned about  long-term impact of the spill on the Dan River.

“The Dan River does not have a clean bill of health,” said the director of the North Carolina Division of Water Resources.

Lab tests of water samples collected from an affected part of the river showed “extremely high levels of arsenic, chromium, iron, lead and other toxic metals typically found in coal ash,” said Waterkeeper Alliance, a group of water advocates.

“Duke could have avoided contaminating the Dan River and poisoning Virginia’s water supplies if it had removed its toxic ash heaps years ago after being warned by EPA,” said the president of Waterkeeper Alliance.

Crop disasters declared in 43 counties due to drought, flash flooding, flooding, excessive heat, excessive rain, lightning, high wind…

The U.S. Department of Agriculture (USDA) has designated ten counties in two states—Maine and New Hampshire—as crop disaster areas due to losses caused by flash flooding, flooding, excessive heat, excessive rain, lightning and high wind that occurred April 1 – October 31, 2013.
Those counties are

• Maine: Androscoggin, Oxford, Sagadahoc, Cumberland, Franklin, Kennebec, Lincoln and York counties.

• New Hampshire: Carroll and Coos counties.

Excessive Moisture and Heat

USDA has designated a total of eight counties in Massachusetts and Connecticut as crop disaster areas due to losses caused by excessive moisture and heat that occurred during the 2013 crop year.

Those counties are

• Massachusetts: Hampden, Hampshire, Berkshire, Franklin and Worcester counties.

• Connecticut: Hartford, Litchfield and Tolland counties.

Crop Disaster Declared for 25 Counties in Four States due to Drought

Deadly floods and mudslides have claimed dozens of lives in Bolivia, forcing tens of thousands of people to flee their homes.

UK battered by storm after storm

Powerful storms packing hurricane-force winds knocked out power to tens of thousands of homes south-west of England and Wales.

Thousands of hectares of land in Somerset Levels remain submerged as more driving rain is forecast for the region.

Scores of villages have been cut off for weeks , according to reports.

Many train services in SW England and Wales have been canceled due to extreme weather conditions, fallen trees, flooding and damage to the lines and facilities.

The UK Environment Agency has issued hundreds of flood warnings and alerts, including 6 severe flood warnings, meaning “danger to life” for SW England. A severe flood warning covers the entire south Cornwall coast.

“As long as the jetstream continues to be in a locked position, we will continue to see storm after storm,” said a climatologist at BBC. “There will be another bout of potentially damaging winds into the morning rush-hour.”

Kansas declared a disaster area as deadly snow storm threatens two-thirds of the U.S.

Gov. Brownback has signed a state of disaster emergency declaration for Kansas for the entire state in response to a deadly storm, which continues to batter Kansas as it moves through the state.

“We still have some of the most difficult conditions ahead of us as the snowfall is followed by heavy winds and bitterly cold temperatures,” said Brownback. “Travel will remain treacherous and temperatures will be dangerously cold.”

National Weather Service (NWS) has issued multiple hazard warnings for about two-thirds of the United States as more than 150 million people are impacted by the storm.

Major Winter Storm Continues to Move East

A major winter storm will continue to move east into Wednesday with multiple hazards including: heavy snow from central Kansas through the Ohio Valley and Northeast; heavy ice accumulation from Arkansas into the Ohio River Valley and Mid-Atlantic; and heavy rainfall with possible flooding for parts of the Ohio and Tennessee River Valleys.

• A major winter storm moving across the Midwest eastward through the Northeast followed by another plunge of Arctic air [polar vortex III] into the heart of the U.S.

• Flash flooding in the Tennessee Valley could occur due to heavy rain can  ahead of a cold front

• Another winter storm is shaping up in the center of the nation and will spread eastward into the Northeast during the short-range forecast period.

• A massive surge of frigid air from the Arctic that is following this storm system will lower temperatures by more than 40 degrees below normal in the High Plains.

“Kansas City and eastern Kansas is going to get a lot of snow,” said a meteorologist at the NWS Storm Prediction Center. “It’s remarkable weather. Winter is entrenched. It doesn’t appear to be wanting to go anywhere.”

A Foot of Snow in Kansas: “Unprecedented Event”

Kansas City had received about 8 inches of snow by late Tuesday, as forecasters  warned of up to a foot of snow across  more than two dozen states that are so far impacted by the deadly storm.

This event is unprecedented because only about 3 percent of the winter storms that hit Kansas City dump more than 6 inches of snow, Reuters reported another NWS meteorologist as saying.

At least two people were killed on Tuesday in a weather-related car crash in Kansas, one of hundreds of road collisions across Kansas and Missouri,  officials said.

