Sri Lanka’s Food Production Hit by Extreme Events

Growing food insecurity: Rice production to drop by 40 percent in 2017

Extreme drought followed by floods in Sri Lanka has hit large swaths of cropping areas, threatening the food security of more than 900,000 people in Sri Lanka, said a joint report released by the Food and Agriculture Organization of the United Nations (FAO) and the UN World Food Program (WFP).

Drought conditions in 2016 and early 2017 led to widespread crop failures, especially the rice paddy – the country’s staple food. Total paddy production in 2017 is forecast at 2.7 million tons, about 40 percent less than the last year’s output.

Other crops, including various pulses, chillies and onion, which rely mainly on rainwater, were also heavily damaged by the dry weather, increasing food insecurity, said the report.

The situation was exacerbated by subsequent heavy rainfalls in May. Floods and landslides in the south-western parts of the country caused deaths, large population displacements and damage to infrastructure. The rains did not ease the water supply constraints in the drought-impacted north-central and eastern parts of the country.

Apocalyptic Fires Incinerate Victims Fleeing in their Cars

Many killed or injured in forest fires near Coimbra, Portugal

Dozens of people were killed and dozens more injured while trying to flee forest fire in Portugal.

Most of the victims were incinerated in their cars while trying to flee an apocalyptic blaze in Pedrógão Grande area, about 50 km  southeast of Coimbra, Portuguese authorities said.

“This is the greatest disaster we have experienced in recent years in terms of forest fires,” said the prime minister.

The casualty toll currently stands at 65 dead and about 70 injured.

About 80 forest fires have broken out across Portugal since Friday.

Massive wildfires destroy tens of thousands of cattle, other farm animals in Kansas, Colorado, Oklahoma, Texas

  • At least 6 people have been killed and six others injured as fires engulfed multiple ranches destroying or damaging dozens of properties.
  • Significant cattle losses have been reported in the disaster zone.
  • Red-flag warnings are in effect across parts of Iowa, Missouri and Nebraska due to critical wildfire conditions, the National Weather Service reported.

Tennessee wildfires kill 14, damage or destroy 2,500 buildings, force mass evacuations

The WH has declared a major disaster exists in the US state of Tennessee following the losses and damage caused by the deadly wildfires during the period of November 28 to December 9, 2016,

The blazes killed at least 14 people and damaged or destroyed more than 2,500 homes, businesses and other buildings, forcing about 15,000 people to evacuate the town of Gatlinburg in Sevier County, eastern Tennessee.

WV Declared Federal Disaster Area

West Virginia Severe Storms, Flooding, Landslides, and Mudslides (DR-4273)

The White House has declared a major disaster exists in the State of West Virginia in the areas affected by severe storms, flooding, landslides, and mudslides beginning on June 22, 2016, and continuing.

The worst affected areas so far are Greenbrier, Kanawha, and Nicholas counties.

Federal Coordinating Officer for federal recovery operations in the affected areas said damage surveys were continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

Earlier, states of emergency were declared in 44 of the state’s 55 counties.

Multiple West Virginia communities have been devastated by the historic flooding that have killed at least 26 people and left many more homeless.

About a 1,000 properties have been damaged or destroyed, according to the local residents.

State of Emergency declared for 44 counties in WV as deadly storms, historic flooding kill dozens 

Some areas are “devastated,” especially the counties of Greenbrier, Nicholas, Fayette, Kanawha and Webster, said Gov. Tomblin’s communications director.

Some areas are “probably looking at flooding that’s going to be the worst in 100 years,” he added.

Many counties have significant localized damage. Hundreds of homes have been destroyed or severely damaged.

“The flooding we experienced Thursday and into today is among the worst in a century for some parts of the state,” Gov. Tomblin said. “Our team in the Emergency Operations Center worked through the night and continues to coordinate efforts with local officials today.

“On Thursday evening I declared a State of Emergency for 44 counties, including all but the Northern and Eastern Panhandles. I have authorized the deployment of up to 150 members of the West Virginia National Guard to assist local emergency responders as we continue to evaluate the situation today.

“We understand many counties continue to experience significant problems and some waters continue to rise. Joanne and I are thinking continually about those affected by this disaster, and our thoughts and prayers are with those who lost loved ones. I appreciate the tireless efforts of first responders across the state, many of whom have volunteered to travel long distances to help those in the most affected areas.”

The White House has declared a major disaster exists in the State of Texas in the areas affected by severe storms and deadly flooding beginning on May 26, 2016, and continuing.

Federal funding have reportedly been made available to affected individuals in Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller, and Washington counties. “Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.”

