State of Arkansas Declared Federal Disaster Area

The White House has declared a major disaster exists in the state of Arkansas in the area affected by a severe winter storm during the period of December 5-6, 2013.

A severe winter storm destroyed or damaged facilities in the counties of Crawford, Franklin, Johnson, Logan, Madison, Marion, Newton, Polk, Scott, Searcy, Sebastian, Sharp, and Van Buren.

Damage surveys are continuing in other areas, and additional counties may be designated as disaster areas, said FEMA.

Dangerous respiratory virus lands more than 800 Children in Houston hospitals

Hundreds of children have been hospitalized in Houston, Texas, suffering from the highly contagious respiratory virus Respiratory syncytial virus (RSV), according to health officials.

Respiratory syncytial (sin-SISH-uhl) virus, or RSV, is a respiratory virus that infects the lungs and breathing passages. Most otherwise healthy people recover from RSV infection in 1 to 2 weeks. However, infection can be severe in some people, such as certain infants, young children, and older adults.  —CDC

RSV is a highly contagious viral disease that can lead to serious health problems—especially among young children and older adults.

The virus is the most common cause of bronchiolitis (inflammation of the small airways in the lung) and pneumonia among infants up to 12 months of age in the United States. Additionally, RSV is more often regarded as an important cause of respiratory illness in older adults, according to CDC.

Meanwhile, health officials said at least 13 patients have died from H1N1 virus in Houston, and more than 20 from flu in north Texas since late December.

At least 600 patients tested positive in December for RSV, officials with Texas Children’s Hospital told the Houston Chronicle.

More than 140 pediatric patients have been admitted to another Houston hospital since October 2013, the Chronicle said.

RSV causes influenza-like symptoms and can be life-threatening to infants. The virus is most active during the winter months and has no vaccine.

State of Emergency Declared in West Virginia after Chemical Spill

Governor Tomblin has declared a State of Emergency for nine counties in West Virginia following a major spill of 4-Methylcyclohexane Methanol, a chemical used in the coal industry, along the Elk River in Charleston.

Tomblin has urged the residents NOT to use tap water for drinking, cooking, washing or bathing.

“West Virginians in the affected service areas are urged NOT to use tap water for drinking, cooking, washing or bathing. Right now, our priorities are our hospitals, nursing homes, and schools,” said Gov. Tomblin in a statement.

The State of Emergency Declaration is for Boone, Cabell, Clay, Jackson, Kanawha, Lincoln, Logan, Putnam, and Roane counties.  “This declaration follows a notice from West Virginia American Water Company that its water supply had become contaminated.  Residents served by Lincoln PSD, Queen Shoals PSD, Reamer PSD, City of Culloden PSD, and City of Hurricane PSD are also affected.” according to the WV State website.

A DEP spokesperson said the chemical was 4-methylcyclohexane methanol, a “sudsing agent,”  which is used in the processing of coal.

School Closures

Schools were ordered closed in  Boone,  Clay, Jackson, Kanawha, Lincoln and Putnam counties as of 10 p.m. Thursday, officials said.

Tomblin said the state of emergency would stay until the state Department of Health and Human Resources, the Department of Environmental Protection (DEP) and the water company say the water is safe.

“It could take some time, they can’t tell us how long it will take, to get the system flushed clean because some of these pipes go out as far as 60 miles.” He said.

Freedom Industries

The Chemical leak from Freedom Industries occurred upstream of the intake at the Kanawha Valley water treatment—the largest in West Virginia—and has resulted in a tap water ban for at least 100,000 homes and businesses, or about 300,000 people, said West Virginia American Water.

Freedom Industries describes itself as “a full service producer of specialty chemicals for the mining, steel, and cement industries.” The company was founded in 1986 in Charleston, WV, according to the company website.

Crop Disasters Declared in 6 States

46 Counties across six states designated as crop disaster areas by USDA

The U.S. Department of Agriculture (USDA) has designated 46 counties in six states—Minnesota, Wisconsin, North Carolina, South Carolina, Tennessee and Virginia—as crop disaster areas in two separate declarations.

Drought conditions and lack of moisture

USDA has declared the following counties in Minnesota and Wisconsin as crop disaster areas due to losses caused by drought conditions and lack of moisture that occurred September 1 – November 15, 2013.

  • Minnesota:  Kanabec, Morrison, Pine, Aitkin, Carlton, Chisago, Isanti, Benton, Cass, Crow Wing, Mille Lacs, Stearns and Todd counties.
  • Wisconsin: Douglas and  Burnett counties.

Excessive rain and flooding

USDA has also designated the following counties in The Carolinas, Tennessee and Virginia  as crop disaster areas due to excessive rain and flooding that began January 1, 2013, and continues.

  • North Carolina: Alleghany,  Granville, Polk, Ashe, Harnett, Wilkes, Alexander, Franklin, Moore, Vance, Caldwell, Henderson, Person, Wake, Chatham, Iredell, Rutherford, Watauga, Cumberland, Johnston, Sampson, Yadkin, Durham, Lee and Surry counties.
  • South Carolina:  Greenville and Spartanburg
  • Tennessee: Johnson County.
  • Virginia:  Grayson, Halifax and Mecklenburg counties.

The U.S. Department of Agriculture (USDA) has declared 4,447 county-level agricultural disaster areas across 46 states in 2013.

4. A number of counties have been designated crop disaster areas more than once due to multiple disasters.

5. The disaster designations were approved by USDA between January 9 and December 18, 2013.

IAN Threatens Tonga with Cat 4 Hurricane Winds

Severe Tropical Cyclone IAN moving toward Vava’u island chain, Tonga

Severe Tropical Cyclone IAN (Tropical Cyclone 07P) was packing sustained winds of about 175 km/h at 02:00UTC on Friday, January 10, 2014, with wind gusts of about 215 km/h moving ESE at about 10 km/h.

IAN could strike Vava’u with destructive winds by as early as 03:00UTC on Saturday, January 11.