Flight Cancellation and Delays

More than 5,000 flights into, within, or out of the United States have been canceled since Sunday, and at least 14,000 others delayed (source flight aware.com), impacting an estimated 2 million air travelers.

57 California Counties Declared Crop Disaster Areas

All but one of the 58 counties in the state of California have been declared Crop Disaster Areas due to Extreme Drought conditions.

The U.S. Department of Agriculture (USDA) has designated 57 counties in the state of California as crop disaster areas due to the worsening drought, since the beginning of the year.

Imperial County, located Southeast of California in the Imperial Valley, bordering both Arizona and Mexico, is currently covered by D0-D1 drought conditions, but has not yet been designated as a drought disaster area.

California is currently experiencing its worst drought on record. In 2013 California experienced its driest year since records began 120 years ago.

State of Emergency

Governor Brown proclaimed a State of Emergency on January 27  amid the worsening statewide drought.  He called the “really serious,” adding that 2014 could be California’s third consecutive dry year. “In many ways it’s a mega-drought.”

Nearly 9 percent of California is covered by Exception Drought (D4 drought level), more than 58 percent by Extreme Drought (D3 drought level), about  23 percent by Sever Drought (D2 drought level) and over 9 percent of the state experiencing Abnormally Dry to Moderate Drought conditions as of last week.

The land area covered by Extreme Drought (D3 drought level) has more than doubled since January 7, 2014.

‘Extreme’ and ‘Exceptional Drought’ levels are plaguing California, threatening at least 17 communities with water famine.

Severe Drought Prompts Worst-Ever Water Supply Forecast for California

“Simply put, there’s not enough water in the system right now for customers to expect any water this season from the project,” said the director of California Department of Water Resources (DWR).

DWR is securing what little water remains in the state’s reservoirs in response to the worsening drought and strong likelihood of more severe water shortages in the coming months.

The agency announced Friday that they took actions to conserve the state’s dwindling resources, as a result of which, “everyone—farmers, fish, and people in our cities and towns —will get less water.”

“This historic announcement reflects the severity of California’s drought. After two previous dry years, 2014 is shaping up as the driest in state history,” said DWR.

• On Thursday, Sierra snow survey found the snowpack’s statewide water content was only 12 percent of average for this time of year.

• Water levels in key reservoirs now are lower than at this time in 1977, one of the two previous driest water years on record.
  • Lake Oroville in Butte County, the principal SWP reservoir, is at 36 percent of its 3.5 million acre-foot capacity (55 percent of its historical average for the date).
  • Shasta Lake north of Redding, California’s and the federal Central Valley Project’s (CVP) largest reservoir, is also at 36 percent of its 4.5 million acre-foot capacity (54 percent of average for the date).
  • San Luis Reservoir, a critical south-of-Delta reservoir for both the SWP and CVP, is just 30 percent of its 2 million acre-foot capacity (39 percent of average for the date).

Zero Allocation

DWR has never before announced a zero allocation in the 54-year history of the State Water Project to all 29 public water agencies that buy from the SWP. These deliveries help supply water to 25 million Californians and roughly 750,000 acres of irrigated farmland.

The agency forecast in late December that it would be able to deliver only 5 percent of about 4 million acre-feet of State Water Project water requested by the 29 public water agencies that purchase water from the project. They are located in Northern California, the Bay Area, San Joaquin Valley, Central Coast, and Southern California.

The 5 percent projected allocation has now reduced to zero.

White House Declares Oklahoma Federal Disaster Area 

The White House has declared a major disaster in the State of Oklahoma in the areas affected by the severe winter storm during the period of December 5-6, 2013.

The areas worst affected by the severe winter storm are the counties of Choctaw, Le Flore, McCurtain, and Pushmataha.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA.

White House Declares Vermont Federal Disaster Area

The White House has declared a major disaster exists in the State of Vermont in the areas affected by severe winter storms during the period of December 20-26, 2013.

The areas worst affected by the severe winter storm are the counties of Caledonia, Chittenden, Essex, Franklin, Grand Isle, Lamoille, and Orleans.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said FEMA.

USDA Designates 18 Additional Counties in Texas as Crop Disaster Areas

The U.S. Department of Agriculture (USDA) has designated 18 additional counties in Texas as agricultural disaster areas due to the worsening drought.

The latest disaster areas are Dewitt, Gray, Karnes, Armstrong, Carson, Goliad, Lavaca, Atascosa, Collingsworth, Gonzales, Live Oak, Bee, Donley, Hemphill, Roberts, Victoria, Wheeler, and Wilson counties.