Federal funding also is available to the state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures in Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller, and Washington counties.

Federal Coordinating Officer for federal recovery operations in the affected areas said damage surveys were continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

Fort McMurray Wildfire Expected to Keep Growing: Officials

“Fire conditions remain extreme, with 18 new starts across Alberta yesterday. A total of 49 wildfires are burning, with seven considered out of control, 12 being held, 23 under control, and seven turned over to the responsible parties,” said Alberta Government.

Damage to Fort McMurray “Extensive,” the City “Unsafe” for Residents: Alberta Premier 

The explosive blaze, which erupted on Sunday, had grown to about 90,000 hectares by Thursday.

  • State of Emergency continues across in the disaster area across Fort McMurray and surrounding communities.
  • Mandatory Mass Evacuations of about 88,000 residents are nearly completed.
  • The residents will not be able to return home anytime soon, officials have warned.
  • The fire has destroyed thousands of structures in the city.
  • “The damage to the community of Fort McMurray is extensive and the city is not safe for residents,” said Alberta Premier Rachel Notley Thursday evening.
  • The flames are spreading to the communities of Anzac and Gregoire Lake Estates and posing “extreme threat” to the areas south and southeast of Fort McMurray, as of Thursday evening (local time).

“The wildfire threatening to engulf the city has become so powerful it has created its own firestorm,” reported CBC.

The powerful firestorm has created its own weather system, funneling smoke and particulates high into the stratosphere, and generating powerful lightning strikes, sad the report.

“They tend to promote their own kind of conditions,” said a meteorologist for Environment Canada.

“That’s why you’ll see the winds near fires … that are significantly stronger that the surrounding atmosphere.”

FIRE-EARTH Disaster Models estimate the direct damage costs from the fire at $5 billion, based on the data available, as of posting.  [Total damage costs could easily exceed $10 billion.]

Catastrophic Global Water Shortages Affecting Children Mostly —World Vision

Six million people need clean water, sanitation aid: Ethiopian Government

Severe water shortages are putting millions of lives at risk and forcing mass migration as people search for water, says international humanitarian aid agency World Vision.

Life-threatening drought conditions persist globally, including in Central and South America, Southern and Eastern Africa and the Pacific Islands.

“In parts of Ethiopia and Somalia, water is in such short supply that villagers are abandoning their homes and migrating in search of water. Children are absent from school as they search for water or move with their families to find it,” says World Vision.

“Across Africa alone, at least seven million people are without clean water as a result of El Nino weather,” warns World Vision Ethiopia Country Director, who is also a water specialist. “The actual number of people suffering from acute water shortages is probably much higher,” he said. “We have heard a lot about the widespread food shortages, but water shortages caused by El Nino are just as catastrophic. A person can survive for much longer without food than they can without water,” he added.

“If El Nino isn’t causing drought, it is causing floods – either way, the result is unsafe water or no water…  Not only can a lack of water kill, but contaminated water can kill just as quickly. Diarrhea, which is often caused by unclean water and sanitation, can kill small children very quickly. The result is that water shortages hit children harder than anyone else.”

  • Zimbabwe. Water rationing is in effect in every city and town. 15, 000 boreholes have run dry and another 160 need to be drilled.
  • Lesotho. Rains have been delayed by more than two months and some rivers have completely dried up. The Ministry of Health reports that a number of elderly people have died from dehydration as they were less able to cart water from water points.
  • South Africa. Some 2.7 million households are facing water shortages – even hospitals are running out of water. Seven of the nine provinces have declared disasters and some have water rationing in place.
  • Honduras. World Vision staff report that desperate communities are digging wells in an attempt to find water, children are falling ill with diarrhea from drinking dirty water and villagers queue in the middle of the night at waterholes due to demand.
  • Papua New Guinea. Water supplies have been contaminated as people dig wells in order to find water and schools are also closing due to water shortages. An outbreak of typhoid and cholera in one area has killed at least 30 people.

Federal Disaster Declared in the State of Texas

Texas Severe Winter Storms, Tornadoes, Straight-line Winds, and Flooding (DR-4255)

  • Incident period: December 26, 2015 to January 21, 2016
  • Major Disaster Declaration declared on February 09, 2016

The White House has declared a major disaster exists in the State of  Texas in the areas affected by severe winter storms, tornadoes, straight-line winds, and flooding during the period of December 26, 2015 to January 21, 2016.

The areas that were hardest hit by the destructive weather events include Bailey, Castro, Childress, Cochran, Dallas, Deaf Smith, Dickens, Ellis, Hall, Hardeman, Harrison, Henderson, Hopkins, Kaufman, Kent, King, Lamb, Lubbock, Navarro, Parmer, Rains, Red River, Rockwall, Titus, and Van Zandt counties.

Additionally, federal funding has also been made available on a cost-sharing basis for hazard mitigation measures statewide.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, said the Federal Coordinating Officer for federal recovery operations in the affected area.

  • Major Disaster Declaration declared on January 21, 2016

The White House has declared a major disaster exists in the State of Alabama in the areas affected by severe storms, tornadoes, straight-line winds, and flooding during the period of December 23-31, 2015.

The areas that were hardest hit by the disasters include the counties of Autauga, Barbour, Blount, Bullock, Butler, Chambers, Cherokee, Clay, Cleburne, Coffee, Colbert, Conecuh, Covington, Crenshaw, Cullman, Dale, DeKalb, Elmore, Escambia, Fayette, Franklin, Geneva, Henry, Houston, Jackson, Lamar, Lawrence, Lee, Lowndes, Macon, Marion, Marshall, Monroe, Perry, Pike, Russell, St. Clair, Walker, and Winston.

Missouri declared Federal Disaster Area

Missouri Severe Storms, Tornadoes, Straight-line Winds, and Flooding (DR-4250)

  • Incident period: December 23, 2015 to January 09, 2016
  • Major Disaster Declaration declared on January 21, 2016

The White House has declared a major disaster exists in the State of Missouri in the areas affected by severe storms, tornadoes, straight-line winds, and flooding during the period of December 23, 2015 to January 9, 2016.

The areas that were hardest hit by the disasters include the counties of Barry, Barton, Camden, Cape Girardeau, Cole, Crawford, Franklin, Gasconade, Greene, Hickory, Jasper, Jefferson, Laclede, Lawrence, Lincoln, Maries, McDonald, Morgan, Newton, Osage, Phelps, Polk, Pulaski, Scott, St. Charles, St. Francois, St. Louis, Ste. Genevieve, Stone, Taney, Texas, Webster, and Wright.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments, federal officials said.

The federal government has proclaimed 45 Major Disaster Declaration [DR 4205-4249] for a U.S. state/tribal area/territory for 2015 disasters including three for Washington. Additionally, three Emergency Declarations, EM-3372 and EM-3374 including one for WA, and 34 Fire Management Assistance Declarations [FM-5084 to FM-5117] including 12 for the state have been issued.

Bushfires Threaten Multiple Towns in WA

Bushfire EMERGENCY WARNINGS Issued for Several Towns in WA

The Department of Fire and Emergency Services (DFES) said the emergency situation had escalated and the towns of Harvey, Cookernup, Wokalup and surrounding areas could be hit within hours.

Residents in the towns in Western Australia’s South West have been urged to evacuate their properties as bushfires ravage the area.

  • Bushfire EMERGENCY WARNINGS has been issued for East of Waroona, Hamel, Cookernup, Yarloop, Harvey and surrounding areas in the Shires of Harvey and Waroona.
  • EMERGENCY WARNINGS has been issued for south of the South Coast Highway in the Dalyup area, west of Esperance in the Shire of Esperance.

Meanwhile, Human remains were discovered in two houses in Yarloop, in Western Australia’s South West region, which was devastated by bushfire.

DFES has issued the following statement:

Bushfire EMERGENCY WARNING for East of Waroona, Hamel, Cookernup, Yarloop, Harvey and surrounding areas in the Shires of Harvey and Waroona
Saturday 9 January 2016 – 9:43 PM

A bushfire EMERGENCY WARNING remains for people in an area bounded by Old Coast Road, south of Coronation Road, South Western Highway, McDowell Road, Nanga Brook Road, Dawn Creek Road, south to Murray River Fire line, Driver Road, Logue Brook Dam Road, Dupont Road, Tallanalla Road, Myles Avenue, Mornington Road, South Western Highway, Mitchell Road, east to Wellesley Road, Forrest Highway north to Old Coast Road.

This includes east of Waroona, Hamel, Cookernup, Yarloop, Harvey townsite and surrounding areas. It doesn’t include the Waroona townsite.

  • There is a threat to lives and homes in Harvey, Cookernup, Wokalup and surroundings areas.
  • Unless you are ready and prepared to actively defend your property, evacuate to the south via the South Western Highway if safe to do so.

BUSHFIRE BEHAVIOR:

A number of breakouts to the south have occurred as a result of fluctuating wind conditions.

  • The bushfire is moving in a south easterly direction.
  • The fire remains uncontained and is not yet controlled.
  • Burning embers are likely to be blown around your home.
